Weaponizing violence. With alarming regularity, the nation continues to be subjected to spates of violence that terrorizes the public, destabilizes the country’s ecosystem, and gives the government greater justifications to crack down, lock down, and institute even more authoritarian policies for the so-called sake of national security without many objections from the citizenry.
Weaponizing surveillance, pre-crime and pre-thought campaigns. Surveillance, digital stalking and the data mining of the American people add up to a society in which there’s little room for indiscretions, imperfections, or acts of independence. When the government sees all and knows all and has an abundance of laws to render even the most seemingly upstanding citizen a criminal and lawbreaker, then the old adage that you’ve got nothing to worry about if you’ve got nothing to hide no longer applies. Add pre-crime programs into the mix with government agencies and corporations working in tandem to determine who is a potential danger and spin a sticky spider-web of threat assessments, behavioral sensing warnings, flagged “words,” and “suspicious” activity reports using automated eyes and ears, social media, behavior sensing software, and citizen spies, and you having the makings for a perfect dystopian nightmare. The government’s war on crime has now veered into the realm of social media and technological entrapment, with government agents adopting fake social media identities and AI-created profile pictures in order to surveil, target and capture potential suspects.
Weaponizing digital currencies, social media scores and censorship. Tech giants, working with the government, have been meting out their own version of social justice by way of digital tyranny and corporate censorship, muzzling whomever they want, whenever they want, on whatever pretext they want in the absence of any real due process, review or appeal. Unfortunately, digital censorship is just the beginning. Digital currencies (which can be used as “a tool for government surveillance of citizens and control over their financial transactions”), combined with social media scores and surveillance capitalism create a litmus test to determine who is worthy enough to be part of society and punish individuals for moral lapses and social transgressions (and reward them for adhering to government-sanctioned behavior). In China, millions of individuals and businesses, blacklisted as “unworthy” based on social media credit scores that grade them based on whether they are “good” citizens, have been banned from accessing financial markets, buying real estate or travelling by air or train.
Weaponizing compliance. Even the most well-intentioned government law or program can be—and has been—perverted, corrupted and used to advance illegitimate purposes once profit and power are added to the equation. The war on terror, the war on drugs, the war on COVID-19, the war on illegal immigration, asset forfeiture schemes, road safety schemes, school safety schemes, eminent domain: all of these programs started out as legitimate responses to pressing concerns and have since become weapons of compliance and control in the police state’s hands.
Weaponizing entertainment. For the past century, the Department of Defense’s Entertainment Media Office has provided Hollywood with equipment, personnel and technical expertise at taxpayer expense. In exchange, the military industrial complex has gotten a starring role in such blockbusters as Top Gun and its rebooted sequel Top Gun: Maverick, which translates to free advertising for the war hawks, recruitment of foot soldiers for the military empire, patriotic fervor by the taxpayers who have to foot the bill for the nation’s endless wars, and Hollywood visionaries working to churn out dystopian thrillers that make the war machine appear relevant, heroic and necessary. As Elmer Davis, a CBS broadcaster who was appointed the head of the Office of War Information, observed, “The easiest way to inject a propaganda idea into most people’s minds is to let it go through the medium of an entertainment picture when they do not realize that they are being propagandized.”
Weaponizing behavioral science and nudging. Apart from the overt dangers posed by a government that feels justified and empowered to spy on its people and use its ever-expanding arsenal of weapons and technology to monitor and control them, there’s also the covert dangers associated with a government empowered to use these same technologies to influence behaviors en masse and control the populace. In fact, it was President Obama who issued an executive order directing federal agencies to use “behavioral science” methods to minimize bureaucracy and influence the way people respond to government programs. It’s a short hop, skip and a jump from a behavioral program that tries to influence how people respond to paperwork to a government program that tries to shape the public’s views about other, more consequential matters. Thus, increasingly, governments around the world—including in the United States—are relying on “nudge units” to steer citizens in the direction the powers-that-be want them to go, while preserving the appearance of free will.
Weaponizing desensitization campaigns aimed at lulling us into a false sense of security. The events of recent years—the invasive surveillance, the extremism reports, the civil unrest, the protests, the shootings, the bombings, the military exercises and active shooter drills, the lockdowns, the color-coded alerts and threat assessments, the fusion centers, the transformation of local police into extensions of the military, the distribution of military equipment and weapons to local police forces, the government databases containing the names of dissidents and potential troublemakers—have conspired to acclimate the populace to accept a police state willingly, even gratefully.
Weaponizing fear and paranoia. The language of fear is spoken effectively by politicians on both sides of the aisle, shouted by media pundits from their cable TV pulpits, marketed by corporations, and codified into bureaucratic laws that do little to make our lives safer or more secure. Fear, as history shows, is the method most often used by politicians to increase the power of government and control a populace, dividing the people into factions, and persuading them to see each other as the enemy. This Machiavellian scheme has so ensnared the nation that few Americans even realize they are being manipulated into adopting an “us” against “them” mindset. Instead, fueled with fear and loathing for phantom opponents, they agree to pour millions of dollars and resources into political elections, militarized police, spy technology and endless wars, hoping for a guarantee of safety that never comes. All the while, those in power—bought and paid for by lobbyists and corporations—move their costly agendas forward, and “we the suckers” get saddled with the tax bills and subjected to pat downs, police raids and round-the-clock surveillance.
Weaponizing genetics. Not only does fear grease the wheels of the transition to fascism by cultivating fearful, controlled, pacified, cowed citizens, but it also embeds itself in our very DNA so that we pass on our fear and compliance to our offspring. It’s called epigenetic inheritance, the transmission through DNA of traumatic experiences. For example, neuroscientists observed that fear can travel through generations of mice DNA. As The Washington Post reports, “Studies on humans suggest that children and grandchildren may have felt the epigenetic impact of such traumatic events such as famine, the Holocaust and the Sept. 11, 2001, terrorist attacks.”
Weaponizing the future. With greater frequency, the government has been issuing warnings about the dire need to prepare for the dystopian future that awaits us. For instance, the Pentagon training video, “Megacities: Urban Future, the Emerging Complexity,” predicts that by 2030 (coincidentally, the same year that society begins to achieve singularity with the metaverse) the military would be called on to use armed forces to solve future domestic political and social problems. What they’re really talking about is martial law, packaged as a well-meaning and overriding concern for the nation’s security. The chilling five-minute training video paints an ominous picture of the future bedeviled by “criminal networks,” “substandard infrastructure,” “religious and ethnic tensions,” “impoverishment, slums,” “open landfills, over-burdened sewers,” a “growing mass of unemployed,” and an urban landscape in which the prosperous economic elite must be protected from the impoverishment of the have nots. ��We the people” are the have-nots.
The end goal of these mind control campaigns—packaged in the guise of the greater good—is to see how far the American people will allow the government to go in re-shaping the country in the image of a totalitarian police state.

Elon Musk’s so-called Department of Government Efficiency (DOGE) has started rolling out digital infrastructure for a new golden visa immigration program, according to sources familiar with the matter, public records, and tests conducted by WIRED. The White House has yet to formally announce the initiative, but some US permanent residents and foreign visitors are already being asked if they have applied for a “Trump Card Visa.”
President Donald Trump first floated the idea of creating a $5 million golden visa in February, describing it as a way for wealthy individuals to buy residency in the United States and a pathway to becoming US citizens. How this would work is unclear: Federal law dictates how many permanent residency cards can be issued each year and who can get them, and experts say Congress would need to pass new legislation to raise the cap or change eligibility rules.
DOGE’s involvement in the visa project shows how quickly Musk and his team have expanded their purview. Trump’s initial executive order creating DOGE tasked the group with boosting government productivity by "modernizing federal technology and software.” Less than four months later, DOGE appears to be playing a central role in shaping the American immigration system.
Representatives from DOGE have spent the past several weeks coordinating on the golden visa program with officials from Customs and Border Protection (CBP), US Citizenship and Immigration Services (USCIS), the State Department, and other agencies, according to sources with knowledge of the meetings. On Musk’s side, the project is being overseen by two high-profile DOGE associates, Marko Elez and Edward Coristine.
One focus area for Musk’s team has been figuring out how to plug current US government systems for verifying travelers and processing immigration applications into what may eventually become a stand-alone website designed specifically for the Trump Card Visa. In late March, DOGE registered the domain trumpcard.gov, according to public records published by the Cybersecurity and Infrastructure Security Agency.
Tests conducted by WIRED show the website has subdomains corresponding to a number of federal agencies and systems, including CBP, the State Department, and the USCIS Electronic Immigration System, the main portal for processing visa paperwork. The subdomains indicate that trumpcard.gov has been connected to digital infrastructure across multiple parts of the federal government.
A reference to the Trump Card Visa has also been added in the live application form for Global Entry, a program run by US Customs and Border Protection (CBP) that allows preapproved US citizens, green card holders, and travelers from certain countries to enter the US through a fast lane, saving them time at the airport. People who apply for Global Entry with a foreign passport are currently given the option to select if they have “submitted an application for a Trump Card Visa,” tests by WIRED show.
WIRED confirmed that citizens of China, Russia, Ukraine, South Korea, and many other countries are eligible to select the Trump Card Visa option in their Global Entry applications. It appears that only Canadian nationals are excluded; they are directed instead to the existing NEXUS program for prescreened travelers from the US and Canada to speed through customs processing.

During a podcast appearance in March, Trump’s commerce secretary, Howard Lutnick, claimed he had already sold 1,000 gold cards. He noted that Trump had estimated they could sell 1 million overall. The idea, Lutnick told the hosts of the All In show, was to allow people to purchase the right to live in the United States and pay taxes only on their income earned in the country.
One of the hosts, Chamath Palihapitiya, relayed a conversation he said he had with Musk about the project: “One of the most difficult parts of it, is, it turns out, all of the CPB infrastructure to do all these checks, it’s like a lot of COBOL mainframes and the amount of technology that has to get rewritten.”
The White House hasn’t clarified whether it believes current immigration law provides the president statutory authority for creating the Trump Card Visa. “It’s not clear what the legal basis is, unless they do something such as have Congress pass a bill through both houses and the president signs it, which is called legislation,” says Stuart Anderson, executive director of the National Foundation for American Policy, a nonpartisan think tank focused on trade and immigration issues.
The current system for issuing permanent residency cards, known as green cards, is governed by laws such as the Immigration Act of 1990, which outline in detail who is eligible to receive green cards and in what numbers. The per-country cap has led to a long backlog for immigrants from countries like India, some of whom have already been waiting for over a decade to receive a green card. The Trump administration hasn’t said whether it intends to permit Trump Card Visa holders to skip this line and receive permanent residency in the US on an accelerated timeline.
The US government has the capacity to dole out roughly 1.1 million permanent resident cards in the current fiscal year, which are divided into categories for family members, workers with advanced skills, and other groups based on precise rules.
Lutnick originally proposed Trump’s gold card as a replacement for one of these categories, known as the EB-5 investor visa, which is perhaps the closest thing the United States currently has to a golden visa.
Created by Congress in 1990, the program currently allows roughly 10,000 foreigners to obtain a green card each year by making a $1.05 million investment in the United States (or $800,000 in rural areas and regions plagued by high unemployment), supporting at least 10 full-time jobs.
When the program was initially crafted, experts say, lawmakers went to great lengths to ensure it wasn’t seen as a pathway for corrupt oligarchs to unfairly buy their way into the United States. Part of that effort was ensuring immigration authorities carefully assess each EB-5 application to verify the investment funds aren’t coming from illegal or unsavory sources.
"There’s a whole unit in USCIS filled with economists and national security experts” who review EB-5 applications, says Doug Rand, a former senior adviser at USCIS under the Biden administration. During his time in the government, Rand says, there was so much paperwork associated with EB-5 petitions that the towering stacks of files caused the floor inside USCIS headquarters to sag.
It’s not clear if this same level of scrutiny will be applied to the gold card program. When asked during the February briefing whether a Russian oligarch would be eligible, Trump said “yeah, possibly, hey I know some Russian oligarchs that are very nice people.”
Advocates for the existing EB-5 program say it has mostly been used by ordinary immigrants who saved for years to invest in American real estate developments and other enterprises, and expect to make their money back one day. In other words, it’s not a group of people who can typically afford to pay $5 million for a gold card and never see those funds again.
“Most people who are trying to take advantage of the EB-5 program as a pathway to a green card and citizenship do not have that type of money,” says Brad Sher, chief executive of EB5 Group, an investment firm that specializes in raising money for EB5 real estate projects. “They are mostly working-class people who work hard to save their money, and they're often using a majority of their savings to come up with the investment amounts to take advantage of EB-5.” (Sher adds that he is supportive of Trump’s Gold Card, though he hopes it can coexist alongside the EB-5 visa).
During the initial Oval Office briefing on February 25, Lutnick said the gold card initiative would be launching in about two weeks. During his podcast interview, which came out a month later on March 20, he also claimed the project was right around the corner. “About two weeks from today it goes out,” Lutnick said, slicing his hand through the air for emphasis. Whether it’s actually ready and, if so, when it will be announced, remain unknown.

Elon Musk’s so-called Department of Government Efficiency (DOGE) has started rolling out digital infrastructure for a new golden visa immigration program, according to sources familiar with the matter, public records, and tests conducted by WIRED. The White House has yet to formally announce the initiative, but some US permanent residents and foreign visitors are already being asked if they have applied for a “Trump Card Visa.”
President Donald Trump first floated the idea of creating a $5 million golden visa in February, describing it as a way for wealthy individuals to buy residency in the United States and a pathway to becoming US citizens. How this would work is unclear: Federal law dictates how many permanent residency cards can be issued each year and who can get them, and experts say Congress would need to pass new legislation to raise the cap or change eligibility rules.
DOGE’s involvement in the visa project shows how quickly Musk and his team have expanded their purview. Trump’s initial executive order creating DOGE tasked the group with boosting government productivity by "modernizing federal technology and software.” Less than four months later, DOGE appears to be playing a central role in shaping the American immigration system.
Representatives from DOGE have spent the past several weeks coordinating on the golden visa program with officials from Customs and Border Protection (CBP), US Citizenship and Immigration Services (USCIS), the State Department, and other agencies, according to sources with knowledge of the meetings. On Musk’s side, the project is being overseen by two high-profile DOGE associates, Marko Elez and Edward Coristine.
One focus area for Musk’s team has been figuring out how to plug current US government systems for verifying travelers and processing immigration applications into what may eventually become a stand-alone website designed specifically for the Trump Card Visa. In late March, DOGE registered the domain trumpcard.gov, according to public records published by the Cybersecurity and Infrastructure Security Agency.
Tests conducted by WIRED show the website has subdomains corresponding to a number of federal agencies and systems, including CBP, the State Department, and the USCIS Electronic Immigration System, the main portal for processing visa paperwork. The subdomains indicate that trumpcard.gov has been connected to digital infrastructure across multiple parts of the federal government.
A reference to the Trump Card Visa has also been added in the live application form for Global Entry, a program run by US Customs and Border Protection (CBP) that allows preapproved US citizens, green card holders, and travelers from certain countries to enter the US through a fast lane, saving them time at the airport. People who apply for Global Entry with a foreign passport are currently given the option to select if they have “submitted an application for a Trump Card Visa,” tests by WIRED show.
WIRED confirmed that citizens of China, Russia, Ukraine, South Korea, and many other countries are eligible to select the Trump Card Visa option in their Global Entry applications. It appears that only Canadian nationals are excluded; they are directed instead to the existing NEXUS program for prescreened travelers from the US and Canada to speed through customs processing.
The White House did not respond to a request for comment.

Imagine a coffee company trying to optimize its supply chain. The company sources beans from three suppliers, roasts them at two facilities into either dark or light coffee, and then ships the roasted coffee to three retail locations. The suppliers have different fixed capacity, and roasting costs and shipping costs vary from place to place.
The company seeks to minimize costs while meeting a 23 percent increase in demand.
Wouldn’t it be easier for the company to just ask ChatGPT to come up with an optimal plan? In fact, for all their incredible capabilities, large language models (LLMs) often perform poorly when tasked with directly solving such complicated planning problems on their own.
Rather than trying to change the model to make an LLM a better planner, MIT researchers took a different approach. They introduced a framework that guides an LLM to break down the problem like a human would, and then automatically solve it using a powerful software tool.
A user only needs to describe the problem in natural language — no task-specific examples are needed to train or prompt the LLM. The model encodes a user’s text prompt into a format that can be unraveled by an optimization solver designed to efficiently crack extremely tough planning challenges.
During the formulation process, the LLM checks its work at multiple intermediate steps to make sure the plan is described correctly to the solver. If it spots an error, rather than giving up, the LLM tries to fix the broken part of the formulation.
When the researchers tested their framework on nine complex challenges, such as minimizing the distance warehouse robots must travel to complete tasks, it achieved an 85 percent success rate, whereas the best baseline only achieved a 39 percent success rate.
The versatile framework could be applied to a range of multistep planning tasks, such as scheduling airline crews or managing machine time in a factory.
“Our research introduces a framework that essentially acts as a smart assistant for planning problems. It can figure out the best plan that meets all the needs you have, even if the rules are complicated or unusual,” says Yilun Hao, a graduate student in the MIT Laboratory for Information and Decision Systems (LIDS) and lead author of a paper on this research.
She is joined on the paper by Yang Zhang, a research scientist at the MIT-IBM Watson AI Lab; and senior author Chuchu Fan, an associate professor of aeronautics and astronautics and LIDS principal investigator. The research will be presented at the International Conference on Learning Representations.
Optimization 101
The Fan group develops algorithms that automatically solve what are known as combinatorial optimization problems. These vast problems have many interrelated decision variables, each with multiple options that rapidly add up to billions of potential choices.
Humans solve such problems by narrowing them down to a few options and then determining which one leads to the best overall plan. The researchers’ algorithmic solvers apply the same principles to optimization problems that are far too complex for a human to crack.
But the solvers they develop tend to have steep learning curves and are typically only used by experts.
“We thought that LLMs could allow nonexperts to use these solving algorithms. In our lab, we take a domain expert’s problem and formalize it into a problem our solver can solve. Could we teach an LLM to do the same thing?” Fan says.
Using the framework the researchers developed, called LLM-Based Formalized Programming (LLMFP), a person provides a natural language description of the problem, background information on the task, and a query that describes their goal.
Then LLMFP prompts an LLM to reason about the problem and determine the decision variables and key constraints that will shape the optimal solution.
LLMFP asks the LLM to detail the requirements of each variable before encoding the information into a mathematical formulation of an optimization problem. It writes code that encodes the problem and calls the attached optimization solver, which arrives at an ideal solution.
“It is similar to how we teach undergrads about optimization problems at MIT. We don’t teach them just one domain. We teach them the methodology,” Fan adds.
As long as the inputs to the solver are correct, it will give the right answer. Any mistakes in the solution come from errors in the formulation process.
To ensure it has found a working plan, LLMFP analyzes the solution and modifies any incorrect steps in the problem formulation. Once the plan passes this self-assessment, the solution is described to the user in natural language.
Perfecting the plan
This self-assessment module also allows the LLM to add any implicit constraints it missed the first time around, Hao says.
For instance, if the framework is optimizing a supply chain to minimize costs for a coffeeshop, a human knows the coffeeshop can’t ship a negative amount of roasted beans, but an LLM might not realize that.
The self-assessment step would flag that error and prompt the model to fix it.
“Plus, an LLM can adapt to the preferences of the user. If the model realizes a particular user does not like to change the time or budget of their travel plans, it can suggest changing things that fit the user’s needs,” Fan says.
In a series of tests, their framework achieved an average success rate between 83 and 87 percent across nine diverse planning problems using several LLMs. While some baseline models were better at certain problems, LLMFP achieved an overall success rate about twice as high as the baseline techniques.
Unlike these other approaches, LLMFP does not require domain-specific examples for training. It can find the optimal solution to a planning problem right out of the box.
In addition, the user can adapt LLMFP for different optimization solvers by adjusting the prompts fed to the LLM.
“With LLMs, we have an opportunity to create an interface that allows people to use tools from other domains to solve problems in ways they might not have been thinking about before,” Fan says.
In the future, the researchers want to enable LLMFP to take images as input to supplement the descriptions of a planning problem. This would help the framework solve tasks that are particularly hard to fully describe with natural language.
