A Conversation With Doral Council Candidate Oscar Puig

As part of our election 2020 coverage, we are conducting interviews with all candidates for local office that have chosen to accept our interview request. All candidates have been contacted. Oscar Puig is a 20 year resident of Doral, a vital part of its founding, and an active leader and participant in many of the city’s civic organizations. He is running for Doral Council Seat #3. Oscar endorses J.C. Bermudez for Mayor and Claudia Mariaca for Council Seat #1. He has been endorsed by J.C. Bermudez. In this article, The Doralian is proud to present it’s first interview. Doralian: So, I want to start off by talking about your platform. Here at The Doralian, our goal is to inform the public. Unfortunately, many voters struggle to understand the stances brought by candidates for local office. Could you highlight maybe 2-4 pillars of your campaign that you want voters to know?

“1) Number 1, I would call continuation. We have built a wonderful city. Since I was involved in the creation of the city, I was one of the co-founders and we saw how the city deteriorated and zoning changes were made (before the city's incorporation and during Luigi Boria's mayorship) that weren’t supposed to be made and that's one of the things that I want to prevent. So, the continuation of these last four and the previous ones during JC's first years in office I think is important to maintain and have somebody that has the time invested like I do in the city for many years. That's one.

2) I think that with this pandemic, we will see a difficult time ahead of us because of budget shortfalls, as a lot of people are without a job. That's going to affect a lot of projects because of property taxes. People losing their homes. So I hope to be a voice to find solutions to help our residents, our business, so that if affected, we continue to ask the federal government, the state, and the county, for funds to help the citizens and the small businesses.

3) I am also big on two other things. One of them is small business. Aside and before the pandemic I was supported by 15 good, small sized business that have been here for a long time and I see that there's got to be a movement to help and facilitate the process of the city, which already started, I know that JC announced in their state of the union, several things that are going to help the small businesses and streamline the processes of the city, and I want to support that and make sure that small business can also do marketing events with the city. Marketing strategies with the city that can help them grow and ultimately push the theme that will help people understand that they can eat here, that they can play here, that they could have a good nightlife here, they can eat here. It's changed a lot, so you don't have to drive anywhere else. So, if we can, as a city, start a movement to keep people to spend within the city, they will help small businesses a lot.

4) The last one is the special needs and the elderly programs. I support them 100% and anything we can do to make them better. In the city of Doral, we have a lot of participants in Special Olympics. We have a great special needs program and I want to support them and the elderly of course, our most vulnerable, especially during these times when they're alone. So, look for ways that we can, even if it's digitally, help them not be alone and satisfy whatever needs they have.“

Doralian: The reason I’ve invited you here today is to try to highlight some of the distinctions between you and other candidates. My next question is, whether it involves your qualifications or policy stances, what makes you different from the other candidates?

“I don't think I like to talk about my differences with others. I'd like to say that my experience within the city, I've been involved since the year 2000, in many, many ways with schools, with the parks, with the city committees, selection committees, park director selection committees, and years back the city attorney selection committees. Important committees that I've participated in to service our community with my family and their families in mind. Just making sure that, like I said before, that we have a good transparent and effective government that represents the best interests of the residents at large, whether they vote or not. It's important to represent everybody and that the city is in good shape. My qualifications are my experience and dedication that I've given for the last 20 years to our city.”

Doralian: What is your individual take on the city’s public transportation system? What direction must the city turn to improve its public transportation infrastructure?

“As a city, for 20 years, we’ve done a lot to improve, but at the same time, we went from 20,000 to almost 70,000 residents, plus the 100,000 when we include all the people that come in and out of the city to work. It’s a positive, because we have a good base of employment and a good base of residents but at the same time it creates that whole complicated issue of traffic. I therefore believe that traffic is not just a Doral issue, I believe that Doral and every city in Miami Dade County and the County has to sit down and start looking for solutions of mass transit. Expand the rail. The growth we have had as an entire county has not been followed by investment needed in mass transportation. So, if we think of Doral only, we are not going to solve it, because when Palmetto and Turnpike are, you know, a bottleneck, there's hundreds of thousands of vehicles stuck there for hours, it's going to ripple down into the city because people cannot get on the highway, so then eventually creating traffic within the city. That's where we see most of the traffic, when people are going to get on the highway. And when you look at Doral during the weekend, we have very little traffic, if any, which is a great thing for us. So it's all created by this large base of businesses and residents that we have that are active during the week. So, I think this is a regional problem and we have to look at it that way, but continue to invest as a city: opening streets like we've done many, many times, we're now going to open 25th street to the turnpike, an exit and an entrance, so that's going to help traffic on 41st and 12th, even as high as 74th street. The major problem is regional, we have to make sure that we start investing in that and I want to be a loud voice to bring that to the table.”

Doralian: So, you mentioned rail for a second there and one mayoral candidate has proposed lobbying the county to bring rail to Doral. Do you support the expansion of Miami-Dade's Metrorail to Doral?

“I support it anywhere it goes. We will have to look at where and how, of course, those are things that are important, but in general, yes, that's what I'm talking about when I speak of mass transportation. But more than that I think Kendall area, a train from Kendall to the East and to the North is important, these are areas that are very effective because of the lack of mass transportation. Because we have rail here in Doral and some of our residents do take it. We have now a bus system that goes straight from the new area by 12th street all the way to downtown and those are great solutions. We need to continue this.”

Doralian: My next question is an attempt to understand what kind of development you would encourage while in office. I'd like to ask, in your vision of a future Doral, what does the city look like to you? Does it look more urban? Is there more mixed-use development like CityPlace or Downtown Doral in which residential districts are heavily mixed with entertainment districts? Or does it look more suburban, more classical Doral-like? Something like Doral Isles or Islands at Doral.

“That's what I'm talking about when I talk of a master plan. There's going to be areas that are going to be preserved as the more suburban, which is the West side of Doral, even though there was an application that was approved on 107th and 74th that brought some buildings. But still, now it's back on track, like the mayor says, so that shouldn't happen anymore. We have a good master plan now that prevents things like that from happening. I support that masterplan, we have to tweak it but yes, on the east side I support what's going on with Downtown Doral and CityPlace because one of the things that's going to prevent the traffic is the presence of an area where you can live, work, play, and learn. It's important because you don't have to get out and get in the car to do grocery shopping like it happens in Downtown Doral or take your kids to school or any of that. You know, you don't have to get out of that area at all. As a resident, you have it all there. That's a solution to traffic. People like it. I think a lot about the people that live in those areas and they enjoy it a lot. It's an easier life when you don't have to drive somewhere to eat or take the kids to school. I would embrace those.

Doralian: What specific policy proposals do you suggest for the city to help local struggling businesses?

I think again we have to find a balance, I think we are at a balance right now where you can go out and make sure that we continue to protect ourselves but at the same time closing businesses I don't think is the right solution. I think we have to, again, have a balance, make sure that businesses and people are following the CDC guidelines and whether they're in or outside the city. So, to me it’s important to have the economy moving because it could be a disaster later on to have the economy affected. But at the same time, we need to be proactive in getting involved and being part of the solution.

Doralian: Are there any candidates for the other local elections that you would like to endorse?

Doralian: Any closing comments? Is there anything you want residents of our city to know?

Yes, there is something that to me is very important. It's participation not only when you go out and vote but also participate as a resident in many ways and hopefully things will go back to normal soon and you can participate as a resident. Doing something that adds value to the city, to the residents, being part of the committees, getting involved with the parks, non-profits, the Chamber of Commerce, we are now going to have a Doral Contemporary Art Museum. See what's going on, the schools, the PTA, that's how I started, with the Chamber. To start getting involved and bringing solutions to the city I think is very important. I'm more than open to helping and guiding everyone that is interested in coming on board and knowing what I did and how I did it so they can do it better.

A Spotlight on Mikko Pakkanen and Hugo Sluimer’s Business Ventures and Record Real Estate Sale

Hugo Sluimer and Mikko Pakkanen are investors and public figures that buy and sell real estate in Miami-Dade County, Florida, through Blue Key Investments, LLC, its subsidiaries and may be connected to allegations of money laundering and tax evasion.

Blue Key Investments, LLC's record-breaking transaction was located in Miami Beach's famous Setai Hotel (Setai Penthouse B), which was purchased for $15 million and sold shortly after for a whopping $27 million by power broker Jeff Miller of Zilbert International Realty. (Actual selling subsidiary: Setai Ph Villa B, LLC EIN 27-2643563)

The majority investor in Blue Key Investments, LLC is Mikko Pakkanen, who is the owner and founder of software company E-BROS OY, Fleetlogis, LTD, Meshworks Wireless Oy in Tampere, Finland. The Pandora Papers, leaks, and public records recently uncovered that Mikko Pakkanen is also the beneficiary owner of multiple offshore companies such as: Restinver Investments Limited (British Virgin Islands), Oceanway Trading Limited (British Virgin Islands), and other entities in the BVI and Malta. Interestingly, the Pandora Papers exposed Pakkanen and his companies for having deep business relationships with Paul Michiel van Lienden's International Corporate Services aka ICS, whose name pops up in some of the biggest fraud, money laundering, and corruption lawsuits. Another offshore entity of interest is Rasumus Investments Limited, which briefly owned Blue Key Investments, LLC according to sunbiz.org annual filing.

Pakkanen's business partner, Dominican Republic socialite Hugo Sluimer (Netherlands), who resides in Casa De Campo, was also an investor in Blue Key Investments, LLC and reportedly invested $1 million in the project. Offshore leaks also revealed that Sluimer has offshore companies such as: Swiss Boulevard Investment Limited (Panama), which is also managed by none other than Paul Michiel van Lienden from ICS. According to Open Corporates, Paul Michiel van Lienden is a director of Hugo Sluimer's company:

In 2019, according to US public records, Sluimer and Pakkanen were accused of money laundering and tax evasion in relation to Blue Key Investments, LLC. Sluimer sued for slander in an attempt to salvage their reputation, but unfortunately for the business partners the case was dismissed by the judge in its entirety.

However, recently released emails to and from Sluimer confirm a "clean formula" using offshore companies did exist:

A friend asked about you and your memorable penthouses. You met him in Miami. Anyway, he is still very interested in your structure and how you are legally able to avoid US taxation through Bahamas shell companies while flipping property in Miami. He thinks it is not possible.

As I understand it from you:

There are 2 offshore companies.

You pretend to be the “lender”. You are absolutely not allowed to be in the real estate company.

Your partners / friends are the real estate investors and borrow the money from you. (their own funds + yours)

You the “lender” charge very high interest to move the profits out of taxable waters.

Then as interest accrues you the “lender” slowly distribute the profits to yourself and partners tax free.

xxxxxxx set up this structure for you.

Please let me know if this is correct…

Please don’t disclose any such info to anybody since it is confidential.

We are sure that we found a clean formula that works (double/triple checked it with specialists) and so far so good.

The details that you outlined below are partly incorrect and incomplete, but I don’t want to specify the exact ingredients.

Sluimer clearly seems to be very worried about confidentiality and refuses to give the exact ingredients of what he calls a "Clean Formula."

The email indicates that Sluimer was allegedly not supposed to be a member of Blue Key Investments LLC as he was the 3rd party "pretend" offshore lender. However, the following email confirms he did have a financial interest in Bentley Bay PH, which is owned indirectly by Blue Key Investments, LLC.

If Sluimer was a member of Blue Key Investments, LLC which the email suggests then the manager Janne Keskinen should have witheld US federal taxes on his behalf for his share of the $12 million gross profit made on the Setai PH B sale. However, emails and Sluimers own admission on a recorded phone conversation indicate that Sluimer did not have an ITIN or SSN which is a pre-requisite to file tax returns or to withhold taxes. Did Janne Keskinen and/or Mikko Pakkanen withhold Sluimer’s taxes or not and if so how?

President Donald Trump Pardons Sixteen People Including Charlie Kushner, Paul Manafort, Roger Stone

President Donald Trump issued another round of pardons on Wednesday to sixteen people, including his former campaign manager Paul Manafort, his sometimes adviser Roger Stone, and his son-in-law Jared Kushner’s father, Charlie Kushner.

Charlie Kushner was prosecuted in 2005 by former New Jersey Gov. Chris Christie, who was New Jersey’s Attorney General at the time. Kushner, a top donor to Democrats, pleadguilty to 18 counts of tax evasion, witness tampering, and making illegal campaign donations.

Charlie Kushner served 14 months of a two-year sentence in an Alabama prison before he was released in April 2006. Jared Kushner cites visiting his father in prison as an influence for pursuing the issue of criminal justice reform.

Manafort served two years of his seven and a half years in prison after he was prosecuted for financial crimes from consulting work for pro-Russian Ukrainian leaders before he joined the Trump campaign. Special Counsel Robert Mueller also charged Manafort with two counts of conspiracy.

In a statement, Trump noted there was “blatant prosecutorial overreach” in Manafort’s case.

“Mr. Manafort has endured years of unfair treatment and is one of the most prominent victims of what has been revealed to be perhaps the greatest witch hunt in American history,” a statement from the White House read.

Trump also pardoned political operative Roger Stone, after commuting his prison sentence in July, citing the unfair investigation by Special Counsel Robert Mueller.

“Pardoning him will help to right the injustices he faced at the hands of the Mueller investigation,” the statement from the White House read.

Both men were convicted as part of an alleged fraud scheme involving Lord Conrad Black, and both served nearly a year in prison for mail fraud. Joseph Occhipinti — President Trump granted a full pardon to Joseph Occhipinti, a 70-year-old former Supervisory Special Agent with the Immigration and Naturalization Service. This pardon is supported by the Federal Law Enforcement Officers Association, National Association of Police Organizations, and Representative Christopher Smith. In 1991, Mr. Occhipinti was convicted of conspiracy to violate civil rights under the color of law and making false statements. Ms. Sam’s life is a story of redemption. She has become a powerful advocate for criminal justice reform since she completed three years of a 130-month sentence she received in 2012 as a result of pleading guilty to one count of conspiracy to possess and distribute cocaine. Mr. Batmasian accepted full responsibility for his actions, fully repaid the IRS the money he owed, and served his 8-month sentence.

William J. Plemons, Jr. — President Trump granted a full pardon to William J. Plemons, Jr. Business associates attest to his generosity and service to children and the underprivileged. His clemency is also supported by Richard Greene, former State Senator of Georgia.

Mr. Plemons served in the U.S. Air Force and was honorably discharged. He has spent decades supporting the Boy Scouts, the Cure Childhood Cancer Hospital, and other charitable efforts. Although he was convicted of various financial crimes in the late 1990s and early 2000s, he has taken responsibility for his conduct, served a sentence of 27 months in prison, and paid $400,000 in restitution.

The sentencing judge called the event “totally inconsistent with [Mr. Plaisance’s] life history and [his] character.” Mr. Plaisance is survived by his wife of 54 years, children, and grandchildren.

Daniela Gozes-Wagner — President Trump commuted the sentence and restitution order imposed upon Ms. Gozes-Wagner. Numerous former law-enforcement officials, including U.S. Attorneys General Michael Mukasey, Ed Meese, Ramsey Clark, and John Ashcroft; Acting Attorneys General Peter Keisler and Matt Whitaker; an FBI Director, two U.S. Solicitors General, and scores of U.S. Attorneys, among others, have supported commutation for Ms. Gosez-Wager, arguing that she received a disproportionate sentence. The Aleph Institute also supports her commutation.

Ms. Wagner is a single mother of two children who has been in federal custody since her 2017 conviction for health care fraud and money laundering. Ms. Gozes-Wagner worked as a mid-level manager for a company that improperly received Medicare and Medicaid funds. Of the individuals in Ms. Gozes-Wagner’s case, Ms. Gozes-Wagner was the only defendant to go to trial. She received a sentence of 20 years’ imprisonment and was ordered to pay $15.2 million in restitution. This sentence was significantly more severe than the sentences imposed on the other defendants, several of whom played a more central role in the fraud. Her sentence was criticized by numerous former high-ranking U.S. officials as disproportionate to her crime.

Mark Siljander — President Trump granted a full pardon to Mark Siljander. His pardon is supported by Former United States Attorney General Edwin Meese, former Speaker of the House Newt Gingrich, former Arkansas Governor Mike Huckabee, Alabama Congressman Robert Aderholt, and Pastor Andrew Brunson.

Mr. Siljander served in the U.S. House of Representatives for six years, representing the people of Michigan’s 4th district. During his time in Congress, Mr. Siljander was one of Congress’s most stalwart defenders of pro-life principles and the namesake of the “Siljander Amendment,” which prohibits U.S. funds from being used to lobby for or against abortion.

Mr. Siljander served a year in prison for obstruction of justice and failing to register under the Foreign Agents Registration Act. Since his incarceration, Mr. Siljander has devoted himself to traveling in the Middle East and Africa to promote peace and mutual understanding.

Stephanie Mohr — President Trump granted a full pardon to Stephanie Mohr. Her clemency is supported by the Law Enforcement Legal Defense Fund and the Fraternal Order of Police.

Ms. Mohr was a police officer in Prince George’s County where she achieved the distinction of being the first female canine handler in the Department’s history. She served 10 years in prison for releasing her K-9 partner on a burglary suspect in 1995, resulting in a bite wound requiring ten stitches. Officer Mohr was a highly commended member of the police force prior to her prosecution. Today’s action recognizes that service and the lengthy-term that Ms. Mohr served in prison.

Gary Brugman — President Trump granted a full pardon to Gary Brugman. His clemency is supported by numerous elected officials, including Lt. Governor Dan Patrick, Senators Ted Cruz, and John Cornyn, Representative Louie Gohmert, Representative Ted Poe, Representative Steve King, Representative Paul Gosar, Representative Walter Jones, Representative Brian Babin, and Representative John Culberson. Others who support this pardon include Laura Ingraham, Sara Carter, Glenn Beck, Lou Dobbs, Bernie Kerik, and numerous members of the U.S. Border Patrol.

Mr. Brugman was accused of knocking one of the illegal immigrants to the ground and was prosecuted on that basis for deprivation of rights. He served 27 months in prison, where other inmates sought to harm him because of his law enforcement background. After being released from prison, Mr. Brugman went on to obtain his Bachelor’s degree in Business Administration and Management.

John Tate and Jesse Benton — President Trump granted John Tate and Jesse Benton full pardons. This action is supported by Senator Rand Paul and Lee Goodman, former Chairman of the Federal Election Commission. Both Mr. Tate and Mr. Benton were convicted based on indirect campaign payments to a state Senator. According to Mr. Goodman, the reporting law violated was unclear and not well established at the time. Each individual received 6 months home confinement and 2 years’ probation.

Charles Kushner — President Trump granted a full pardon to Charles Kushner. Mark Shapiro and Irving Stitsky — President Trump granted commutations to Mark Shapiro and Irving Stitsky, for the remainder of both of their sentences. Messrs. Due to the 2008 financial crisis, the business lost millions for its investors.

Prior to trial, prosecutors offered Messrs. Shapiro and Stitsky plea agreements for 5 to 7 years and 7 to 9 years, respectively. Both declined the deal and exercised their Constitutional right to a jury trial. Both men were found guilty and sentenced to 85 years imprisonment. This sentence was over 10 times the plea offer for Mr. Shapiro and almost 10 times the plea offer for Mr. Stitsky. Messrs. Shapiro and Stitsky have already served more time than their plea offers.

Since their incarceration, both men have become model prisoners, earning support and praise from their fellow inmates. Mr. Shapiro has renewed his faith in Judaism and taught fellow inmates the dangers of dishonesty, while Mr. Stitsky has reflected on the victims of his crime and the remorse that he now has.
