"Bria Peacock chose a career in medicine because the Black Georgia native saw the dire health needs in her community — including access to abortion care.
Her commitment to becoming a maternal health care provider was sparked early on when she witnessed the discrimination and judgment leveled against her older sister, who became a mother as a teen. When the Supreme Court overturned Roe v. Wade in 2022, Peacock was already in her residency program in California, and her thoughts turned back to women like her sister.
“I knew that the people — my people, my community back home — was going to be affected in a dramatic way, because they’re in the South and because they’re Black,” she said.
But even though Peacock attended the Medical College of Georgia, she’s doing her obstetrics and gynecology residency at the University of California-San Francisco, where she has gotten comprehensive training in abortion care.
“I knew as a trainee that’s what I needed,” said Peacock, who plans to return to her home state after her residency.
Ever since the Supreme Court decision, California has worked to become a sanctuary for people from states where abortion is restricted. In doing so, it joins 14 other states, including Colorado, New Mexico, and Massachusetts. Now, it’s addressing the fraught issue of abortion training for medical residents, which most doctors believe is crucial to comprehensive OB-GYN training.
A law enacted in September [2023] makes it easier for out-of-state trainees to get up to 90 days of in-person training under the supervision of a California-licensed doctor. The law eliminated the requirement for a training license and also permitted training at programs such as Planned Parenthood that are affiliated with accredited medical schools.
“By allowing physician residents to come to California, where there are more opportunities for abortion training, and by allowing them to be reimbursed for this work, we’re sending a message that abortion care is health care and an essential part of physician training,” said Lisa Folberg, CEO of the California Academy of Family Physicians, which supported the bill.
The question of how to provide complete OB-GYN training promises to become more urgent as the effects of abortion bans on medical education becomes clear: 18 states restrict or ban abortion to the point of effectively stripping 20% of OB-GYN medical residents of the opportunity to get abortion training, according to the Ryan Residency Training Program in Abortion and Family Planning. That’s 1,354 residents this year out of 5,962 OB-GYN residents nationwide.
The restrictions in some cases aim to reach beyond state borders, spooking medical students and residents who fear hostility from anti-abortion groups and right-wing legislators...
Pamela Merritt, executive director of Medical Students for Choice, pointed to a Kansas law that requires repayment of state medical school scholarships — with 15% interest — if residents perform abortions or work in clinics that perform them, except in cases of rape, incest, or a medical emergency.
Doctors point out that abortion training is not just about ending pregnancies. Peacock recalled a patient who started hemorrhaging badly shortly after a healthy delivery. Peacock and her team at UCSF performed a dilation and curettage — a procedure commonly used to terminate pregnancy.
“If we did not have that skill set, and the patient continued to bleed, it could have been life-taking,” said Peacock, chief OB-GYN resident at UCSF...
Peacock, for her part, is adamant about returning to Georgia, where abortions are banned after six weeks. “I’m still going to provide abortions, whether that’s in Georgia or I need to fly to a different state and work in abortion clinics for a week out of the month,” she said. “It would definitely be a big part of my work.”"

Some of the more impactful general provisions of the act:
The transfer of long-range ATACMS to Ukraine was required by the act, and that appears to have already happened. The President was given the option to not do so if he determined it would be detrimental to America's national security interests, but it appears he didn't.
The Secretary of State was directed to insure as much in-person monitoring as possible for funds appropriated for Economic Support, Assistance for Europe, Eurasia and Central Asia, International Narcotics Control and Law Enforcement, and Nonproliferation, Anti-terrorism, Demining and Related Programs
The amount of money spent out of the total amounts budgeted for Economic Support and Assistance for etc etc may not exceed half the total amount of funds given by all donors to Ukraine. This basically means that, in terms of economic assistance, Europe has to do at least as much spending as we do.
The two headings for economic assistance mentioned above(totaling to $9,474,000,000) are loans that the President may only forgive in the following circumstances: up to 50% of the debts incurred by these loans may be cancelled by the President at any time after November 15th, 2024, while the remaining 50% may be cancelled at any time after January 1st, 2026. Both cancellations would be subject to Congressional approval.

I was hoping in this article The Grayzone would be able to highlight more individual instances of direct and indirect spending in Ukraine, but unfortunately most of that information remains secret.
But The Grayzone was able to audit some detail out of the documented spending by the US Government and it sure doesn't fail to shock with its absurdity.

So US Government debt, as always, is only an problem when the money is being spent on American Workers.
Though Joe Biden likes to pretend to be a big defender of Social Security and Medicare, his history is one of someone waiting eagerly for the opportunity to gut and privatize Social Security, and along with his Republican counterparts, has largely succeeded in Privatizing Medicare. Which is, of course, turning into one big scam where Insurance companies charge the Govt whatever they feel like and being largely reimbursed for it.
At every opportunity, Joe Biden quietly reaffirms to his donors his commitment to cutting Social Security and uses the usual coded language of "adjustments" and "saving" the program, in other words, cutting it.

But when it comes to money for Ukraine, no "adjustments", "changes" or "saving" of the program is necessary, even a year and a half and at least $100 Billion dollars into it.

This is also important to keep in mind. The CIA's "Black Budget" allows the Agency to spend nearly unlimited amounts of money, ammunition, equipment and weaponry with little to no oversight whatsoever.

Even as the infrastructure of the United States falls apart from disrepair, we send billions to Ukraine for their own infrastructure needs.
Just as with Social Security and Medicare, it's okay for Americans to die in large numbers due to accidents related to failing infrastructure.
As a NY Times article from November 2015 describes:
"The Federal Department of Transportation estimates that obsolete road designs and poor road conditions are a factor in about 14'000 highway deaths each year. Research by Ted Miller, a senior research scientist at the Pacific Institute for Research and Evaluation, which receives financing from the Transportation Department, put the medical cost of highway injuries from poor road conditions at $11.4 billion for 2013 according to the latest data available."
"The problem extends beyond roads. Research by the National Transportation Safety Board shows that since 2004, about 77 deaths and 1'400 injuries could have been prevented if railroads had installed a safety system known as Positive Train Control. That includes an Amtrak derailment in May that killed eight people and injured hundreds more in Philadelphia."
But that's okay, we're preventing road deaths in Ukraine. We can always feel good about that!
But we're also suspiciously sending money designated for Ukraine to companies and governments completely unrelated to Ukraine, because literally anything can be tied to this war for Govt Lawyers and bureaucrats

Vast sums are also being spent on various psy-op programs and propaganda efforts through various media organizations, NGOs and think-tanks.

Interestingly, much of the funds spent by USAID earmarked for Ukraine seems to have gone to various programs completely unrelated to Ukraine.
It shows us that these organizations are NOT in fact humanitarian organizations, and they have little interest in actually helping real Ukrainians.
Rather, the point of all these "Humanitarian" organizations, NGOs, etc. is wash public funds and put them into the pockets of Western Oligarchs through a web of programs and organizations that always conveniently hire all the well known Washington DC Law Firms and Consulting Firms, big Wall Street investors, Silicon Valley Tech Giants, and huge Western Corporations to get involved in these regime change wars and "Humanitarian" Interventions, as well the "rebuilding" after war.
Wall Street gets to collect public funds in the run-up to wars, during wars, and after the wars they funded are over.
Rinse and repeat in Afghanistan, Syria, Libya, Iraq, and now Ukraine.

And then there are some expenditures that will raise eyebrows for another reason, because it very suspiciously looks like the funding for the Nordstream Pipeline terrorist attack and the supplies needed for the operation.
The Pentagon sponsors diving contractor with “history of fraud” to send mysterious explosives to Ukraine
The Department of Homeland Security sent $5.48 million to Gravois Aluminum Boats LLC on June 8, 2021 for the following purpose: “PROCUREMENT OF TWO 38-FOOT FULL CABIN RESPONSE BOATS, FOUR 38-FOOT CENTER CONSOLE RESPONSE BOATS, TRAILERS, SPARE PARTS, AND TRAINING AS REQUIRED UNDER FMS LOA DB-P-LCL FOR THE COUNTRY OF UKRAINE.”
The Department of Defense transferred $4.75 Million to Atlantic Diving Supply Inc. as of February 3rd, 2023 for "PRO SAPPER AND EOD EQUIPMENT [CONTRACTING SQUADRON] UKRAINE" and "Marine lifesaving and diving equipment.
Explosive Ordinance Disposal (EOD) and Sapper equipment is exclusively used to blow things up or clear up explosives. And Atlantic Diving Supply is a military contractor originally founded to provide tactical gear to Navy Seal divers.
When a company like this is tasked with a highly specific delivery of explosives gear to any foreign nation, including Ukraine, it should prompt questions about the mission, particularly when US Intelligence is blaming Ukraine's Military for attacking the Nordstream pipelines without the knowledge of President Zelensky. (The payment does not necessarily correlate with the date of delivery from the vendor; in other words the equipment could have been provided at an earlier date.)
Luke Hillier, the founder of Atlantic Diving Supply paid a $20 Million dollar settlement in 2019 to resolve charges that he defrauded the Pentagon by falsely claiming his company was a small business. Atlantic Diving is consistently listed as one of the top 25 largest military contractors in the country.
In 2021, Hillier raked in a massive $33 Billion dollar contract under the same program, prompting fresh accusations of fraud. The pattern of malfeasance prompted a member of the Senate Armed Services Committee to bluntly denounce Atlantic Diving as a "fraudulent company."
Hillier currently owns $13 Million dollar Mega-Yacht in the Cayman Islands, $24 Million worth of beachfront property in Hawaii, and two Bahamas-based companies with murky operations, according to the Project on Government Oversight.

I mean, I'm literally out of room to put more of these expenditures into this post, so instead I will just write out some more egregious examples I haven't yet included:
The Department of Defense has paid $4.9 Million to BAE Systems GCS International as of September 12th, 2022 for "UKRAINE LCS LW 155 SPARES" and "Guns over 155mm to 200mm." In Navy terminology, LCS means "Littoral Combat Ship" while "LW" refers to the Lightweight Gun. And "155mm SPARES" refers to the Gun mounted on the ship's main battery off the bow.
USAID sent $3 million to the World Health Organization (WHO) in 2022 “to improve health outcomes in drought affected areas in Ethiopia.” The description stated, “partially funded with response funds and Ukraine Supplemental Funds.”
USAID sent 30.9 million to Chemonics International, Inc. for the “Ukraine confidence building initiative (UCBI) 4. A private, for-profit aid contractor, Chemonics’ founder said he launched the company to “have my own CIA.” The Grayzone has documented Chemonics’ role in delivering US government funding and supplies to the Syrian White Helmets, which served as the propaganda wing of the Al Qaeda-tied armed opposition. Chemonics previously reaped a massive windfall from the US occupation of Afghanistan, raking in as much as $600 million from USAID.
USAID sent $20.7 million to PACT, INC. for “USAID Ukraine’s public health system recovery and resilience activity and will strengthen the Government of Ukraine (GOU) capacity to address COVID-19 and other public health threats, sustain health services during a crisis, and protect the health of all Ukrainians including vulnerable and marginalized populations. According to its 2022 impact statement [PDF], “In Ukraine, Pact’s work empowers citizens to push for transparent and democratic governance, advances gender equality and human rights for women and girls, and accelerates efforts to achieve HIV epidemic control.” The contractor’s work contributed to “172 people increas[ing] their net income,” according to Pact.
USAID sent 7.6 million to UNICEF IDA for emergency nutrition response in ASALs (Arid and Semi-Arid Lands) in Kenya. The description stated, “partially funded with response funds and Ukraine Supplemental Funds”
USAID sent $1.2 million to University of Georgia Research Foundation, Inc. located in Atlanta, GA to “support humanitarian information management through geographic information systems, data analytics and visualizations”. Ukraine was listed as the place of performance.
Washington funnels cash to a private equity firm, Georgian finance corporation, a ‘private entrepreneur’ via Ukraine aid
US International Development Finance Corporation (DFC) sent $25 million to Horizon Capital Growth Fund IV, a “leading private equity firm in emerging Europe, “to back high-growth tech and export-oriented [Small and Medium Sized Enterprises] succeeding globally, based on platforms in Ukraine and Moldova.”
US International Development Finance Corporation (DFC) sent $1.5 million to the Gazelle Fund LP, another private equity firm, to relocate Ukrainian businesses to Georgia. Georgia does not border Ukraine, nor is it a primary location for Ukrainian refugee resettlement.
The Federal Trade Commission (FTC) sent $882'291 to a single individual described as an “private entrepreneur” in exchange for “overseas technical assistance program support services.” The private entrepreneur listed, Igor Lavreniuk, serves as the Program Coordinator for USAID’s Competitive Markets Program according to his LinkedIn.
The National Science Foundation sent 1.3 million to University of Illinois for faculty and curricular development in remote sensing. The place of performance is listed as Ukraine.
The Department of State has paid 8.3 million to Catholic Relief Services (CRS) to help “refugees from Ukraine meet their essential needs during initial displacement.” According to SpendingUS.gov, Catholic Relief Services is listed as having received a total of 657 million from the State Department in 2021, 5.7 billion since 2008 and 670 million during the last 12 months.

As the war drags on, lawmakers like Sen. Lindsey Graham have marketed military aid to Ukraine in increasingly grim terms. As the senator boasted during a recent trip to Kiev, “The Russians are dying…it’s the best money we’ve ever spent.” Meanwhile, Congress has rejected any mechanism that would guarantee transparency on the billions sent to Kiev, and shunned a war powers debate over the US military’s presence on the Ukrainian battlefield.
President Joseph Biden, for his part, has pledged that official Washington will support Kiev “as long as it takes.” As the potential for blowback grows from Western pressure to push Ukraine into NATO, and a nuclear-armed Moscow is backed into an existential fight for its survival, while economic powers including China gradually decouple from the Western financial system, Americans can only wonder how much will this war cost them when it is finally over.
Of course this is nowhere near a full accounting of Washington's Proxy-war in Ukraine which is surely costing in the hundreds of Billions by now between the direct financial aid listed above, to weapons systems and ammunition deliveries, to the training of Kiev's Forces taking place in secret locations across Europe and the US.
And for all we can see, our Country's oligarchs and politicians seem satisfied to continue on the gravy train until they can no longer suck one more penny of wealth out of US public coffers.

I served in the USMC from 05-09. I went through boot camp at MCRD San Diego and School of Infantry at Camp Pendleton CA. I was sent to 7th Marines in 29 palms the end of January and February 14th we left for Iraq. I had to learn everything on the go, baptism by fire. My 1st tour was in a town called Husaybah Iraq, on the boarder of Syria, and the Euphrates river. Was a wild west kind of town. My 2nd tour was in a small town called Kubaysah, just outside of Hit Iraq. My journey took me to Baghdad to testify against two bad guys we caught throwing grenades at our patrols. The best part of that trip was swimming in Sadam Hussain's pool, and i have the picture to prove it! My 3rd and last tour was in Karma and NE Fallujah, sadly having to leave my post early I was sent home due to my Dad's untimely passing. Upon arrival back in the States I also lost my great grandmother within two days of being home, grateful I was able to tell her goodbye, wish I could have had that closure with my Dad. My Dad and Uncle Dave brought me up with a love of cars and Racing. My first car was a 69 bug that I drove while in HS and sold it before I joined the USMC. I regret selling it to this day and no pictures remain of it. My favorite past-time was cruising in my 69 bug all over the Columbia River Gorge corridor and county back roads. After moving from Oregon to Texas I decided it was time to build something. So I found a 1963 that I am currently restoring from the ground up. The theme for this bug will be USMC, going to call it the "Teuful Hunden" bug or as most people know it "Devil Dog". It will be painted red, with gold doors and rims, the Marine Corps colors. This build is really helping me find parts of me I left over seas. It's going to be a long build being a disabled veteran and on a budget. I have been ordering all the new body panels first. Was going to order a pro beam with disk brakes and a Freeway flyer with disk brakes from Air kewld but having a chance to win them is really awesome of you guys. In our honest opinion, the US Armed Force members, are so under-appreciated. The PRO's are finally in a place to put a plan together that helps everyone that participates, but more importantly, those who served or serving.
Details will slightly change as we get more context, but here's the idea.
I want to give back to those who have fought for our freedoms, regardless of our political beliefs. I didn't fight for my country but my father did and he is fighting PTSD, mental disorders, agent orange, etc., etc. I get to build products for the greatest clients in the world because of it. So, how do I make something happen?
The PRO's need cores. The AirkewldArmy has cores. Within the AirkewldArmy community, reside members of the US Armed Forces that want/need/could use a boost in their life, whether it is financially or upgrades to their favorite VW.

Traditionally, the National Defense Authorization Act (NDAA), which funds the annual budget and appropriations of the Department of Defense, passes Congress on a bipartisan basis. Since 1961 it has been considered must-pass legislation, as it provides the funding for our national security. For all that there is grumbling on both sides over one thing or another in the measure, it is generally kept outside partisanship. 
Late last night, House Republicans broke that tradition by loading the bill with a wish list from the far right. Republicans added amendments that eliminate all diversity, equity, and inclusion (DEI) programs in the Defense Department; end the Defense Department program that reimburses military personnel who must travel for abortion services; bar healthcare for gender transition; prevent the military academies from using affirmative action in admissions (an exception the recent Supreme Court decision allowed); block the Pentagon from putting in place President Biden’s executive orders on climate change; prevent schools associated with the Defense Department from teaching that the United States of America is racist; and block military schools from having “pornographic and radical gender ideology books” in their libraries.
House speaker Kevin McCarthy (R-CA) tweeted: “We don’t want Disneyland to train our military. House Republicans just passed a bill that ENDS the wokism in the military and gives our troops their biggest pay raise in decades.” 
In fact, the events of last night were a victory for right-wing extremists, demonstrating that they hold the upper hand in the House. Representatives Mikie Sherrill (D-NJ) and Chrissy Houlahan (D-PA), both military veterans, expressed shock that so many Republicans voted to strip abortion protections from military personnel. “[T]hey will say, ‘this is a really bad idea,’ ‘this is not where the party should be going,’ ‘this is a mistake,’” Sherill said. “[W]ell then why did everyone but two people in the Republican conference vote for this really bad amendment?”
The bill passed by a vote of 219 to 210, largely along partisan lines. This year’s budget is $886 billion as the U.S. modernizes the military to compete with new threats such as the rise of China, and it provides a 5.2% increase in pay for military personnel. 
But Senate Democrats will not vote for it with the new partisan amendments and are working on their own measure. While there will be a conference committee to hammer out the differences between the two versions, McCarthy has offered a position on that committee to Representative Marjorie Taylor Greene (R-GA), one of the extremists. This is an unusual offer, as she is not on the House Armed Services Committee. 
House minority leader Hakeem Jeffries (D-NY) said: “Extreme MAGA Republicans have hijacked a bipartisan bill that is essential to our national security and taken it over and weaponized it in order to jam their extreme right-wing ideology down the throats of the American people.”
“We are not going to relent, we are not going to back down, we’re not going to give up on the cause that is righteous,” Representative Scott Perry (R-PA) said.
Representative Sean Casten (D-IL) summed up the vote today on Twitter. “The National Defense Authorization Act (NDAA) is the bill that funds all of our military operations. It is typically bipartisan and is about as serious as Congress gets. What weapons of war we fund, which allies we share them with, how we recruit. National security is a BFD. We can have our political debates about any number of issues but it is generally understood that when Americans are willing to sacrifice their lives to defend us, it’s time to check the crazies at the door. But today, the crazies won.
“They won first because [McCarthy] put the crazies in positions of power. But second because none of the “moderate” Republicans had the courage to stay the hell out of KrazyTown…. Is every member of the [House Republican Conference] a homophobic, racist, science denying lunatic? No. But the lesson of today is that the ones who aren’t are massive cowards completely unfit for any position of leadership. 
“There is space—and demand—for reasonable differences of opinion in our democracy. This isn’t about whether we agree. It’s about whether we can trust that—differences aside—we trust that we’ve got each other’s back if we ever find ourselves in a foxhole together. That’s usually a metaphor, conflating the horrors of war with the much lower-stakes lives that most of us are fortunate enough to lead. But today, the entire [House Republican Conference] told us—both literally and metaphorically—that they don’t give a damn about the rest of the unit.”

I've litterally gotten 3 videos on tiktok fyp from people talking about how mustangs need to be rounded up because they're starving to death in the wild and their an invasive species and helicopter roundups are the most humane way to do, its like...
1) There is no way in hell that running horses, some of them being foals less than a week old, across rocky terrain with a helicopter for miles is the only way to round them up, and even if it was, it's by no means humane.
2) If wild horses are really starving and in horrible condition, then why is it that the only times I see photos/videos of them looking horrible, it's specifically on videos SUPPORTING the round ups. Even in videos of the actual round ups or photos of horses that have been rounded up recently, those horses look like their in better condition than some domestic horses. So, where are all those mangey skeletons that round up supporters are always showing?
3) While wild horses arnt technically part of the original ecosystem, they've been here long enough that they do have a part in nature. They provide food for predators, and promote plant diversity by acting as natural fertilizers for the land. Do they have negative effects as well? Sure. But so does ANY animal in natural environment. And we don't go rounding them up.
4) Lets say that all this is true. That wild horses are starving, that helicopters are the only way to round them up, that they are detrimental to the environment. Lets ASSUME all of that is true. Why is it none of these pro-round up people mention that the BLM basically pays people to send wild horses to kill pens? It has been reported over and over, how the BLM pays people to take horses to train them, and alot of these horses end up in kill pens and auctions, completely untrained, and they do nothing to tighten their rules or make sure that these horses are actually going to good places. If the BLM is going to take these horses from the wild and pay people to train them, the very least they can do is do background checks and ensure that these horses are actually going to a home are being worked with, rather than just shipped to an auction or kill pen. And the alternative to that is what? Being put in long term holding pens and just standing there till they die?
Even the horses in holding pens arnt automatically safe. There's been video evidence that Pen #8, a holding facility thats usually considered one of the better corrals, had coyotes wandering around several pens with pregnant horses and recently born foals, and a horse that was so lame it was struggling to walk, as well as several other horses in distress. Even when a sanctuary reached out the owner of the corral and offered to buy them or get them medical help, the owner of the corral declined their offer. Keep in mind, this sanctuary has to have YEARLY inspections by the head of the BLM, yet they allow their own holding facilities to put young and injured horses in danger with no veterinarian help.
Not to mention the amount of horses that the BLM themselves put down after the round ups. They have been reported to put down blind horses that survived perfectly fine on the range. And in a recent round up, out of the 22 horses euthanized, 11 were cremellos, most of whom, acording to advocates for this herd, perfectly healthy. This is possibly linked to the scientificly disproven belief that the cremello color is linked with genetic mutations.
But what really ticks me right off? The BLM has this program known as TIP training. Tip stands for Trainer Incentive Program. People who are reimbursed by the BLM for the training of wild horses and then marketing them to rehome them. Every single video that I saw supporting the BLM and the round ups, was made BY A TIP TRAINER! Every. Single. One. Most of them even straight up said they were TIP trainers. So of course they're gonna push this idea that mustangs are starving in the wild. That theyre invasive and damaging the enviroment. Of course they're gonna support the round ups. They're litterally getting paid to do so.
Sorry I just had to rant, this has been pissing me off for a week and I needed to get it out there.
You got it, anon. Every single word of this.
It's a cruel, evil, indefensible bloodbath that happens for no other reason than to appease ranchers who want to graze their cattle on public land. And people eat up every lie they're told.

The Biden administration has made localization—generally defined as shifting contracts and grants from U.S. organizations to local non-governmental organizations (LNGOs)—a centerpiece of its foreign assistance policy. Just months into her role as USAID administrator, Samantha Power set up a working group to operationalize localization policy and announced targets to increase funding to LNGOs to at least twenty-five percent of USAID awards by the end of 2024. Following up on this commitment, in October 2022 USAID launched a new localization policy titled, “Strengthening Local Capacity In USAID Programming And Partnerships” to “guide USAID decisions about why and how to invest in the capacity of local partners to better achieve inclusive and locally-led development.”
As indicated by its title, the new policy rests upon an old trope that the major constraint for working with local organizations is their lack of capacity to effectively and accountably implement aid programs. Before local organizations can be full partners, the argument goes, it is first necessary to strengthen their organizational capacity (and who better to do this than USAID’s traditional international partners?). In fairness, in the immediate post-colonial period, many countries had fledgling public institutions. Civil society and the private sector were still nascent and, in some cases, suppressed. There were few post-secondary education institutions, and the pool of experienced professionals was small.  But those days are long gone.
As conditions in lower-income countries have changed, so have the arguments about local capacity constraints. After generations of investment in education, technical training, and social infrastructure, no one now argues that developing countries lack talented people. Indeed, the ranks of development organizations are filled with highly qualified, deeply experienced local professionals who have grown up working in international development. In countries where the development industry has for decades provided a disproportionate share of professional opportunities, it is not surprising that it has attracted the best and brightest. The head of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), the U.S. government’s largest foreign assistance program, who is originally from Cameroon, is but one prominent example.
No longer able to point to a lack of qualified people, excuses for not working with local organizations focused on administrative and financial accountability shortcomings. Local organizations might have technical expertise, but they lack the management and financial controls to account for funds and report on results. The history of foreign assistance is replete with examples of funds being misused, poorly accounted for, and outright stolen. However, it is disingenuous to ascribe the risks associated with financial management, controlling corruption, and accounting for results as unique to local organizations. One only has to look at the latest report from USAID’s inspector general for a “Who’s Who” of respected international organizations whose programs failed to meet their objectives and had millions of dollars of questioned and disallowed costs due to management mistakes, poor accounting, corruption, and theft. This is not because those organizations lack capacity, rather it is because development work is a high-risk endeavor. Believing the risks are inherently greater with local partners is a prejudice that needs to be discarded.
The most recent iteration of the capacity argument is that local organizations may be good at what they do, but they lack the sophisticated management systems to comply with the U.S. government’s voluminous requirements. USAID’s traditional partners have spent years—in many cases decades—and millions of dollars (reimbursed by their U.S. government awards) building the systems to comply with the “Code of Federal Regulations,” the “Federal Acquisition Regulations,” the “Office of Management and Budget’s Uniform Guidance,” and USAID’s own “Automated Directives System” that stipulate over 70 small-print pages of standard provisions, rules, and regulations.
It is this last argument that points to the real lack of capacity. If the U.S. government were truly determined to localize its programs it would create the administrative and management systems necessary to do so. Yet, this has not happened. In fact, looking at USAID’s funding obligations over the last two years two things stand out: First, funding to public international organizations such as U.N. agencies including UNICEF and the World Food Program—has increased nearly four-fold. This is understandable given the proliferation of humanitarian crises in recent years and the fact that PIO grants can be done quickly on a sole source basis. Second, most of USAID’s large U.S. partners saw stable or increased funding over the period 2018 to 2022. This is not what you would expect to see if localization was taking hold.
None of this should be interpreted as a lack of sincerity on USAID’s part. There is no doubt that Administrator Power wants to see more local solutions; it is just not something USAID has the capacity to do given its political, legal, and institutional constraints.
So, what can be done?
Achieving a more ambitious localization vision will remain out of reach until USAID builds the organizational capacity to work with local organizations. Three concrete actions that would accelerate the transition to local organizations and contribute to more equitable development are:
Upgrade USAID’s Local Works into a full-fledged LNGO financing facility. This would have more in common with philanthropy than traditional bilateral programs, drawing on the methods and tools of charitable foundations and making greater use of operating support grants. A critical first step would be negotiating with partner governments the portion of USAID funds allocated for LNGO programs. While amounts would vary by country, this would create the structure and incentives to quickly reach the 25 percent target. (Remarkably, the localization discussion has barely acknowledged the equities of national governments. Not all partner governments will be enthusiastic about dividing the aid pie with LNGOs). To be viable at scale, a localization financing facility must have its own administrative practices and tools, much like the Office for Disaster Assistance has its own operating systems. USAID would need the United States Office of Management and Budget to issue new LNGO-specific grant award and management guidance.
Pay local organizations more than the de minimus overhead rate. Most local organizations are limited to a 10 percent overhead rate while international partners earn 20 to 40 percent (in some cases more) through their negotiated indirect cost agreements. These rates and previous studies make clear that the costs of implementing U.S. government programs far exceed 10 percent. This reform would enable local organizations to hire the personnel and build management systems to comply with international standards and help level the playing field with international organizations. As a bureaucratic innovator, USAID should be able to devise an equitable way for local organizations to recover the full cost of doing business with the U.S. government.
Build a risk management function in USAID missions. For decades USAID has outsourced most risk management to its international partners. Those IPs have built sophisticated compliance departments that use state-of-the-art techniques to manage program and financial risks. In contrast, few USAID staff know what a comprehensive Portfolio Risk Management function looks like. To truly localize its programs, USAID must build an in-house risk management function. This will require establishing independent compliance offices (just as INGOs have done) with staffing and a budget for robust monitoring and auditing. PEPFAR provides some examples of this type of work and the level of resources required.
To realize its localization policy USAID must build its own capacity to support locally-led development. Adopting the measures proposed here would change the power dynamics between USAID and local actors, opening new opportunities for LNGOs to be more resilient and look beyond USAID financing to more sustainable operating models. Only by adopting structural changes can USAID entrench the culture and practices needed to drive institutional change within a large government bureaucracy.
