I knew that going into work today was probably not the smartest idea, but I needed the money and had signed on for a double shift. I started early, driving to the bakery I worked at around 7:45am. As President Donald Trump golfed in Florida over the weekend, his hefty new tariffs, which target everywhere from China to the Falkland Islands, started to go into effect, and businesses began to react to them. Jaguar Land Rover, the Anglo-Indian automaker, announced it was pausing shipments to the United States. The American company Howmet Aerospace, which builds parts for airliners made by Boeing and Airbus, also said it may halt sending products that are affected by the new duties.

On Wall Street, where stocks plunged by about ten per cent on Thursday and Friday, analysts and investors prepared for more selling. The widely followed VIX index, a measure of expected volatility, has risen to levels not seen since the early days of COVID. Financial markets often overreact, but this Trump slump is perfectly rational and explicable. Tariffs are taxes on goods, and imposing them reduces over-all buying power in the economy. On Friday, Jerome Powell, the chair of the Federal Reserve, noted that the new tariffs are “significantly larger than expected,” so the “same is likely to be true of the economic effects, which will include higher inflation and slower growth.” It is very unusual for a Fed chairman to say out loud that an Administration’s policies are bad for the economy. Also on Friday, JPMorgan Chase, America’s largest bank, predicted a recession later this year, despite the fact that the Labor Department’s employment report for March showed solid growth. “We now expect real GDP to contract under the weight of the tariffs,” Michael Feroli, the bank’s chief U.S. economist, wrote, in a note to clients.

To some extent, investors are simply anticipating the negative impact that slower growth, or an outright slump, will have on corporate profits. But there is more to it than that. Many people on Wall Street are also suffering from buyer’s remorse. From August to December of last year, the market rose by about twenty per cent. Investors, analysts, and business executives bought into the notion that a Trump Presidency would boost an economy that was already growing faster than the rest of the developed world, with a very low jobless rate. After the election, Jamie Dimon, the C.E.O. of JPMorgan Chase, said bankers were “dancing in the street.” They were also willfully ignoring Trump’s long record of recklessness in his own business dealings and his repeated pledges to upend the global trading system, on which he has now followed through.

In recent years, policy analysts on the left and the right have advocated a retreat from the hyper-globalization that reigned from roughly 1990 to 2016, and which had harmful side effects, including a hollowing out of many industrial regions, and a dependency on fragile global supply chains. Trump’s first term, in which he imposed tariffs on certain goods, including steel, aluminum, and washing machines, and on a much wider range of products from China, marked the end of the free-trade era. The Biden Administration left in place the tariffs that Trump had imposed on China and supplemented them with an ambitious industrial policy designed to boost the industries of the future, including green energy, E.V.s, and semiconductors. Although Trump dismissed these policies as the “Green New Scam,” some conservatives, such as those associated with American Compass, a think tank founded in 2020 by Oren Cass, a former aide to Mitt Romney, supported elements of them. (In an article for the Financial Times last year, Cass referred to “the essential role of public financing, subsidies and procurement in spurring innovation and production at scale.”)

But, even if these developments marked a cross-party revival of what some have termed “neo-mercantilism”—the strategic use of state power to shape trade relationships for national advantage—Trump’s new tariffs constitute a radical departure from previous policies, including his own. Rather than applying to countries that impose specific trade barriers on U.S. goods, they target any nation that runs a trade surplus with the U.S., regardless of how that surplus may have arisen. The arithmetic formula that the Administration used to determine its tariff rates simply takes the bilateral surplus in goods from a given country, divides this figure by the amount of goods imported from that country, and multiplies the resultant fraction by a half. Comically, it also includes some Greek symbols to make it look scientific, but nowhere does it include the level of tariffs that the country imposes on U.S. goods.

In other words, these are not “reciprocal” tariffs. Reciprocity involves an equal give-and-take. According to the World Trade Organization, the European Union imposes tariffs of five per cent on foreign goods, on average; Japan imposes tariffs of four per cent; and Cambodia imposes tariffs of nineteen per cent. Under Trump’s policy, the tariffs on goods from these places are twenty per cent, twenty-four per cent, and forty-nine per cent, respectively. As CNBC’s Steve Liesman noted online, Trump “straight up lied when he said the US is now charging tariffs at half the rate other countries charge.”

Immediately after Trump announced his tariffs, I noted that they represent not neo-mercantilism but a resurgence of the absolutist approach adopted during the sixteenth and seventeenth centuries by European mercantilists who viewed any trade deficit as an evil. In addition to affecting established industrial powers, including China, Japan, and the E.U., the tariffs also hit Asian economic success stories, such as Vietnam and Bangladesh, and impoverished African countries, such as Lesotho and Malawi. The main reason that Lesotho runs a trade surplus with the United States has nothing to do with trade restrictions; it is because of poverty. With a per-capita annual income of less than a thousand dollars a year, Lesothans can’t afford to buy very many iPhones or Caterpillar trucks. And the new tariffs are threatening one of the country’s main sources of income: factories that make textiles for Levi’s and other Western companies.

Trump’s avowed goal is to re-shore American factories and boost manufacturing employment in the long run, but will it work even on its own terms? In making multibillion-dollar capital investment decisions, such as building a new plant in the United States that could operate for decades, companies need to be pretty sure about the future. With Trump, the only certainty is that things could change. Another factor to consider is that many imports are components for domestically produced goods, and slapping tariffs on them raises the costs to American firms that rely on these parts. A Federal Reserve Board study of the tariffs that Trump imposed on China in 2018 found that, when this factor was taken into account, the duties didn’t lead to any increase in manufacturing jobs. In fact, they led to a reduction of 1.4 per cent.

Trump’s new tariffs are so high and wide-ranging that estimating their ultimate impact, assuming they stay in place, would be largely guesswork. We do know for sure that they represent an unprecedented shock to the economy, and they are being accompanied by policies that run directly counter to the goal of promoting American economic dominance. Guided by Elon Musk and his DOGE colleagues, the Trump Administration is busy making cutbacks at the National Science Foundation and National Institutes of Health, which finance basic scientific research on which American businesses rely for their product development. It’s also cancelling grants for clean-energy projects and undermining investments in E.V. manufacturing by, for example, reversing the Biden Administration’s rules on reducing tailpipe pollution. Last week it withdrew funding for a federal program that promotes technical progress and productivity growth at small and medium manufacturing companies across the country. If this is mercantilism, it is mercantilism gone mad.

In recent history, Brexit represents the only comparable act of economic self-harm. But the fallout from the U.K.’s vote, in 2016, to withdraw from the European Union was largely limited to its own inhabitants. This is different. Since the Second World War ended, the U.S. has been the global economic hegemon. While acting in its own interest, sometimes ruthlessly, it has taken the view that promoting international trade and development will ultimately benefit Americans as well as people overseas. The Trump Administration has now formally abandoned this leadership role as a champion of open trade, but it hasn’t stopped there. At least in the short run, it has committed to a policy of inflicting damage not only on itself but on the rest of the world, too, including some of the poorest countries. That’s bad in its own right, but it’s also bad for business. No wonder markets everywhere are tumbling.

They did live together. Once. Right after Angeal and Genesis made First Class, SOLDIER grew in numbers, and the living quarters were still under planning and construction. They shared a spacious three bed, three bathroom apartment later reserved for Thirds to share. Angeal still dubs it "the worst 14 months of his life"

• Genesis had his own cereal, but thought theft tasted better, so he used to steal Sephiroth's cereal and the two would have a physical altercation over rainbow loops.

• Angeal thought Genesis was a neat freak until he met Sephiroth, who made a color-coded spreadsheet to track the frequency of dusting different areas of the house. Sephiroth liked to passive-aggresively wipe down counters after someone had been in the kitchen, and took pictures of Angeal and Genesis as they were actively making messes to hold them accountable later. Apparently Sephiroth still has a scrapbook of photos to this day, which he labeled "Why I live alone."

• Angeal was the type to leave out a dirty mug Genesis used and never washed for days on end, refusing to let Sephiroth wash it, all to prove a point. Sephiroth would cave and wash the dirty mug when she wasn't looking. Genesis knew this, which is why he would continue to use the mug and leave it out. The same mug remained in the sink for all 14 months they lived together.

• Sephiroth is an insomniac and liked to fix himself meals at 3AM, which would give Genesis a green light to practice the fucking flute, also at 3AM. • Angeal would refuse to cook for them as a protest if he found half-eaten food in the garbage.

• Angeal was also no saint, and his alarm used to be a loud guitar riff meant to get him motivated and out of bed in the morning. The first time Sephiroth was startled awake by loud rock music at 5AM, he thought it was Genesis. So he threw open Genesis' door and attacked him.

• Sephiroth had the tendency to leave all the lights on, even in rooms he wasn't in. This drove Genesis and Angeal insane, and they berated him so much for it that Sephiroth started to walk around the apartment with a jumbo flashlight. He would flash it directly in their faces when talking to them because he's petty.

• Angeal had a tendency to bring over any strange item or piece of furniture he found at yard sales or on the side of the road. Angeal couldn't understand how Sephiroth thought the giant, stained beanbag chair shaped like an eye he got at a yard sale for 3 gil was junk. He also couldn't comprehend why Genesis didn't want the antique vanity Angeal got for free at the flea market because the owner thought it was haunted.

• Everyone had different scent preferences and refused to compromise. This is why the apartment smelled like Banora White Apple candles, Ocean Mist, and Tropical Berry simultaneously. It smelled like ass.

• Sephiroth enjoys his peace, but couldn't meditate when Angeal was screaming at the baseball game on TV while Genesis was using a karaoke machine to recite Loveless. His Root Chakra is still damaged to this day.

• Sephiroth had to find out the hard way what a tie on a closed door meant, and that not all screams mean someone is in danger.

• Genesis had a phase where he would bring over random people from his nights out. The amount of breakfasts Sephiroth had with half-dressed women and men singlehandedly developed his conversational skills.

• Angeal used to have this mentality of "I'm the responsible one, which means I can take things without asking." He took Sephiroth's hair brush without asking once and forgot to put it back. Sephiroth retaliated by bending Angeal's favorite stainless steel pan. Genesis had to separate them, an exhilarating experience he never wants to go through again because the pan and the hairbrush were used as weapons.

• Genesis couldn't understand why Sephiroth and Angeal didn't want his "artistic french films" playing while they were in the room. Angeal's argument was "If I wanted to see balls while I'm cooking dinner, I would make this lasagna in the locker room at SOLDIER."

By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered:

Section 1. Background. America is blessed with an abundance of energy and natural resources that have historically powered our Nation's economic prosperity. In recent years, burdensome and ideologically motivated regulations have impeded the development of these resources, limited the generation of reliable and affordable electricity, reduced job creation, and inflicted high energy costs upon our citizens. These high energy costs devastate American consumers by driving up the cost of transportation, heating, utilities, farming, and manufacturing, while weakening our national security.

It is thus in the national interest to unleash America's affordable and reliable energy and natural resources. This will restore American prosperity -- including for those men and women who have been forgotten by our economy in recent years. It will also rebuild our Nation's economic and military security, which will deliver peace through strength.

Sec. 2. Policy. It is the policy of the United States:

(a) to encourage energy exploration and production on Federal lands and waters, including on the Outer Continental Shelf, in order to meet the needs of our citizens and solidify the United States as a global energy leader long into the future;

(b) to establish our position as the leading producer and processor of non-fuel minerals, including rare earth minerals, which will create jobs and prosperity at home, strengthen supply chains for the United States and its allies, and reduce the global influence of malign and adversarial States;

(c) to protect the United States's economic and national security and military preparedness by ensuring that an abundant supply of reliable energy is readily accessible in every State and territory of the Nation;

(d) to ensure that all regulatory requirements related to energy are grounded in clearly applicable law;

(e) to eliminate the "electric vehicle (EV) mandate" and promote true consumer choice, which is essential for economic growth and innovation, by removing regulatory barriers to motor vehicle access; by ensuring a level regulatory playing field for consumer choice in vehicles; by terminating, where appropriate, state emissions waivers that function to limit sales of gasoline-powered automobiles; and by considering the elimination of unfair subsidies and other ill-conceived government-imposed market distortions that favor EVs over other technologies and effectively mandate their purchase by individuals, private businesses, and government entities alike by rendering other types of vehicles unaffordable.

(f) to safeguard the American people's freedom to choose from a variety of goods and appliances, including but not limited to lightbulbs, dishwashers, washing machines, gas stoves, water heaters, toilets, and shower heads, and to promote market competition and innovation within the manufacturing and appliance industries;

(g) to ensure that the global effects of a rule, regulation, or action shall, whenever evaluated, be reported separately from its domestic costs and benefits, in order to promote sound regulatory decision making and prioritize the interests of the American people;

(h) to guarantee that all executive departments and agencies (agencies) provide opportunity for public comment and rigorous, peer-reviewed scientific analysis; and

(i) to ensure that no Federal funding be employed in a manner contrary to the principles outlined in this section, unless required by law.

Sec. 3. Immediate Review of All Agency Actions that Potentially Burden the Development of Domestic Energy Resources. (a) The heads of all agencies shall review all existing regulations, orders, guidance documents, policies, settlements, consent orders, and any other agency actions (collectively, agency actions) to identify those agency actions that impose an undue burden on the identification, development, or use of domestic energy resources -- with particular attention to oil, natural gas, coal, hydropower, biofuels, critical mineral, and nuclear energy resources -- or that are otherwise inconsistent with the policy set forth in section 2 of this order, including restrictions on consumer choice of vehicles and appliances.

(b) Within 30 days of the date of this order, the head of each agency shall, in consultation with the director of the Office of Management and Budget (OMB) and the National Economic Council (NEC), develop and begin implementing action plans to suspend, revise, or rescind all agency actions identified as unduly burdensome under subsection (a) of this section, as expeditiously as possible and consistent with applicable law. The head of any agency who determines that such agency does not have agency actions described in subsection (a) of this section shall submit to the Director of OMB a written statement to that effect and, absent a determination by the Director of OMB that such agency does have agency actions described in this subsection, shall have no further responsibilities under this section.

(c) Agencies shall promptly notify the Attorney General of any steps taken pursuant to subsection (a) of this section so that the Attorney General may, as appropriate:

(i) provide notice of this Executive Order and any such actions to any court with jurisdiction over pending litigation in which such actions may be relevant; and

(ii) request that such court stay or otherwise delay further litigation, or seek other appropriate relief consistent with this order, pending the completion of the administrative sections described in this order.

(d) Pursuant to the policy outlined in section 2 of this order, the Attorney General shall consider whether pending litigation against illegal, dangerous, or harmful policies should be resolved through stays or other relief.

Sec. 4. Revocation of and Revisions to Certain Presidential and Regulatory Actions. (a) The following are revoked and any offices established therein are abolished:

(i) Executive Order 13990 of January 20, 2021 (Protecting Public Health and the Environment and Restoring Science to Tackle the Climate Crisis);

(ii) Executive Order 13992 of January 20, 2021 (Revocation of Certain Executive Orders Concerning Federal Regulation);

(iii) Executive Order 14008 of January 27, 2021 (Tackling the Climate Crisis at Home and Abroad);

(iv) Executive Order 14007 of January 27, 2021 (President's Council of Advisors on Science and Technology);

(v) Executive Order 14013 of February 4, 2021 (Rebuilding and Enhancing Programs to Resettle Refugees and Planning for the Impact of Climate Change on Migration);

(vi) Executive Order 14027 of May 7, 2021 (Establishment of the Climate Change Support Office);

(vii) Executive Order 14030 of May 20, 2021 (Climate-Related Financial Risk);

(viii) Executive Order 14037 of August 5, 2021 (Strengthening American Leadership in Clean Cars and Trucks);

(ix) Executive Order 14057 of December 8, 2021 (Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability);

(x) Executive Order 14072 of April 22, 2022 (Strengthening the Nation's Forests, Communities, and Local Economies);

(xi) Executive Order 14082 of September 12, 2022 (Implementation of the Energy and Infrastructure Provisions of the Inflation Reduction Act of 2022); and

(XII) Executive Order 14096 of April 21, 2023 (Revitalizing Our Nation's Commitment to Environmental Justice for All).

(b) All activities, programs, and operations associated with the American Climate Corps, including actions taken by any agency shall be terminated immediately. Within one day of the date of this order, the Secretary of the Interior shall submit a letter to all parties to the "American Climate Corps Memorandum of Understanding" dated December 2023 to terminate the memorandum, and the head of each party to the memorandum shall agree to the termination in writing.

(c) Any assets, funds, or resources allocated to an entity or program abolished by subsection (a) of this section shall be redirected or disposed of in accordance with applicable law.

(d) The head of any agency that has taken action respecting offices and programs in subsection (a) shall take all necessary steps to ensure that all such actions are terminated or, if necessary, appropriate, or required by law, that such activities are transitioned to other agencies or entities.

(e) Any contract or agreement between the United States and any third party on behalf of the entities or programs abolished in subsection (a) of this section, or in furtherance of them, shall be terminated for convenience, or otherwise, as quickly as permissible under the law.

Sec. 5. Unleashing Energy Dominance through Efficient Permitting. (a) Executive Order 11991 of May 24, 1977 (Relating to protection and enhancement of environmental quality) is hereby revoked.

(b) To expedite and simplify the permitting process, within 30 days of the date of this order, the Chairman of the Council on Environmental Quality (CEQ) shall provide guidance on implementing the National Environmental Policy Act (NEPA), 42 U.S.C. 4321 et seq., and propose rescinding CEQ's NEPA regulations found at 40 CFR 1500 et seq.

(c) Following the provision of the guidance, the Chairman of CEQ shall convene a working group to coordinate the revision of agency-level implementing regulations for consistency. The guidance in subsection (b) and any resulting implementing regulations must expedite permitting approvals and meet deadlines established in the Fiscal Responsibility Act of 2023 (Public Law 118-5). Consistent with applicable law, all agencies must prioritize efficiency and certainty over any other objectives, including those of activist groups, that do not align with the policy goals set forth in section 2 of this order or that could otherwise add delays and ambiguity to the permitting process.

(d) The Secretaries of Defense, Interior, Agriculture, Commerce, Housing and Urban Development, Transportation, Energy, Homeland Security, the Administrator of the Environmental Protection Agency (EPA), the Chairman of CEQ, and the heads of any other relevant agencies shall undertake all available efforts to eliminate all delays within their respective permitting processes, including through, but not limited to, the use of general permitting and permit by rule. For any project an agency head deems essential for the Nation's economy or national security, some agencies shall use all possible authorities, including emergency authorities, to expedite the adjudication of Federal permits. Agencies shall work closely with project sponsors to realize the ultimate construction or development of permitted projects.

(e) The Director of the NEC and the Director of the Office of Legislative Affairs shall jointly prepare recommendations to Congress, which shall:

(i) facilitate the permitting and construction of interstate energy transportation and other critical energy infrastructure, including, but not limited to, pipelines, particularly in regions of the Nation that have lacked such development in recent years; and

(ii) provide greater certainty in the Federal permitting process, including, but not limited to, streamlining the judicial review of the application of NEPA.

Sec. 6. Prioritizing Accuracy in Environmental Analyses. (a) In all Federal permitting adjudications or regulatory processes, all agencies shall adhere to only the relevant legislated requirements for environmental considerations and any considerations beyond these requirements are eliminated. In fulfilling all such requirements, agencies shall strictly use the most robust methodologies of assessment at their disposal and shall not use methodologies that are arbitrary or ideologically motivated.

(b) The Interagency Working Group on the Social Cost of Greenhouse Gases (IWG), which was established pursuant to Executive Order 13990, is hereby disbanded, and any guidance, instruction, recommendation, or document issued by the IWG is withdrawn as no longer representative of governmental policy including:

(i) the Presidential Memorandum of January 27, 2021 (Restoring Trust in Government Through Scientific Integrity and Evidence-Based Policymaking);

(ii) the Report of the Greenhouse Gas Monitoring and Measurement Interagency Working Group of November 2023 (National Strategy to Advance an Integrated U.S. Greenhouse Gas Measurement, Monitoring, and Information System);

(iii) the Technical Support Document of February 2021 (Social Cost of Carbon, Methane, and Nitrous Oxide Interim Estimates under Executive Order 13990); and

(iv) estimates of the social cost of greenhouse gases, including the estimates for the social cost of carbon, the social cost of methane, or the social cost of nitrous oxide based, in whole or part, on the IWG's work or guidance.

(c) The calculation of the "social cost of carbon" is marked by logical deficiencies, a poor basis in empirical science, politicization, and the absence of a foundation in legislation. Its abuse arbitrarily slows regulatory decisions and, by rendering the United States economy internationally uncompetitive, encourages a greater human impact on the environment by affording less efficient foreign energy producers a greater share of the global energy and natural resources market. Consequently, within 60 days of the date of this order, the Administrator of the EPA shall issue guidance to address these harmful and detrimental inadequacies, including consideration of eliminating the "social cost of carbon" calculation from any Federal permitting or regulatory decision.

(d) Prior to the guidance issued pursuant to subsection (c) of this section, agencies shall ensure estimates to assess the value of changes in greenhouse gas emissions resulting from agency actions, including with respect to the consideration of domestic versus international effects and evaluating appropriate discount rates, are, to the extent permitted by law, consistent with the guidance contained in OMB Circular A-4 of September 17, 2003 (Regulatory Analysis).

(e) Furthermore, the head of each agency shall, as appropriate and consistent with applicable law, initiate a process to make such changes to any rule, regulation, policy or action as may be necessary to ensure consistency within the Regulatory Analysis.

(f) Within 30 days of the date of this order, the Administrator of the EPA, in collaboration with the heads of any other relevant agencies, shall submit joint recommendations to the Director of OMB on the legality and continuing applicability of the Administrator's findings, "Endangerment and Cause or Contribute Findings for Greenhouse Gases Under Section 202(a) of the Clean Air Act," Final Rule, 74 FR 66496 (December 15, 2009).

Sec. 7. Terminating the Green New Deal. (a) All agencies shall immediately pause the disbursement of funds appropriated through the Inflation Reduction Act of 2022 (Public Law 117-169) or the Infrastructure Investment and Jobs Act (Public Law 117-58), including but not limited to funds for electric vehicle charging stations made available through the National Electric Vehicle Infrastructure Formula Program and the Charging and Fueling Infrastructure Discretionary Grant Program, and shall review their processes, policies, and programs for issuing grants, loans, contracts, or any other financial disbursements of such appropriated funds for consistency with the law and the policy outlined in section 2 of this order. Within 90 days of the date of this order, all agency heads shall submit a report to the Director of the NEC and Director of OMB that details the findings of this review, including recommendations to enhance their alignment with the policy set forth in section 2. No funds identified in this subsection (a) shall be disbursed by a given agency until the Director of OMB and Assistant to the President for Economic Policy have determined that such disbursements are consistent with any review recommendations they have chosen to adopt.

(b) When procuring goods and services, making decisions about leases, and making other arrangements that result in disbursements of Federal funds, agencies shall prioritize cost-effectiveness, American workers and businesses, and the sensible use of taxpayer money, to the greatest extent. The Director of OMB shall finalize and circulate guidelines to further implement this subsection.

(c) All agencies shall assess whether enforcement discretion of authorities and regulations can be utilized to advance the policy outlined in section 2 of this order. Within 30 days of the date of this order, each agency shall submit a report to the Director of OMB identifying any such instances.

Sec. 8. Protecting America's National Security. (a) The Secretary of Energy is directed restart reviews of applications for approvals of liquefied natural gas export projects as expeditiously as possible, consistent with applicable law. In assessing the "Public Interest" to be advanced by any particular application, the Secretary of Energy shall consider the economic and employment impacts to the United States and the impact to the security of allies and partners that would result from granting the application.

(b) With respect to any proposed deepwater port for the export of liquefied natural gas (project) for which a favorable record of decision (ROD) has previously been issued pursuant to the Deepwater Port Act of 1974 (DWPA), 33 U.S.C. 1501 et seq., the Administrator of the Maritime Administration (MARAD) shall, within 30 days of the date of this order and consistent with applicable law, determine whether any refinements to the project proposed subsequent to the ROD are likely to result in adverse environmental consequences that substantially differ from those associated with the originally-evaluated project so as to present a seriously different picture of the foreseeable adverse environmental consequences (seriously different consequences). In making this determination, MARAD shall qualitatively assess any difference in adverse environmental consequences between the project with and without the proposed refinements, including any potential consequences not addressed in the final Environmental Impact Statement (EIS), which shall be considered adequate under NEPA notwithstanding any revisions to NEPA that may have been enacted following the final EIS. MARAD shall submit this determination, together with a detailed justification, to the Secretary of Transportation and to the President.

(c) Pursuant to subsection (b) of this section, if MARAD determines that such refinements are not likely to result in seriously different consequences, it shall include in that determination a description of the refinements to supplement and update the ROD, if necessary and then no later than 30 additional days, he shall issue a DWPA license.

(d) If MARAD determines, with concurrence from the Secretary of Transportation, that such proposed refinements are likely to result in seriously different consequences, it shall, within 60 days after submitting such determination, issue an Environmental Assessment (EA) examining such consequences and, with respect to all other environmental consequences not changed due to project refinements, shall reaffirm the conclusions of the final EIS. Within 30 days after issuing the EA, MARAD shall issue an addendum to the ROD, if necessary, and shall, within 30 additional days, issue a DWPA license consistent with the ROD.

Sec. 9. Restoring America's Mineral Dominance. (a) The Secretary of the Interior, Secretary of Agriculture, Administrator of the EPA, Chairman of CEQ, and the heads of any other relevant agencies, as appropriate, shall identify all agency actions that impose undue burdens on the domestic mining and processing of non-fuel minerals and undertake steps to revise or rescind such actions.

(b) The Secretaries of the Interior and Agriculture shall reassess any public lands withdrawals for potential revision.

(c) The Secretary of the Interior shall instruct the Director of the U.S. Geological Survey to consider updating the Survey's list of critical minerals, including for the potential of including uranium.

(d) The Secretary of the Interior shall prioritize efforts to accelerate the ongoing, detailed geologic mapping of the United States, with a focus on locating previously unknown deposits of critical minerals.

(e) The Secretary of Energy shall ensure that critical mineral projects, including the processing of critical minerals, receive consideration for Federal support, contingent on the availability of appropriated funds.

(f) The United States Trade Representative shall assess whether exploitative practices and state-assisted mineral projects abroad are unlawful or unduly burden or restrict United States commerce.

(g) The Secretary of Commerce shall assess the national security implications of the Nation's mineral reliance and the potential for trade action.

(h) The Secretary of Homeland Security shall assess the quantity and inflow of minerals that are likely the product of forced labor into the United States and whether such inflows pose a threat to national security and, within 90 days of the date of this order, shall provide this assessment to the Director of the NEC.

(i) The Secretary of Defense shall consider the needs of the United States in supplying and maintaining the National Defense Stockpile, review the legal authorities and obligations in managing the National Defense Stockpile, and take all appropriate steps to ensure that the National Defense Stockpile will provide a robust supply of critical minerals in event of future shortfall.

(j) Within 60 days of the date of this order, the Secretary of State, Secretary of Commerce, Secretary of Labor, the United States Trade Representative, and the heads of any other relevant agencies, shall submit a report to the Assistant to the President for Economic Policy that includes policy recommendations to enhance the competitiveness of American mining and refining companies in other mineral-wealthy nations.

(k) The Secretary of State shall consider opportunities to advance the mining and processing of minerals within the United States through the Quadrilateral Security Dialogue.

Sec. 10. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:

(i) the authority granted by law to an executive department or agency, or the head thereof; or

(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.

(b) This order shall be implemented consistent with applicable law and subject to the availability of appropriations.

(c) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

The phone or computer you’re reading this on may not be long for this world. Maybe you’ll drop it in water, or your dog will make a chew toy of it, or it’ll reach obsolescence. If you can’t repair it and have to discard it, the device will become e-waste, joining an alarmingly large mountain of defunct TVs, refrigerators, washing machines, cameras, routers, electric toothbrushes, headphones. This is “electrical and electronic equipment,” aka EEE—anything with a plug or battery. It’s increasingly out of control.

As economies develop and the consumerist lifestyle spreads around the world, e-waste has turned into a full-blown environmental crisis. People living in high-income countries own, on average, 109 EEE devices per capita, while those in low-income nations have just four. A new UN report finds that in 2022, humanity churned out 137 billion pounds of e-waste—more than 17 pounds for every person on Earth—and recycled less than a quarter of it.

That also represents about $62 billion worth of recoverable materials, like iron, copper, and gold, hitting e-waste landfills each year. At this pace, e-waste will grow by 33 percent by 2030, while the recycling rate could decline to 20 percent. (You can see this growth in the graph below: purple is EEE on the market, black is e-waste, and green is what gets recycled.)

“What was really alarming to me is that the speed at which this is growing is much quicker than the speed that e-waste is properly collected and recycled,” says Kees Baldé, a senior scientific specialist at the United Nations Institute for Training and Research and lead author of the report. “We just consume way too much, and we dispose of things way too quickly. We buy things we may not even need, because it's just very cheap. And also these products are not designed to be repaired.”

Humanity has to quickly bump up those recycling rates, the report stresses. In the first pie chart below, you can see the significant amount of metals we could be saving, mostly iron (chemical symbol Fe, in light gray), along with aluminum (Al, in dark gray), copper (Cu), and nickel (Ni). Other EEE metals include zinc, tin, and antimony. Overall, the report found that in 2022, generated e-waste contained 68 billion pounds of metal.

E-waste is a complex thing to break down: A washing machine is made of totally different components than a TV. And even for product categories, not only do different brands use different manufacturing processes, but even different models within those brands vary significantly. A new washing machine has way more sensors and other electronics than one built 30 years ago.

Complicating matters even further, e-waste can contain hazardous materials, like cobalt, flame retardants, and lead. The report found that each year, improperly processed e-waste releases more than 125,000 pounds of mercury alone, imperiling the health of humans and other animals. “Electronic waste is an extremely complex waste stream,” says Vanessa Gray, head of the Environment and Emergency Telecommunications Division at the UN’s International Telecommunication Union and an author of the report. “You have a lot of value in electronic waste, but you also have a lot of toxic materials that are dangerous to the environment.”

That makes recycling e-waste a dangerous occupation. In low- and middle-income countries, informal e-waste recyclers might go door-to-door collecting the stuff. To extract valuable metals, they melt down components without proper safety equipment, poisoning themselves and the environment. The new report notes that in total, 7.3 billion pounds of e-waste is shipped uncontrolled globally, meaning its ultimate management is unknown and likely not done in an environmentally friendly way. Of that, high-income countries shipped 1.8 billion pounds to low- and middle-income countries in 2022, swamping them with dangerous materials.

High-income countries have some of this informal recycling, but they also have formal facilities where e-waste is sorted and safely broken down. Europe, for example, has fairly high formal e-waste recycling rates, at about 43 percent. But globally, recycling is happening nowhere near enough to keep up with the year-over-year growth of the waste. Instead of properly mining EEE for metals, humanity keeps mining more ore out of the ground.

Still, the report found that even the small amount of e-waste that currently gets recycled avoided the mining of 2 trillion pounds of ore for virgin metal in 2022. (It takes a lot of ore to produce a little bit of metal.) The more metals we can recycle from e-waste, the less mining we’ll need to support the proliferation of gadgets. That would in turn avoid the greenhouse gases from such mining operations, plus losses of biodiversity.

The complexity of e-waste, though, makes it expensive to process. As the chart above shows, even an ambitious scenario of a formal e-waste collection rate in 2030 is 44 percent. “There is no business case for companies to just collect e-waste and to make a profit out of this in a sustainable manner,” says Baldé. “They can only survive if there is legislation in place which is also compensating them.”

The report notes that 81 countries have e-waste policies on the books, and of those, 67 have provisions regarding extended producer responsibility, or EPR. This involves fees paid by manufacturers of EEE that would go toward e-waste management.

Of course, people could also stop throwing so many devices away in the first place, something right-to-repair advocates have spent years fighting for. Batteries, for instance, lose capacity after a certain number of charge cycles. If a phone can’t hold a charge all day anymore, customers should be able to swap in a new battery. “Manufacturers shouldn't be able to put artificial limitations on that ability,” says Elizabeth Chamberlain, director of sustainability at iFixit, which provides repair guides and tools. That includes limiting access to parts and documentation. “Repair is a harm-reduction strategy. It's not the be-all-end-all solution, but it's one of many things we need to do as a global society to slow down the rate at which we're demanding things of the planet.”

At the core of the e-waste crisis is the demand: A growing human population needs phones to communicate and fridges to keep food safe and heat pumps to stay comfortable indoors. So first and foremost we need high-quality products that don’t immediately break down, but also the right to repair when they do. And what absolutely can’t be fixed needs to move through a safe, robust e-waste recycling system. “We are consuming so much,” says Baldé, “we cannot really recycle our way out of the problem.”

Around 2004, the first iteration of The Sims was at the end of its life cycle as the biggest PC game on the market at the time and a juggernaut genre-starter (compared to the many different life sims and in-development options there are now).

'Dollhouse' was a very apt nickname for the early development days of the original Sims. While these Sims were engaging, whatever stories players assigned to them were woven together between the playful flavor text of in-game items or pop-up displays and the player's theater of the mind. Arguably, the more dynamic storytelling tools and mechanics so many players fell in love with started with Sims 2.

These next-generation Sims had a means of telling their god what they wanted through the slot-machine adjacent UI. For example, a fortune Sim happily reminds the player of their frivolous, extravagant shopping list with constant requests for luxury cars and the ever-more-expensive 'x' whether their current disposable income covered it or not. And don't forget the regular fourth wall breaks when a Sim looked up at that same god and complained, very vocally, about having to wash the dishes.

Also, Sims 2 has some of the most recognizable and iconic characters in the franchise. Pleasantview is especially notorious. The neighborhood Casanova Don Lothario is engaged to Cassandra Goth, the daughter of the richest man in town, Mortimer Goth. He's having an affair with Dina Caliente, a gold-digger, who is Mortimer Goth's young love interest and former sister-in-law. Not to mention, Don's also seeing Dina's twin sister Nina and neither one knows about him being involved with the other. That's just scratching the surface of the soap-operatic nonsense of Pleasantview's overall story.

Many Simmers have touched on the prompts that pop up when a player first enters the house of a pre-made Sim in one of the three playable neighborhoods from the Sims 2 base game: Pleasantview, Strangetown, or Veronaville. The prompts suggest the player invite the maid to hang out after her shift to kick off an extramarital affair or to use a gnarly-looking vacuum to suck up skill points from the nearby unwitting test subject. The prompts work in concert with whatever story this pre-made Sim or household has. It's a start to a sandbox choose-your-own adventure story as well as a unique means to introduce the player to what mechanics and chaos the game allows. Don Lothario's nonsense is a decent starting place for showcasing how many different romantic relationships a Sim could have as well as the consequences for cheating if they get caught.

There's so much attention to detail.
