The COVID-19 pandemic’s sudden onset in 2020 and its persistent impacts in ensuing years posed new challenges for large U.S. cities and metropolitan areas.

Some of the initial challenges were related to the specific nature of the coronavirus and public health responses. In March 2020, residents of cold, dense cities seemed at greater risk of contracting the airborne illness than those in more spread-out, temperate communities where people could spend time outside year-round.1 More persistent challenges are related to the rapid adoption of remote work technologies, which enable certain kinds of work to be done anywhere with a high-speed internet connection, and not necessarily in big-city downtowns dominated by what today are increasingly vacant office buildings.

In an increasingly hyper-polarized country, some of these dynamics intersected with partisan politics. Republican-led states such as Florida and Texas positioned themselves as refuges for movers seeking escape from “Covid lockdowns” in Democratic-led states. In response to these and other political factors, Elon Musk moved Tesla’s headquarters from Silicon Valley to Austin, Texas, and a prominent Chicago financier moved his hedge fund to Miami after his employees started working from a high-end hotel there during the height of the pandemic.

The housing market also played a role in fueling migration during this time. As more people worked from home, demand for homeownership rose, particularly for larger homes. For example, in San Diego County—which for many years had built little new housing—median home prices skyrocketed from $660,000 in January 2020 to $860,000 just two years later, according to Zillow. Prices also rose in more affordable, flexible markets, but much more modestly; in Houston over that same time, the median home price increased from $195,000 to $240,000.

My colleague William H. Frey was among the first to document significant migration away from big metro areas during the pandemic. His analysis of U.S. Census Bureau data showed accelerated domestic out-migration from large, coastal metro areas such as New York, Los Angeles, San Francisco, Boston, and Seattle between 2020 and 2021. Domestic in-migration, meanwhile, remained strong in Sun Belt metro areas such as Phoenix, Dallas, Tampa, Fla., San Antonio, and Raleigh, N.C. Frey’s subsequent analysis showed these trends moderated through 2022 and 2023 as the initial impacts of the pandemic subsided.

Even if they are temporary in some respects, these recent migration patterns could have lasting impacts. Richard Florida, for instance, points to the rise of “meta cities”—large U.S. metro areas distant from each other yet linked closely by the ties of remote work and Covid-era movers, such as New York and Miami (finance), the Bay Area and Austin (tech), and Los Angeles and Nashville, Tenn. (entertainment). The Economic Innovation Group chronicled a loss of high earners from major urban centers such as New York, San Francisco, and Washington, D.C. during the first two years of the pandemic. The home listing service Redfin, meanwhile, noted rising housing demand in affordable markets proximate to major metro areas (e.g., New Haven, Conn. outside New York; Richmond, Va. outside Washington, D.C.; Worcester, Mass. outside Boston), suggesting the growing prominence of hybrid (versus fully remote) work arrangements. How these dynamics play out could have significant implications for the economic and social health of cities, and for America’s urban hierarchy in the 21st century.

To better understand these dynamics, this report analyzes data from the Internal Revenue Service’s (IRS) Statistics of Income program on U.S. population migration at the county level. The data tracks individual income tax filers who changed addresses from one year to the next, and reports the number of tax filers moving between counties (a proxy for households), the number of personal exemptions among those filers (a proxy for individuals), and the total adjusted gross income reported on their returns (a proxy for household income). While the IRS migration data is only currently available through 2022 (versus 2023 in Census Bureau migration data), it has the advantages of tracking movements between specific counties and revealing something about the economic status of migrating households.2

This report uses the IRS county-level migration data to track movement before and after the pandemic’s onset among U.S. metropolitan areas, which are collections of counties that approximate regional economies and labor markets.3 The analysis assigns each county in the dataset to its corresponding metro area based on the latest Census Bureau metropolitan delineations.4 An important limitation of the IRS data is that it suppresses county-to-county flows of fewer than 20 tax filers to protect taxpayer privacy. In 2021-22, for instance, the data reflects a total of 7.6 million U.S. filers moving to metropolitan counties, with the source county indicated for 5.8 million of them. This means that the county-to-county data misses 1.8 million households (or 23% of all households) moving to metropolitan counties in 2021-22. Many of these households likely moved from small, non-metropolitan counties, but the flows among metro areas charted here inevitably miss moves occurring between smaller counties in metro areas of all sizes.

Despite this limitation, the IRS data is useful for answering basic questions about domestic migration and the possible impacts of the COVID-19 pandemic. Focusing on the nation’s metropolitan areas, this analysis specifically asks if and how the pandemic may have altered the:

Overall level of migration within and among metro areas

Key metropolitan origins and destinations of movers

Economic character of movers, and/or their sending/receiving communities

Sister Imperator has known Papa Nihil since they were kids. Nihil was in line to be Papa Emeritus, and he was more than excited. He would be able to live the party life he always dreamed of, to lead beyond his father’s expectations.

Sister Imperator was the one to elect Nihil as Papa 0 (Dance Macabre). She gave him the signature eye with a punch to the face. He didn’t mind, as he thought she knew what was best for him. They married happily, and during that time, Impera found out she couldn’t have children.

Impera begged for a child, any child as long as she may bare it, and have it as her own, raised in the ministry. Satanas said that he would grant her her wish, so may she give him a goat's VERY first kin, fresh out of the womb as an offering and sacrifice. Impera was skittish at first. But Elizabeth said that she has time before a decision had to be made.

It was the Summer of 1969, And Impera went on with the ritual. It was a quiet ritual between Imperator, Elizabeth and Satanas himself. Impera had done what was required of her, and her lord said to wait, and results will show eventually. Impera felt for the goat who lost her kin. a small animal suffering in turn to have her child, was a sacrifice worth having her own. When she went home that night, she told Nihil she would accompany him on tour, and he couldn’t have been more excited.

Papa Nihil's last stop on tour was a small bar and restaurant called Whiskey a Go-Go. He had been acting a bit strange, but Impera assumed it was the stress of the tour and being exhausted. After their last show they were going to head back to the tour bus and head to the airport, but instead nihil indulged and kissed two women after the show. Sister was infuriated, and left him in Los Angeles at Whiskey a Go-Go.

Nihil within the next few months would attempt to care for a soiled marriage, but being Papa was taken from him. Ghost was put on pause because there was nobody to take his place. He had no brothers, or progeny to keep the band going. So in the meanwhile, Sister Elizabeth, Sister Imperator and Papa Nihil would lead their small clergy back in Sweden.

The women had called Nihil, and told him the news. One woman was pregnant with Twins, and a few months later another called him and told him she was with child. Nihil kept this a secret, because he didn’t want Impera to fight with him all over again. He also thought he wouldn’t see hide or hair of the children. Nihil was shunned by Imperator. They decided to divorce, after Nihil realized how unhappy Impera was.

Nearly a year and a half later a woman came to the Abbey they lived in, and dropped off Nihils first successors. They just so happened to be boys, twin boys. Their names were Primo, and Secundo. Nihil took them in knowing that his former mistress wanted nothing to do with the one night stand. She said she couldn’t afford it, and that they would be better off without her, “To be honest, Nihil..I didnt want them in the first place.”. As reluctant as he was, he took the boys in and told Imperator everything.

Now Mother Elizabeth, former sister, would take in Primo and Secundo as her own. She always wanted to raise children, and Imperator was still waiting on her own Ritual to become a reality. Elizabeth took the boys in and raised them to be in her image, and to be better than their father.

Primo and Secundo grew up living a quiet life in Sweden. They got their eyes at the age of Ten. They took vocal lessons and helped with the ministry. Elizabeth was the boys mother figure, but they knew very well that she wasn’t their mother, and they didn’t want her to be.

Years later, he decided it was time he met his youngest son who was only three months younger than the twins. His name was Terzo. His mother kept the most contact with him. Terzo’s mother loved her son with all her heart. She was a Christian woman, Though.

Terzo was raised to believe in God and all he has to offer. When Terzo initially met Nihil, all he knew is that he was a pope who ran a chapel in Sweden. When Nihil went to visit and meet him, Nihil told him where he worked and what he did for work; and Terzo was terrified. His mother was terrified, and she shunned him out of her house of God.

Nihil had a room given to him by the lady of the city, Mother Lilith in Meliora tower. She was a beautiful and entrancing woman. She enjoyed New York’s bustling streets and Nihils charm. She also wanted to meet his charming son.

Nihil stayed in New York for a few years on and off to be with Terzo. He was his mothers boy and only took Nihil in small doses. When Terzo was 13 He finally met Mother Lilith. Terzo found himself etching Grucifixes on his desk at school, not finding the shining light he used to in his religion.

When Terzo was 19 he was chosen to bare power from mother Lilith Terzo was taken under her wing and was taught all there is to know about the Satanic Ministry in Sweden. He started finding comfort in his fathers worship, however being a child star and the chosen boy of New York took a toll on his mental health.

Nihil was asking him to come home with him, so Nihil could send him to school and meet his brothers. Terzo became stressed and while he was with Lilith, he drank a serum that would grant him power. He was completely unaware, and Lilith seduced him. He felt scared and traumatized by the sudden interaction by someone who the thought he could trust.

Terzo went to the Pinnacle of Meliora grand which was outside Liliths penthouse, he climbed to the roof and Jumped. When he hit the ground the streets were empty. He sat up and wondered if he was dead, or if he just didn’t succeed. He was unimpressed, and disappointed. He didn’t even leave a mark on the cobblestone streets. The next few days he took his work seriously. He was offered to make a movie. A movie that gave him clarity. When he was 22 he and his fathers ghouls that were gifted to him, went to see the premier. Terzo didn’t feel right, and they mumbled throughout. Terzo looked himself in the eye and felt electric vibrations run through his body. He felt as if something wasn’t right and sprinted out of the theater. He could feel Satanas running through his veins as he felt the phantasm in him ascend and strike the city in lighting. The next few weeks were followed by Terzo finally going to Sweden. Terzos body had changed. And he was filled with a sense of life. He was full of pride, and a newfound worship for his devil. Terzos left eye would glow whenever he would do lightning parlor tricks, and Impera granted him with the white left eye when he turned 23.

Cardinal “Cardi” Copia has been working under Nihil since a young age, as his Cardinal. He has the most employee of the month awards. He looks up to the Emeritus brothers for what they’ve done as papas, but he didn’t want that for himself. He never did.

Cardinal wanted to live the life he had, with his mother and the ministry. He grew up quietly, very spoiled by his mother. Imperator was his mother, the result of Sister Imperator and Sister Elizabeth’s sacrifice. He was born as the Antichrist.

Even then Cardinal wasn’t the biggest deal in the ministry, and Sister Imperator never taught him to hone in on his powers,she didnt want him to. Cardinal could wield lightning, use hypnosis, can raise the dead and also acts as a sort of reaper for those in the Abbey. (Seen in Tshirts on Ghost Store Outlets)

When Cardinal was announced to be Leader of the Band, he didn’t want to. His mother told him it would be the biggest promotion of his life, and he would make her and papa Nihil Proud.

Sister imperator told the cardinal that Terzo and his ego is what got him kicked off stage, and that the Emeritus brothers would travel with him, to teach Cardinal and help him along the way. Cardinal eventually gave in, as he really didn’t have a choice.

That night, Sister Impera and Mother Elizabeth planned action with Terzo’s ghouls. Omega and Alpha were given syringes to knock out the Emeritus brothers during UNO night. The brothers were heavily sedated. Mother Elizabeth was sent on an out of Abbey run for the ministry. During this time her “sons” were killed peacefully. Papa Emeritus III was a different story. He was beheaded by Sister Impera in the name of satanas, and Later Prepped by a mortician after Cardinal had a Photoshoot with his head.

Elizabeth was absolutely distraught and shunned Sister Imperator for what she did to her sons, and scolded Cardinal for being okay with it. Cardinal was only Three years younger than Terzo, even then they were close like brothers, so she thought. Elizabeth was distraught by the loss of her boys, she Hid Primos Grimoirs and Hid Secundo’s Heirlooms very well. She also refused to use the square hammer on the brothers, which got her in trouble with Imperator and Salterian.

Secundo was going to Inherit the “Daggers of Megiddo '', a weapon used to kill the antichrist. Cardinal had no idea why Imperator was so proud of him for successfully beheading Terzo himself. All he knew was she said, “C, My boy it was your fathers will.” The 27 year old looked at His mother like a lost little boy. “My father..? Is proud..?”

Cardinal has taken full responsibility for leading the band, he has since Terzo was forcefully fired. Primo, Secundo and Terzo all had their sets of ghouls. Cardinal got his own once he was Appointed to Papa Emeritus the Fourth(IV). Cardinal has taken time to the ministry, and has spent most of his time basking in the spoils of being on the road.

Cardinal however is very cold and depressed on the inside. He misses Terzo. Terzo was his best friend and confidant. Without Terzo around there's nobody to keep Papa Nihil in Check. Without the Twins, the Magic is dying in the MInistry. The halls were quiet, the only thing here was Mr.Salterian, Papa Nihil, Sister Imperator, and Mother Elizabeth.

Mr. Salterian was the Cardinals closest thing to a mentor. He knew the dates, he always somehow knew to comfort Cardinal., whether it was harsh or not. He did not tolerate banter with Nihil. He had a hard time when the so-called “Family” got into arguments. Cardinal did his best to be a good Papa, but was heavily disregarded at the sametime. Nobody called him Papa Emeritus. This heavily depressed him, and missed the fans, because they were the only people who respected him.

When Cardinal got back to the ministry and the bodies of the former Papas were there, Cardinal knew what he must do, but he would need Mother Elizabeth's help.

Chapter 3

With lunch eaten, it was back to The Sister House for Amelia and Scout. The movers were prompt and arrived on time. While the youngster enjoyed an unusual whole afternoon of Play Station, Amelia was kept busy directing the placement of her furniture throughout the rooms.

She loved this house. Always had done. Derek, her late brother, had re-modelled the house for Meredith and for the family that the couple had hoped to have together. With his own hands, he had crafted it into an ideal family home and no matter where she stood within it, Amelia could feel Derek’s presence. He was in the walls, floors, fixtures, and fittings that surrounded her, something that brought her a sense of peace and calmness.

Also, the house had always been Amelia’s safe and happy place. On her arrival in Seattle from Los Angeles, Amelia had been a mess. Grieving the loss of her fiancé James and their son, Christopher, she’d been a shambling mess, struggling with her addictions to OxyContin and booze. Eager to help, Mer and Derek had offered her not just a room, but a home and it had been in this home where she had learned to be sober, achieving a new normal for herself.

Plus, it was where she had raised Scout for the first three years of his life. He had taken his first wobbly steps in the living room of this house. He’d spoken his first words there too. Marks indicating his height, and those of his cousins, could still be found on the wall of the kitchen.

With so much of their history here, having the house fall into the hands of strangers, who would never fully appreciate it, was not something that she could live with. So, when Meredith had told her about wanting to sell it, she’d agreed a price with her adopted sister and bought the sentimental pile of bricks herself. Then, before she knew it, Amelia and Scout were going home.

Standing looking at her small sofa, she wondered if she would ever be able to fill up its large spaces. Her pieces of furniture were few in number, coming as she was from a small apartment. Scout looked at his Mom sternly but when he saw her laughing, he gave in and laughed too. He loved her to bits, even if she made really bad Mom jokes sometimes.

“So what about that picnic? You must be hungry?”

He couldn’t disagree and so they set up a blanket on the ground in a shady spot in the yard. It was near where the old swing had been, the one where Kai had left her the first time, after telling her that they didn’t want what she had – a child.

“No, no, no, Shepherd. Stay in the present. Going back there will only hurt you”, she thought.

Putting her focus back on her current reality, Amelia set about pouring a cool drink for Scout and then offering him a paper plate of salad, cold meat, and bread. After she’d prepared her own plate, they’d gotten comfy and told each other jokes as they ate. Peals of laughter filled the air, causing a blackbird that had been perching on the fence to become startled and take to flight. After looking in on Scout, who was out cold and snoring softly, she got into her bed and was soon enjoying her first nights sleep in her new-old home.
