Soukoku has ruined it for me...
Any other pairing for Chuuya and Dazai in whatever context you wanna take it - platonic, romantic, found family, soulmates, enemies, frenemies etc etc - one can't be without the other or in the same capacity what they have with each other...
Like, I can never imagine Dazai getting frustrated with anyone and downright saying to their face - 'You're no ray of sunshine either' - other than Chuuya
or Chuuya ever saying - 'I used corruption because i trusted you' to anyone other than Dazai (tbf, he literally can't say even if he wants to, unless it's another nullifier)
or Dazai spending day and night, thinking up ways to annoy anyone but Chuuya
or Chuuya doing a rich girl impression or equivalent just because someone said he will do so
or Dazai talking about how anyone's ability is too overpowered and its final form, sound equal parts smug, fond and worried
or Chuuya looking at any agency fight and thinking, if it was Dazai there won't have been a fight to begin with
or Dazai planting a bomb under any of his friends/colleague's car, fully certain it won't harm them
or Chuuya shooting his subordinates out of their discussed plan, just to shut them up because they were getting cringe
Or you know - the in general - devising a whole plan, heading into enemy's side, getting stabbed with poison and trusting the other will save you, without any sort of communication what so ever.
And the said other person, doing exactly as was expected of them and activating the uncontrollable part of their ability, without any confirmation of the only person known to deactivate is even alive.
One shotting the other in head, the other letting it happen.
One trusting the other with their humanity, and other making sure to keep it intact.
One getting kidnapped and leaving a clue that only the other could connect.
.
.
.
I mean, you could argue one or two of these things can happen with either half of Soukoku and someone else, but all of these?
They may have n number of different kinds of relations with all the other's from bsd verse, but what they have with each other is unique and it's only them who will have that kind of thing...
I'm not saying they are a ideal - friends, enemies, couple.... Partners
What I'm saying is, what ever they are to each other - is the best they will get... it's one of a kind - only piece available in the whole world

There's so much to unpack here. First of all, Naomi and Tanizaki are not real siblings. This was pretty well foreshadowed. However, with that question answered, a whole bunch of new questions are raised. Why? Are they like that? Does Naomi know? Is Tanizaki purposefully hiding information about her real family from her?
Since Tanizaki never finishes his last words to Atsushi, I can only speculate what he had meant for Atsushi to do with this information. The obvious fill-in-the-blank is tell Naomi. This is supported by the fact that its pretty much his dying will: to give Naomi clues to her true identity in the wake of losing the last connection to her fake identity.
But this is contradicted by the fact that Naomi is an obvious and active participant in whatever her relationship to Tanizaki is. Naomi must know that Tanizaki is not her real brother, therefore she must understand that her real family exists. But we have no idea what might have led her to pretend to be the sister of a boy she is obviously having sex with.
There is clearly something going on—In their past, and perhaps still relevant to the present, if Tanizaki thinks its important enough to be the last thing he ever does.
One possibility that takes both facts into account is that Naomi's family is a threat to her, which led to her hiding under a false identity, and Tanizaki wants Atsushi to have the information so that he can continue to protect her in Tanizaki's stead. But I'm just throwing spaghetti at the wall. I truly have no clue what Asagiri has in store here, and I'm excited to find out.
P.S. There is no way that Asagiri choose to drop that bomb and then kill off Tanizaki permanently. There has literally never been a faker death fakeout in this cockroach series.

Akutagawa goes to attack Gozen but Atsushi stands in his say.
Atsushi: Stop.
Akutagawa: Jinko! What are you doing?!
Atsushi: Death is too good for him. But death is exactly what he wants, isn’t it? Ouchi Fukuchi. This…is not death. But it is exactly what you deserve.
Akutagawa: If he is kept alive our mission can’t be completed.
Atsushi: Like I said, death is too good for him.
Akutagawa: What about us? What will come of us if you do this?
Atsushi: That is not relevant.
Akutagawa: …What’s happened to you?
Atsushi: I was busy, burning. But that’s not the point. The point, is that Fukuchi shouldn’t be allowed to die…Not after what he’s done.
Akutagawa: So what? You’re helping him now?
Atsushi: Not helping him. Just keeping him alive.
Akutagawa: Is all this really worth it? I understand your anger but-
Atsushi: YOU DONT UNDERSTAND MY ANGER!
Akutagawa stares at him in shock. He thought he knew what Atsushi’s anger looked like. Thought he’d seen it in full…it was nothing compared to the rage before him.
Atsushi: If you did, you wouldn’t be killing him so soon.

Haven't been able to get these words out of my head. The fact they are the last thing he says. At first, I was just like "Okay, that's a very Kunikida thing to say" but then I put them into context of what just happened.
He'd been impaled and was desperately trying to use his last moments to allow Tanazaki time to escape. He knew he wasn't living after this, so as per his ideals he was going to fight until his last breath to save another life. If he can die in-service of helping someone else survive, that's enough for Kunikida.
And then he hears Atsushi shout his name. Atsushi ran up from behind Amenogozen, Kunikida probably saw him coming as well. He gripped the sword in his chest with the last of his strength to aid Atsushi in whatever way he could.

And Atsushi chose to save Tanizaki. The very thing he'd been trying to do just seconds before.

That why I think he'd smiling here, that's why I think he says his ideals will live on. Not in some abstract way, but in a direct reference to Atsushi, because he was Atsushi's mentor too. From day one, Atsushi has been seeking guidance from Kunikida, even when he didn't know how to give it.
One of the first pieces of advice Kunikida gives Atsushi is to "start thinking what you can do."

And it has been something he's been trying to figure out ever since. What can he do to help those who need it? To be worthy of living?
Both Atsushi and Kunikida want to save people. Both of them have been struggling on how to achieve that this whole time. Saving people isn't just a single action to Kunikida, it's sacrifice, it's taking on a burden, it's knowing you're tied to this person afterwards.

It's knowing you can't always save everyone no matter how much you want to. It's prioritizing saving who can and living with that.

Kunikida knew he couldn't be saved, but he hoped Tanizaki could. When Atsushi chose to leave him and save Tanizaki he following in Kunikida's footsteps.
His ideals will live on, in Atsushi.
