ODESSA, Tex. — The death toll from a shooting spree Saturday afternoon in the West Texas cities of Midland and Odessa increased overnight from five to seven, as investigators continued to piece together the bizarre and violent chain of events that had led a gunman to open fire on motorists and officers while driving on highways and alongside shopping centers.
Devin Sanchez, a spokesman for the City of Odessa, said seven people had been killed, in addition to the gunman. At least 21 others were wounded, including three law enforcement officers and a 17-month-old toddler who remained in serious condition Sunday morning.

The gunman has not been identified, but authorities described him as a man in his mid-30s who fled from state troopers who had tried to pull him over. The gunman then hijacked a United States postal van and indiscriminately fired from a rifle at people before the authorities shot and killed him outside a movie theater in Odessa.
The attack on Saturday spread panic and fear for hours across West Texas, hundreds of miles from the border city of El Paso, where just 28 days earlier a gunman had killed 22 people at a Walmart in an anti-Hispanic attack. The motive behind Saturday’s shooting remained unclear.
Local and state officials said the shooting began with an attempted traffic stop on Interstate 20, a busy artery connecting Midland to Odessa.
At 3:13 p.m. Saturday, state troopers with the Texas Department of Public Safety tried to pull over a man driving a gold car for failing to signal a left turn, the authorities said. The car was headed west and was near the Midland airport. Before it came to a complete stop, the driver pointed a rifle toward the rear window and fired several shots at the state troopers, injuring one, the Department of Public Safety said in a statement.
The gunman then drove west toward Odessa, shooting a person as he sped away on I-20 and east Loop 338.
He then began what officials called a shooting spree in Odessa. At some point, the gunman hijacked a postal van in Odessa and drove to the Cinergy movie theater on Highway 191. He shot an Odessa police officer and a Midland police officer. Officers returned fire, killing the suspect, the authorities said.
Cellphone video from witnesses captured the final moments of the attack on the back side of the movie theater.
The videos show police vehicles appearing to block a street outside the theater, around the corner from the entrances and in front of the building’s barren and beige side walls. The postal van speeds into view and the driver turns the van so its side slams into a police cruiser. A burst of gunfire follows as officers who have been chasing the van rush out of their vehicles to shoot at the gunman, who appears to remain inside the van.
On Sunday morning, the white postal van and the Odessa police vehicle remained in the same spot where the shooting had ended. Agents from the federal Bureau of Alcohol, Tobacco, Firearms and Explosives were among the officers examining the crime scene on Sunday.
More than a dozen people were being treated at hospitals Saturday and Sunday. The wounded state trooper was in serious but stable condition, and the two officers were in stable condition, the authorities said.
The injured Midland officer, Zack Owens, was shot several times in an arm and hand, but relatives said his most serious injury had resulted from having glass shards in one eye.
Officer Owens’ brother, Jake Owens, is also an officer with the Midland Police Department. Abigail McCullough, the wife of Mr. Owens’ cousin, set up a donation page on GoFundMe, a crowdfunding site, to help pay the medical expenses for Zack Owens. By Sunday, more than $47,000 had been raised.
The 17-month-old girl who was shot was identified by family friends as Anderson Davis. A GoFundMe page for Anderson said the toddler had been wounded by a bullet fragment. The page was created by Haylee Wilkerson, a friend of Anderson’s mother, and had raised more than $119,000 by Sunday morning.
A note from Anderson’s mother on the page said her daughter was alive, which was “a prayer answered bigger than I’ve ever had to pray.” Her mother wrote that Anderson’s vitals were good and that she had shrapnel in her chest, her front teeth had been knocked out, and she had a hole through her bottom lip and tongue.
Residents in Odessa, a city of 120,000, remained on edge Sunday. Though Odessa and El Paso are separated by nearly 300 miles, the cities share some ties and a Western sensibility.
On Saturday night, at the University of Texas Permian Basin in Odessa, Stephanie Stonecliffe watched as her children played with rocks. She said her friend had been shopping at the Walmart in El Paso when the gunman there opened fire.
“Eventually I knew it was going to happen closer to home, especially with what’s going on in the world,” said Ms. Stonecliffe, who moved to the area recently from College Station, Tex. “This just tells me the world’s getting a little bit more dangerous.”

Seven people were killed near Odessa, Tex., on Saturday as a gunman started shooting indiscriminately at cars, bringing the number of victims of mass killings by firearms to 53 for the month. The authorities on Sunday revised the death toll from the shooting in Odessa to seven from five, excluding the gunman.
The term mass killings is defined by the Justice Department as three or more killings in a single episode, excluding the death of a gunman. There is no legal definition for the term mass shooting, despite its frequent use by gun control groups and the news media.
This month’s loss of life was most acute in Texas, where four of the eight deadliest shootings occurred, including an Aug. 3 massacre at a Walmart in El Paso that killed 22 people.
The spate of gun violence has left the country on edge and catalyzed a more intense debate over gun control.
The carnage in West Texas on Saturday was the 38th mass killing by firearms in the United States this year.

Dayton, Ohio

El Paso
Twenty-two people were killed and 26 others wounded in a shooting that targeted shoppers in a Walmart store in El Paso, a predominantly Hispanic border city. The suspect, a white man in his 20s who was taken into custody, wrote an anti-immigrant manifesto that was posted online shortly before the attack, the authorities said.

Gilroy, Calif.
An annual garlic festival in an agricultural community south of San Jose turned deadly when a 19-year-old man opened fire with a semiautomatic rifle that he had bought legally in Nevada. The gunman killed himself in the attack. The victims included a 13-year-old girl and a 6-year-old boy.

St. Louis County, Mo.
The bodies of five men who had been fatally shot were discovered in an apartment building by police officers in north St. Louis County, according to The St. Louis Post-Dispatch. The victims ranged in age from 37 to 65. Two men were arrested in the killings, which the police said were connected to “drug activity,” The Post-Dispatch reported.
JUNE 8 — 5 KILLED
White Swan, Wash.
Five members of the Yakama Nation were killed in White Swan, a remote community on the Yakama Indian Reservation in central Washington State. Four people were arrested in the shootings, the latest act in a cycle of criminal activity on the reservation, which is between the Cascade mountains and the Columbia River. Two of the men charged in the killings took a child hostage at gunpoint, the authorities said.

Virginia Beach, Va.
A city engineer quit his job and then went on a shooting rampage at Building No. 2 of the Virginia Beach Municipal Center. The gunman, a former soldier, was armed with two handguns and a cache of ammunition as he targeted his former co-workers in offices and hallways, according to the authorities. His victims were civil servants in the public works and public utilities departments and a contractor who was at the offices to discuss a permit.
FEB. 15 — 5 KILLED
Aurora, Ill.
A disgruntled employee who had been fired from his job returned to a suburban Chicago factory with a .40-caliber Smith & Wesson handgun with a laser sight, which the authorities said he used to kill five of his former co-workers. The gunman was not supposed to have a weapon, as his gun permit had been revoked a year earlier because of a felony assault conviction. The victims included an intern who was on his first day of work and a grandfather of eight.
JAN. 23 — 5 KILLED
Sebring, Fla.
Five women were fatally shot while they were lying on the ground in a SunTrust Bank branch by a 21-year-old man, who called an emergency dispatcher and said, “I have shot five people.” The suspect, who was charged with five counts of first-degree premeditated murder, was wearing a T-shirt that bore the image of four scythe-wielding grim reapers on horseback.

Light Pillars While everyone else seemed to be able to view the spectacular aurora this week, we have had a cloudy go of it in Kenai, at least whenever I looked. In lieu of that, however, I present you with light pillars, or spires as I usually refer to them. This optical illusion is formed by flat disks of ice, sometimes falling from clouds, as these appear to be doing, but at other times forming when the temperature drops suddenly, causing deposition of atmospheric water vapour. The disks may be at any angle, but tend to go horizontal, probably due to wind resistance - imagine how a piece of paper falls. They are then able to reflect light from a source to your eye. It can come in from any angle, but because of the flatness of the disks and their propensity to be horizontal, these reflections add up like a bell curve, with the highest accumulation in the middle. The disks don't have to be very high above the light source, or even above it at all. So long as they are above your eye, they can form the illusion of light pillars that extend indefinitely. If they are above the source itself, they can reflect light from behind trees or hills, sometimes even from over the horizon, not directly visible to you. They are more common around the airport, and downwind from it, as the airplane exhaust contains particulates which form nuclei around which water vapour may crystallize. A similar effect is seen with fog, but that is formed from spherical liquid droplets, so the light is reflected from all directions, forming the illusion of a glowing orb around the light source. Days 8-10: Northern Lights and the Blue Lagoon
 On Thursday morning Chris and I woke up relatively early (9:30-ish, around sunrise), and got breakfast at our hostel. After that we got on the road, driving north from Reykjavik to Akranes, a mountainous peninsula about 20 minutes up the coast. To get there, we drove through Hvalfjörður Tunnel, a 6-kilometer stretch of road that spans the length of the Hvalfjörður fjord. On the other side of the tunnel we took some pictures with our Jimny, and then continued up the road to Borgarnes, a small fishing community framed by mountains roughly 25 miles away from Reykjavik. The mountain views of Iceland are the stuff of legend.
After taking a requisite amount of amazing scenery photos, we turned around and drove back down to Keflavik Airport to pick up John, another of my friends from high school who’s currently studying abroad in Prague. We picked him up, and proceeded out of the greater Reykjavik area towards Lake Thingvellir to give him an initial sense of the climate and lack of density of this crazy country. About 20 minutes outside the city, arctic force winds infused with stinging hail forced us to turn back. We got John checked into our hostel, then went out for dinner at Noodle Station, Reykjavik’s cheapest meal at $16 per person, for some Icelandic pho noodles with spicy peanut sauce over beef and chicken. Not exactly traditional Nordic fare, but under the circumstances, a perfect meal with which to warm up. 
Nothing could have prepared us for what happened next. After dinner, we drove out of the city in anticipation of seeing the Northern Lights. We did. They’re best shown through photos since not much I write here will be able to convey the sheer wonder we felt. Smartphone cameras don’t do much to capture them, but luckily Chris brought his DSLR for long exposures, some of which will shortly follow this post. Seeing them in person was really, truly life-affirming stuff. It was a moment of almost unimaginable sincerity and true natural beauty I won’t soon replicate. “Well that’s one of the coolest things I’ve seen in my entire life,” already a running line of the trip, was uttered many times by all of us that night. We went to several different places with varying degrees of light, culminating in an area about 20 minutes outside Reykjavik where we saw a solid bar of Aurora Borealis that spanned the entire sky.  We later found out that Auroras occur when when the Sun sends off small particles into space. These particles are mainly electrons, with charge and energy, which means they contribute to electricity. Earth has a protective shield of energy around it called a magnetic field, which forms an elongated sphere around the Earth called the magnetosphere. The Earth’s magnetic field keeps off most of the Sun’s solar wind. At high-latitude areas (polar areas), the magnetic field is vertical. It does not keep off particles of the solar wind which can come from the magnetosphere and hit the particles of the air (Earth's atmosphere). When they hit, the atmosphere is heated and excited and the excess energy gets away, a phenomenon which can be seen as moving lights in the sky above 100 km altitude typically, best viewed in places like Iceland between October and April (Wikipedia). Without a doubt, seeing the Northern Lights was one of the coolest things I’ve ever personally experienced and it’s not something I’ll ever forget. That alone was worth this entire trip. We got back to our hostel at around 1am and fell asleep shortly thereafter, all of us thoroughly in disbelief at our good fortune.
Friday morning we got up at around 10:30, ate breakfast, and drove to the Blue Lagoon, a geothermal spa about 40 minutes outside Reykjavik on Iceland’s Southern Peninsula. The Blue Lagoon is man-made, fed by the water output of the nearby geothermal power plant Svartsengi. Superheated water is vented from the ground near a lava flow and used to run turbines that generate electricity. After going through the turbines, the steam and hot water passes through a heat exchanger to provide heat for a municipal water heating system. Then the water is fed into the lagoon for recreational and medicinal users to bathe in. The water is renewed every two days, and is rich in minerals like silica and sulfur. Bathing in the Blue Lagoon is reputed to help some people suffering from skin diseases such as psoriasis. At a perfect 99-102 degrees Fahrenheit, it contrasted amazingly with the 27 degree temperatures outside (Wikipedia).
The Blue Lagoon is also probably one of the ritziest places I’ve ever been. It’s so fancy, they sell Canada Goose jackets in their gift shop. Skincare products made from the algae and silica of the lagoon cost up to $350 for three small tubes of ointment. It’s Fancy with a capital F. It was also easily the most relaxing part of the trip- sitting in the turquoise water with a silica mud mask, sipping a beer, framed by Icelandic mountains and lifeguards wearing parkas... it was quite an experience, to say the least. 
We ended up staying for around four hours, before drying off, piling back into our Jimny, and driving back to Reykjavik, this time driving through the Reykjanesfólkvangur, a nature preserve filled with lava formations, crater lakes, and geothermic fields. It was at this point in our trip that we discovered that Iceland makes some seriously killer 70s-esque pop music, most notably the 2015 Helgi Björnsson classic “Ég fer á Land Rover frá Mývatni á Kópasker” which became a running theme song for the last two days of the trip. They also make amazing Christmas music, like “Snaefinnur Snjokarl,” an Icelandic rendition of “Frosty the Snowman.” Between Icelandic pop and Icelandic Christmas music, the rest of our trip was filled with some seriously thematic tunes. 
Once we got back to Reykjavik, we opted to go to Noodle Station again. It was that good (and that cheap, compared to the rest of Iceland’s dinner options). John had an early flight the next morning so he opted to turn in early after dinner, while Chris and I headed back out of town to try to see some more Northern Lights. We got just as lucky on our second night, and yet again saw some truly unbelievable, mind-bendingly beautiful sights. 
Yesterday morning we got up, checked out of our hostel, and drove over to Hallgrímskirkja, Iceland’s largest church and one of the country’s tallest structures. Commissioned in 1937 and fully completed/consecrated in 1986, it has a distinct art deco style that beautifully accentuates the country’s wild weather and landscapes. In keeping with its Lutheran denomination, the interior of the church is extremely ascetic and minimalist, but in a beautiful, Scandinavian way. After checking out the church we drove over to the Sun Voyager, a massive sculpture of a stylized longship built in the 90s to commemorate Reykjavik’s 200th anniversary as a proper city. From there we went to get some coffee and breakfast sandwiches at Café Babalú, before embarking on the 40 minute drive back down to the airport where we made a bittersweet farewell to our Jimny, drank two beers, ate two more sandwiches, and boarded our flight back to Boston.
As I write this, sitting at home in Newbury, I am again overcome by feelings of immense gratitude and thankfulness for my sheer luck- for being alive in general, being alive in such privileged circumstances, and having the great fortune to be able to see such amazing things and have such incredible experiences. This trip is not one I’ll soon forget, and I’ll carry the memories and lessons I’ve taken from it with me always. Thanks to all who followed along with my journey! Peace.

CAGAYAN DE ORO CITY, July 13 – In its 122nd full council meeting through video conference, the Northern Mindanao Regional Development Council (RDC)-10 has cited the 2019 achievements and, at the same time endorsed th eupdated regional development measures to prepare for COVID-19 recovery as well as the priorities of the sectoral committees.
Misamis Occidental Governor Philip T. Tan, RDC-10 chairperson has expressed his gratitude to the members for their contributions, which allowed the region to accomplish majority its targets for 2019.
The region expected the 2019 growth to meet the 6.0-7.0 percent target range, higher than the country’s average. Inflation was also sustained at 2.9 percent, while poverty incidence among families had a huge drop from 32.0 percent in 2015 to 17.2 percent in 2018. The previous year saw 2.23 million newly employed persons and a labor force participation rate of 68.8 percent, considered the highest in the country.
Northern Mindanao ranked top producer of pineapple and cattle, second for banana, sugarcane, coconut, corn, tomato, papaya, and cassava, and third for chicken and swine, nationwide.
Of the 100 High-Impact Infrastructure Flagship Projects under the Build! Build! Build! Program of the administration, five are in the region. These are 1) Panguil Bay Bridge, which is targeted to start construction this September 2020; 2) the Laguindingan Airport Development Project, 3) the Agus 3 Hydroelectric Power Project and the Agus-Pulangi Rehabilitation Project, 4) the Cagayan de Oro Coastal Road, which is nearing completion; and 5) the Bukidnon Airport Development Project.
Moreover, the Free WiFi in Public Places Project or Pipol Konek was made available to 33 cities and municipalities in Northern Mindanao, a hike of about 32 percent, going beyond the goal of 25 municipalities for 2019.
“To say that the year 2019 was an extraordinary year for us would not satisfy. We made our mark, yet again, as a region that puts its people front and center in development; and as we persist in a time that threatens to erase our gains, let us not forget the spirit that keeps us through,” Governor Tan maintained.
Further, Regional Director Mylah Faye Aurora B. Cariño of the National Economic and Development Authority (NEDA)-10 presented the 2019 comprehensive Regional Development Report, the recalibrated targets/results matrix for the Regional Development Plan 2017-2022 Midterm Update and COVID-19 Regional Recovery Program –Results Matrix, and the Regional Development Priority Research Agenda 2017-2022 Midterm Update.
Sectoral committee chairpersons also presented the vetted policies for endorsement along economy, health, education, and infrastructure. 
Regional Director Tarhata S. Mapandi of the Technical Education and Skills Development Authority (TESDA)-10, on the other hand, was sworn in as chairperson of the Regional Gender and Development Committee (RGADC) with Dr. Chona Patricia R. Echavez, Xavier University Research Institute for Mindanao Culture Director, as co-chairperson. (NEDA-10)

Pilot in command
Editor’s note: This article was the winning entry in the second annual Richard Collins Writing Prize for Young Pilots. After reading dozens of entries, all our distinguished panel of judges (including Richard’s son) selected Chandler Webb as the winner of the $2,500 award. We hope you’ll agree that this article is a fine tribute to a great writer and pilot.
At first, I thought we were never going to even leave the house. Scents of burned hair filled my nostrils when I entered my parents’ bathroom, trying to see what the holdup was. My mom was running late curling her hair as my dad was stressing and running around the house worrying about all the things we might be needing for the long cross-country flight we were about to embark on.
I sat my dad down and we went over the game plan once again. The flight was from Benson, Arizona, all the way up to Aurora, Oregon. This would be the longest flight either of us had ever been on. We checked weather along the route using ForeFlight, got a weather briefing from 1-800-WX-BRIEF, checked fuel prices, planned out our descents, and obtained all the required frequencies for the controlled airspace we would go through. Everything was set as far as the plan went. Weather was going to be beautiful and the winds were slightly in our favor.
Father and son up front—but who’s PIC?
About an hour later we were airborne. I was left seat for this flight and was acting as pilot in command (PIC) for the day. My dad was in the right seat, as he was also a private pilot just like me. Unfortunately, my mom was crammed into the back seat with all our luggage. We tried making her as comfortable as possible by wrapping her up like a little burrito with several blankets. However, in the backseat of our 1978 Cessna Skylane II, there were openings all around that let in freezing drafts that blew all around the backseat.
Up at 10,500 feet MSL, it can be quite cold. At one point she told us to look back and see what she was up to. She would move the microphone of her headset from her lips and blow hot, moist air. We all laughed together as the moisture from her breath filled the cabin and covered her window in condensation.
Talking to my dad before the flight, I had wanted to stop around every three hours. That way we would never have to worry about running low on fuel and risk being “that pilot.” Our first stop was supposed to be at Henderson Executive Airport, just south of Las Vegas, Nevada. As I was about to start my descent, my dad said, “Let’s just keep going; we’ve got plenty of fuel and the wind has been treating us well.”
I thought about it, looked over at the fuel gauges bouncing back and forth around a half tank. Then I mentally figured how long it would be to our next stop and thought it might be a little bit risky trying to make it all the way there. Doable, yes. Comfortable, no. I decided to listen to him and just continue on our way.
A happy customer in the back… for now.
We were just south-southwest of a little tiny town called Tonopah. The fuel gauges were now bouncing between below a quarter tank and below half a tank. I knew we had enough fuel, but what was up ahead was not looking good. There was a thin layer of wispy, white clouds below us that allowed us to see the ground, so we continued. This lured us into a false sense of security that it was going to stay that way.
But as we kept cruising along fat, dumb, and happy, the clouds started to rise gradually. I started a nice, gentle climb and thought nothing of it. After a while, I realized I could no longer see the ground and started to get a little panicked on the inside. I didn’t show it as I didn’t want my mom to worry.
My dad, on the other hand, was not as good as hiding it as I was. You could see small beads of sweat starting to drip from his forehead. He started to look around desperately for the ground but we were on top of a pretty thick layer now. All of a sudden the clouds rose much faster than I had thought they would and we were in the clouds—zero-zero.
A week prior, I was supposed to have taken my instrument rating checkride. Due to spring winds down in Arizona, I decided to call it off and reschedule. I had been attending a flight school and met all the requirements and was ready for the checkride, which gave me a sense of confidence in this moment of entering the clouds. I started the scan and started talking out loud about everything I was doing and what was going through my mind. Just as I had been instructed to do throughout my instrument training. I continued a climb, knowing there were clear skies above, as we could see blue every now and then.
About 10 minutes in the clouds there was a change in the frequency of the air flowing around the airplane. My dad and I both peered out the window to find ice forming on all the small surfaces: struts, wing jack points, antennas, the pitot tube.
The pitot tube. Instantly, I reached for the pitot heat and several seconds later caught a sigh of relief as I saw the small chunks of ice melt away and fly off the aft end of the pitot tube. Five more minutes passed and we broke out on top of the cloud layer. The plane was not acting like it normally did and we were now at about 13,500 feet MSL. I was very uncomfortable and this is when I made the mistake of looking at the fuel gauges. We were indicating below a quarter tank now. Panic crept in as I realized we were going to be descending through those ice-forming clouds with or without an engine.

After about 15 minutes of being on top of the clouds I saw a small hole in them, from which I could see the ground. I immediately aimed for that hole and started spiraling down. Some people may say it was a coincidence, but I believe there is no such thing. Just below those clouds—just below that small opening—was a small airport that had self-serve 100LL. Yerington Municipal Airport.
After landing, the airplane was dripping wet from all the ice that had formed. I was amazed that it was still flyable with so much weight and drag.
We quickly hopped out of the airplane and went straight to the pilot’s lounge to debrief and contemplate what had just happened to us. I looked at my dad and said, “I’m sorry. I shouldn’t have let that happen and I should’ve landed when I saw the clouds rising in front of us.”
His reply was something I’ll never forget: “Don’t ever let anyone or anything keep you from being the pilot in command. The safety of that flight depends upon you and no one else can make the decisions for you.”
We sat in silence for a while after that and in my mind I thought about what pilot in command actually meant and how I had let it slide so many times through that flight because I was the “kid.” I was just trying to be obedient to my father and make him happy and make my mom feel comfortable and safe.
Several lessons were learned from this flight. I won’t go into detail about all of them. But there’s one that stuck out the most and that I will always remember: never again will I let anyone question my authority as the pilot in command.
