During Lokasenna Loki had been boasting about Fenrir, the wolf. So likely one of his sons was turned into one because of that reference, or the guy already worked as an ulfhednar, and those worked for Odin, so...
The snake was Skadi's idea. Jötun women are associated with snakes in general (ie. One gives birth to Jörmungändr, another uses snakes as reins etc.)
