Had a dream that the antagonist of part 9 had a stand that caused anyone they wanted to forget who they are (or that they'd ever met, or any time spent interacting with or perceiving them) as soon as they left their presence.
A bit like The Silence from ye olde Dr Who days.
Anyway, just speaking this into existence now in case part 9 actually does have an antagonistic stand that messes with memory.
OK from a "knowing how good or at least passable stories are put together" standpoint, the explanation for them telling Kakyoin's family they never found his body is that it was part of the speedwagon foundation's coverup of the DIO incident at large, and the reason this line is in the chapter is to explain Ryoko's initial denial over the entire thing in the context of her guilt about it.
