Chloe & Heroism
Chloe Bourgeois as a hero early on is a premise that often evokes either questions, like "How" and "Why". Or expectations that she is either already on a path to self improvement, or will be forced onto within a short timeframe.
These are not bad questions and the former definitely are necessary to consider for a story. However the expectations I tend to feel a bit murkier and while I have no issue with how some authors handle this topic.
I want to outline why I think you could do a good "Hero Chloe" story before she gets character development, but first, house cleaning!
1: I have not watched and largely ignore everything post season 3, so don't bother bringing up Derision. Remember, season 1 Kim was afraid of spiders.
2: In canon. Chloe only revealed her ID publicly because her abusive mother she is obsessed with pleasing (who killed her the day before) chose a girl other than her to take to New York & then tore her to shreds in front of everyone. 
With all that in mind let's examine where Chloe's values and understanding of the world comes from and how she perceives them! 
1 - Media/Social Media 
This would be a mixed bag, because on one hand they have Mighty Majesta comics that try to instill good values, but also shows built around lying to and humiliating people are evidently popular television and the internet seems similar in regards to pranking VS trying not to be terrible. So she's gonna get mixed signals at best. 
2 - Her family & Circle 
This is where 90% of the problems come from. Of the important adults in her life, her father, mother, Gabriel and Nathalie are all varying shades of corrupt, abusive, cruel and ruthless, while the lesser evils like Jean and Emilie are largely consigned to the role of enablers. 
Worse still, even if we ignore the emotional abuse, neglect and other elements that led to her both having trauma and her trauma response manifesting in aggression. We still have issues like Andre, during the brief periods he bothered to parent, explicitly teaching Chloe that, Stealing, extortion and threats are all appropriate ways to succeed in life.
IE, she isn't compromising her morality when she does these things, she is very much doing what she is taught was right at least consciously. This isn't helped by a 24/7 Audrey impression as Audrey deems being in her vicinity as reason enough to hurt people unless she deems them useful. 
Long story short, the values and people she was brought up around are all explicitly some shade of bad, or enabler, or outright teaching her to harm others. 
3 - Societies & Class 
However, we know from season 2 that Chloe is not entirely unaware that there are issues with this. Because while she spends much time boasting of how she's beloved and brilliant, when stripped of that and exposed to someone she trusts she is entirely willing to confess that she knows everyone hates her and that she feels she has no worth. She may not be able to articulate why or how this came about but she knows something is wrong. 
Despite this, school is not the best place to figure this out, especially for someone who obviously struggles with social cues and the like. The teachers run the gamut from indifferent and unpleasant, to extremely gentle and accommodating, to simply not wanting any form of drama and usually caving to whoever makes the most noise and none of them have the authority to do much outside of class hours. 
The class is not significantly better, because students like Kim and Alix can and do casually throw around snark or do pranks and at worst only get brief bursts of anger while Chloe's garner a more intense response. This is because her relationship with the class and motives are varying shades of different, but for someone with issues reading social cues, it's just going to seem like a confusing double standard. 
We can also see all this demonstrated in her relationship with Adrien, as Chloe clearly takes the lead in their relationship in Origins and outlines her logic behind the pranks, but is then surprised when Adrien seems to turn against her. What's more, it seems Chloe is aware that Adrien is more gentle/naive than her given she tried to educate him on these matters & turns to him for comfort and protection at times, while seeing no inherent contradiction between her expectations for their relationship and how she treats others.
Adrien does not help matters with seeming indifference to how she treats staff. 
Thus, while she knows 'something' is terribly wrong, actually being able to understand it and work through it is another matter. 
4 - Chloe's Conclusion 
So, what is the conclusion Chloe comes to in order to square all of these circles when she isn't just in full denial mode? The answer is quite simple and even demonstrated in the show itself, playing one's role. 
IE, Chloe the mayor and style queen's daughter is different to Chloe the hotel owner's daughter and we see this in her being able to stamp down on her usual instincts and slap on a customer service role when Jagged Stone enters the hotel and guide her father into doing the same. VS how she conducts herself during a class election, IE explicitly threatening and extorting people, to how she conducts herself day by day with her Audrey impersonation. 
A separate example and way she'd view this for others would be that Marinette the baker's daughter of course has to be nice and sweet and giving because that is how customer service roles work, while Marinette the aspiring fashion designer or would be class president is sneakier and will lay traps so people trying to steal from her are sabotaged. This isn't wrong, this is how she expects people to behave when in these circumstances and roles. 
Final Conclusion 
Which is why Chloe could easily play the role of a successful hero, because she would not be "Chloe Bourgeois, mayor's daughter, hotel heiress and Style Queen's daughter" as Queen Bee, she would just be Queen Bee, a superhero.
They have wonderfully defined roles that would be easy for her to pick up & follow through on: assure the public, save people from danger, protect allies, defeat monsters, all things Chloe was shown doing very well when chosen as a Miraculous Holder. 
I think that eventually the contrast in how she is received as Queen Bee VS Chloe Bourgeois would start grinding on each other and bleeding through both sides of the mask. 
But the infectious nature of empathy and a larger support network that don't have the worst impression of her would give Chloe the room she needs to explore and grow.
If she is too snippy as a hero, or shows a ruthless side, these won't be taken in the context of "Chloe that person I dislike" but "Queen Bee my ally" and can allow for more honest and even handed reactions that give her the necessary breathing room to grow and change. 
So yeah, I think season 1 Chloe could have, under the right circumstances, done a great job as a hero be it Queen Bee or another hero even before any outside circumstances or internal changes might have forced her to chart a new course in life.
Provided the role of Chloe and the role of hero do not intersect and become one almost immediately, because in that case it gets a lot harder for her.

Hello welcome to my Chloé, Adrien, Jon, and Damian being childhood friends agenda. Chloé and Damian fucking hate each other until they're 13 and form an alliance against Gabriel bc they both hate him more than they hate each other.
Bruce knows Gabriel bc rich people stuff, so when he had another accidental child acquisition arc he figured Damian could use a friend or two his age (Jon, Chloé, and Adrien)
Damian dislikes this at first, but then he doesn't hate being around Jon and Adrien. Chloé is a different story. She's a spoiled brat, he hates her, and he doesn't understand why killing her would be a bad thing. The feeling is mutual.
Jon and Damian have comical little shenanigans hiding their hero identities from Chloé and Adrien, and they have to do the same shit except hide it from Jon and Damian once they get their miraculous.
I can imagine them all going on vacation together or something and going over the various ways to hide shit from each other
Damian: I open the doors so you can't rip them off the hinges by accident- Jon: I did that twice. Damian: Because Agreste said something you considered "cute" and you were flustered enough to behave like a barbarian. Do you have any other comments? Jon: You know you're only allowed to have two weapons on your person, right dude? Damian: Tt. Yes. Jon: Do I need to check your pockets? Damian: *pulls out an unrealistic number of knives from his pockets, and reaches into his socks to pull out more knives*
Meanwhile in paris Chloé: You don't need to lecture me about making sure Pollen behaves. She's never done anything wrong ever. Adrien: You and her came up with the idea to pretend Pollen is a wasp and have her try and sting Lila in front of everyone Chloé: Yes, and? It was funny and she totally had it coming. Adrien: ... Chloé: Don't fucking say it- Adrien: Beehave. Chloé: If Pollen and I can't do the wasp thing YOU CAN'T MAKE BAD PUNS-

There are a couple tropes I really love in the space of Miraculous Ladybug fan works, but quite possibly my favorite is when the miraculous holders just get creature from using their powers.
Like yeah, I would say that hosting the power of an abstract concept given sentience, that got shoved into the shape of an animal and bound to a piece of jewelry, would kinda mess with your body a bit.
The little bit of this we get in canon is basically that Adrien loves being a cat and the whole Tikki munches incident.
But I love it when people give them ears and wings and tails, give them eyes that aren't quite human anymore. Fuck with their gender and their sense of body. Sometimes it's body horror, sometimes it's just aesthetic. Love it either way.
I just think it's so fun, a lot of the time it's combined with the like "when a holder and the kawami really respect and bond with each other there's nothing that can be done except having magic bleed into the holder" I think that's fun, but also just making the animal of the kwami a bigger deal is fun. Like if you're going to make it a ladybug you might as well give her wings and antenna and mirrored eyes.

i love chloe. she’s a wonderful ‘bad guy’ and an excellent queen bee, (in my opinion) she had a amazing redemption arc up until season 4, she had every right to be upset with ladybug whilst still trying to be a better person and i think after miracle queen she still could’ve gotten her redemption arc and become queen bee again (not immediately obviously she would need to prove that she’s trying to be better and have a proper talk with ladybug that she should’ve gotten after everyone knew she was queen bee and wouldn’t be getting the miraculous as often) and i’m incredibly upset that everything was thrown out the window (she still could’ve had that thing with lila too like i said she deserved to be upset but it could’ve ended differently with her owning up to her mistakes and again getting that conversation with ladybug(and apology) and talking to marinette and adrien (also i still can’t believe alya didn’t believe marinette/had her back about lila even after adrien backed her up)) i also think that zoe shouldn’t have gotten the bee miraculous. if she was going to get one i think it should be the butterfly after it’s given back from gabriel/lila or not have a miraculous at all and the bee if not given back to chloe should not bee given to a new person and if needed should be used temporarily by a previous miraculous holder

Like i mentioned a few times, Chloe's family has been training her to be the new Bee miraculous holder since Zoe and her were kids. Unlike Kagami who was basically raised by the Supreme, Chloe didn't really know about the Supreme or what exactly her parents were preparing her for. She just knew that her parents were involved in some shady organization, but not any details.
Zoe was the Supreme's original choice for the Bee Miraculous, but due to her running away from home, it was given to the second candidate. Chloe got what she wanted, but she has to deal with lots of angst about being the second choice and constantly getting compared to her sister who excelled at everything. Basically Tahani and Kamilah Al-Jamil, but with magic bee jewels.
As Hornet Queen / Sting (can't pick between those two names) she doesn't usually fight alongside Kagami, Luka and Felix. She usually does her own solo thing, but would occasionally be assigned to missions with the trio, or with Lila, much to their annoyance.

Quick chocoau! Zoe backstory: She’s an influencer from Los Angeles who came to Paris for an abroad trip vlog (funded by Audrey, ofc). So she’s basically a social media nepo baby. So there’s also that contrast with how she portrays herself in a “shallow” personality and who she really is, which is reserved and shy and insecure.
I was thinking that when Zoe showed up to stay with them, Chloe got like, a whiplash of trauma of how Audrey basically hates her and loves Zoe more (sending her gifts and funding her trips) so whenever she’s around her she’s more hostile and cruel, but also anxious and always on edge.
Zoe is gonna be the final part of Chloe’s redemption arc, because by the time Zoe is in the picture, she’s still Queen Bee. Some trauma bonding later and Chloe is actually the one to give her bee miraculous to Zoe, because she realizes that she’s not a good miraculous holder bc of her own baggage and Zoe would be the best fit and deserves it, solidifying Chloe’s redemption arc!!
TLDR; it started out being a one-sided hatred, but then they become literal sisters!! 🩷🩵🐝

Juleka time! I love the idea that she specifically chose a name similar to Chat Noir's because she admires him. He's her role model, and she tries to push herself to face her fears with his level of confidence.
Reflecta's weird head thing confuses me, so I originally planned to give her space buns just to reference it. But she ended up looking better with her hair down. I based her dress in part on glam punk fashion. She shares a few colors with Silencer (because akuma twins) I also added a shattered mirror detail to her dress and face because- well, reflections. Then add a skeleton design to her mouth to further tie her in with Silencer, as well as reference the Bloody Mary game. Again because reflections.
Purple Tigress is a bad bitch. We all know it. As much as I like her ponytail I though with LB, QB,and RR all having ponytails I needed to add some variety into the extended cast. So I tucked her hair up to show her face fully.
Since Juleka doesn't have too much to do outside of her time as Purple Tigress or Reflekta her story is mostly open. Her relationship with Rose is almost entirely unchanged.
I think I have to go back and work on Chloe, she's swung too far from her cannon self. As such I can't figure out how episodes like Reflecta would work, although I suppose Juleka could just legit be cursed...
Revisions in progress.
The biggest difference is the powers. Were changing from Clout to a more Sucker Punch esk move. The tiger miraculous user becomes difficult to detect. Not invisible but camouflaged to the degree they can sneak up on their enemies if skilled enough. If they touch anything alive or break concentration the camo will drop.
Once close enough they can call to release the disguise and all of the power goes into one blow. As such the tiger miraculous holders tend to have a much shorter time before detransformation, even after training. It's risking it all for the chance to take the opponent down in one strike.
Juleka knows when to stay hidden and when to make her voice heard. Which makes her a great Tiger.

It’s so weird that thomas astruc claims that chloe was never meant to be redeemed when it is the only thing that makes sense based on the first three seasons. Like, why introduce Lila as the secondary/civilian antagonist if Chloe was never going to become good? Why not have another character being developed as the bee miraculous holder during seasons 1-3? Why give Chloe such a complicated backstory/home life if you don’t want people to sympathize with her?
something that really gets me is the fact that zoe was introduced so late in the show. like, there’s absolutely no way she was a character that was planned to be there from the start, and if she WAS always meant to be introduced, the writing is abysmal. She seems to have been added so astruc could say “see? chloe being neglected by her mother and acting like her in an attempt to gain love isn’t an excuse. zoe had the same mom, and SHES a good person.” like, how gross is it to make two victims and say that one of them is “good” and the other is “bad” based on their reactions to childhood trauma????? especially to say that the “bad” one can NEVER be good? it bothers me so much.
also, queen bee’s superhero costume is one of the best in the entire show, while vesperia’s is one of the worst. why would you give the permanent bee miraculous holder such a mid costume compared to the “evil” temporary one😭
