At dahil isa ako sa mga excited na estudyante, nakaupo na agad ako sa upuang naasign sa akin ^u^. medyo boring nga kasi wala pa yung ka buddy ko. Si rose ang katabi ko according sa seatplan at sa kasamaang palad, late na ang bruha! Buti na lang nakaabot sya. Ayaw ko namang wala akong ka buddy maglibot noh! Bale umalis na yung bus, hindi naman ako masyadong naboring kasi kwentuhan lang kami ng kwentuhan habang kain ng kain. Pagkarating na pagkarating namin sa unang station eh bumaba agad kami ni Rose tapos pumasok agad dun sa simbahan. Sabi kasi nila maganda raw na unahin si God. After naming magpray eh dumaan muna kami sa pinakamalapit na grocery, ubos agad kasi yung baon naming fuds :) katakawan eh. Nasa bus na kami nung maalala kong hindi pala ako nakabili ng cupcake :(, favorite ko pa naman yun :(. Dahil nga sa lungkot na lungkot ako, di ko napansing naka 4 na stop na pala kami, marami rin naman akong kamangha-manghang nakita. Yun nga lang di talaga kumpleto byahe ko___ i want cupcake :<

"Uy Bela, bakit di mo ginagalaw yang lunch mo?"

"A-ah eh. . Rose may cupcake ka?"

"CUPCAKE?" naku! kailangan pa talagang isigaw?

"ssssh! hinaan mo yang boses mo ng lapit lang natin sa isa't isa, ang decibel mo napakataas. Nakaliutan ko kasi bumili kanina eh. Nagkecrave pa naman ako ngayon." kumunot naman yung noo nya sabay na inilapit nya yung bibig nya sa may tenga ko

"Naglilihi kaba?" pabulong na sabi nya. Anak nang! Baliw talaga to si Rose..

"Baliw hindi! nagkecrave nga lang diba? meron ka ba?"

"Wala eh, pasensya na." Ayun, wala rin sya. Pano na yan? No cupcake, no appitite, no enjoyment X(

"Bela wait lang ahh! tinext ako ni Jhom ko, pupuntahan ko lang sya saglit." tumango na lang ako tapos ibinalik yung pagtitig ko sa lunch ko. Haaay sana may maghulog ng. . .

"Cupcake?" nagulat ako ng may mahulog na cupcake sa harapan ko.

"Oo cupcake yan at baon pa yan ni Lhoyd, sayo na lang daw." yung pagkasabik ko sa cupcake ay biglang nawala. Pakiramdam ko nag-iinit yung mga pisngi ko. Bakit mo ko binigyan ng cupcake? hindi naman ako humihingi sayo ahh.

"oh san ka pupunta?" pinigilan ako ni rose sa badyang pagtayo ko.

"Malamang ibabalik tong cupcake." nakakahiya kaya!

"Ito binigyan na nga isasauli pa, dont worry nag thank you na ako para sayo kaya umupo ka na dyan at baka umalis na yung bus." drinag nya ko pabalik sa pag upo ko kaya wala na akong nagawa.

"Pero yung cup-cake. . ." mahinang sabi ka sa kanya

"Yung cupcake? cupcake!" sarcastic nyang sagot. Naman oh! Lalo akong mapapamahal nyan sa cupcake eh

BDRRM Kwentuhan and Community Walk

Nasubaybayan ko mula sa aking paglaki ang pagkakaiba iba ng mga tao at ang iba't ibang uri ng pamumuhay na kanilang kinagisnan. Hindi lingid sa aking murang edad ang mga hindi kaaya ayang sitwasyong nangangailangan marahil ng priyoridad upang mapanatili ang kaayusan at kaligtasan ng bawat mamayang namumuhay sa aming barangay.

 Ngunit sa mga nagdaang panahon, marami nang mga pagbabago ang aking ring nakita na kung saan ay masasabi kong malaking parte na ng aming lugar ang maituturing na maayos at ligtas na ngayon.

 Ang Brgy. Matatalib ay isa sa mga baranggay sa lungsod ng Tarlac na may pinakamalaking sakop na lupain. Ito ay may lawak na 232,177 hektarya na nasasakupakan kung saan 2,500 hektaraya nito ay ginagamit sa agrikultura. Ang baranggay ay halos kapatagan at mayroon ring ilog. Batay sa talaan ng aming baranggay, ang kabuuang bilang ng tao na namumuhay sa loob nito ay nasa 24,000 sa taong 2015. Ngunit sa kasalukuyang taong 2019, pumapatak na sa 37,000 ang mga mamamayang namumuhay rito.

 Ang distansya ng aming baranggay mula sa sentro o kabayanan kung saan naroon ang bulwagan o ang municipal hall ng aming lungsod ay nasa 4 na kilometro.

Ayon sa CRA o Community Risk Assessment ng Brgy. Matatalaib, isang paraan ng pagtukoy ng mga panganib o peligrong maaaring maranasan upang sa kalaunay malaman ang kalakasan at kalawakang maaaring idulot ng panganib o peligro sa komunidad, may mga kalamidad na nagdaan sa aming Baranggay na nagdulot ng pighati sa komunidad. Sa nagdaang taong 2015, nang dumaan ang Bagyong Lando sa Pilipinas, isa (1) ang nasabing namatay at dalawa (2) ang nasagutan dulot ng naturang kalamidad.

 Ngunit ayon rin dito, mababa ang probabilidad ng baranggay sa usaping sunog at katamtaman naman ang epekto nito. Sa usapin naman patungkol sa lindol, bahagya lamang ang probabilidad nito sa aming baranggay at katamtaman lamang ang maaaring maging epekto nito sa komunidad.

 Ayon sa aming nakapanayam na BDRRM, masasabing ang Brgy. Matatalaib ay bulnerable sa mga sakuna una ay dahil malapit ito sa ilog. Pangalawa ay dahil 45% ng mga bahay na naninirahan sa ibang parte ng baranggay ay gawa sa kahoy at nipa, at 30% ay gawa lamang sa light materials. Pangatlo 40% ng kabahayan ay magkakadikit-dikit. Sa mga pagkakataon at sitwasyong ganito, makikita na ang aming baranggay ay talagang may mga parte parin na bulnerable sa mga kalamiad o disasters.

Sa aking palagay, bilang miyembro ng mamamayan dito sa aming baranggay, makakatulong ako sa pagsasagawa ng konkretong tulong patungkol sa bulnerabilidad ng aming lugar sa pamamagitan ng pagsasagawa ng mga seminars at awareness patungkol sa DRRM upang mabigyan ng sapat na kaalaman ang mga kapwa ko kabaranggay parungkol rito.

 Ngunit sakabila ng mga ito, ang Brgy. Matatalaib ay may mga sapat na evacuation center para sa mga mamamayang nasalanta ng matinding kalamidad. Isa rin sa kapasidad at kalakasan ng aming baranggay ay may maayos at kumpleto itong drinage kanal upang maayos na dumaloy ang mga tubig ulan at hindi na makapagdulot pa matimding baha. Gayon rin, ang baranggay ay may sapat at kumpletong kagamitan (response equipment) sa pagbibigay ng tulong sa mga apektadong pamilya.

 Bukod pa rito, ang baranggay ay mayroon ring generator sa oras ng power interruption.

Ang mga ganitong sitwasyon ay hindi lamang pambaranggay kundi panglungsod narin. Ang mga mamamayang naninirahan rito ay dapat mabigyan ng kung hindi man solusiyon ay sapat na pangangailangan at tulong mula sa local na gobyerno. Ang mga tao rito, lalo na ang mga bulnerable sa mga sakuna, ay kailangang mabigyan ng agarang notice o warning upang makapag ingat at makalipat sa mga evacuation ereas kung sakali mang may mga dumating na kalamidad sa mga hindi inaasahang panahon.

 Mahalaga na matutunan at maipaalam ang isyu patungkol sa mga disaster o sakuna hindi lamang sa mga baranggay kundi pati narin sa buong bansa. Sakagkat dito malalaman at magbabase ang ating mga local at kabuuang gobyerno sa mga aksyong kanilang dapat gawin bago, kasalukuyan, at pagkatapos ng kalamidad na maaaring makapinsala sa mga mamamayan ng bansa.
