So Kisame's often considered the fourth most powerful Akatsuki member, but the top three are pretty unanimously Obito, Pain and Itachi. And with Kisame's motto being survival of the fittest and MO being taking out the weakest links, it’s fascinating to see him end up as one of the most well connected members of the Akatsuki. And since the top three never openly get to clash, technically speaking, he stays loyal to all of them. He's;
- Working broadly for Pain, Akatsuki's open leader, who wants to create peace through traumatising the world through a cycle of war
- Working secretly for Obito, Akatsuki's real leader (and by proxy, Madara and Zetsu, Akatsuki's real-real leaders), who wants to create peace through trapping the world in a dream realm
- Working day-to-day for/with Itachi, the Akatsuki's biggest name, most powerful field member, and a secret double agent, who wants to create peace through becoming the most powerful shinobi that's ever lived, and through using that power 'as much as he wants', 'lead the world to subjugation'
So either Kisame is the ninja equivalent of the minions, or the dojutsu wielding top three of the Akatsuki all looked to him and went 'yup, he's Henchman Shaped'

Okay I just gotta go off about this real quick.
People don't understand Naruto as much as they think they do, and I am considering making youtube videos just to prove it.
For some reason, people say that Rock Lee better embodies the main theme of Naruto than Naruto himself. These people, wrongly, state the main theme of Naruto to be that a person born with no special skills can beat a prodigy. This is incorrect. The theme of Naruto is right in the "talk no jutsu" meme. It is a story of acceptance, acceptance of others, and of yourself. Naruto can reach almost anyone with just words because his power is in his ability to connect to those around him.
Kishimoto doubled down on this in Shippuden by introducing infinite tsukuyomi and the sage of 6 paths. There is a clear dichotomy there that emphasizes the theme. Forced connection and acceptance vs genuine connection and acceptance.
It's funny to me that people hate how Naruto secretly was "special all along," so he doesn't fit the "whole theme of the show." No, he doesn't fit your assumption of the theme. He never did because he was special from chapter/episode 1. Did we all forget that Mizuki told us that Naruto had the demon fox in him since day 1? The fox with so much Chakra the 4th Hokage died sealing it away?
The theme that people swear is the whole theme of Naruto was specifically for a section of one arc. It starts with Lee vs Sasuke and ends with Naruto vs. Neji. The reason Lee fits the theme so much is because, it's Lee's character arc feeding into Naruto's journey. Naruto watched Lee and Hinata give it all they could to the point of injury and then he decided to beat Neji and show him that they could pick their own destiny.

Summary: Shikaku was never one to purposely take on a leadership role. Nor can he say it was given to him. Preferring someone to take on the role.. if they deserve or show adequacy in said role. When it comes to the candidatcy to become the Forth Hokage... it's going to be a drag, but he's up for it.

Chatter of the upcoming vote has the whole village filled with anticipation. Let it be good or bad. They just came out of a war and the need for peace is something that many want. While others, want to continue on with the war. The need to showcase power surpasses the need for peace.
Revenge is such a strong force that blinds many.
Those that follow such path has many weary.
The candidates are not known as of yet, but speculation has it going to be one of the Third's students. Rumors spread out that the War Hawk had put his own name into the race... well. That was the case until something came out...
Shikaku Nara narrowed his eyes at the report Anko managed to get him from her mentor.
"Sensei told me to make up some trouble to get this to you." Anko grinned at herself, proud at her handiwork to get into the Nara's office without anyone being the wiser. "Gimme a d-rank mission, Sensei said he'd get me dango if I get that to you without getting followed."
"The next time you do this, I'll have you chase after the Damiyo's pet peacock." Shikaku pulled out a scroll from his desk and tossed it over to Anko. "Tell Lord Orochimaru I will get in touch with him soon. Keep the bastard distracted."
Anko grinned before she started to act up as she exited the office. Yelling out how unfair she got stuck doing D-Rank missions. This earned Shikaku a look from his secretary and another surprise visitor.
There stood an obviously awkward Minato Namikaze, trying his best to wonder what Anko did this time to earn the eerie of the Jonin Commander.
"Having an already eventful morning?" Minato asked, walking into the office and closing the door behind himself. "I have heard an interesting rumor...."
"By rumor... you mean that pervert sensei of yours?" Shikaku deadpans. He signaled for his friend to take a seat.
Minato smiled as he took a seat. "It's an... interesting rumor."
"That rumor is, exactly?" Shikaku pulled out some packaged sweets he kept hidden in his desk. He nearly jammed his fingers over what was the rumor that was spreading around.
"Rumor has it.... Lord Orochimaru and yourself are conspiring against the Village and the Third Hokage."
"What a drag..."
