This is in Auyuittuq National Park in Nunavut, Canada. It's made of granite, and I'm reasonably sure it's the remains of a volcanic pipe where the surrounding (softer) rock has eroded away.

The mountain was used in the James Bond film The Spy Who Loved Me for a 3000ft / 1 km high jump - there's fully 20 seconds of free fall here:

I have jumped out of perfectly good airplanes before and there's not a force in heaven or hell that could get me to BASE jump. One unpredicted wind gust slams you against the structure, two seconds missed timing in your chute, any chute deployment error whatsoever and you're a pile of meat and shattered calcium fragments, possibly still alive, and I don't know which condition would be worse.
