Feature Translation: is Winter Coming for Hikvision?
Is winter coming for Hikvision, the world’s largest manufacture of video surveillance products and solutions? In this week’s feature translation, one Chinese investor (he holds shares in Hikvision and goes by the handle Blitzbear) argues the Night King is already inside Hikvision’s gates.
I’m very grateful to Charles Rollet, a freelance journalist who also works as a researcher with IPVM (the leading publication covering the video surveillance industry) for adding his comments throughout the Google doc full translation and letting me include some of his analysis in the key takeaways below. Check out his fantastic portfolio — which includes many in-depth stories on Hikvision.
If you’re like me, then Hikvision is probably one of those Chinese companies you hear mentioned in the news — for their role in the repression of Uyghurs in Xinjiang or for being one of two Chinese companies (Dahua is the other) targeted by a Congressional ban on U.S. federal agencies purchasing new equipment — but you don’t really know much about beyond that.
Enter our (relatively knowledgeable but probably biased) guide —Blitzbear, a Chinese investor who used to hold a decent chunk of shares in Hikvision before selling most of them and holding on to a small part to “use as an observation deck.” He spent a weekend reading Hikvision’s half-year report and came away very disappointed with Hikvision’s performance. Key takeaways:
— Blitzbear highlights two main issues: 1. Can Hikvision find commercialization pathways for intelligent security in video surveillance? 2. What’s the deal with Hikvision’s cash flow and all the loans it’s taking on?
— On the first question, Blitzbear argues that Hikvision is not making the transition from selling products and “eyes” (cameras were 47.7% of total revenue this period) to selling cloud intelligence services and “brains” that can connect cameras and hardware to the cloud computing models via 5G networks — especially in projects that can be replicated in different data application scenarios.
— A key structural trend that supports the first point: high-end cameras that support facial recognition and other AI services are becoming cheaper, so Hikvision can’t just rely on these cameras anymore and they need to get on the AI track. As Charles notes, “At the U.S.’ largest security camera trade show, I saw $59 facial recognition cameras for sale with an $8 per month app subscription.”
— On the second question, Blitzbear highlights Hikvision’s massive increase in short-term debt (an increase of 3.4 billion RMB throughout 2018 and an additional 1.1. billion in 2019 so far). Interestingly, some of its long-term loans came through a public-private partnership (PPP) or Design-Build-Finance-Operate-Transfer (DBFOT) scheme. In laypersons terms, Hikvision goes to the Chinese (subnational) government entity who is looking to do a surveillance project and says, “Since you will be paying me later, you might as well first lend me the money, and I will take it to make and build the surveillance infrastructure, and then you can pay me less later.”
— Crucially, in this period, Hikvision signed six projects according to this scheme (around 1 billion RMB in total pledged loans) and all were surveillance projects in Xinjiang. See Ipvm’s excellent coverage of Hikvision’s projects in Xinjiang, which include cameras for re-education camps and hundreds of mosques. Blitzbear highlighted one such project signed this year with Luopu, a sparsely populated rural county of about 280,000 (almost entirely Uyghur); I dug into Hikvision’s interim report to find the other five, which are listed in the full translation.
— Charles also added some critiques of this piece. This was one of the benefits of getting his “editing” because I often get too attached to each week’s piece (from spending time translating and getting into the head of the author). Charles writes, “A huge omission here is that Hikvision faces much more direct threats, in terms of possible US sanctions over its Xinjiang activities. This could put them in a Huawei-like situation.” Another flaw in the piece, according to Charles: “When you hear talk of Hikvision's financial issues, always keep in mind that Hikvision's controlling shareholder is the Chinese government, so it's unlikely it would be allowed to flounder like a normal private firm,” and “Chinese government video surveillance spending is still huge; whether that gravy train ever stops or slows down is an issue unaddressed by this article.”

3. Surveillance Techniques
Both China and the US use very similar methods for surveillance. These methodologies can be broadly divided into technology/private industry and policy. These are just organizational divisions - in reality, there is significant overlap between these categories. Many companies like Palantir work with the government and some companies like China Electronics Technology Group Corporation are even government owned, but technology and private companies play such an overwhelming role in the surveillance state that it warranted its own section.
In addition to old methods of phone tapping and video surveillance, governments have recently turned to social media as an approach for surveillance. WeChat is the largest Chinese social media platform and quite literally the backbone of Chinese society today. It is the Chinese equivalent of Facebook, Paypal, Uber, Grubhub, and more (New York Times, January 9, 2019). When I was in China, most people didn’t even pay with cash or card anymore - they simply used their WeChat accounts. Many restaurants only had online menus you scanned with the WeChat QR code scanner to read. My friends and family in China use WeChat for their jobs, schools, and even for small purchases (to buy a movie off of someone, for example, my friend added them on WeChat to discuss pricing). The relationship between Chinese companies and the government is incredibly close - Government officials have admitted to being able to access deleted messages in WeChat (The Verge, April 30, 2018). Other social media surveillance being developed includes the social credit system, which monitors people’s social media activity, debt, and friends to determine their social credit (Business Insider, October 30, 2018). This in turn can be used to evaluate someone’s eligibility for loans, travel, and jobs.

Through these methods, China is able to keep tabs on the thoughts and activities of its citizens. China takes this control one step farther. The complete elimination of controversial material from social media websites and the burgeoning growth of apps like WeChat reinforces social harmony and strengthens the dependency of people on social media apps, two important factors for creating the consumption focused society detailed in the Chinese Dream.
In the United States, the largest social media platform is Facebook. Over 221 million people use this website, which gives Facebook the platform it needs for data mining. Facebook records every like, every comment, every search, every input of data from its consumers and sells it to advertisers (New York Times, January 18, 2019; Forbes, July 18, 2018). Facebook has also proposed creating face recognition software for stores that records and identifies individuals standing in front of cameras at stores and links them to their Facebook profiles (Forbes, July 18, 2018). Although there is no continuous link between legal authorities and Facebook, at any point Facebook could provide this information to the government. This activity is not limited to Facebook - Google, Twitter, and other popular websites harvest their users’ data indiscriminately and completely.
In China, an app developed by the China Electronics Technology Group Corporation (CETC) connects officials to the Integrated Joint Operations Platform (IJOP), a program used in Xinjiang, where Muslim minorities are being monitored and detained. This app records virtually every detail of people’s lives, from their relationships, their purchases, their trips, and even their electricity and gas consumption (World Health Organization, May 2, 2019). Based on this information, people are determined to be either not suspicious or suspicious. They are detained and interrogated if they are found to be the latter. Other Chinese surveillance equipment companies like Hikvision made almost 2 billion yuan from contracts with Xinjiang’s security industry (Forbes, May 21 2019).

In the United States, tech surveillance companies like Palantir have worked extensively with the government. Palantir actually got its footing by selling surveillance equipment to the Pentagon and the CIA during the War on Terror, and has recently worked on facial recognition software for border control (Bloomberg, April 19, 2018). Closer to home, Palantir technology has been used by police departments in New York, New Orleans, Chicago, and Los Angeles (Bloomberg, April 19, 2018).
Both China and the US use bureaucratic strategies to create their surveillance states as well. In the US this is best exemplified by the Patriot Act, in China this is best represented by the Golden Shield. Both policies are government led plans for centralization of power using technology.
The Golden Shield, however, is a comprehensive policy with 6 goals. It aims to create a national information network, a database-oriented application platform that links law enforcement all over the country, a national standard for technology, to increase network security, to manage day to day network processes, and to monitor real time internet traffic in and out of China (Tai 2010, 55-57). The Patriot Act is less focused but has broad provisions that legally allows the government to obtain information from businesses and individuals as it pleases as long as there is reason to suspect a threat to national security (Vox, June 2 2015).
The difference between the US and China in their implementation strategies is the relationship between social media surveillance and the government and how easy transmission of information is between these two bodies. In China, this relationship is strong and continuous. Although WeChat is a private company, we can clearly see the fingerprints of government censorship all throughout interactions on the social media platform. We continue to see surveillance used first and foremost for economic gain, especially for streamlining advertising efforts, although for many companies like Palantir, working with the government and earning money are synonymous.
We see many similarities between the US and China in terms of how they enact their surveillance states. China even cites American policies as justification for its own monitoring practices (Tai 2010, 55). Why, then, is there such a disparity in terms of the way surveillance in these countries is viewed? America, despite all these parallels with China, still very much views itself as a democratic stronghold and bastion of freedom and civil liberty, a counterpoint to a repressive and authoritarian China. When talking with classmates (in particular, Chinese-American classmates) back at my home university about these issues, their first comment is often along the lines of: “Well, at least we aren’t in China.” The difference between America and China stems from the effectiveness of these monitoring techniques in these countries, which is entwined with the philosophies guiding surveillance and the governments.
