THE 200-ODD Bangladeshi and Indian men engaged to build a new resort on Baa atoll in the Maldives were becoming increasingly desperate. Since covid-19 closed the island nation to tourists in March, migrant workers had been forced to work without pay. They were living in cramped, squalid conditions and were short of food, clean water, medical attention and even soap. In May they aired their grievances in a silent protest. In a confused event a while later, they briefly took a few locals hostage—apparently believing they were mobsters sent to threaten them. In July they took their protests to the capital, Malé. The authorities’ response? To brand the workers a threat to national security and deport dozens of them. They were at least able to return home.
The Maldives has perhaps 230,000 legal and illegal foreign workers, or nearly one for every two Maldivians. Many have their passports confiscated by employers, have to pay exorbitant fees to employment agencies or are, in effect, trafficked, with no clear knowledge of whom they are working for. Now, thanks to the pandemic, they have lost their jobs or are denied pay.
Across the Asia-Pacific region, which is the world’s biggest supplier and user of foreign migrant labour, the details vary, but the general picture is depressingly familiar. Asia’s 33m-plus migrants—those who build the gleaming cities and resorts, clean and cook for the growing middle classes, and keep a billion toilets clean—lead lives that were hard before the pandemic. (One Filipina domestic helper in Hong Kong whom Banyan knows was forbidden a day off for a month because she shrank her boss’s designer T-shirt in the dryer.) They have become only more precarious.
Most Asian states like their foreign workers to be out of sight when they are not doing something useful. In Singapore 323,000 labourers, most from South Asia, are housed in dormitories on the edge of town. Early in the pandemic the government soaked up praise for its deft handling of covid-19. But it had a blind spot: the crowded dorms. Soon, the virus was spreading fast among foreign workers, who now account for 94% of nearly 58,000 cases in the city-state.
At least the authorities were quick to test foreign workers and to improve their conditions. Workers have been given Wi-Fi, extra food and medical attention. In neighbouring Malaysia the picture is bleaker. The country has 4m-6m regular and irregular migrant workers, notably from Indonesia, Myanmar and Bangladesh. Huge numbers lost their jobs as malls, factories and construction sites closed. Under Malaysia’s “movement control order” the army barricaded a vast area around the Selayang wholesale market on the edge of the capital, Kuala Lumpur, locking in thousands of migrant workers, refugees and potential asylum-seekers who had found work there. Conditions in Malaysia remain appalling, with many migrants sleeping in shifts in plywood shanties. The government has given little aid to migrants, a bedrock of the economy. Nor have cash-strapped embassies been much help. “In Singapore,” says Alex Ong, of Migrant Care, an NGO, “at least they have beds.”
As economies open up, conditions are improving. At the peak, Migrant Care was distributing food to 2,300 migrants. Now it is feeding fewer than 100, mainly mothers and small children. Work is returning: for instance, global demand for Malaysian-made rubber gloves is booming. But returning, too, is labour abuse. Factory bosses are forcing foreigners to work excessive hours without breaks. Meanwhile, millions of migrant workers remain in Kafkaesque limbo. Many who are still unable to find work also struggle to return home, because of closed borders, an absence of transport routes or a lack of money. That puts them, unwittingly, on the wrong side of the law as residency permits expire.
Back in the Maldives, there is perhaps a bright spot. The police have accused the company that recruited the protesting workers, which is owned by a local MP, of trafficking and other labour abuses. In Malaysia Mr Ong says the recovery provides a “golden opportunity” to overhaul the system of recruitment of migrant workers, and especially to do away with politically connected operators. These grow fat securing government quotas for workers whom they, in effect, sell on to employers in need of them. One of the worst abuses of the colonial era in Asia was the coolie system of labour. But contemporary Asian governments preside over something eerily similar.

Commissioned by AXA IM and Sir Stuart Lipton for the Capital’s most eagerly anticipated new 62 storey building, The Market, is Europe’s first ever wellness food hall. The design team’s aim was to emulate London’s tradition of the guilds, of which there were once 90, whose purpose was to provide welfare to their members, and a place to gather and share ideas. After years of decline, urban guilds are experiencing a revival, and the design for 22 Bishopsgate seeks to emulate their noble objectives; encouraging the development of community while supporting collaboration, well-being, and discovery.

Artist, Sinta Tantra: British artist of Balinese descent has created a unique installation, Illuminated (2021), which will stretch across seven arches. Sinta Tantra’s immersive site-specific frames the central social space of the building. The work draws inspiration from the rich history of the City of London to inform a contemporary reading of this dynamic new public space. A careful composition of geometric forms suspended in a formal tension creates a sense of harmony and balance, echoing the ethos of wellbeing and creative exchange at the heart of 22 Bishopsgate.

22 Bishopsgate reaches practical completion.
The tallest tower in the City of London stands at 278 metres high. The project is developed and managed by AXA IM – Real Assets on behalf of an international consortium of investors, with Lipton Rogers Developments retained as developer.
The 1.4 million sq. ft (130,000 sqm) development is set to be Europe’s first vertical village.
22 Bishopsgate has London’s largest cycle park and a state-of-the-art gym, complete with a climbing window, 125 metres above the ground on level 25, as well as a wellbeing retreat on level 41. It is also the first building in the UK to apply for the Delos WELL Building Standard.
This people-focused building is a complex, 22 sided, faceted glass structure. The design is built and managed to satisfy the changing nature of the City of London in terms of the type, size and priorities of companies based there, including demands for high standards of technology and sustainability.
According to the statistics from the City of London Corporation*, while just over a third of businesses were financial services, tech was the fastest growing major sector in the City with jobs growth of 16%, the quality of workspace needed to reflect that in order to attract a more diverse range of tenants. Emphasis has been placed on constructing a building with flexible floorplates, high ceilings and exemplary lighting that compliments the natural light flow, which is enabled with three metres high, triple glazed windows.
The creation of approximately 100,000 sq ft of social spaces and services throughout the floors was a key part of the design. There is a 22,000 sq ft area of food and dining space on level 2, a members’ club on level 57 and London’s highest public viewing gallery on level 58.
Recognising the fact that 99% of City businesses are SMEs, there is an innovation hub for small businesses and start ups on level seven. Levels three and four, meanwhile, will house a new 51,000 sq ft events and meeting venue available for use by the hour or day.
FUTURE Designs, the international lighting designer and manufacturer completed the office lighting. They developed ‘GLOS’ for the project, a contemporary and minimalist luminaire that results in a perfectly illuminated environment.
As well as providing a place for 12,000 people to work, creating a diverse business community, 22 Bishopsgate also provides a range of retail, bar and restaurant units.

The City of London has granted planning permission for revised proposals by PLP which reduces the building height by 23m, reports the Architects’ Journal.
The tower is set to reign briefly as the tallest building in the City of London until Aroland Holdings’ 1 Undershaft Tower completes, which will be 290 metres high.
The 22 Bishopsgate tower, under construction by Multiplex for AXA Investment Managers Real Assets, will be 255 metres (840 feet) tall.
Back on the 5th of December 2016 architects PLP submitted revised plans for their tower design at 22 Bishopsgate, reducing the skyscraper’s height by 23m.
This City office development is due to have a population of 12,000 office workers over its 59 storeys.
Otis won a contract to install 57 elevators and 10 escalators at 22 Bishopsgate, reported https://ift.tt/1mW9FQW in February 2017.
Otis will install 18 of its Gen2 elevators, 13 of its SkyRise single-deck, and 26 SkyRise double-deck elevators combined with its CompassPlus destination management system.
When completed, these elevators will be Europe’s fastest SkyRise double-decks, running at 8 metres/sec (approx. 30km/hour).

Following a request from the scheme’s developer, AXA Investment Managers Real Assets and Lipton Roger, a report considered by the City of London’s planning committee earlier this week recommended that the authority use Section 237 of the Town and Country Planning Act 1990 to override rights to light claims which threatened to further stall the development.

PLP Architecture has been appointed by AXA Real Estate, on behalf of clients, and Lipton Rogers Developments as the architect for 22 Bishopsgate, a new office tower at the heart of the City of London.
The 22 Bishopsgate Tower is the acknowledged centre of the City cluster of tall buildings. Since the initial design, much has changed in the context of the City. A number of towers are now completed, notably the adjacent 122 Leadenhall. An entirely new design conceived for 22 Bishopsgate will now form part of the cluster.
22 Bishopsgate will be a building of character whose massing is shaped to enhance townscape views. The emphasis on the brief for the building is to be more than an office building, with social amenity spaces throughout the building shared by tenants; a free public viewing gallery, a restaurant and bar will occupy the top. Art will enrich the public realm experience.
Karen Cook, a founding partner of PLP Architecture, says, “We will work with Lipton Rogers Developments and AXA Real Estate to design what will become an exemplary building, setting new standards, for the world class workforce that is London.”
The consultant design team includes WSP (structures, building services and specialist engineering services), Vertical Transportation Studio (lift strategy), Professor Robert Tavernor (townscape assessment), Miller Hare (townscape visualisation), West 8 (landscape), Alinea (cost management).
The design is currently at the development stage and no images have been formally released.

The Pinnacle – Helter Skelter
Julia Kollewe in the Guardian reports yesterday that, “The partially built Pinnacle building is to be revived to become the tallest tower in the City of London – but without the elegant twisting design at the top that earned it the nickname “the Helter Skelter”.

After months of negotiations, a consortium led by Axa Real Estate has clinched a £300m deal to buy the site near Liverpool Street station in the Square Mile. The building became known as “the Stump” when construction stopped abruptly three years ago.
Until now called the Pinnacle, the building will be renamed 22 Bishopsgate. Its design has undergone radical changes to save money. The office tower will be 60 storeys rather than 64, and the expensive curved-glass panels at the top are to be scrapped.

It will however be the tallest building in the financial district at 262m, overtopping the nearby Heron Tower at 231 metres tall (758ft).”

Escalating Materials Prices Turn Construction Bids Into a Gamble
Construction companies, manufacturers and other businesses that submit bids to win jobs say that process has turned unpredictable as rising materials costs expose them to potential losses.
As projects and orders stack up in a rebounding U.S. economy, some construction and manufacturing executives said they are surrendering profits on jobs or paying out of their own wallets to cover materials costs that exceed their bids.
Rising prices for steel, copper, brass, lumber, laminate sheeting and plastic-based materials, such as PVC pipe, are particularly hard to predict and factor into bids, according to executives. Inventories of materials remain tight because of production and transportation bottlenecks as well as growing demand. That has juiced some prices to record levels, including the U.S. spot-market price for coiled sheet steel, which has increased by more than 80% since the start of the year.

At Harper Construction Co., a San Diego-based construction contractor specializing in projects funded by the federal government, its president, Jeff Harper, said he has shelled out about $2 million this year to cover materials costs that exceeded his bids.
“It’s a real gamble,” Mr. Harper said. “It’s tough right now to figure out how to get work against a dozen competitors and not lose your tail in the process.”
Mr. Harper’s company constructs office buildings and other structures for federal agencies and the military. He said federal contracts typically have no provisions for contractors to recover higher costs for materials once a bid is accepted.
For manufacturers and builders, months can pass between the time bids are submitted and when the actual work begins. In the past, materials suppliers typically guaranteed prices for 60 to 90 days and often stuck to those prices if orders came in later than that, executives said. Now suppliers are quoting prices for just a week or two, and many aren’t honoring them beyond that, as prices steadily climb.
“Right now, I’m not giving any quotes on steel that I don’t own or am real confident of owning in the next 45 days,” said Lisa Goldenberg, president of Delaware Steel Co., a distributor near Philadelphia.
“ ‘It’s tough right now to figure out how to get work against a dozen competitors and not lose your tail in the process.’ ”

As a result, executives said they are doing more estimating on materials expenses than ever before. That can be risky when prices are rising. Companies that build in too many price increases into their bids can be easily underbid by competitors who don’t. Underestimating exposes building and manufacturing companies later on to higher costs, which their customers are often unwilling to cover once a contract is signed.
Jody Giacomini, president of Cathedral Builders Inc., a Jackson, Wis.-based builder of cabinets and counters for commercial buildings, said her company usually waits months to get on a job site while a building’s exterior is being constructed. Lately, the prices the company is paying for plywood, adhesives, laminate sheets and other materials have increased so rapidly that they exceed the company’s bids. Ms. Giacomini said laminate sheets went up 3% in June and another 3% in July. Laminate prices typically increase 1% to 2% a year, she said.
“How do we price bids for two months down the road and still stay in business?” she said. “There’s no price certainty.”
Accu-Swiss Inc., an Oakdale, Calif.-based manufacturer of small metal parts for medical equipment and aerospace components, is flooded with orders. But its president, Sohel Sareshwala, said Accu-Swiss is losing money for the first time after 21 years in business. He said he can’t recover most of the rising costs for stainless steel and aluminum, as well as brass, which has more than doubled in price in the past seven months.
Rising prices for steel, copper, brass, lumber, laminate sheeting and plastic-based materials are hard to predict, say construction and manufacturing executives.

Customers typically offer Accu-Swiss fixed prices for batches of multiple parts, Mr. Sareshwala said. Pushing back on prices risks losing orders.
“Most of my business is repeat customers,” he said. “You can’t live in an environment where you’re constantly adjusting prices.”
Some companies have carved out protections in their contracts against rising costs.
Materials surcharges, similar to the fees used in the trucking industry to protect truckers against rapidly rising fuel costs, are increasingly turning up in contracts for manufactured goods.

Sean Gibbons, chief executive for the upholstery-fabrics manufacturer STI Fabrics in Kings Mountain, N.C., said he has been paying a surcharge on polypropylene resin since March after a winter storm knocked out production at resin plants in Texas. Mr. Gibbons said he is passing that expense along in surcharges on the Revolution-brand synthetic fabric he sells to furniture makers, rather than raising prices.
“We typically don’t increase prices, and none of us have the margins to absorb these costs,” he said.
Keats Manufacturing Co., a maker of brackets, clips, bushings and other metal parts for the automotive, electrical and appliance industries, recently started adding surcharges to its contracts for rising metal expenses, particularly stainless steel. Wade Keats, the Wheeling, Ill., company’s co-chairman, said he is buying more steel than he needs at the moment in anticipation of still-higher prices ahead.
“It’s the only way we can keep up,” Mr. Keats said. “We’re holding more inventory than we ever have.”

External Reference unveils the new Presentedby store at Le Bon Marché Rive Gauche, the first project of the studio in Paris. External Reference continues its side to side collaboration started in 2017 with Presentedby and will design a new store opening in October in the Dubai Mall and another soon in Mexico City. Presentedby is known to be the premium consignment store amongst luxury sneaker and streetwear-enthusiasts, attracting some of the biggest names in the music, sport and arts industry.
“Paris is one of the main contemporary art centre and it has always been very inspirational for us. Doing this project at Le Bon Marché was a great challenge where we succesfully mixed the Art Déco essence of the building with the experimentation of Presentedby. The result is a square 3D matrix scratched on the wooden surface by data.” says Carmelo Zappulla, founder and director of External Reference.
For the design of Presentedby at Le Bon Marché, External Reference have drawn inspiration from the enthralling aesthetics of the Art Déco building where it is located, in particular from the square patterns used in the historic glass canopies and also from the iconic escalator built in 1990. In the project, the square patterns have become threedimensional in order to arrange the trainers diagonally along two walls.
The volumetric matrix fabricated in ash plywood and 3D-milled generates a wavy texture that reveals the layering structure of the wood. The square blocks are framed by brass lines and arranged in such a way as to optimise the visual perception of the products.
This geometrical system of wooden blocks is able to establish a meaningful connection between tradition and future, craftsmanship and digital fabrication, Le Bon Marché and Presentedby.
The collaboration between External Reference and Presentedby
External Reference was responsible for designing the concept of the first Presentedby store, which is now its London flagship store, and has since been entrusted by this prestigious brand with the task of designing all its other stores worldwide.
The philosophy behind every Presentedby store aims to reach well beyond the conceptions of the so-called ‘sneaker movement’, by pushing further the limits of technology, fashion, urban culture and design.
A distinctive feature of this philosophy is that the design of each store should take into account its specific urban context: London, Dubai, Mexico City, Doha, Rijad. Thus, each Presentedby store stands out as a different, unique, innovative project deeply connected with the brand’s unique identity, and with the place where the shop is located.

Never Lived Alone Again
Ok, here goes. Writing this out makes me want to barf.
I was a news reporter right out of college, reporting on dismal topics in dismal towns. After three or four years of this, with the help of a friend, I landed an interview at an ad agency in Cincinnati. I got a job writing speeches and press releases and doing the usual early-pr-career grunt work. After stints in Alaska and West Virginia, Cincy seemed like a metropolis, and I picked a totally refinished first-floor apartment off of Craigslist. It was $400 a month and not in a great part of town, though the landlord assured me it was changing. Besides: in West Virginia, I was living in an old furniture factory for $300 a month and kicking crackheads off the front stoop. This place sounded like paradise.
My huge black dog Dozer and I drive down the street for the first time- a library! A record store! Restaurants! I pull up to my building, a few blocks down from the retail stuff, and it’s… not at all as described. The vestibule for the apartment is caked with grime. But I already have my key and I open the door to find an almost eerily perfect apartment. Everything is brand-new. The main room is in front. White carpet, white walls, a refinished bathroom, a boring but tidy kitchen. Huge windows, high ceilings. In the back is a small bedroom with a door leading out to a tiny, three-step back stoop and a little fenced backyard.
Over the next couple of weeks my friend helps me meet people, including her friend Alan. He’s great; we kind of friend hang out and kind of boyfriend-girlfriend hang out. Who knows. I have to drive around the state a lot for work and he watches Dozer while I’m gone- I always go to his place to pick her up on my way home.
The first time I do this, I come into the back of the apartment with my bags and race to the bathroom to pee.
The seat is up, and I fall right into the toilet. I figure Alan left it up, and unpack, go running with Dozer, etc.
A couple of weeks later, I have to travel again. I leave my keys with Alan so he can pick up Dozer after he gets off work. Same routine: I pick her up two days later and go straight home, in through the back bedroom door.
I go to the bathroom and sit down again; again, I fall right into the toilet. I think: I need to ask Alan not to do this when he picks up Dozer; it’s so weird. I walk out of the other bathroom door and into the main room.
Everything there is covered with a thick layer of dust, as if I’d been gone for years.
It covers my dining room table- the stray coffee cup I’d left there. It’s sunk into my mom’s old velvet couch, on my picture frames, onto every nook and cranny of the huge yellow hutch against the wall. It’s on the windowsills, on every handle of every drawer. Only the inside handle of the front door is perfectly clean. The door is locked.
I realize the white carpet is filled with even more dust- it’s white-on-white so I hadn’t noticed. I get out the vacuum and I fill two bags. I call the (Seattle-based) landlord and say that if he’s renovating other parts of the building they need to chill on the construction dust. He says he’s “short on funds at the moment” and my renovation was and will be the only one.
After that I’m home for a couple of weeks and everything’s… fine. I figure the air ducts burped out some old gross stuff. For my next trip, the usual. I come home with Dozer and the seat’s up. I had teased Alan about it and he’d said: I’ve never used the bathroom in your apartment.
I go out into the main room and the box of pictures from college I’d dragged around for a couple years was on a dining room chair. Every spring break picture of a girl in a bathing suit, some slutty sorority-themed outfit, a towel, anything sexy… they are all arranged neatly in a grid on the dining room table. I can feel my blood rushing in my ears. I walk through every room, look under the bed, open the front hall closet with a pair of kitchen shears in my hand… nothing.
I call Alan, politely, remembering that I don’t know him all that well, not really, and ask him about the pictures. He’d seen nothing like this, he says, and doing such a thing would be “hella creepy.” I’m so afraid that I can hardly hear him. I call the landlord to see who else has keys but he’s not picking up. I call over and over.
I don’t want to leave Dozer there, I’ve just been super weird to Alan, and I don’t want to sound insane. I’m just… standing in the apartment. I end up taking a picture of the picture grid with my digital camera to prove to myself that it happened, cleaning it up, making a sad dinner, and spending the whole night talking to everyone I can think of on my flip phone (2005 y’all) until I fall asleep. The doors are locked, Dozer’s on the end of the bed, and every light is on.
I’m in the office or at home with Dozer all week. Every time I walk in my apartment I’m terrified, but it’s just her waiting, wagging her tail. I get cool about Alan again- after all, my friends know him, he’s really fun- he just doesn’t seem like the type. Still, the next time I travel, I drop Dozer off at his house and I don’t leave him a key. He insists on coming with me when I go back to the apartment. Sitting neatly in the middle of the back stoop is a small black rectangle. I bend down and pick it up. It’s the remote control for my fancy digital camera I used as a reporter. Under it is a sheet of paper. It’s a printout of PICTURE I TOOK of the grid of swimsuit pictures left on my dining room table.
Alan goes in the house for me. Everything is locked tight, and my camera- the most valuable item I own- is gone. The living room is covered with deep, pillowy dust; the front doorknob is pristine. I don’t clean anything- I leave and go to Alan’s place, where I drink as much as possible. I call the landlord again- he says he has a key in Seattle, and I have a key in Cincinnati, and that’s all he knows of.
I call the non-emergency police, but the police are swamped in 2005 Cincinnati. They tell me a neighbor probably has a copy of my key, that all the Northside landlords are grifters, to get my own deadbolt and keep valuables locked in the trunk of my car. They will take a report if I’m willing to drive to the station.
I buy deadbolts for the front and back doors. I spend as little time in the apartment as possible. I try to break the lease but the landlord won’t let me out and I can’t afford to do anything else. I spend a lot of time with Alan.
On the next trip, I come back to find my toilet seat up and a bunch of my food gone.
On the trip after that, it’s just a day and half so I ask Alan to drop in and check on Dozer, do her walks, keep her company. Nothing happens.
Trip after that: Alan takes Dozer. Everything’s normal. I check the mail, still nothing but junk circulars, same as the past two months. Nothing I order arrives, so I start having things delivered to my office. But this time when I open the front hall closet to put my coat away: there’s the entire past two months of mail. Online orders, packages from my mom and faraway friends, all my bills. They are crushed, opened, ransacked, soaking wet and streaked with dirt. I just… run. Out into the street, on this sunny day, and everything’s normal but I can’t hear, I’m too scared, and slowly I realize the street is busy and my huge dog is out here and I get myself together enough to hold her collar and sit on the curb.
I turn around to face the building. A face at the very top window, in the attic, sinks below view.
Other stuff disappears over time- a collection of coins my dad has given me from the places he’s visited, more food, any drop of alcohol I buy. But nothing ever happens to me. No one breaks in when I’m home, there are no menacing figures at the window, no creepy feelings at night- and the face in the attic starts to feel like a dream. I even go up there- it’s just a bunch of people’s extra stuff in storage. This was some asshole with a key, I decide, and I’m making a good chunk of this up. The longer things are normal, the more it fades. I barely sleep; it makes everything feel even dreamier.
And then, one night, I’m getting dressed cute to go out. I use the blackness of the long windows to check my reflection. I put on my shoes and one turns white. It’s dust again. It’s not all over like before- it’s concentrated around my huge hutch. I get out the vacuum and get to work, teetering in heels, but it’s piled around the side of the hutch, which is hard to move. I turn off the vacuum, brace my legs against the couch, and push the hutch out toward the center of the room.
In the wall is a hole the size of a man.
The dust, of course, had been from the sawing. My company put me up in a hotel after that, until I could move. My landlord let me break the lease. Later, during the process of getting a felony conviction, I learned that two men did all that stuff specifically to scare me, that they sat peeping through the gap at the back of the hutch for months. One lived in the apartment next door. The wall opened into a little pocket between the apartment stairwell and the basement. They hid it with plywood.
My neighbor described it all for me in court, smiling at me. They watched me check myself out in the full-length mirror, cook meals, watch sad movies, flirt with guys on the phone, do sit-ups, talk to Dozer, have the occasional cry, go to the bathroom- everything. They kept a hoard of snacks from my kitchen in the wall to enjoy while they passed the time. My long kitchen knife was found in the wall, plus a boning knife I didn’t recognize- but they didn’t want to come in while Dozer was home, and I was never without her. Every morning on the way to work for six months, I’d driven past a “wanted” billboard featuring one of their faces.
I have never lived alone again.
