The black text says 関係車以外 [かんけいしゃ いがい], or Authorized Vehicles Only.
-関係 [かんけい] means related, relevant, connection, or involvement. - 車 [シャ here; also くるま] means car.  - ~以外 [いがい] means excluding ~, other than ~, or outside ~.
The red text says 進入禁止, or No Entry. - 進入 [しんにゅう] means enter, approach, or penetrate. Literally, it's written with proceed/advance + inward. - 禁止 [きんし] means prohibited or forbidden. Very important word to know!
So the construction 関係車以外進入禁止 is used for cars, but what about people? It's very similar to No Entry/No Trespassing signs, which say 関係者以外立入禁止. - 関係者 [かんけいしゃ] means those concerned, people involved, related parties, or staff. - 者 [シャ here; also もの] means person or someone. It’s often used as a suffix (person who ~). - 立入 [たちいり] means to enter, go into or trespass. Literally, it's written stand + inside.

Okay, let's do another vending machine sign because the last one was fun! No human names were harmed in the making of this post.
I snapped this picture because I found the bottom sign, いたずら禁止, funny and mysterious. Now, you should make a point to remember the word 禁止 (きんし), meaning prohibition or ban. It comes after whatever act is forbidden (e.g. 駐車禁止 (ちゅうしゃきんし) = no parking; 飲食禁止 (いんしょくきんし) no food or drink). The first character 禁 alone can also serve the same function, but it comes before the act (e.g. 禁煙 (きんえん) = no smoking).
So what exactly is forbidden here? いたずら means mischief, naughtiness, or practical jokes (and I just read an insurance contract that translates it as vandalism). But..... what kind of horseplay are we getting up to at vending machines? From the clipart, I'd assume they're trying to stop kids from climbing underneath the machine. Is that a problem they've been having? And why wouldn't they just say that? Afraid of giving them ideas?
Anyway, I liked contrast of the innocent, childlike いたずら (in its cute, round hiragana) against the no-nonsense, stiff-backed command of 禁止. "Shenanigans forbidden here." Also, there is something hilarious/nefarious about disallowing an act that is so vaguely defined yet being so forceful about it. "Yes, something is *definitely* illegal here! Not gonna say what though. You know, though. You know."
It's very similar to the way businesses will ban 迷惑行為 (めいわくこうい) troublesome behaviors or 他のお客様のご迷惑になる行為 (ほかのおきゃくさまのごめいわくになるこうい) behaviors that cause honorable trouble to other honorable customers. I suppose it's nearly equivalent to "We reserve the right to refuse service for any reason," but it sounds politer. Saves you the trouble of making a bunch of specific rules about every little thing that might happen.
