Government reveals $23 million scheme to stop at-risk boys committing family violence
Teenage boys at risk of perpetrating family violence in adulthood could have their behaviour stamped out through a national early intervention trial. The background: An estimated 2.7 million Australians aged 18 and over have experienced physical or sexual abuse by an adult before the age of 15, according to the ABS. The key quote: “Supporting children and young people as victim-survivors in their own right and addressing the impacts of developmental trauma to help healing and recovery will help break future cycles of violence,” Social Services Minister Amanda Rishworth said. “There are currently only limited and inconsistent services available across Australia that specifically support children and young people who have experienced violence and are themselves using or at risk of using violence, and this trial will help address this gap.” What happens next: The scheme will be backed by $23 million in federal government funding over the next three years, set to be divided between 12 organisations across states and territories from November. Chosen organisations will be tasked with creating a new early intervention program for young men and boys aged 12 to 18 who have had adverse childhood experiences. These factors include experience with family and domestic violence and who are using or at risk of using family, domestic or sexual violence. Supports will include one-on-one counselling, case management and youth mentoring along with personalised safety plans and assessments. Each is aimed to be culturally safe and trauma-informed, and support will be tailored to the individual needs and circumstances of participants. Millions of Aussies to set see welfare payment bump

About five million Australians on social security payments will receive a cash boost when indexation kicks in later this month.
People on the age pension, disability support pension and carer payment will receive an extra $19.60 a fortnight for singles and $29.40 for couples every two weeks, starting March 20.
The maximum rate of pension will rise to $1,116.30 for singles and $1,682.80 for couples a fortnight.
Those receiving rent assistance, JobSeeker, single parenting payments and ABSTUDY will also see an increase in their payments.
Social Security Minister Amanda Rishworth said the regular indexation is in addition to the government's boost to working age and student payments announced in last year’s budget.

We need better data and knowledge to support inclusive education. This requires generating research and exploring innovative approaches. People with disabilities are increasingly landing jobs at a rate not seen since the 1980s. However, many face barriers to employment that are often invisible.
Almost 2.1 million Australians with disability experience difficulties finding work. That’s why social services minister Amanda Rishworth is reforming the nation’s Disability Employment Services program ahead of a September jobs summit.
Her long-awaited report will consider how to reduce disability employment barriers and better match people with disability to the workplace. It will also assess the performance of DES providers and direct participants to more suitable close-to-home services.
This will make it easier for people to find the right employment and support services. It will also enable more people with disability to access open employment (also known as supported or competitive employment). The report’s findings are based on research with 51 people with intellectual disability and their carers. They found that systemic barriers, including narrow and dismissive attitudes to their work in open employment, were major contributors to the barriers they faced.
Lismore is home to the region’s largest public hospital and two private hospitals, a large number of quality private and public schools, pre-schools, and TAFE. It also hosts Southern Cross University, one of Australia’s leading regional universities, offering world class education.
The local disability community was severely impacted by the February floods and many continue to struggle to find suitable housing. One displaced disability support pensioner, Colin*, told the Royal Commission that he was still homeless months after the floods. He lives with autism, cerebral palsy, and epilepsy, and uses a wheelchair.
The community is calling on the NSW State and local governments to fulfil their obligations under the International Convention on the Rights of Persons with Disabilities, which states that people are entitled to be protected from foreseeable harm, including from natural disasters like floods. Want to earn $300,000 tax free? Try flying a plane in China
Chinese airlines are offering huge pay packages to tempt foreign pilots as demand for air travel balloons.
Some carriers are advertising salaries of more than $300,000 a year -- and they say they'll cover the tax bill, too.
"There's not enough pilots in the world to fill the demand," said Dave Ross, the CEO of Wasinc International, a firm that finds pilots for Chinese airlines. "This is why the pay keeps going higher."
China will need between 4,000 and 5,000 new airline pilots every year for the next two decades, analysts estimate. Chinese airlines are among the fastest growing on the planet -- at home and abroad -- and they're the biggest buyers of jetliners from Airbus(EADSF) and Boeing (BA). 
Training schools in China aren't churning out enough pilots to keep up with the industry's meteoric growth, and there's an acute shortage of experienced captains. 
The airlines' rich offers have attracted industry veterans from all around the globe.
"Before I was flying anywhere from 80-100 hours a month. Here, I only fly 50 for pretty much three times the pay," said Jeff Graham. He left a job with cargo airline Southern Air in San Antonio, Texas, last year to work for a carrier in the southern Chinese city of Shenzhen.

"There were a couple of other options in Asia, but the pay -- the best rate now -- is in China," said Fernando, who declined to be identified by his full name because he didn't have permission from the airline to speak publicly. He and his wife moved to Chengdu in August, and he recently finished his training.
Western pilots have long chased the financial incentives that come with hot demand for their skills and experience.

Veteran aviators who once flew for U.S. and European airlines upped sticks previously for Middle Eastern carriers. Some of those same pilots are now headed from Dubai to China, according to one Boeing 777 pilot who has followed the money east.
Multiple ads from Chinese airlines on recruitment sites like Wasinc offer monthly salaries of more than $25,000 (with tax paid) for captains.

"In China, pilots are always in short supply," said Guo Jing, a spokesperson for the airline. "And we offer high salaries because if we don't, nobody will come."
The sums Chengdu and others are willing to pay compare with an average monthly salary of $17,400 for the most senior pilots at major U.S. carriers like United (UAL) and Delta(DAL), according to aviation consultancy Kit Darby.

Some top U.S. airlines have recently granted big pay raises as part of new labor agreements, and others are under pressure to do the same. Pilots at some regional carriers can earn less than $25,000 per year, according to the Air Line Pilots Association, International.
Low pay and changes in rules governing pilot flight hours have caused an acute pilot shortage among those smaller carriers in the U.S.

Despite the head-turning sums, Chinese airlines are still struggling to find enough foreign pilots to match their shiny new jet fleets.
"Their view is, 'We're paying very good money, keep sending us more candidates,'" said Liz Loveridge, North East Asia director for Rishworth Aviation, which recruits pilots. "But we may have a limited number of candidates who will be interested." 
Issues such as China's heavy bureaucracy and nasty pollution have prompted some potential candidates to think twice, according to recruiters.

And it can be a long haul from being offered a job to getting the first pay check. The process of getting a Chinese pilot's license -- from putting in the application, traveling to China for a written test and exhaustive medical evaluations, and then returning once more for a test flight -- took Graham about a year, he says. 
Such hurdles test how much foreign pilots are willing to go through to land fat salaries in China. 
"If you're coming here strictly for a pay check, you're probably not going to be here very long," said Doug Ward, an American who's been flying planes in China for more than seven years. He also acts as a representative for the pilots Wasinc has recruited.
Both he and Graham say they've enjoyed the experience of living in a different culture and the broader horizons it offers for their children.
"We've only been here a year, but if it continues with this path, I'd like to stay as long as I could," Graham said. "I wouldn't mind staying 10 to 12 years."
