Endemic low pay represents a threat to the very future of the NHS, the head of the biggest union representing health staff has warned ahead of an expected wave of strike action this winter.
Strike action over pay seemed “inevitable”, said Christina McAnea, the general secretary of Unison, even though a formal ballot of staff in England, Wales and Northern Ireland only opens later this month, while the process is ongoing in Scotland.
Unison was likely to coordinate with other unions in the NHS to increase the impact of any stoppages, and could also liaise with strikers in other sectors such as transport, she warned.
It came as the head of the Unite union, Sharon Graham, predicted on Sunday that up to 1 million people in various areas could soon be on strike at once.
Speaking to reporters before the Trades Union Congress conference that begins in Brighton on Tuesday, McAnea, whose union represents more than 400,000 health staff including nurses, cleaners, porters and administrators, said workers felt there was no other way to get their message across.
“It’s this core of the NHS, the registered professional staff, who are telling us they just can’t survive on the pay levels they’ve got,” she said.
While healthcare is devolved across the UK, NHS staff in England, Wales and Northern Ireland, excluding doctors and dentists whose pay is assessed separately, have been offered a pay rise of £1,400 a year.
For many staff such as nurses this amounted to about 4%, McAnea said, compared with an inflation rate of close to 10%. Even for lower-paid staff the lump sum was a pay rise of little more than 7%, she said.
“Strikes are inevitable,” she said. “And strikes are a symptom of things going wrong. It’s not a coordinated political campaign to bring down the government. We bring our members out on strike when we reach the point where there’s no other alternative.”
Low pay has been identified as a key reason for NHS staff shortages, with more than a quarter of trusts in England operating food banks for staff. Asked if pay represented an existential threat to the health service if not addressed, McAnea said it did.
“One of the big problems we’ve got with the NHS is the turnover of staff. They can’t recruit staff at a load of grades now,” she said. “The retail sector and Amazon are paying more in some areas. And no disrespect to people who work in retail or in Amazon warehouses, but I think that’s a less stressful job.
“I’m not a great one for conspiracy theories. But I do wonder if this is a deliberate policy, to run down the NHS so much so they can turn round and say, look, it’s failing, let’s bring in some private companies. I think the British public would oppose that, but it’s kind of happening by stealth.”
Stoppages are unlikely to begin before Christmas except in Northern Ireland, where the law on industrial disputes is different. They would probably be short term to begin with and would require the union to negotiate what level of staffing was needed to maintain “life and limb” emergency cover. However, McAnea said, given the staff shortages this may not be notably different to what happens normally.
“We’re pretty certain that they will come back to us with proposed safe staffing levels which are higher than we’ve got at the moment,” she said. “Our members feel that the situation is already so bad, they don’t think it will get any worse when they take action. What it will do is draw attention to just how bad it is in the NHS.”
McAnea said that while the Scottish government seemed open to negotiations – the offer there is 5%, also rejected by the union – Unison had repeatedly sought contact with Liz Truss and Thérèse Coffey, the health secretary, with no response.
“The government, instead of demonising unions, has to recognise that it’s their responsibility to come back and talk to us,” she said. “How is the government going to frame this, when it’s our members taking strike action?
“Are they seriously going to tell a healthcare assistant who worked all through Covid and is on £18,000 or £19,000 a year, ‘You’re holding the country to ransom’? Are they going to say, ‘You’re being irresponsible’? Are they going to say they’re an enemy of progress and an enemy of growth?”

A train crash in eastern India on Friday was the country’s worst rail disaster in two decades, killing more than 270 people and renewing questions about rail safety in a country that has invested heavily in the system — relied on by millions of people every day — in recent years after a long history of deadly crashes.
At least 275 people are confirmed dead.
Two passenger trains collided around 7 p.m. local time Friday after one of them struck a stationary freight train at full speed and derailed in the Balasore District of Odisha State, according to an initial government report. At least 275 people were killed, according to the state government on Sunday, revising an earlier death toll of 288 after an official said some victims had been counted twice. More than 700 passengers were injured — 56 of them suffering “grievous” injuries.
In a preliminary assessment, officials say it began when the first of the two passenger trains struck the idled freight train at full speed, and then derailed. A second passenger train, heading in the opposite direction, then struck some of the dislocated cars. Officials are focusing on signal problems as the probable cause.
More than 2,200 passengers in all were onboard the passenger trains, according to railway officials, and at least 23 cars were derailed in the disaster. The force of the collision left cars so mangled that rescuers used cutting equipment to reach victims.
One of the trains was a Shalimar-Chennai Coromandel Express train, according to South Eastern Railway. The other passenger train was a Yesvantpur-Howrah Superfast Express train, running from a commuter hub in Bangalore to Kolkata, the capital of the eastern state of West Bengal.
India’s railway minister, Ashwini Vaishnaw, said that he had ordered an investigation into the cause and that those affected by the crash would receive compensation.

The crash occurred at Bahanaga Bazar station near Balasore, a city near the coast in northeastern Odisha State, which is known for its ancient temples and history as a 17th-century British seaport

Derailments were once frequent in India, with an average of 475 per year from 1980 to about 2002. They have become much less common, with an average of just over 50 a year in the decade leading up to 2021, according to a paper by railway officials presented at the World Congress on Disaster Management.
Rail safety more generally has improved in recent years, with the total number of serious train accidents dropping steadily to 22 in the 2020 fiscal year, from more than 300 annually two decades ago. By 2020, for two years in a row, India had recorded no passenger deaths in rail accidents — a milestone that the government of Prime Minister Narendra Modi hailed as an achievement. Until 2017, more than 100 passengers were killed every year.
Even so, deadly crashes have persisted. In 2016, 14 train cars derailed in India’s northeast in the middle of the night, killing more than 140 passengers and injuring 200 others. Officials at the time said a “fracture” in the tracks might have been responsible. In 2017, a late-night derailment in southern India killed at least 36 passengers and injured 40 others.
Friday’s accident was the deadliest at least since a collision in 1995 about 125 miles from Delhi that killed more than 350 people.
Modi has made improving transit a priority.
A main reason for the improved safety of the trains was the elimination of thousands of unmanned railway crossings, which Mr. Modi’s government said had been achieved in 2019. The relatively low-level engineering work of building underpasses and posting more signal conductors also drastically reduced crashes.
Mr. Modi has made it a priority to improve infrastructure, especially transportation systems, around the country. In recent years, the railroads, among the most visible projects for ordinary citizens, have received attention for a series of high-tech initiatives. Within hours of Friday’s disaster, some opposition politicians were already calling for the resignation of Mr. Vaishnaw, the railway minister.

Since the US Congress attempted to limit government funding of Contras in Central America, and in light of publicity revealing that the CIA was directly involved in providing military and logistical assistance to anti-Sandanistan forces, official emphasis has shifted to providing contingency funding through a range of independent far-right organizations. In effect, the aid program has been partially privatized.
CAUSA (Confederation of the Association for the Unification of Societies of the Americas) is a front-runner. CAUSA is a moonie (Rev. Moon of South Korea’s Unification Church; a Christian anti-communist demagogue) front headed by General E Woeliner (now retired) of the USAir Force. Woellner is a one-time director of the Coalition for Peace through Security and is connected to World Medical Relief, a CIA front organization that provides relief to areas of conflict. World Medical Relief is itself channeling funds for weaponry to Contras.
One of the leading figures in WMR is General HC Aderholt (retired) of the USAF, now the President of the Air Commando Association and board member of the ‘Soldier of Fortune’ affiliate, Refugee Relief International. The Air Commando Association has a long-standing agreement with RRI to fly in supplies to Contras on behalf of Soldier of Fortune, the mercenary outfit.
Another similar set-up to Soldier of Fortune is Civil Military Assistance (CMA) — set up initially by four National Guardsmen in North Alabama. The organization grew by recruiting from the Ku Klux Klan (the infamous ‘free-enterprise’ racists) and the National Guard. It now has groups in several other US states. In 1983 a logistics officer at the US embassy in El Salvador arranged for the CMA to send military supplies to El Salvador; more shipments followed. The head of the CMA, Tommy Possey, was then put in contact with the Contra organization, FDN, by a US embassy official in Honduras. CMA agents later boasted of ‘seeing some action’. The CMA is now helping to train FDN guerrillas. In fact, it was CMA operatives who were involved in the much-publicized incident in August 1984 when a helicopter carrying mercenaries was shot down over Nicaraguan airspace just over from the Honduran border.
CMA members are receiving training themselves in guerrilla warfare and counterinsurgency techniques at Fort Bragg and Fort Benning, two US Army Special Forces bases. Salvadoran death squads are also trained at Fort Bragg. Fort Bragg is the home of the Joint Special Operations Command (equivalent to the British SAS force), headed by Brigadier General Richard Schotter. Interestingly, it was CMA members who carried out all the security work at the last annual conference, held in Phoenix, Arizona, of the World Anti-Communist League.
Providing funds to the mercenary organizations are a never-ending list of groups, one of the biggest being the Freedom Research Foundation, which specializes in public relations cover for anti-communist movements in third world countries. The head of FRF is Jack Wheeler, who does freelance work for the Moonie-owned paper, the Washington Times, as well as Reason Magazine (the organ of the Reason Foundation). On the FRF board are several prominent military and ex-military officials, including Mike Kelly, Deputy Assistant Secretary of the US Air Force. Other organizations involved in fundraising include the Christian Broadcasting Network, Coalitions for America, the Council for Inter-American Security (which has close connections with the National Security Council), New World Dynamics, the Council for the Defense of Freedom, the Heritage Foundation, the Conservative Alliance, Friends of America, and the Institute for Regional and International Studies (set up jointly by WACL and the Soldier of Fortune organisations).
At the center of the private aid scam is the World Anti-Communist League (WACL - whackos to their enemies) itself. Altogether it has been estimated (from WACL reports) that between $ 20-30m worth of aid has been contributed by WACL, via fundraising, to the Contras.
Considering that WACL head, Major General John K Singlaub, heads the special White House appointed Pentagon committee, set up in 1983 to investigate future support activity, and considering also that the same committee includes Air Commando Association chief, Harry Aderholt, it is not in the least surprising that current White House policy is to widen aid to the Contras by using mercenary and neo-fascist (ie WACL) organizations.
The idea of privatizing the aid was first proposed to Reagan by Colonel Oliver North, currently deputy to the National Security Adviser, Robert McFarlane. North’s main role, however is responsibility for Contra strategy. Singlaub regularly reports to North on how the aid program is progressing. Reagan himself has direct involvement in the privatization campaign, not only through his open admiration for WACL work but also by the support he has given organizations such as the Nicaraguan Development Council, created by the CIA as a front for the contra FDN.
Recent investigations have shown that the CMA, now involving an estimated 5.000 members and supporters, works directly with the CIA in its low intensity operations in the war. Two of the CMA’s main CIA contacts are John Hull and Bruce Jones. Hull, based in Costa Rica, has admitted to receiving around $10,000 a month from the National Security Council to help fund local Contra activities. Jones lives in Tucson, after being expelled from Costa Rica, and has taken responsibility for organizing a local branch of the US chapter of WACL, the US Council for Freedom.
Jones himself introduced one CMA activist, Steven Carr, to ex-Brigade 2506 members (Cuban-exile terrorist group involved in the Bay of Pigs invasion). Carr has been the CMA’s main buyer for arms from the Miami mafia. Given the occasions when the CMA has provided members to provide security at WACL and Soldier of Fortune conferences, it is not difficult to propose that the CMA has been appointed as the mercenary arm of WACL, at least within its Central American ambit.
On April 25th, shortly after Congress voted against providing additional aid to the Contras, The Guardian reported that the rebels had received a new supply of materials that had been stored in warehouses in Honduras purchased with private funds. The article revealed that one such warehouse, which served as a conduit for some of the $27 million in "humanitarian aid" diverted through a variety of Miami banks and drug dealers, was actually an ordinary supermarket in the Honduran capital. It was discovered that the supermarket had connections to several Honduran military officials who were assisting in the operation, under the guidance of the CIA, while also receiving substantial payments for their involvement.
In any event, the CIA has its own direct channels to the Contras. For instance, an airline called SETCO, which the CIA owns through fronts, is employed to transport supplies to the military airport of El Aguacate in northern Honduras and then to the Nicaraguan border. This operation is personally managed by John Malet, the CIA's desk chief in Honduras.

Smoke and mirrors and bad math.
There has been a mini scandal about wood pellets. In British Columbia we cut down trees. Mostly to make boards for building stuff. They like to say its for houses and useful needed things. One useful needed thing is wood pallets to strap stuff to for handling for shipping in trucks. A lot of trees go into that. Very often when they are worn out they are shredded and made into pellets for fuel.
When you cut up boards the shavings and sawdust is usable for crap wood sheets called MDF and pellets for fuel. That is where the idea for pellet fuel is from. Turn waste into something useful. Otherwise they burned it years ago.
You can buy funky wood stoves that burn pellets with automatic feeders for your home. It started out modestly.
Now clever scammers in the UK convinced the government that burning wood waste for fuel to make electricity is carbon neutral or sustainable or anyway a good thing. Not only have they convinced the UK government to let them do it, they got HUGE subsidies to help them do it.
The company is called DRAX. That IS the name of the villain in one of the less good James Bond movies. Oh and they are a villainous lot. They sell the idea of converting waste to energy, but they bought some operations in BC and cut down forests to turn them directly into pellets and shipped them across the planet to make electricity.
All that takes power and fuel and has its own emissions and leaves out the useful products step.
Drax runs the biggest power station in the UK. They say they are so green!
Errr nope not true. Not even a bit.
A few years ago I worked on a proposal for flue gas scrubbers to clean the exhaust from such a plant to be built in Denmark. When I got the details I thought; "who the fuck thinks this is a good idea?" The exhaust gasses are dirty and corrosive and scrubbers are critical to make it not cause serious health issues apart from carbon emissions. We make scrubbers.
But I could not get my head around it. Who would believe this nonsense?
Really basically a tree in our area takes 80 to 100 years to grow. A nice tree is about 10 cubic meters in volume. In dried pellettized form that weighs 6000 kg and contains 110 giga joules of energy. A joule is a Watt per second.
At 30% efficiency that makes 3 Megawatt hours of power in that tree. A medium size thermal plant is say 500 MW capacity. So that one tree will fuel it for 20 minutes. You take something that grows in 80 years and burn it in 20 minutes. Another way to look at it is 80 years worth of atmospheric carbon absorption is put back in the air in 20 minutes. Yes it came from the air but carbon neutrality must take time into account. You are emitting it 2.1 million times faster than it was collected.
Look at it this way. Coal is carbon ranging from almost 100% to a bit less. It comes from ancient peat deposits from wet lands formed millions of years ago. They were buried and compressed and cooked a bit until they were coal. It too came out of the atmosphere, just a very long time ago.
If you want to be neutral you have to take stuff out at the same or greater rate than you put it back into the atmosphere. Rate means time.
So once again fast talking con-artists sell the gullible on a bad idea.

World leaders head to London for Queen Elizabeth II funeral
Thousands of police, hundreds of troops and an army of officials made final preparations Sunday for the state funeral of Queen Elizabeth II -- a spectacular display of national mourning that will also be the biggest gathering of world leaders for years.
U.S. President Joe Biden and other dignitaries are arriving in London for the funeral, to which around 500 royals, heads of state and heads of government from around the globe have been invited.
Thousands of people continued to line up around the clock to file past the Queen's coffin as it lies in state at Parliament's Westminster Hall, braving chilly overnight temperatures and waits of up to 17 hours. The Queen's eight grandchildren, led by heir to the throne Prince William, circled the coffin and stood with heads bowed during a silent vigil on Saturday evening.

"The thing that I will take away from this period is just the beauty of the public's response, the kindness that you see from members of the public, the patience, the camaraderie, that has been, for me, the most moving tribute of all, has been the public response of the British people," she said.

A tide of people continued to stream into Parliament's Westminster Hall, where the queen's coffin is lying in state, draped in the Royal Standard and capped with a diamond-studded crown. The number of mourners has grown steadily since the public was first admitted on Wednesday, with a queue that stretches for at least five miles (eight kilometres) along the River Thames and into Southwark Park in the city's southeast.
Honoring their patience, Charles and William made an unannounced visit Saturday to greet people in the line, shaking hands and thanking mourners in the queue near Lambeth Bridge.
Later, all the queen's grandchildren stood by her coffin. William and Prince Harry, Charles' sons, were joined by Princess Anne's children, Zara Tindall and Peter Philips; Prince Andrew's daughters, Princess Beatrice and Princess Eugenie; and the two children of Prince Edward -- Lady Louise Windsor and James, Viscount Severn.
William stood with his head bowed at the head of the coffin and Harry at the foot. Both princes, who are military veterans, were in uniform. Mourners continued to file past in silence.
"You could see that they were thinking hard about their grandmother, the queen," said Ian Mockett, a civil engineer from Oxford in southern England. "It was good to see them all together as a set of grandchildren given the things that have happened over the last few years."
Harry, who served in Afghanistan as a British army officer, wore civilian clothes earlier in the week as the Queen's coffin left Buckingham Palace because he is no longer a working member of the royal family. He and his wife Meghan quit royal duties and moved to the United States in 2020. The king, however, requested that both William and Harry wear their military uniforms at the Westminster Hall vigil.
Before the vigil, Princesses Beatrice and Eugenie issued a statement praising their "beloved grannie."
"We, like many, thought you'd be here forever. And we all miss you terribly. You were our matriarch, our guide, our loving hand on our backs leading us through this world. You taught us so much and we will cherish those lessons and memories forever," the sisters wrote.
The queen's four children -- Charles, Princess Anne, Prince Andrew and Prince Edward -- held a similar vigil around the coffin on Friday.
The silence in the hall was briefly broken Friday when a man lunged at the coffin. London police said Sunday that a 28-year-old London man, Muhammad Khan, has been charged with behavior intended to "cause alarm, harassment or distress." He will appear in court on Monday.
The lying-in-state continues until early Monday morning, when the queen's coffin will be moved on a gun carriage pulled by 142 Royal Navy ratings to nearby Westminster Abbey for the funeral, the finale of 10 days of national mourning for Britain's longest-reigning monarch.
After the service Monday at the abbey, the late queen's coffin will be transported through the historic heart of London on the state gun carriage. It will then be taken in a hearse to Windsor, where the queen will be interred alongside her late husband, Prince Philip, who died last year.

He knows she has a strong competitor who is wooing those who live in Knockturn. And if he wins, the Ministry, and all that has been accomplished the previous twenty odd years, will be destroyed.
