The Live In Triumph (LIT) 2024 Mr/Miss/Mrs Bharat Fashion Pageant was a memorable event, blending the allure of fashion with a powerful message on mental health. Themed ‘Unmasking Depression,’ the pageant was held on August 15, 2024, from 4 PM at Hotel Crowne Plaza, Gurgaon.

Live In Triumph was created to raise awareness about critical mental health issues, focusing on the belief that if they stopped depression, they could prevent a cascade of other mental health problems, including suicide, schizophrenia, bipolar disorder, and Alzheimer’s. This year’s theme, ‘Unmasking Depression,’ underscored the importance of addressing depression early to “Nip it in the bud.”
The event was organised by My Precious Life and Belle Events, led by Anuradha Das, a philanthropist, author, motivational speaker, and director with her own movie production company, Rising Eagle Productions, based in the US. Esteemed guests and speakers contributed to the event’s impact:

This year, LIT 2024 aimed to deepen the conversation around depression, promoting early intervention and comprehensive support. While last year’s pageant had Mr. and Mr.s titles, this year, the event was expanded to include junior, elegance (ages 60+) and crown (who have overcome depression) categories. Various speakers, including doctors, unmasked depression through their keynote speeches and panel discussions. LIT 2024 was more than just a beauty pageant; it sought individuals who not only possessed outward beauty but also demonstrated a commitment to making a positive impact on the world. “We are looking for a visionary”, said Anuradha Das.

Reprioritization of reservation policy: Wards of Ex Servicemen v. Wards of Serving Army Personnel

Issue before the Court:
Is it justified to place the wards of serving army personnel in Priority category VIII while the wards of ex-servicemen get the benefit of priority VI.
[When wards and wives of ex-servicemen as well as serving personnel who are in receipt of Gallantry Awards, can be placed together in one category, be in Priority V or Priority VII.]
Background:
The son of the petitioner while going through the counselling/cut[1]off charts of various Engineering Colleges of Government of National Capital Territory of Delhi found that the majority of reservation benefits is being taken away only by Priority-VI leaving no seat available for the remaining Priorities, especially Priority-VIII, in getting admission to various professional courses.
Wherefore, the instant petition was filed by petitioner for quashing the Order dt. 21.05.2018 of the Union of India giving the categories of Priority within the reservations provided in the Army quota of 5% for admission to various Colleges; and to give directions to the respondent Nos. 1 and 2 to treat/include Priority No. VIII above the Priority No. VI or in alternative to consider both the Priority Nos. VI and VIII at the same podium for the admissions in the forthcoming Academic Year 2023-24 in medical/professional/non-professional courses.
The revised list of categorizations of priorities vide order dt. 21.05.2018 is as under:
Priority I: Widows/Wards of Defence personnel killed in action.
Priority II: Wards of disabled in action and boarded out from service.
Priority III: Widows/Wards of Defence personnel who died while in service with death attributable to military service.
Priority IV: Wards of disabled in service and boarded out with disability attributable to military service.
Priority V: Wards of Ex-Servicemen and serving personnel who are in receipt of Gallantry Awards: i. Pararn Vir Chakra ii. Ashok Chakra iii. Maha Vir Chakra iv. Kirti Chakra v. Vir Chakra vi. Shaurya Chakra vii. Sena, Nau Sena, Vayu Sena Medal viii. Mention-in-Despatches
Priority VI: Wards of Ex-Servicemen.
Priority VII: Wives of: i) defence personnel disabled in action and boarded out from service. ii) defence personnel disabled in service and boarded out with disability attributable to military service. iii) ex-Servicemen and serving personnel who are in receipt of Gallantry Awards.
Priority VIII: Wards of Serving Personnel.
Priority IX: Wives of Serving Personnel.”
Observation of the Court:
The petitioner has not challenged the reservation of 5% provided to the wards of Armed Forces Personnel but is aggrieved by the wards of ex-servicemen being placed in Priority VI while wards of serving personnel being placed in Priority VIII in the revised list of Priorities.
Horizontal utilization of reservations is the matter of governmental policy & is not in the domain of the Courts to embark upon an inquiry whether a particular public policy is wise and acceptable or whether a better policy can be evolved as was held in the case of Union of India vs. M. Selvakumar (2017) 3 SCC 504.
However, where a policy decision can be faulted on the grounds of mala fide, unreasonableness, arbitrariness or unfairness, the Courts are not prevented to interfere in those circumstances. As has been held by the Apex Cort in the matter of State of Madhya Pradesh vs. Mala Banerjee (2015) 7 SCC 69.
It is a policy decision taken by the Government of India, Ministry of Defence to define the manner in which the reservations by the wards of Army personnel in difference categories shall be availed.
As such, the Government of India vide its order dated 21.05.2018 has provided the Priority list in the order in which the quota of 5% is to be distributed amongst the wards of Armed Forces Personnel, whether retired, disabled or serving in the admissions of the professional courses.
Contention of the Petitioner
Ex Servicemen are getting their pensions as well as due benefits which are commensurate to those which are being enjoyed by the serving personnel.
Whereas, the serving personnel are continuing to face the hardships of service which percolate to their wards as on account of their service contingencies the parents are not able to be equally involved in the education of the wards.
There is no intelligible differentia for placing the wards of serving personnel in a category below the wards of ex-servicemen on the grounds that while ex-servicemen have not only retired from their services and are no longer serving the nation.
The grievance of the petitioner is that while considering the reservation in the prescribed categories, the wards of Ex-Servicemen who fall in Priority VI practically take away the reserved categories despite having scored better ranking, leaving very few vacancy seats for the wards of serving personnel to get the benefit of reservations.
Submission of Respondent- Union of India
The Government of India had taken a decision to give the benefit to the wives and wards of ex-servicemen or Gallantry Award holders, but in the scheme of things, it was found that some vacancies still remained vacant after giving the benefit to the wards of all the categories.
It is only to ensure that the benefit of 5% reservation is fully utilized and exhausted and does not go unutilized that the category of wards of serving personnel has been added as Priority VIII.
Decision
The Instant Writ Petition was dismissed by the Division Bench of the Delhi High Court Comprising as no arbitrariness or mala fide has been brought forth in the Government policy meant for providing reservation to the medical/professional/non-professional courses to interfere with the Government Order dated 21.05.2018 or to reshuffle the Priority categories as provided therein.

LET’S ARREST THE SHIP
Incident No.9- 
State Bank of India – one of the country’s leading banks had filed a Recovery Case before the Recovery Officer of the DRT.
The borrower, a local shipping magnate of sorts had mortgaged a vessel and the vessel had to be arrested at any cost as the borrower’s account had become NPA and it had been learnt by the bank officials from reliable sources that the borrower was going about his business merrily. An application came to be filed before the Learned Recovery Officer praying that the ship docked in Vishakapatnam harbour be arrested. The Mumbai Branch of the bank had directed their local branch officers to keep a close tab on the exact date the vessel was to arrive and dock at the Vishakhapatnam harbour for fuel only to set sail the very next day to Paradip.
The Recovery Officer despite being a legal manager of another leading public sector bank [on deputation] did not understand what ‘arresting’ a ship legally meant and the ramifications that would ensue.
Not wanting to let his lack of knowledge get in the way, the Learned Recovery Officer summoned his stenographer and necessary orders were passed.
An Advocate Court Commissioner was appointed with directions to have the order complied with forthwith with the assistance of the local police. A letter was addressed to the local police station at Vishakhapatnam to ensure that the local police would extend the fullest of co-operation to the Advocate Court Commissioner who would be travelling all the way from Mumbai.
State Bank of India was directed to book flight tickets for this Learned Advocate Court Commissioner and a particular day was fixed where the local SBI team comprising of bank officers of the local bank’s recovery branch together with constables of the local police and the branch’s local officers who had disseminated information on the vessel’s arrive at the port, would accompany the Learned Court Commissioner for purposes of completion of the given task of arrest of the ship/vessel.
As the letterhead of the Learned Recovery Officer had the Ashok Chakra embossed and as the Learned Authority was acting under the aegis of the Central Government, the Vishakhapatnam police dispatched a team of a dozen constables with a Senior Inspector to ensure that all compliances were met with.
Permission of the port authorities was sought and everything was set.
The given day arrived and in line with the information that had been obtained, the ship promptly arrived at the Vishakhapatnam harbour. The entire team that had waited patiently made a run for the docks. The constabulary surrounded the ship. The local fishermen and crews of various ships present at the docks were stunned as none of them had witnessed such an event in their lives.
Finally the orders were served upon the Captain of the ship and the senior police inspector handcuffed the Captain forthwith. The order was read out and the order read as follows –
“Bank has filed application for arrest of ship. Application allowed. Captain of ship is directed to be arrested forthwith and brought to Mumbai and show cause as why he should not be directed to pay the Applicant Bank’s dues forthwith”
