Geneva, Switzerland — Backers of an international agreement that bans cluster munitions are striving to prevent erosion in support for the deal after what one leading human rights group calls an “unconscionable” U.S. decision to ship such weapons to Ukraine for its fight against Russia.
Advocacy groups in the Cluster Munitions Coalition released their latest annual report on Tuesday, ahead of a meeting next week of envoys from the 112 countries that have acceded to or ratified the Convention on Cluster Munitions. The treaty prohibits the explosives and calls for clearing areas where they litter the ground because they harm and kill many more civilians than combatants,
A further 12 countries have signed the convention. The United States and Russia are not among them.
Mary Wareham of Human Rights Watch, who has long championed the 15-year-old convention, says the coalition was “extremely concerned” about the U.S. move in July, after an intense debate among U.S. leaders, to transfer unspecified thousands of 155mm artillery-delivered cluster munition rounds to Ukraine.
More than 20 government leaders and officials have criticized that decision, the coalition says.
Hoping to avoid defections from the convention, Wareham says supporters hope signatories will “stay strong — that they do not weaken their position on the treaty as a result of the U.S. decision. And we don’t see that happening yet. But it’s always a danger.”
U.S. officials argue that the munitions — a type of bomb that opens in the air and releases smaller “bomblets” across a wide area — could help Kyiv bolster its offensive and push through Russian front lines.

U.S. leaders have said the transfer involves a version of the munition that has a reduced “dud rate,” meaning fewer of the smaller bomblets fail to explode. The bomblets can take out tanks and equipment, as well as troops, hitting multiple targets at the same time.
But Wareham cited “widespread evidence of civilian harm that (is) caused by these weapons. It was just an unconscionable decision.”
The report says civilians accounted for 95% of cluster munition casualties that were recorded last year, totaling some 1,172 in eight countries: Azerbaijan, Iraq, Laos, Lebanon, Myanmar, Syria, Ukraine, and Yemen. The monitor noted efforts in places like Bulgaria, Peru and Slovakia to destroy their stockpiles of the munitions in 2022 and earlier this year.
Children made up 71% of casualties from explosions of cluster-munition remnants last year, the report said.
It said Russia had “repeatedly” used cluster munitions in Ukraine since President Vladimir Putin ordered Russian forces to invade Ukraine in February last year, while Ukraine had used them “to a lesser extent.”
Washington’s decision “is certainly a setback,” said Wareham, “but it’s not the end of the road for the Convention on Cluster Munitions by far.”

Around 200 Oglala Lakota people, alongside activists in the American Indian Movement (AIM) took over the site of the 1890 massacre of Native Americans by US troops. National guard troops, FBI agents and federal marshals swarmed the area, shooting at occupiers with machine guns and tracer fire. Len Foster, a Diné (Navajo) man who took part in the occupation, recounted to Alysa Landry of Indian Country Today taking part in 11 firefights with federal officers: “Each one was very intense, very life-threatening… It was an intense, very serious engagement.” Despite suffering casualties, some fatal, the occupiers held out for 71 days until eventually surrendering. Though not successful in achieving its stated goals, the occupation galvanised huge support for AIM, famously including Marlon Brando’s boycott of that year’s Oscars, instead sending Sacheen Littlefeather, an Apache actor in his place to collect his best actor award, who delivered a speech about Wounded Knee to reporters backstage after she was threatened with arrest for speaking on the podium. For Len Foster, “In a way, it was a very beautiful experience… Wounded Knee opened a lot of hearts and minds to what oppression we were suffering. We were downtrodden, oppressed, made to feel ashamed. We were told to cut our long hair, not to participate in ceremonies, to become Christian and burn our medicine bundles. GAZA GENOCIDE DAY 281: SEVERAL NEW MASSACRES ON TENTS OF DISPLACED PALESTINIAN FAMILIES LEAVES SCORES DEAD AS ISRAELI OCCUPATION ARMY INTENSIFIES ATTACKS ACROSS GAZA
On 281st day of the Israeli occupation's ongoing special genocide operation in the Gaza Strip, the Israeli occupation forces (IOF) committed a total of 4 new massacres of Palestinian families, resulting in the deaths of no less than 61 Palestinian civilians, mostly women and children, while another 129 others were wounded over the previous 24-hours.
It should be noted that as a result of the constant Israeli bombardment of Gaza's healthcare system, infrastructure, residential and commercial buildings, local paramedic and civil defense crews are unable to recover countless hundreds, even thousands, of victims who remain trapped under the rubble, or who's bodies remain strewn across the streets of Gaza.
This leaves the official death toll vastly undercounted as Gaza's healthcare officials are unable to accurately tally those killed and maimed in this genocide, which must be kept in mind when considering the scale of the mass murder.
A new Israeli attack on the tents of displaced Palestinian families in the Nus area of the town of Al-Mawasi, northeast of Khan Yunis, in southern Gaza, has killed at least 70 Palestinian civilians, and wounded nearly 300 others, in the latest example of the Israeli occupation's ongoing genocide of Palestinians in the Gaza Strip.
In a statement issued on Saturday, Gaza's Ministry of Health said that “the death toll of the occupation’s horrific massacre against citizens and displaced people in the Al-Mawasi area of Khan Younis reached more than 71 martyrs and 289 injuries, including serious cases that medical teams are still dealing with up to this moment.”
The Ministry previously stated that “the bodies of 20 Palestinians and over 90 injured arrived at the Nasser Medical Complex in Khan Younis after Israeli forces bombed the Al-Mawasi area.”
Reports shortly after the attack, from Gaza's media office, stated that more than 100 civilians had been killed and wounded as a result of the Zionist army's bombing of displacement tents in a "major massacre" in the Al-Mawasi area, which the occupation army previously declared a "safe" humanitarian zone.
In a statement, Gaza's Media Office said that “the occupation army committed a major massacre by bombing displaced persons camps in the Al-Mawasi area in Khan Younis, leaving more than 100 casualties, including individuals and officers from the Civil Defense according to a preliminary toll."
According to Turkish news organization, Anadolu News Agency, which has reporters on the ground in Gaza, witnesses told the news outlet that the Israeli occupation forces had fired five large missiles into the Al-Mawasi area's displacement camps, which were previously declared a humanitarian safe zone by the Zionist army.
According to the statement of Gaza's Health Ministry, the dead and wounded were transferred to Nasser Hospital, where medical staff were "unable to provide medical services at Nasser Hospital in Khan Younis due to the large number of wounded."
In a statement from the Director-General of Gaza's Civil Defense services, Mahmoud Basal, "One of our members was martyred and 8 others were injured after an Israeli attack on a residential house again while crews were working to rescue citizens from inside the house in the center of Khan Yunis."
He added that the continued large-scale bombing conducted by the Israeli occupation army targeting sites, homes and tents of displaced Palestinians makes it difficult to reach many of the dead and wounded.
The Zionist entity continues to violate the orders of the United Nations Security Council, which demanded an immediate ceasefire in a resolution back in early June, 2024, and continues to face international condemnation over its ongoing genocide in the Gaza Strip.
The Zionist entity has also been accused of genocide at the International Court of Justice (ICJ) at The Hague, in the Netherlands, where a recent ruling ordered the Israeli occupation army to immediately halt its military operations in Gaza's southern city of Rafah, where, at the time, more than 1 million Palestinians had sought shelter from the army's endless bombing, shelling and gunfire, as well as drone and missile strikes, before itself being invaded on May 6th.
Unfortunately for the Palestinian population of Gaza, the Israeli occupation's audacious massacres and war crimes continued on Saturday, July 13th, when occupation forces bombed a prayer hall near the White Mosque in the Al-Shati Refugee Camp, west of Gaza City, resulting in the deaths of more than 25 Palestinian civilians, and wounding dozens of others.
Meanwhile, large-scale massacres aside, the Israeli occupation forces (IOF) continued to target the homes and shelters of Palestinian families across the Gaza Strip, killing and wounding dozens more civilians, and leaving countless thousands of people without shelter.
On the 281st day of the genocidal operations in the Gaza Strip, a retreat of the Zionist army's Merkava tanks and other armored personnel carriers from the Industrial area and the Tal al-Hawa neighborhood, south of Gaza City, has revealed the presence of dozens of martyrs inside their homes, executed by the occupation army.
Since Friday, Palestinian rescue crews have continued their work to retrieve the bodies of the dead and wounded from the Tal al-Hawa neighborhood and the Industrial area of Gaza City, where witnesses say they saw the occupation army execute civilians, including women, children and the elderly, as well as entire families, inside their homes.
Local civil defense and paramedic crews managed to recover the decomposing corpses of more than 60 Palestinians from the Al-Shujaiya and Tal al-Hawa neighborhoods since dawn on Saturday, while dozens of others remain trapped under the rubble, their fates remaining unknown at this time.
Sources in the city said that dozens of bodies remain lying on the ground and in the streets, some of them charred from explosives and resulting fires, while Zionist soldiers systematically set fire to Palestinian homes before withdrawing from Tal al-Hawa and several other areas.
The Israeli occupation army also destroyed the Friends of Patients Hospital building in the Al-Rimal neighborhood, east of Gaza City, while a number of corpses were removed from the building and taken to a nearby hospital.
The International Red Cross also issued a statement on the situation, announcing it had received "hundreds of calls in recent days from desperate people asking for help, and that entire families are trapped and in need of security," adding that "the need is much greater than the ability to respond."
The Zionist army continues to occupy several areas of the two neighborhoods in Gaza City, with the presence of military vehicles on Carrefour Street and Street 8.
Additionally, the Asdeeq al-Mu'reed Hospital continues to remain out of service due to the immense destruction evident to parts of the hospital that occured during Israeli ground operations in Gaza City.
IOF warplanes also renewed their bombardment of civilian homes in Gaza, with four members of the Abu Hashem family martyred in the bombing of a residential apartment on al-Jala'a Street, while another three civilians were killed in the bombing of the Al-Katiba area of Gaza City.
The occupation army also opened fire on the al-Mina area, west of Gaza City, killing the fisherman Ahmed al-Nasi.
In yet another massacre, Israeli occupation forces bombed a residential home near the Islamic University in the Ma'an area, south of the city of Khan Yunis, in the southern Gaza Strip, killing two members of the Wadi family, including a man and his wife, who was 3-months pregnant at the time of her death.
The atrocities continued when the Zionist army bombed the Al-Mawasi area, which the army claimed to be a safe zone, resulting in the deaths of four International aid workers.
Occupation fighter jets next bombed a residential building which remains under construction, belonging to Mr. Abdul Malik Baraka, located behind the former electricity company, opposite the Al-Khansa School in Abasan Al-Kabira, east of Khan Yunis.
The Israeli occupation army also continues its ground operations in the city of Rafah, in the southern Gaza Strip, for the third consecutive month, while Zionist forces continue to openly fire on any civilians that enter the city.
Israeli occupation forces also bombed a residential building in the Tal al-Sultan neighborhood, west of Rafah City, killing two Palestinian citizens.
Additionally, two Palestinian women were killed when Zionist warplanes bombed a residential house in the city of Deir al-Balah, in the central Gaza Strip.
Similarly, occupation aircraft bombarded a residential home belonging to the Aql family near the Nuseirat Municipality, in the central Gaza Strip, wounding at least 10 civilians.
Occupation warplanes also bombed a residential house in Abasan Al-Kabira, east of Khan Yunis, in the southern Gaza Strip, while Zionist artillery detatchments shelled neighborhoods north of the Nuseirat Camp, in the central Gaza Strip.
The Palestinian Red Crescent Society (PRCS) also reported the recovery of 5 dead bodies, including three children, who were killed as a result of an Israeli airstrike on the residential home of Al-Ra'i family in the city of Deir al-Balah. The dead and wounded were transported to Al-Aqsa Martyrs Hospital in the city.
Explosions were also heard coming from the vicinity of the Shuhada Junction, south of Gaza City, which coincided with occupation artillery shelling targeting the Al-Zaytoun neighborhood, southeast of Gaza City.
Occupation quadcopter drones were also witnessed firing at civilians south of the Tal al-Hawa neighborhood, southwest of Gaza City, while Zionist artillery detatchments fired shells towards the south of the Al-Rimal neighborhood, west of the city.
As a result of the Israeli occupation's ongoing war of extermination in the Gaza Strip, the infinitely rising death toll now exceeds 38'443 Palestinians killed, including at least 10'000 women and well over 15'000 children, while another 88'481 others have been wounded since the start of the current round of Zionist aggression, beginning with the events of October 7th, 2023.
This means the Israeli occupation forces have left a total of 126'924 casualties, according to the official count of the Ministry of Health, in its wake in the Gaza Strip, or the equivalent of 5.5% of the total Palestinian population of the enclave.

speculation can be my last resort when information is so tightly censored, relying on my intuition (likely useless).
Two separate sources report a revised civilian death toll from Oct. 7th attack from the original 1,200 down to 695, as well as 373 Security forces, 71 foreign nationals, and 36 children.
Given that the government of Israel refuses to investigate any deeper, there is a possibility that the leaked attack helicopter footage showing Israel gunning down their own population in a panic, suggests that most, if not all civilian casualties were committed by its own military. I won't say that no innocent lives were lost from the hands of hamas militants, but based on all the information publically available I think it would be reasonable to conclude that Hamas' operation did not intend to commit both kidnappings and massacres. It certainly makes me confident in my belief that the allegations of rape/torture/child mutilation etc. are either complete fabrications or one of those cases where the accuser is just projecting their own repressive worldview onto their enemies.

The final death toll from the attack is now thought to be 695 Israeli civilians, including 36 children, as well as 373 security forces and 71 foreigners, giving a total of 1,139. There were also 71 foreign victims on October 7, mostly Thai workers. And in the fighting to regain control of southern Israel, 58 police, 10 members of internal security service Shin Bet, and 305 soldiers were killed, including several dozen unarmed soldiers guarding the border with Gaza. Israel counts both soldiers killed in action and off-duty soldiers in its military casualties, and so these figures include, for example, some who died at the Supernova festival or while visiting their family in the south. The Bituah Leumi data does not distinguish between those killed by Hamas and civilians killed by Israeli forces in the fighting to retake control of southern Israel, an operation in which the army used shells and rockets on inhabited areas, according to testimonies collected by AFP and Israeli media.

Russian forces launched four Kh-47 Kinzhal missiles against Ukraine in the morning of Aug. 11.
According to Air Force spokesperson Yurii Ihnat, Russian forces targeted an airfield in western Ivano-Frankivsk Oblast and the young pilots who are scheduled to undergo training on the Western-made fighter jets.
Three missiles struck the area near the Kolomyia airfield, killing an eight-year-old child and damaging civilian infrastructure and houses, the Prosecutor General’s Office reported.
Ivano-Frankivsk Oblast, which borders Romania, is a rare target of Russian attacks, as it lies hundreds of kilometers away from the front lines.
Only one missile was downed over Kyiv Oblast on its way to the Kolomyia airfield, the Air Force said.
Missile debris fell in three locations in Kyiv’s Obolonskyi district, including on the territory of a children’s hospital, according to Mayor Vitalii Klitschko.
No casualties were reported in Kyiv.
In addition, Russian forces attacked southern Kherson Oblast with artillery and drones, killing one civilian and injuring seven others, including two policemen, the authorities reported on Aug. 11.
A 53-year-old man died after suffering severe chest injuries when Russian forces hit an apartment building in the city of Kherson, Governor Oleksandr Prokudin said.
Kherson and other regional settlements on the Kyiv-controlled west bank of the Dnipro River have been continuously subjected to Russian shelling since Ukrainian forces liberated them in November 2022.
Russian forces were pushed to the river’s east bank, from where they have since been firing at the liberated territories, regularly resulting in civilian deaths and injuries.
Also on Aug. 11, Russian shelling of Nikopol, Dnipropetrovsk Oblast, injured a woman and damaged 15 houses and power lines, according to Governor Serhii Lysak.
The 71-year-old woman has been hospitalized in mild condition, according to the report.
Nikopol sits just across the Dnipro River from the Russian-occupied Zaporizhzhia Nuclear Power Plant, which makes the city a regular target of heavy Russian shelling.
“Russia’s disregard for human life knows no bounds,” U.S. Ambassador to Ukraine Bridget Brink tweeted on Aug. 11 following the attacks.

All regional military enlistment office chiefs to be dismissed
President Volodymyr Zelensky said on Aug. 11 that all the regional military enlistment offices chiefs across Ukraine would be dismissed following the nationwide checks that revealed multiple violations, including corruption, power abuse, and fraud.
They will be replaced with officers with combat experience after they undergo an inspection by the Security Service of Ukraine (SBU).
“This system should be run by people who know exactly what war is and why cynicism and bribery in wartime is treason,” Zelensky said in a video address.
The decision was approved at an Aug. 11 meeting of Ukraine’s National Security and Defense Council, assigning General Valerii Zaluzhnyi, the commander-in-chief of the Ukrainian Armed Forces, responsible for its implementation.
Ukrainian authorities began the nationwide inspection of military recruitment offices in late June following journalists’ reports on regional enlistment office heads' alleged corruption and abuse of power.
A total of 112 criminal investigations have been launched against Ukrainian enlistment officials, with the charges against 33 people, Zelensky said.
He pledged that every enlistment officer would be held responsible if proven guilty.
“Officials who confused epaulets and benefits will definitely be brought to trial,” said Zelensky.

Drone intercepted in Moscow, mayor says
Moscow Mayor Sergey Sobyanin claimed that Russian air defense downed a drone over Russia’s capital on the morning of Aug. 11.
The drone debris fell in western Moscow, according to the report.
Russian Telegram channels published footage showing a drone crushing and the smoke rising from the leafy area next to the river in Moscow.
The Russian Defense Ministry claimed Ukraine has tried to attack an unnamed facility and that the drone had been downed by electronic warfare.
No casualties or damage were reported in Moscow.
Ukraine hasn’t claimed responsibility for the attack.
Drone attacks against Moscow have intensified over recent weeks. Two drone strikes on the same target, the high-rise “Moscow City” building where several Russian ministries are housed, caused damage on July 30 and Aug. 1.
Meanwhile, Andrii Yusov, the military intelligence spokesperson, told the Kyiv Independent on Aug. 11 that “the intensity of reported drone attacks in Moscow is increasing,” hinting there is a likelihood of continued attacks in Russia’s capital.

The bifurcation of metaphysical morality boils down to good and evil.  This is intended for the simple minded who can’t comprehend the complexities of political science.  In the Old Testament, King Solomon is a hero. Two women come to him, each claiming a newborn baby is theirs. King Solomon took a sword and threatened to split the baby in two so as to equally award half of the child to each alleged mother. One of the women, intent on saving her child’s life, surrendered the baby to the other.  Thus, the real mother was revealed and King Solomon awarded the child to her.
We could use that ancient Solomonic wisdom in the Mideast right now!   The only people who give a damn about the plight of the Palestinian people are the international Left, while the supporters of Israel are American Imperialists, “End of Days” Evangelical Christians, and a handful of Conservative American Jews and Orthodox Jews.  Most Jews in the USA are Reformed Jews and Secular Jews.  American Jews consider themselves, simply, American and many marry outside of their religion.  American Secular Jews have no Jewish identity, which satisfies a lot politically conservative Jews.  This is a curious contradiction.
I always thought that Judeo morality was absolute.  How can you have one foot in Israel and another in America?  Is America the greatest country in the world, or is Israel?  Religious dogma dictates that you cannot serve two masters.  Can the Rabbis in a Yeshiva solve this dilemma?  Rabbis arguing about text in the Torah is how Polemics got started.
There is this notion that Jews are all monolithic and all the same.  The revisionist Zionists infer that they speak for the Jewish people.  They don’t!  They tell non-Jewish Right wingers that Anti-Zionism is the same as Anti-Antisemitism.  WRONG!!!!!  Take the case of the ultra Orthodox Jewish sect, Neturei - Karta.  They believe that the Jewish nation of Israel violates Jewish Law and Prophecy.  This sect is against Israel.  What do the rest of the Zionists think of this sect?  They don’t.  They simply ignore it. Are these Jews are self-hating?  Are they Uncle Jake's?  What is an Uncle Jake?  A Jewish version of an Uncle Tom.
Then there is the Jewish Left, and the secular Jewish Left. These secular Jews would never disclose that they are Jewish.  I knew a guy for years who never told me he was Jewish.  Then there are the Jewish Left groups like Hashomer Hatzair, or even the former political party in Israel, the Labor Party.  The Jewish Left in Israel has been suppressed.  They have been taken over by the Likud Party and a coalition of Jewish religious Right groups.  They are financed by Right wing Christians in the USA.  If you’d like to learn about the history of the Jewish Left, click here: The first Zionists were socialists > Sapardanis Kostas
The same problem exists with the Palestinians.  The first group that represented them was the The PLO – Palestinian Liberation Organization, who were Marxist revolutionaries.  Following them, the Islamic religious Right took over.  That was Hamas.  What kills me about Right wing propaganda is how they like to mislabel their enemies; ie: “Islamic Fascists are Leftists.” Holy shit turds!  Leftists? They are absolutely not!
So, what would be a Solomonic solution be to all this? The Palestinians should kick Hamas out and create a secular Leftist revolutionary group.  The Left wing Israelis should destroy the Jewish Right and have a peace treaty and planning conference with Palestinians.  Other then this, I agree with my Anarchist comrades: Have a “No State Solution.”  Fuck it, man!  As a Jew, I can say this shit.
Addendum: Today is May 17, 2021. Israel is bombing the Gaza Strip. It is said that the first casualty of war is the truth. I say the first fatalities of war are women and children.  What is happening in Israel now reminds me of the Vietnam War during the late 60’s and early 70’s.   Innocent women and children, along with elderly Vietnamese, were bombed by the American Air Force, while U.S. ground troops burned down their straw huts.  The women and children were always accused of being in cahoots with the Vietcong, the communist guerrillas of the jungle.
The same lie that I heard back then is now coming from the Right wing government of Israel.  They say that the Islamic guerrilla group, Hamas, is using innocent civilians for human shields.  So the Palestinian women and children have to be sacrificed in order to protect Israel? Excuse me?  Protect? What’s the matter—are Israel’s nuclear bombs at the bomb clinic undergoing repairs?  Maybe the Iron Dome is out of order?  Hamas versus nuclear Israel is, by no measure, a fair match.  When the Polish Jews rose up in World War II, they were in the same position, fighting the invading Nazi army in the Warsaw Ghetto.  Just like the Gaza Strip, no one could leave or enter the occupied city.  Of course, the Nazis called the Jewish resistance, “Terrorists.”
I think Benjamin Netanyahu should be charged with war crimes.  I also think that the Likud Party should be outlawed.  I don’t care if 71% of the Israeli voting population supports Donald Trump.  Shame on all you people! I realize that the Israeli Left is outnumbered, however, if you were true to your convictions, you would protest your government.  The mainstream media will not cover your protest, but social media will.  
All my life, the subject of Israel would come and go. I remember the Six Day War in Israel, back in 1967.  At my junior high school, I saw a Jewish and a Black student debating. The Black Civil Rights movement was supporting the Palestinians at the time.  The Jewish kid wore a Yarmulke, so he was a target of hostilities towards Israel.
When I was 13 years old, I didn’t know better and I supported Israel.   I am older now, so—no dice!  Just because I am Jewish, it doesn’t mean that I am obligated to be a supporter, especially when the Israeli government is corrupt.  This war is morally wrong and should be stopped!

Ryuka Clan. The Ryuka Clan is a legendary and noble clan who crafted several forbidden techniques which are exclusively for the use of the family. Their clan is feared among the men and women in Seireitei. Due to the destructive nature of their spells, they entered an agreement with Central 46 and Gotei 13 that they will only be summoned for battles during times of emergencies. With this, they built their barracks underground to prevent any casualties during spell practices.
"A wide range spell was casted here," she said as she entered the area where the massacre scene happened. The place is now surrounded by woods erected from the ground casted with a seal to prevent anyone from entering it.
Kneeling with one knee, she analyzed the ashes scattered around the area as a byproduct of the spell. She brushed her fingers against the floor to carefully feel its texture.
"It is still fresh. I can still feel the reiatsu in it. If I have to accurately calculate, this spell was only casted today."
To begin her investigation, she brought out the round wooden tablet from her shihakushou and placed it on the ground. 
"Kuchiki-taichou, please leave the area for a while. My detection spell might absorb your reiatsu and might mess up my readings," she requested from the man who was standing beside her. 
With his suspicion, Byakuya reluctantly left the place. He stands by outside the area where he can observe her from afar.
Assuring that the area is cleared with any foreign reiatsu from above and beneath the ground, she began to slightly unsheath her zanpakuto with her left hand to cut her index finger. With her blood, she drew a crossed-shaped pattern on the tablet. 
"Oh vast great skies, gather the reishi around me. Light of the world that grants power, call the ancestors who are in peace. Ryuka Bakudou 14: Kenshutsu."
With this chant, the cross pattern emitted a light that extends to each side of the perimeter of the area. The reishi around the place were absorbed by the light and were sealed inside the tablet turning it violet.  The hazardous reiatsu was now wiped out in the site.  
As she stood up, she placed the tablet in between her palms and closed her eyes. She now started sensing each spirit ribbon in Soul Society to know who the reiatsu belongs to. However, after a wide range search, the caster of the spell was nowhere to be found. 
With frustrations penting up inside her, she temporarily concluded that the culprit may have already gone to another world. Ending her analysis, she stopped her spell and placed the tablet inside her shihakushou. With flash steps, she went to Byakuya to report her findings. 
"Kuchiki-taichou, we need to call for a captains' meeting," she said while gently landing beside him. 
Wanting to know what happened, he inquired for the results. 
"Did you find out the culprit?"
She looked at him with a pensive expression.
"It is not here in Soul Society."
"..."
Brushing the dirt off from her haori, she felt the weight of his piercing glare. 
With confidence, she assuringly replied, "Relax! Together, we will find out who caused this."
Looking at the obliterated area, she thought of a way to ease the captain's worries. 
"Do you want me to rebuild this?"
"You don't have to concern yourself with that."
"Nah, I know this is your turf, but I'll save you the hassle of rebuilding this."
"Don't make me repeat my---," his response was cut off as he saw her lift her hand pointing at the direction of the area. 
Light came flowing from the female captain's hand going to the ground. Each barracks, establishment, and even trees began to be erected. 
Gazing with amazement, Byakuya was glad to see the place completely reconstructed. 
"See? You don't have to worry about it. This place now has a quarter of my reiatsu mixed with the reishi I collected from the air."
Turning his gaze back at her, he has observed a strike of exhaustion from the captain's eyes. 
"I am out of practice. That's what I get from doing solely paperworks and documenting spells crafted by my squad." 
Disturbing her thoughts, she noticed Byakuya's intense fixed stare at her. 
"Brush off your suspicion. I am not an enemy of Sereitei. Our squad is your ally in protecting Soul Society."
"..."
"I will personally take care of anyone misusing the Ryuka clan spells even if he or she is my subordinate," she said with a bit of uneasiness in her heart.

At the Captains' Assembly Hall, the noise of chitchats can be heard. All of the captains were already present except the Captain Commander, Kuchiki-taichou, and two other captains. 
"Why did the Captain Commander called for an emergency meeting?" inquired a tall man with short white haired wearing a sleeveless shihakushou and a captain's haori with the kanji of nine imprinted on its back. 
"I am not quite sure, Muguruma-taichou. I am guessing it will be about the attack near the Kuchiki manor," replied by another captain who looks like a male teenager. He has a white spiky hair and mint green eyes. He wears a captain haori with the kanji of ten written on its back. 
"If it comes to this, then it is something serious. The nobles don't usually contact us unless they need more military power. What do you think, Hitsugaya-taichou."
Their conversation was interrupted when the council room's doors were opened. Outside it stands two figures one belonging to a male and the other belongs to a female. 
"It's the 14th squad captain! What is Kuchiki-taichou doing with her?" Hitsugaya thought to himself. 
As they entered the hall, another two figures were walking behind them. 
"My, my, Riyon-chan. What made you finally get out of the dark?" a tall man with long wavy hair tied into a pony said while gently tilting his kasa as if covering his eyes. On top of his captain's haori hangs a pink kimono with floral patterns.
Knowing who that familiar voice belongs to, Riyon suddenly stopped walking and greeted the man. 
"Easy going as always, Kyouraku-kun," she said in a meek tone. 
"After you have been inaugurated as a captain, we never saw you anymore. We miss you," said another familiar voice who belonged to a tall man with long white hair. He wears a captain haori with long sleeves and the kanji of thirteen imprinted on its back. 
"Ukitake-kun, glad to see you strong. I hope you get well soon."
The other captain replied with a smile while placing his hand on his head. 
Disrupting their lovely reunion, the sound of a loud thump was heard silencing the room. It came from a cane owned by Yamamoto Genryuusai. With the presence of the Captain Commander, the captains went to their designated post and lined up with the exemption of Byakuya and Riyon. They were instead, called to the front along with the old man. 
"Why would you call an urgent captains' meeting, Ryuka-taichou?" the Captain Commander asked to get the business done while he sat on his chair.  
Removing the hood enveloping her head, she then replied, "before I answer that, permission to use our clan's technique first?"
Raising  one of his eyebrows, the captain commander said in response to her question, "for what purpose will you use it for?"
"I'll have to show you what I have gathered in this," she said as she brings out the round wooden tablet from her shihakushou. 
"As long as it is not a destructive one, you may do so."
Facing the captains who are eager to hear what she has to say, she knelt down and put the tablet on the floor. 
"My fellow captains, please take at least two to three steps back."
Knowing that everyone has already cleared the center aisle, she closes her eyes and whispers some words. Violet smoke came out from the tablet and crawled on the floor. It began forming each barracks, establishments, and trees that were destroyed in the area.
Everyone felt a menacing chill when the reiatsu was released from the tablet. 
"What is this feeling? It's like a blade is placed on my neck," Hitsugaya thought to himself showing a rather disturbed expression. 
"The fear that you are feeling right now, shake it off with your own spiritual pressure. Don't let it consume you. This is the very nature of a Ryuka clan spell," Riyon instructed them as she stood up and proceeded to one side of the now established ruined area formed by the violet smoke. 
Facing Yamamoto, she began her explanation, "Yamamoto-taichou, based on my readings, I can confidently predict where the spell was casted. If we will take the exposure to the flames into consideration, we can say that they casted it here…"
Producing two small balls of light with her reiatsu, she marked two places above the area. Then she placed another one in front of the ruins. 
"There were three casters in total according to my calculations. As you can see, the ruined area consisted of five barracks and a training ground in the middle of it."
She paused for a while and gave Byakuya a worried look. 
"With a Class S level of destruction, I accurately presume that it was Hado Number 248 Death Inferno Flame spell."
"That is absurd! We only have until number 99 for our spells," reacted by a short haired woman with two long strands of hair wrapped in a bandage with gold circles on its end. She was wearing a captain's haori with the kanji of two imprinted on its back. 
Turning to the lady, Riyon gave her a sharp look. 
"Soi Fon taichou, our clan spells go way higher than 300 as what have stated in our history books."
Slowly returning her eyes to Byakuya, she continued explaining her findings. 
"I hate to say this, but Kuchiki-taichou, you've lost some elite men, women, and some children. To my calculations, around 71."
Knitting his eyebrows with this fresh devastating news, Byakuya clenched his fists. 
Uproars can be also heard from the lips of the other captains. 
"Silence!" 
The noise died down with a word from the Captain Commander.
Looking at her with a stern expression, he firmly asked, "Did you find the caster?"
"I went through a wide range sensing of spirit ribbons combing through every corner of Seireitei and Rukongai. However," she paused for a while while placing her hands on her chest. 
"It seems that it doesn't belong here."
"You know you will have to find them as soon as possible, am I right, Ryuka-taichou?" 
"I will see to it that I will find them. I will clear the name of my clan and," she paused again midway her sentence and gave Byakuya a glance, "I will help Kuchiki-taichou in finding justice for his people. That's why…"
With conviction, she looked at each captain one by one before finally fixing her eyes on the Captain Commander. 
"I will be needing your strength as the Gotei 13 to help me in finding the culprit."
There was a brief dead air before the Captain Commander gave his reply, "Gotei 13 will aid you, but you will be the one solely responsible resolving this issue."
"I take full responsibility. To begin with," she walked towards the captain wearing black and white stripes face paint and gold headdress,  "I will be needing your help, Kurotsuchi-taichou."

On this day, 27 February 1973, armed Native American activists occupied Wounded Knee, South Dakota, in protest against tribal corruption and the continuing failure of the US government to fulfil treaties they signed with Indigenous peoples. Around 200 Oglala Lakota people, alongside activists in the American Indian Movement (AIM) took over the site of the 1890 massacre of Native Americans by US troops. National guard troops, FBI agents and federal marshals swarmed the area, shooting at occupiers with machine guns and tracer fire. Len Foster, a Diné (Navajo) man who took part in the occupation, recounted to Alysa Landry of Indian Country Today taking part in 11 firefights with federal officers: “Each one was very intense, very life-threatening… It was an intense, very serious engagement.” Despite suffering casualties, some fatal, the occupiers held out for 71 days until eventually surrendering. Though not successful in achieving its stated goals, the occupation galvanised huge support for AIM, famously including Marlon Brando’s boycott of that year’s Oscars, instead sending Sacheen Littlefeather, an Apache actor in his place to collect his best actor award, who delivered a speech about Wounded Knee to reporters backstage after she was threatened with arrest for speaking on the podium. For Len Foster, “In a way, it was a very beautiful experience… Wounded Knee opened a lot of hearts and minds to what oppression we were suffering. We were downtrodden, oppressed, made to feel ashamed. We were told to cut our long hair, not to participate in ceremonies, to become Christian and burn our medicine bundles. MASS MURDER OF PALESTINIAN CIVILIANS CONTINUES ON THE 195TH DAY OF "ISRAEL'S" ONGOING GENOCIDE
On the 195th day of "Israel's" special genocide operation in the Gaza Strip, the Israeli occupation forces (IOF) committed a total of 7 new massacres of Palestinian families, resulting in the deaths of no less than 71 civilians, mostly women and children, while another 106 others were wounded over the previous 24-hours.
In a small bit of positive news amongst the horrors of Gaza, Algeria has announced it would be donating $15 million to the United Nations Relief and Works Agency for Palestine (UNRWA).
The announcement was made by Algeria's Foreign Minister, Ahmed Attaf, who stated that Algeria was making an "exceptional financial contribution" to the UNRWA, worth over $15 million.
“Algeria, by decision of the President of the Republic, Abdelmadjid Tebboune, announces the provision of an exceptional financial contribution of $15 million to UNRWA," adding that Algeria considers the initiative “a true duty and a firm responsibility that falls on us and on other members of the international community.”
Meanwhile, the criminal Israeli occupation war of genocide continued, and even intensified, with several new deadly airstrikes pummeling the Palestinian people over the previous day, committing several new massacres and slaughtering civilian families, including large numbers of women and children.
In just one example, Zionist air forces bombed a tract of land and a residential building housing displaced civilian families late on Wednesday evening in the city of Rafah, in the southern Gaza Strip, resulting in the murder of 7 civilians, including three children and a woman, which was later revised upwards.
Further reports of the Rafah strike stated that the number of civilians killed rose to 11 overnight following the work of civil defense crews, who managed to recover three additional corpses of Palestinian victims.
Additionally, the tract of agricultural land that was bombed by Zionist forces in the Al-Salam neighborhood of Rafah city, held a room that was occupied by the Ayyed family who were displaced from Gaza City, resulting in the martyredom of 8 family members, including 5 children and 2 women.
The Israeli occupation has been purposefully targeting displaced civilian families in Rafah, who were forced into the southern Gazan city following the start of the war.
In a previous example, another massacre occured on Tuesday when IOF fighter jets bombed the al-Hanoud family home, in which displaced families were sheltering, also in Rafah, resulting in the deaths of 7 Palestinians, including 4 children.
"Israel's" criminal behavior continued into Thursday morning with the wounding of three Palestinian civilians who were injured following an Israeli occupation airstrike which targeted residential homes in the town of Al-Mughraqa, in the central Gaza Strip.
What little remains of Gaza City was also a focus of the Israeli occupation army, with Zionist warplanes and artillery concentrated on shelling the Sheikh Ajlin and Al-Zaytoun neighborhoods, resulting in a number of casualties.
Occupation aircraft further bombarded residential homes and buildings in the Tal al-Hawa neighborhood and the Beach Camp area of Gaza City as well.
Following the withdrawal of Zionist forces from the Nuseirat Camp area of central Gaza, local civil defense crews worked to recover the bodies of those killed, however, crews say many still remain buried under the rubble and have yet to be uncovered.
Civil Defense personnel also said they'd recovered the bodies of at least 11 Palestinians from under the debris of the Khan Yunis governate, in the south of Gaza.
The Zionist crimes continued when Israeli warplanes bombed a residential building belonging to the Shaat family in the Yabna Camp area of the city of Rafah, in the southern Gaza Strip, resulting in several casualties.
As a result of "Israel's" ongoing special genocide operation in the Gaza Strip, the death toll among the Palestinian civilian population has now risen to exceed 33'970 Palestinians killed, including over 14'560 children and 9'582 women, while an additional 76'770 others have been wounded since the start of the current round of Zionist aggression, beginning with the events of October 7th, 2023.

Japan is projected to see births drop 10 percent in 2021, accelerating a decline. Last year there were 860,000 births in Japan, the first time the level dipped below 900,000 since tracking began. Babies in the U.S. could decline by 300,000 to 500,000 next year, a 10 percent drop in the 3.7 million average annual births. According to the International Labor Organization, 17.1 percent of people aged 18 to 29 around the world have not worked since the pandemic began, and those who did saw their hours shrink an average of 23 percent.
Mean streets (Bloomberg) Mean streets are getting meaner, and more than 700 cities have said they may cut infrastructure spending due to budget shortfalls. Potholes caused $15 billion in damages to cars over five years, and some states are in a particularly rough stretch of road: in Rhode Island, 48 percent of urban streets are in poor condition according to the Federal Highway Administration, followed by California (46 percent), New Jersey (42 percent), and South Dakota and Hawaii (36 percent each). In some metropolitan areas in particular, most roads are bad: San Francisco-Oakland (71 percent of streets are poor), San Jose (63 percent) and Los Angeles (63 percent).

National Guard called out after police shoot Black man (AP) Wisconsin’s governor summoned the National Guard for fear of another round of violent protests Monday after the police shooting of a Black man under murky circumstances turned Kenosha into the nation’s latest flashpoint city in a summer of racial unrest. The move came after protesters set cars on fire, smashed windows and clashed with officers in riot gear Sunday night over the wounding of 29-year-old Jacob Blake, who was hospitalized in serious condition. In a widely seen cellphone video made by an onlooker, he was shot [by police seven times] in the back, as he leaned into his SUV while his three children sat in the vehicle. The shooting happened around 5 p.m. Sunday and was captured from across the street on video that was posted online. In the footage, Blake walks from the sidewalk around the front of his SUV to his driver-side door as officers follow him with their guns pointed and shout at him. As Blake opens the door and leans into the SUV, an officer grabs his shirt from behind and opens fire while Blake has his back turned.
Marco collapses, sets stage for Laura to hit US as hurricane (AP) Tropical Storm Marco began falling apart Monday, easing one threat to the Gulf Coast but setting the stage for the arrival of Laura as a potentially supercharged Category 3 hurricane with winds topping 110 mph (177 kph). While Marco weakened, Laura’s potential got stronger, and forecasters raised the possibility of a major hurricane that would pummel western Louisiana and eastern Texas from late Wednesday into Thursday. The two-storm combination could bring a history-making onslaught of wind and coastal flooding from Texas to Alabama, forecasters said. State emergencies were declared in Louisiana and Mississippi, and shelters were being opened with cots set farther apart, among other measures designed to curb infections.
In Mexico's televised 'return to classes,' parents turn to state schools (Reuters) Millions of students return to classes virtually in Mexico on Monday after a hiatus lasting months caused by the coronavirus pandemic that has sparked an exodus from private schools. Mexico has yet to publish official data, but private-school bodies consulted by Reuters said almost 2 million students at all levels were expected to quit private schools because of the crisis to join an already overcrowded public system. The lack of both in-person teaching and access to facilities has left many parents unwilling to shoulder private-school costs. Mexico’s coronavirus toll (Financial Times) Mexico has surpassed its “catastrophic” worst-case scenario of 60,000 Covid-19 deaths and is shaping up as one of the worst health and economic casualties of the global pandemic. Latin America’s second-biggest economy, which has the world’s third highest overall coronavirus death toll, hit the grim milestone on Saturday, when the health ministry reported 60,254 and 556,216 confirmed cases. But officials have long acknowledged that the government’s data is an underrepresentation and the health ministry and private studies say the real death tally could be some three times higher.
Sweden’s success in fighting the coronavirus (London Times) Sweden is beating many European countries in the fight against new coronavirus infections, possibly because of its decision not to implement tough lockdown measures. As cases surge across Europe, leading to new restrictions such as the mandatory wearing of masks in many public areas, the infection rate in Sweden is falling. “Sweden is doing fine,” Arne Elofsson, a professor in biometrics at Stockholm University, said. “Strict rules do not work as people seem to break them.” Figures from the European Centre for Disease Prevention and Control show that the infection rate in France is more than 60 per cent higher than that of Sweden. France implemented a strict lockdown in the spring and requires masks to be worn in many public areas but has a fortnightly infection rate of 60 cases per 100,000 people. Sweden, which decided not to implement compulsory measures at that time and which rejected the use of masks, has a rate of 37 cases per 100,000 people. German doctors say tests indicate Kremlin critic Navalny was poisoned (Reuters) German doctors said on Monday that medical examinations indicated that Russia opposition figure Alexei Navalny, who is in a Berlin hospital after collapsing on a plane in Russia last week, had been poisoned. European job cuts coming (The New York Times, McKinsey) A tsunami of job cuts is about to hit Europe as companies prepare to carry out sweeping downsizing plans to offset a collapse in business from the new coronavirus outbreak. Government-backed furlough schemes that have helped keep around a third of Europe’s work force financially secure are set to unwind in the coming months. As many as 59 million jobs are at risk of cuts in hours or pay, temporary furloughs, or permanent layoffs, especially in industries like transportation and retail, according to a study by McKinsey & Company.
At least 100 feared trapped in building collapse south of Mumbai (Reuters) At least 100 people are feared trapped in the debris of a five-storey building that collapsed on Monday in an industrial town in western India, a lawmaker said. Not all the roughly 200 residents of the building in Mahad, about 165 km (100 miles) south of India’s financial capital Mumbai, were at home when it crumbled in the evening, Bharatshet Maruti Gogawale, the local lawmaker, told Reuters. More U.S. troops pull out of Iraq (Foreign Policy) U.S.-led coalition troops withdrew from Iraq’s Taji base located north of Baghdad on Sunday and transferred control of the facility to the Iraqi security forces, part of a larger drawdown of U.S. troops in the country. The base has held up to 2,000 troops in the past, but most of those stationed there have departed this summer. The final troops are due to leave in the coming days. Sunday’s withdrawal comes as the Trump administration has been working with the Iraqi government to coordinate the withdrawal of U.S. troops from the country. Beirut faces mental health crisis after blast (Reuters) More than two weeks after a massive explosion tore through Beirut killing 181 people and leaving entire neighbourhoods in ruins, Sandra Abinader still jumps at the slightest sound. “The other day, I was trying to open a jar and the popping sound made me jump back and scream. I felt for a second I needed to run away.” The blast caught Lebanon at an extremely vulnerable point following months of severe economic crisis compounded by the coronavirus pandemic. Now practitioners are warning of a national mental health emergency as people begin to show signs of trauma from the explosion, including nightmares, flashbacks, crying, anxiety, anger and exhaustion. Prosecutor General's Office: 496 Ukrainian children killed by Russia's all-out war

The Prosecutor General’s Office reported on July 22 that 496 Ukrainian children have been officially reported killed since the start of Russia’s full-scale invasion last year.
An additional 1,068 children have sustained injuries of varying degrees of severity.
However, the actual numbers may be much higher since they do not fully account for territories still under Russian occupation, recently liberated by Ukrainian forces, or areas experiencing heavy fighting, the Prosecutor General’s Office added. Four hundred seventy-four children in Donetsk Oblast have either sustained injuries or been killed by Russia, making it the most heavily-impacted region in Ukraine in terms of child casualties.
Additionally, 297 children in Kharkiv Oblast have been affected, as well as 129 in Kyiv Oblast, 116 in Kherson Oblast, 97 in Zaporizhzhia Oblast, 89 in Mykolaiv Oblast, 83 in Dnipropetrovsk Oblast, 71 in Chernihiv Oblast, and 67 in Luhansk Oblast.
The Prosecutor General’s Office also reported that in the past 24 hours a nine-year-old and a 16-year-old child were killed by Russian shelling in the village of Druzhba, which is located a little over 30 kilometers south of Bakhmut in Donetsk Oblast.
