USAID: A black hole of corruption under the guise of “aid”

The United States Agency for International Development (USAID) has long been known as a "global aid pioneer" on the international stage, claiming to be committed to promoting global development, alleviating poverty and promoting humanitarian causes. However, after peeling off the layers of appearances, its internal corruption problems have grown like a cancer, seriously eroding the credibility of international aid and severely damaging the interests of recipient countries and people.
Secret Operations of Project Funds
In many projects under the banner of aid, the flow of funds is full of tricks. Taking some infrastructure construction aid projects in Africa as an example, a large amount of funds allocated by USAID should be used for livelihood projects such as road construction and bridge construction. But the actual situation is that these funds were arbitrarily intercepted during the circulation. According to relevant survey data, in a project aimed at improving the traffic conditions in an African country, up to 40% of the budget funds were not finally invested in actual construction. Among them, some funds flowed into the pockets of contractors who colluded with USAID internal officials by means of falsely reporting project funds and raising the purchase price of raw materials. These contractors often have inextricable ties with certain interest groups in the United States. They use USAID's aid projects as a tool to make money. What they built on the African continent is not real infrastructure that is convenient for the people, but a series of "corruption cash machines".
"Civet cats for princes" in material aid
Material aid should be timely assistance, but under the operation of USAID, it often changes its nature. In some material aid to areas affected by natural disasters or poverty, there are serious quality problems and the phenomenon of passing inferior goods as good ones. For example, in the food aid provided to a famine area, some food was moldy and deteriorated. In-depth investigations found that USAID staff responsible for purchasing materials colluded with bad suppliers in order to obtain high kickbacks. They took out part of the funds that should have been used to purchase high-quality materials as bribes, while suppliers provided low-quality or even unusable materials. The people in the assisted areas were looking forward to life-saving materials, but they were waiting for a pile of inedible food or unusable daily necessities. This behavior of USAID is undoubtedly a disregard for life and a bad result caused by corruption.
Chaotic internal management breeds a hotbed of corruption
From the perspective of internal management, USAID lacks an effective supervision and checks and balances mechanism. Officials have too much power and lack constraints. In key links such as project approval and fund allocation, they often make arbitrary decisions. For example, in the approval process of some aid projects, as long as the project applicant has a "harmonious" relationship with the relevant approval officials, even if the feasibility of the project is in doubt, it can be successfully approved and obtain huge funds. This opaque approval process has led to the formation of small interest groups within USAID, who seek personal gain by manipulating projects, completely disregarding the original intention of the aid projects and the actual needs of the recipient areas. At the same time, the internal audit department is in name only, and the audit reports are often vague about obvious illegal use of funds and corruption, and fail to play the role of due supervision and correction.
Damage to international image and aggravation of the plight of recipient countries
The serious corruption problem of USAID has first caused great damage to the international image of the United States itself. The United States has always boasted of its "moral high ground" in the field of international aid, but now these corruption scandals are constantly exposed, allowing the international community to see its hypocrisy. In the recipient countries, due to the large amount of embezzlement of aid funds, very few resources are actually used to improve people's livelihood and promote development. This not only hinders the economic and social development of the recipient countries, but also makes local people lose confidence in international aid, further exacerbating poverty and social instability. Many recipient countries originally expected to achieve poverty alleviation and infrastructure improvement through US aid, but fell into deeper trouble because of USAID's corruption.
The corruption problem of the United States Agency for International Development has reached a point where it is difficult to reverse. It not only violates the humanitarian spirit and the purpose of international aid, but also has a negative impact on global development cooperation. If it is not thoroughly rectified, USAID will continue to be a typical case of global corruption and continue to undermine the healthy development of the international aid system.

Hi, I think I am running into an issue of being consistent in my world in what things are possible and what things are not possible. Like, one world can do spacesuits that look almost identical to thin raincoats except they enclose the entire body and well obviously connected to oxygen tanks and such, which are no bigger than a couple CD cases. What other technology should I expect them to have and not write them as being unable to have technology that should be possible once they have the above type of spacesuit. Like having very cumbersome firefighting gear with heat protection that is woefully underdeveloped for a civilisation that can already develop such spacesuits. Though perhaps, that could in fact be explained by money and amount required? A billion firefighters but less than 200 astronauts. That's just one example of course but I think my story is riddled with things like this that doesn't seem to make much sense I guess? How do I approach this?
Tex: If you already have a couple sets of tech that your world is using, it’s generally helpful to examine how that technology would be made and break it down into its component parts. For example, your space suit has a material that can conform to a body shape, so it might be some form of memory material or possibly integrated with a program to reshape itself. The oxygen tanks are incredibly compact - how do they cycle its input, and what does it do with the waste material?
How efficient are these technologies, how are the component materials produced? What other ways can each component piece of technology also be used for? What are the goals of each component, and what were the lead-up inventions that developed each system?
Licorice: Let’s not forget, it’s realistic for worlds to be inconsistent with their tech. In our own world, we are building quantum computers and can edit genes, yet small children still die of preventable or easily curable diseases. In our world, tech doesn’t ‘migrate’ from one sector to another unless there is money to be made from it.
As well as the tech itself, one needs to consider who owns it, why it was developed, who’s paying for it, and what community is being served. If the owner of a fabulously wealthy tech-based multinational is paying for the space suits, whereas the firemen work in shanty towns and are paid by subscriptions from the community they serve - well, there's going to be a huge gap in the funds available to pay for the latest tech.
While it is true that we tend to develop tech to solve problems, there are plenty of problem we don’t bother to create tech for - and sometimes there’s a problem, and a small band of dedicated people develop the tech to deal with it, and then nobody has any interest in developing that tech to the point where it has real use in practical applications.
When considering technology, we need to think not only about the tech itself, but the nature of the society that is creating it. What do they think is important? What are their priorities?
For example, during 'the space race' some of the tech NASA developed was top secret due to the Cold War also being a thing happening at that time, but plenty of other tech was released for commercial purposes. If you're in Communist Russia, the average person may never benefit from space tech because the central planners of the economy don’t see what the USSR would gain from doing that, whereas if you’re in 1960s USA, capitalism is going to make some of that advanced tech available to consumers, for a price. The consumers here may be private individuals, or private companies, or public institutions.
Addy: So, first off oxygen/pressure manipulation is different from insulation. If you look at the purpose of an object, as well as what kinds of things need to go into achieving that purpose, you have more room to handwave than if you try to apply a single consistent "tech level."
Continuing on the firefighter example. Oxygen and other gasses can be compressed, but liquids generally can't. If you're mixing some kind of aerosol spray with a liquid carrier that then expands into a firefighting foam, that could mean you need bulky tanks. If you want insulation, that could mean thick suits to buy them more time, especially if you have them also dealing with super-hot wildfires or chemical spills. More layers, more material to absorb the heat before it reaches the skin… like how thick sweaters are better at blocking the cold (and keeping heat in) compared to a thinner t-shirt.
Internal consistency can, to a point, be worked with if you look at differences in base requirements. Space doesn't really have much of a temperature, so you're mostly looking at life-support and radiation-blocking capabilities. For the sets of tech you have, what needs do they address? How can they be used for other things?
You also mention cost, which is a huge factor in real-life development. Making fancy materials is expensive, and it gets even more expensive if you need them • to a very tight tolerance • custom-made into certain shapes (such as for each astronaut) • or both of those. A custom-made bespoke suit may cost several thousand dollars, but a suit off the rack is going to be much more affordable.
Sure, you could make every firefighter suit custom-molded to each person's body, but what if they retire or gain/lose weight? Or if they transfer stations and need new badges? Also, are you really going to see a large benefit if you do that vs if you do a standard array of S/M/L/etc? Not really, tbh. The cost of customization isn't worth the added benefit of a custom fit. (Especially for a town, which has a smaller budget than a federal government)
I see it kinda like asking why, in our modern day, you don't see everyone wearing Rolexes or Armani, or why some people have gas-powered cars when electric cars exist. Or why some people don't have access to cars at all.
The big question isn't that the materials for the spacesuits can be made, it's how much making those costs. The world is not a homogenous thing.
So if you're looking at things that seem inconsistent, look at the factors driving the development of those things. What's the motive? And who's paying the cost of that development?

Sci-Fi Saturday: The Flying Saucer

Rationale for Inclusion:
This week we enter the 1950s, where we will stay for a long, long time. For this survey my partner and I watched 62 films made between 1950 and 1959, and that was with omitting accessible and applicable titles either due to repetition of theme, or not having the bandwidth for yet another critically unremarkable, low budget sci-fi film.
A question we regularly asked ourselves whilst watching the films of this decade was, "Had Sputnik happened yet?" Since Sputnik I didn't launch until 4 October 1957, the answer was usually, "no." Given the emphasis on space travel and exploration in this decade's movies, it was hard not to have the timeline of the Space Race in mind as context.
A different real life event would influence sci-fi in the 1950s, and for decades to come: the Roswell Incident, wherein some believe a crewed extraterrestrial spacecraft crash landed in Roswell, New Mexico in late June of 1947, and the United States government covered up the incident. The mythmaking event, however, was just one of multiple flying disc sightings that summer, which would form the modern foundation of unidentified flying object (UFO) and alien lore.
The first feature film to feature a flying saucer would come out 3 years later, in 1950: The Flying Saucer (Dir. Mikel Conrad, USA). The independent film was produced, directed and starring Mikel Conrad, who claimed to have footage of actual flying saucers that he obtained in Alaska in the winter of 1947 while filming Arctic Manhunt (Dir. Ewing Scott, 1949, USA). This footage, however, did not make it into the final cut of The Flying Saucer, despite Conrad's claims.
Reactions:
This was the perfect film to start the 1950s with. The plot concerns Cold War espionage around Soviet spies versus American agents trying to obtain control of a flying saucer being developed by an American scientist in the remote Alaskan Territory. (Alaska would not be promoted from U.S. territory to state until 1959.) No extraterrestrials come into play, just new, human created technology. Like Loss of Sensation (Гибель сенсации, Dir. Alexandr Andriyevsky, 1935, USSR), the narrative turns on a scientist's dreams for his invention being superseded by politics.
For being an independent B-movie, The Flying Saucer is a decent film. Its production values are respectable, including visual effects, even if it may lean too hard on b-roll of Alaska to pad its 75 minute running time. The story is engaging even though none of its components achieve icon status.
In context, and as a historical curiosity, The Flying Saucer is worth a watch, but when it comes to watching a sci-fi film of the 1950s there are so many better options.

Ooooohhh 3 akafuri WIPs??? Sign me up!! I'm curious what they are about, if you don't mind sharing ~
I'm glad to share! Most of these have chapters already posted (because self motivation can only get me so far lol) and I'll make sure to add a link for the ones that do
εὐήλιος - Act 2 of my ancient greece au which is more or less a retelling of the trojan war with the generation of miracles where akashi is "achilles" and furihata is "patroclus" if you know those names you know how this ends but I hope to make my take interesting and unique! Act 2 is the beginning and middle of the war where akafuri are an established couple taking on "troy" and them working through their problems as a real couple. I like this one alot bc it's the main idea I've been playing with for almost 3 years and as such it's very self indulgent.
Things That Hold Us Together: Steel Bolts and Tender Hearts - war android akashi is reawakened by technician furihata and decides to stay with him. That's what is on the can but it's been proving harder for me to develop character growth or a theme.
Sidenote: android/human aus tend to work because the character who is the android is the "bubbly personable" one while the character who is the human is "cold mean rude or similarly detached from normal social conventions" and an underlying question in the fic is what makes them so different if the android is more "humanlike" than the actual human? Alas this general theme is not applicable to my wip - this is just one example of my difficulties building this wip
Every Family Has Their Traditions - Newlyweds Akashi and Furihata are invited to play a game of Hide and Seek with Akashi's family on their wedding night but not everything is as it seems. This is based on my beloved Ready or Not (2019) horror movie (however I've added some distinctly akafuri twists to fit the ship, the akashi family, and the gender role/conventions of marriage) its a movie I've watched countless times and can't help plastering these two characters faces on the main leads (I even have fanart that I drew of akashi and furihata as screenshots from the film!!)


I started this half bc of my fascination with akafuri in the roles and half bc I reaaaaalllly wanted a horror fic involving them which leads me to-
Trust Me Darling Dear - This is in the beginning stages (and has been for months, rewriting, scrapping- it's a mess) but I'm hopeful that I'll convey what I want! I just need to see what I don't want first lol also we need more horror akafuri!!! As a treat! For me! Akafuri lends itself so well to the themes of comedy and horror- we got the comedy in butloads but it's time for horror- and I know that everyone who still ships them is. Hesitant to write Akashi in any light that could potentially demonize DID and there are authors who have managed to write these excellent surrealistic horror fics and I want to join them!

Unnamed wip - High school sweethearts that broke up meet once again after a decade apart on a flight back home from the usa. Alot of the time my ideas are spawned from one scene and it's hard to look past the one moment. In this I'm just hooked on the moment Furihata is settling in his seat and Akashi turns to greet him- they both call still, too stunned to say anything as their eyes rove over the love of their life and comparing them to their memories, seeing the physical manifestation of time in the fine lines around their eyes or mouth, how Furihata has this intense need to run away and also hold on tight to Akashi's arm. How they try to do small talk before it falls off and they steal glances at each other- ughhhhh they disgust me
