i think it's always good to Feel Out whether a piece of media is bigoted or just the characters are. it's the difference between "Dragon Poop Butt Game is great, just ignore Bombon's comments about how Beebo looks in a dress" and "Dragon Poop Butt Game, made by The Cis, is a nonstop attack on trans people for some reason?"
unfortunately, i don't know if there's an Easy Way to figure it out each time. fiction does not have to be Tutelary. not every story can show the Bigoted Person getting their ass kicked. not every story can give us great characters that are also up-to-date on their Social Justice, or that even learn Fantasy Racism isn't okay, or that get called out for their nonsense. don't get me started on Historical Fiction, too!
not to mention: marginalized people can write Satire that may look bigoted or self-hating on the surface, or may use their art to portray an Unusual Life Experience that (while not inherently harmful) goes against a lot of mainstream views in their culture.
while you can hit up a Creator's socials or other works sometimes to get a clearer idea of their worldview, many choose to be private these days. i think we all just have to be okay with not knowing from time to time, with saying "this felt transphobic but i don't think it was the Author's Intention, so i will engage for now" or "i'm putting this away for good because i'm really not comfortable with the portrayal of X culture, regardless of intent."
