CM CHAIRS 38TH CABINET MEETING TO APPROVE 28-POINT AGENDA

LAHORE, December 08:

The 38th cabinet meeting, which held at CM Office on Tuesday under the chair of Chief Minister Punjab Sardar Usman Buzdar, approved 28-point agenda. It approved setting up five cement plants worth around Rs.200 billion. Their NOCs have been issued by five departments within 90 days and action has also been started on 11 other applications as the CM directed to complete formalities within the stipulated period. This would help in meeting domestic needs along with creating job opportunities.

The cabinet approved an aid package for areas affected from rain, flood and sleet and crores of rupees will be distributed in such affectees in the second and third phase of the package. It approved to waive off the imposition of an additional fee on late registration of vehicles and decided to waive off the additional fee for not registration of vehicles from April 1st 2020 to October 2020 in lockdown. Applications can be submitted by January 15, 2021, and the CM asked the cabinet committee to hold a fresh review of matters relating to re-registration of motor vehicles under Section 30 of Provincial Motor Vehicles Ordinance, 1965.

        The cabinet approved the online admission system and allowed higher education department to enter into an agreement with Bank of Punjab for free online college admissions. The CM stated that local teachers will be recruited in hard areas' school to fill their shortage.

        The meeting endorsed the decisions of cabinet committee for privatization and allowed to transfer 697 lands of privatization board to divisional commissioners for auction. Approval was granted to convert 10 billion rupees temporarily loan of Punjab government for 1263 megawatt RLNG power plant in Trimmu area of Jhang district into sponsor support and further allowed energy department for an agreement between the banking consortium.

        The cabinet approved to declare wildlife parks of Vehari, Bahawalnagar, Loi Bher (Rawalpindi) and Bansra Galli (Murree) as zoological gardens and further decided to develop children and family park in Shahdra along with transfer of 70 Kanal land. Women Hostel Authority Bill, 2020 was also approved for monitoring and issuance of licenses to private hostels. Meanwhile, the recommendations of resource mobilization committee for revision in the transport department fee will be reviewed and the cabinet standing committee for legislation will submit its final recommendations.

        Amendments in Punjab Wildlife (Protection, Preservation, Conservation & Management) Rules, 1974 and Punjab Urial Conservation, Protection and Trophy Hunting (Committees) Rules, 2016 were approved along with the approval of payment mechanism of sugar imported by the TCP. The CM directed to constitute a line departments' committee for ensuring ample stock of essential items in future. This committee will propose the necessary steps for availability or import of such items.

        Federal government’s recommendations about imposing a windfall tax on natural gas and crude oil under petroleum policy, 2012 were accorded approval and the cabinet decided to implement a new apprenticeship act in place of Apprenticeship Ordinance, 1962. Recruitment on 1142 educators’ posts in DG Khan was approved along with forwarding of the forensic audit report of auqaf department for 2015–18 to the departmental audit committee. The committee will present the report before cabinet standing committee for finance and development after review. The meeting endorsed the decisions made with regard to legislation over Ruet-e-Hilal Bill, 2019 and approved the appointment of Prof. Dr Shaukat Pervaiz as Rector University of Faisalabad. Appointment of Prof. Dr Syed-ul-Hassan Chishti as VC University of Sialkot, amendments in Punjab Forensic Science Agency (Appointment and Conditions of Service) Rules, 2014 and annual report of Punjab Commission on the Status of Women was also approved. Cabinet approved 4-week long mandatory 30th MCMC training of provincial civil service officers at NSPP. The meeting further endorsed the decisions made in the 37th cabinet meeting, 44th and 45th meetings of cabinet standing committee for finance and development and the decisions made in 36th, 37th, 38th and 39th meetings of cabinet standing committee for legislation.

The meeting approved the in-principle phased-wise provision of health coverage to every citizen in the province and a target has been fixed to extend universal health coverage to all the districts by the end of next year. The CM stated Insaf Sehat Cards will be provided to every citizen as access to health facilities is their right. Annual health insurance of Rs 7.20 lakh will be provided to every citizen so that they could enjoy the best treatment, he added.

Human Rights & Persons with Disabilities

The great German Philosopher Immanuel Kant has quoted that human beings are rational beings, therefore worthy of dignity and respect. Every individual has the basic right to live a dignified life and to exercise his freedoms and choices. The same phrase is equally applicable to persons with disabilities. But despite of this fact, persons with disabilities are subjected to discrimination. The one major factor of such discrimination is stigmatized societal attitude.

A mechanism of social integration of persons with disabilities has been made by following different international conventions and documents. Now world has joined to consider disability jurisprudence as an inseparable part of the international law. Universal Declaration of Human Rights and the Declaration on the Rights of Disabled Persons and Convention on the Rights of Persons with Disabilities are few important documents justifying the aforementioned proposition.

In a recent report of WHO, an estimated 10% of the world’s population –approximately 650 million people, of which 200 million are children, experiences some form of disability. The number of people with disabilities is growing as a result of different factors including population growth, ageing and medical advances that preserve and prolong life.

Across the world, people with disabilities have poorer health outcomes, lower education achievements, less economic participation and higher rates of poverty than people without disabilities. This is partly because people with disabilities are facing barriers in accessing services that many of us have long taken for granted. These services mainly include health, education, employment, transport and information. These difficulties are exacerbated in less advantaged communities.

To achieve the long-lasting, vastly better development prospects that also lie at the heart of the 2015 Millennium Development Goals and beyond, we must empower people living with disabilities and remove the barriers which prevent them participating in their communities; getting a quality education, finding decent work, and having their voices heard.

People with disabilities report seeking more health care then people with without disabilities and have greater unmet needs. For example a recent survey of people with serious mental illness showed that between 35% and 50% of people in developed countries and between 76% and 85% in developing countries received no treatment in the year prior to study. Health promotion and prevention activities seldom target people with disabilities. For example women with disabilities receives less screening for breast and cervical cancer than women without disabilities. People with intellectual disabilities are less likely to have their weight checked. Adolescents and adults with disabilities are more likely to be excluded from sex education programs. These factors from world report on disability by World Health Organization clearly indicates that there is need to work at the ground level so that persons with disabilities can enjoy their human rights without any difference from others.

The present seminar is aiming at highlighting different issues underlining disability jurisprudence from human rights perspective. We welcome different stakeholders including persons with disabilities, disability law activists, academicians, researchers, lawyers, medical professionals and bureaucrats.  This seminar is a noble initiation of Law Mantra in association with RGNUL Punjab through its Research Centre for Advanced Studies in Human Rights, upcoming Centre for Disability Studies and Health Laws and MNLU, Nagpur.
