The number of times the boys have mentioned him doing really shitty things to them, usually neglectful, sometimes merely thoughtless, usually selfish, far outnumber the instances that you see when the show actually starts for the viewers. The man is trying. 100% give you that. He's trying to be a better father and person than he was when he faced all the trauma that happened to him, on top of unexpected parenthood. I think if he knew even one person that he was completely certain could raise them safely--both safe for them and the boys--he would absolutely have given them up. And it would have been the right decision for all involved. That said, he struggled, they all did. He wasn't ready for what life threw at him. But it doesn't mean he didn't make a lot of mistakes. And it doesn't mean he regrets his choice, or that he's not trying to be a good father, especially later on, once he's managed to get a least a somewhat workable handle on his issues.
