Headcanon of mine that in the south and Midlands yes everyone abides by curfew but you hit the far north and Scotland it's getting dark by 3:30 in winter, no one's going to shut themselves inside at that time of day, so in all the Northern and Scottish cities there's just this general assumption that if you've got enough people together in one area and you use a lot of sun lamps and iron everywhere then really, the ghosts can wait. Miraculously it genuinely seems to work, the ghosts are fended off until a more reasonable time of night.
