General Cavoli’s Schizophrenia on Ukraine
by Larry C. Johnson | Apr 4, 2025
The Commander of US forces in Europe (aka USEUCOM), General Chris Cavoli, was on Capitol Hill today testifying before the Senate Armed Services committee. His opening statement is a remarkable mix of candor, fantasy and pure unadulterated male bovine excrement (MBE). It highlights my past contention that senior US defense officials will shade the truth (a euphemism for “lie“) in order to keep an existing policy intact, even if that policy is failing. We saw that in the Vietnam War and, more recently, the parade of generals who repeatedly told Congress that we were winning in Afghanistan.
I will excerpt a few paragraphs from his statement that illustrate what I mean. Cavoli grudgingly admits, early on in his remarks, that Russia is not on the ropes militarily:
Russian Reconstitution Despite extensive battlefield losses in Ukraine, the Russian military is reconstituting and growing at a faster rate than most analysts had anticipated. In fact, the Russian army, which has borne the brunt of combat, is today larger than it was at the beginning of the war—despite suffering an estimated 790,000 casualties. In December 2024, Moscow ordered the military to increase its strength to 1.5 million active service members and is recruiting approximately 30,000 troops per month. Russian forces on the frontlines of Ukraine are now at over 600,000, the highest level over the course of the war and almost double the size of the initial invasion force.
Despite repeating the canard that Russia has suffered 790,000 casualties, Cavoli concedes that the Russian military is larger today than in 2022 and that the Russians are adding at least 360,000 new soldiers to the ranks annually. I want to remind you that during the past 70 years, the US military has consistently overestimated enemy losses. The most egregious case was the Vietnam War, as I discussed in a previous article. During the Soviet occupation of Afghanistan, CIA and DIA analysts claimed that Russia lost more than 30,000 men. Russia’s official figures were half of that. I do give Cavoli credit for admitting that the “Russian military is reconstituting and growing at a faster rate than most analysts had anticipated.”

IMAGES: B-2s land in Iceland for the first Bomber Task Force in months
Fernando Valduga By Fernando Valduga 08/14/2023 - 19:31 in Military
Three B-2 bombers from the 509ª Bomber Wing at Whiteman Air Base, Missouri, landed in Keflavik, Iceland, on August 13 to begin the first outward deployment of the stealth bomber since the B-2 fleet's six-month security pause ended in May.
More than 150 aviators along with the three B-2 Spirit aircraft arrived at Keflavik Air Base with the aim of participating in Bomber Task Force (BTF) missions, a vital component of the U.S. European Command (USEUCOM) collaborative training efforts with U.S. Allies, partners and joint forces.
Tumblr media
Tumblr media
The B-2 is the only operational stealth bomber of the Air Force, with a global range, and the continuous rotations of the Bomber Task Force in Europe are seen as an element of NATO's high alert level since the Russian invasion of Ukraine in early 2022. The planned duration of the recent deployment has not been disclosed, but BTFs usually last from 2 to 6 weeks.
youtube
Around the world, the U.S. Strategic Command routinely orchestrates BTF operations not only to show the United States' commitment to collective defense, but also to integrate seamlessly with the operations conducted by the Geographic Combat Commands of America. This BTF initiative is designed to strengthen USEUCOM's comprehensive security mandates across the European continent, while offering crews the opportunity to acclimatize to the complexities of joint and coalition operations in foreign locations.
Tumblr media
"Each mission of the bomber task force highlights the feat of our armed forces in navigating today's intricate and unpredictable terrain of global security, focusing on promoting stability, security and freedom throughout Europe," said General James Hecker, commander of the U.S. Air Forces in Europe; U.S. Air Forces in Africa and NATO Allied Command. "In resolute unity, the U.S. maintains our nation's commitment to promoting peace and stability in Europe, collaborating unwaveringly with allies and partners to prevent challenges against the sovereignty of nations throughout the region."
Tumblr media
Leading the crew of the expeditionary bomber in its deployment is Lieutenant Colonel Andrew Kousgaard, commander of the 393º Bombing Squadron. He emphasized the essence of the dynamic use of the force, describing it as a strategy that combines strategic unpredictability with operational adaptability. Lieutenant Colonel Kousgaard said: “The B-2 bomber is arguably the most strategically significant aircraft in the world, but that does not mean it is unftably; dynamically deploying bombers is a unique and important capability.”
The presence of the B-2 at Keflavik Air Base serves as a tangible link between U.S. Air Force personnel and their colleagues in the theater of operations. This connection facilitates collaborative training, increasing interoperability and highlighting the unwavering dedication of the United States to the region.
Tumblr media
Tumblr media
It has not been disclosed whether B-2s will operate from any advanced area in Europe, but BTFs usually include unannounced secondary deployments.
Elaborating on the importance of joint training exercises with the Allies, Lieutenant Colonel Kousgaard highlighted the role of his unit in improving collective military capabilities and increasing the likelihood of successfully achieving the shared goals. He emphasized: "There is simply no substitute for practical integration with our allies and partners that we can carry out during a BTF deployment like this."
Tumblr media
In addition to strengthening combat readiness, the BTF initiative allows aviators to engage in a wide spectrum of military operations, covering everything from combat missions to humanitarian aid and disaster relief efforts.
The Bomber Task Force Europe offers U.S. and NATO leaders strategic options to secure, stop and defend against opposing aggression against the Alliance, throughout Europe and around the world. Regular and routine deployments of U.S. strategic bombers provide our critical touchpoints to train and operate alongside our allies and partners, reinforcing our collective response to any global conflict.

Hi Parm! I’m looking at your OC’s intro post again, and I love all the details you included🖤 I was wondering what the patch on her jacket means? It’s super interesting! - @lostloveletters
HELLO BATTIE!!! very glad you asked this question, the patch is not super common knowledge so i'm excited to talk about it.
TL;DR she's a WAC, and the patch is ETOUSA (european theater of operations, united states army) specifically the patch iteration pre-1944.
historical ramblings about the ETOUSA under the cut :)
Tumblr media
The origins of the ETOUSA trace back to early 1941, before the US had "officially" entered the war. At this point the US portrays themselves as a neutral power because they want to keep their military operations a secret. To be prepared, they send a small group of military personnel to Britain to observe how the government was using American lend-lease supplies, should there ever be a time that the US will need to do the same on home soil. This small group of personnel were known as SPOBS, or the US Army Special Observer Group. The US joins the war in December 1941, and the SPOBS converts into the US Army Forces in the British Isles, or USAFBI. Their whole mission was to coordinate US forces in the British Isles in conjunction with the British, but the theater is changing so quickly that they end up throwing that plan out the window, and now the USFABI is sort of a sitting duck. (source, source) In June of 1942 the US Department of War decides to take the USFABI and turn it into ETOUSA (European Theater of Operations, United States Army). The brand-new department's job was to administrate, plan, and operate control over US forces in the European Theater. (source) Members of the ETOUSA included Generals (like General Patton!) to lower-ranking officials. Most of their domain was in the Communications Zone of the war rather than the front lines. With such a broad scope of administrative duties, a lot of manpower and womanpower was needed to manage it all-- enter our lovely WACs!! The Women's Army Corporation had a huge part in the ETOUSA as a whole, but many could also be found in their headquarters. (source, source, source) Without revealing too much about her story, my OC (who I don't have a set name for yet, oops) works with administrative duties related to the strategic planning of attacks. Now, the patch. While I was cooking her up this website was a saving grace for me, it's got such good info on WAC uniform guidelines/regulations-- this section features the information on the ETOUSA patch that I referenced.
Tumblr media
In her illustration she's sporting the first design of the ETOUSA patch from September 1943. You might notice how there's also a version of the ETOUSA patch with the service forces star atop it. Let me get into that. So now it's February 1944, the US had been making some pretty big strides across Europe (especially France), and now they want to focus on western Europe; so they make sure there's enough forces over there to justify a new command post. This new organization is called the SHAEF, or the Supreme Headquarters Allied Expeditionary Force, whose job was to administrate, plan, and operate control over US forces in the European Theater...which is currently the ETOUSA's job. But we're dealing with western Europe now, so they split the job down the middle; SHAEF takes the commanding part and the ETOUSA settles in France with the administrative and supplying part. Befitting of the new rebrand they modify their patch to the second iteration, the one that includes the service forces star, in February of 1944. The ETOUSA continues with these duties until shortly after Germany surrenders on May 7, 1945, and on July 1, 1945 it is redesignated as the USFET, the United States Forces European Theater. It retains that name until March 15, 1947, when it is redesignated as the EUCOM, Headquarters European Command. The EUCOM would be absorbed into the United States European Command (USEUCOM) on August 1, 1952. The end.
***Obviously I'm not a historian, so if somebody reads this and spots a place where I've gotten info wrong or misunderstood something important let me know and I'll add a footnote asap👍
Tumblr media
Thank you for reading!! 💗💗💗💗 My apologies because I know this is very long-winded but I really appreciate the interest Battie <3 You reminded me I need to get on it and write a formal intro post for her tbh... but both the ETOUSA and SHAEF are in this OC's future... i got stuff brewing. let me cook

A U.S. military aircraft crashed Friday night while taking part in a training operation in the eastern Mediterranean, the Pentagon said.
The aircraft "suffered a mishap and went down," U.S. European Command — which is responsible for U.S. military operations across Europe, portions of Asia and the Middle East, the Arctic and the Atlantic Ocean — said in a statement on Saturday.
The incident was "purely related to training and there are no indications of hostile activity," said USEUCOM.
No further details were immediately provided on the type of aircraft involved, which branch it belonged to, the exact location or timing of the crash, or whether there were any injuries or fatalities. The cause is under investigation

The decade of 2000 marked the start of Ukraine becoming a de facto member of NATO. It not only participated in all of the main exercises, but it hosted many. In fact, between 2000 and 2010, Ukraine is ranked in the top six of countries that hosted a NATO or USEUCOM exercise. Ukraine and Georgia, who was ranked number seven, were not NATO members. What the hell? Two non-NATO countries hosted more NATO exercises than 22 of the member nations. This is prima facie evidence that the West, despite warnings from Russia, was intent on making Ukraine and Georgia official members of NATO.
Only two things distinguished Ukraine from NATO members — it did not have a financial obligation to contribute to NATO and it was not covered by Article 5. Other than that, Ukraine was operating as a de facto member of NATO by 2010.
Project Ukraine was not confined to military cooperation alone. US and UK intelligence organizations were actively involved in Ukraine and were coordinating operations and activities with both NATO and EUCOM. The CIA, for example, has intelligence officers assigned to NATO and USEUCOM headquarters. There job is to brief senior leaders on CIA operations and coordinate activities to ensure no wires get crossed. With the benefit of hindsight, it is now clear that during the period between 2000 and 2010, the US government, with collaboration from the UK, was working intently to split Ukraine away from Russia’s sphere of influence and capture it for the West.

Russia is testing the Tu-214R reconnaissance plane over Ukraine
Fernando Valduga By Fernando Valduga 09/26/2022 - 08:37in Military, War Zones
The Russian Air and Space Forces [VKS] tested and continue to test their new Tu-214R reconnaissance aircraft during the operation in Ukraine. These allegations have been published in several Russian media.
According to Russian military analysts, the Tu-214R was sent to Ukraine to detect military targets. Other experts claim that the Tu-214R was used to map the current situation and detect future military structures.
Tumblr media
The Tu-214R is a relatively new aircraft in service in the Russian Federation. Designed in 2009, the aircraft was officially accepted into service in 2012. A year earlier, 2011, it was the first test flight of the Tu-214R. Currently, VKS owns two of these aircraft, but in 2016 Moscow ordered a third.
Tumblr media
The military aircraft was created at the Gorbunov Kazan Aviation Production Association based on the Tu-214 civil aircraft, with the main developer of reconnaissance equipment being Vega Concern, part of Roseelectronics.
Recently one of the two planes underwent repairs. The information was confirmed by some Russian media, who cited a source from the Russian military-industrial complex, who literally said that "the Tu-214R was used to detect Ukrainian military installations after the completion of the current repairs".
Tumblr media
According to Russian statements, the Tu-214R is equipped with "several omnidirectional and side radars, electronic reconnaissance equipment, as well as an electronic optical system that produces high-resolution aerial photographs". Russian sources claim that the plane detects enemy radio stations and radars 400 km away.
On the other side of the war, although Ukraine does not have this type of equipment, the United States European Command [USEUCOM] provides the necessary intelligence, passing coordinates of Russian positions, aircraft and fighter flights, as well as the movement of Russian troops.
Tumblr media
On February 24, 2022, Putin ordered an invasion of Ukraine by the Russian Armed Forces previously concentrated along the border. The invasion followed by air strikes on military buildings in the country. The invasion also followed by directed tanks entering the border of Belarus.
Russia so far has not recognized the invasion of Ukraine as a "war", claiming that it is a "special military operation". According to the UN, in which Russia has its permanent representation, in order for military action to be defined as a "special military operation", it must have a resolution issued by the UN. There is no such resolution, which automatically defines the military actions of the Russians as an invasion and war against the citizens of Ukraine.

So what happened? I am reliably informed that a unit under the command of USEUCOM (i.e., United States European Command) did in fact conduct an operation to take control of computer servers. But these servers belong to the CIA, not Dominion or Sctyl. The U.S. military has full authority to do this because any CIA activity in the European theater is being conducted using military cover. In other words, CIA officers would be identified to the German government (and anyone else asking) as military employees or consultants.
