California Proposition Assessment
1. “English Proficiency. Multilingual Education. Initiative Statute” or proposition 58 from 2016
2. Prop 58 aimed to “[preserve the] requirement that public schools ensure students become proficient in English”. Because prop 58 passed, students with limited English proficiency have the ability to learn English through their school district which is beneficial for their future and all in the community.
3. There is no notable fiscal effect on school districts nor state government.
4. The election results of Prop 58, of 2016, did surprise me as 73.52%  of persons voted yes on prop 58

Arguments for Prop 58
“PROPOSITION 58 ENSURES ALL STUDENTS CAN ACHIEVE ENGLISH PROFICIENCY AS SOON AS POSSIBLE.”
“Too many California students are being left behind and not given the opportunity to learn English with the most effective teaching methods possible. This is because of an outdated nearly 20-year-old law, Proposition 227, which restricts the instructional methods school districts can use to teach English.Proposition 58 revises Proposition 227 to remove these restrictions so schools are able to use the most up-to-date teaching methods possible to help our students learn.”
Requires local school districts to identify in their annual K-12 Local Control and Accountability Plans the instructional methods they will offer to help ensure all students become proficient in English as rapidly as possible.
Requires schools to offer a structured English immersion program to English learners. But schools also can adopt other language instruction methods based on research and stakeholder input.
School districts must seek input from educators, parents and the community.
“PROPOSITION 58 ALSO EXPANDS OPPORTUNITIES FOR ENGLISH SPEAKERS TO LEARN A SECOND LANGUAGE.”
Proposition 58 removes barriers hurting students by discouraging schools from expanding multilingual education. Proposition 58 encourages school districts to provide instruction programs so native English speakers can become proficient in a second language:
School districts must include in their annual K-12 Local Control and Accountability Plans programs giving English-speaking students the opportunity to achieve proficiency in a second language.
District choices of non-English languages must reflect input from parents, the community and the linguistic and financial resources of schools.
Research shows that students participating in programs taught in more than one language attain higher levels of academic achievement.
PROPOSITION 58 RESTORES LOCAL CONTROL TO OUR SCHOOLS.
Proposition 58 allows local school districts to choose the most up-to-date language instruction methods to improve student outcomes free from legal restrictions imposed on them by a decades-old law.
PROPOSITION 58 PROVIDES A BETTER FUTURE FOR OUR CHILDREN AND OUR STATE.
The world economy is changing rapidly. Today, technology allows even the smallest businesses to have a global reach. Students proficient in English and a second language will be more employable, start out earning higher wages, and make California's workforce better prepared to compete for jobs in the global economy.
PROPOSITION 58 HAS BROAD-BASED SUPPORT FROM LOCAL SCHOOL DISTRICTS, EDUCATORS, PARENTS AND EMPLOYERS.
Giving local schools the tools they need to improve outcomes for students is not a partisan or political issue. Proposition 58 was placed on the ballot by a bipartisan vote of the legislature. Support for Proposition 58's common sense reforms to improve language instruction in our schools is broad-based and includes: Local school boards (the California School Boards Association), Teachers (the California Language Teachers' Association, the California Teachers Association, the California Federation of Teachers), Parents (California State PTA), and Employers (including the San Jose I Silicon Valley and Los Angeles Chambers of Commerce).
Proposition 58's reforms allow schools to adopt the most up-to-date methods of language instruction to improve student outcomes and make better use of taxpayer dollars
Arguments against Prop 58
“THIS BALLOT MEASURE IS A DISHONEST TRICK BY THE SACRAMENTO POLITICIANS”
The official title of Proposition 58 is "English Language Education," But it actually REPEALS the requirement the children be taught English in California public schools. It's all a trick by the Sacramento politicians to fool the voters, who overwhelmingly passed Proposition 227, the "English for the Children" initiative in 1998.
The worst part of Proposition 58 is hidden away in Section 8, which REPEALS all restrictions on the California Legislature to make future changes. This would allow the Legislature to reestablish SPANISH-ALMOST-ONLY instruction in the public schools by a simple majority vote, once again forcing Latino children into those classes against their parents' wishes.
Teaching English in our public schools is overwhelmingly supported by California parents, whether immigrants or non-immigrants, Latinos or Anglos, Asians or Blacks. That's why the politicians are trying to TRICK the voters by using a DECEPTIVE TITLE.
“VOTE NO AND KEEP "ENGLISH FOR THE CHILDREN"---IT WORKS!”
For decades, millions of Latino children were FORCED INTO SPANISH-ALMOST-ONLY CLASSES dishonestly called "bilingual education." It was an educational disaster and never worked. Many Latinos never learned how to read, write, or even speak English properly.
But in 1998, California voters overwhelmingly passed Prop. 227—the "English for the Children" initiative---providing sheltered English immersion to immigrant students and requiring that they be taught English as soon as they started school.
Jaime Escalante of Stand and Deliver fame, one of America's most successful teachers led the Prop. 227 campaign as Honorary Chairman, rescuing California Latinos from the Spanish-only educational ghetto.
It worked! Within four years the test scores of over a million immigrant students in California increased by 30%, 50%, or even 100%.
All the major newspapers, even the national New York Times, declared the new English immersion system a huge educational success.
The founding president of the California Association of Bilingual Educators announced that he'd been wrong about bilingual education for thirty years and became a leading national advocate for English immersion.
Since "English for the Children" passed, there has been a huge increase in the number of Latinos scoring high enough to gain admission to the prestigious University of California system.
Prop. 227 worked so well in California schools that the whole issue was forgotten by almost everyone except the bilingual education activists. Now they're trying to trick the voters into allowing the RESTORATION OF MANDATORY SPANISH-ALMOST-ONLY CLASSES.
7. I would’ve voted YES on prop 58 as I believe a foundational understanding of English is important and necessary young Americans.
8. I found it interesting that the Libertarian Party of California were opponents of Prop 58.

Fact, or Corporate Fiction? Facts and foolishness Announcing phony news on April Fools’ Day is one of corporate America’s favorite occasions for shameless publicity stunts. But when stonks, Dogecoin and $69 million JPG files are real things that warrant serious business coverage, the risk of jokes being taken seriously could hardly be higher. Some say that’s a good reason to skip them, not to mention the gravity that a pandemic has cast over things. With that in mind, can you spot the prank among these recent announcements? (Scroll to the bottom for the answer.) A: To celebrate National Burrito Day today, Chipotle is giving away $100,000 worth of Bitcoin. B: Volkwagen’s U.S. operation is changing its name to “Voltswagen” to emphasize the company’s push into electric vehicles. C: Robinhood is nixing a confetti animation when app users make a stock trade to reduce “distraction.” D: Krispy Kreme is giving anyone who shows proof of Covid-19 vaccination one free doughnut per day for the rest of the year. E: Managers at Goldman Sachs are giving junior bankers gift baskets with fruit and snacks in response to complaints about burnout. HERE’S WHAT’S HAPPENING Business groups challenge President Biden’s proposed corporate tax increases. The Business Roundtable and U.S. Chamber of Commerce were among those that praised Mr. Biden’s plan to spend trillions on infrastructure. But they rejected his idea to pay for it by raising taxes, saying that doing so would endanger the economic recovery. The latest setbacks in quelling the pandemic. Johnson & Johnson said it would delay future shipments of its vaccine after a mix-up at a manufacturing plant. A top E.U. official said the bloc would allow “zero” shipments of AstraZeneca’s vaccine to Britain until the drugmaker fulfilled its commitments to Brussels. And France announced a third nationwide lockdown as its cases mount and inoculation efforts lag. A tough day for initial public offerings. As Deliveroo had “the worst I.P.O. in London’s history,” other offerings also struggled. In the U.S., the SoftBank-backed real estate brokerage Compass priced at the bottom of a reduced range, while the low-cost airline Frontier sold at the low end of expectations. And in Canada, the space tech company MDA priced below its range. Microsoft wins a huge contract to make augmented-reality headsets for the U.S. Army. The tech giant will receive up to $22 billion for equipping soldiers with sensors based on its HoloLens technology. It’s another big defense contract for Microsoft, which beat out Amazon to provide a $10 billion cloud computing system for the Pentagon. Executives get a ‘sense of urgency’ in Georgia A day after 72 Black executives signed a letter calling on companies to fight restrictive voting bills more forcefully, executives have begun speaking out more directly about laws that limit ballot access. But their statements came too late to affect a sweeping law passed last week in Georgia that added new requirements for absentee voting, limits on drop boxes and other restrictions that have an outsize impact on Black voters. Today in Business Updated  April 2, 2021, 3:58 p.m. ET Delta and Coca-Cola reversed course. Ed Bastian, Delta’s C.E.O., told employees, “I need to make it crystal clear that the final bill is unacceptable and does not match Delta’s values.” James Quincey, Coca-Cola’s C.E.O., said he wanted to be “crystal clear” that “the Coca-Cola Company does not support this legislation, as it makes it harder for people to vote, not easier.” The statements by the Atlanta-based companies angered local politicians, including Gov. Brian Kemp. In the past, corporate stands on controversial issues have led to political retribution: In 2018, Lt. Gov. Casey Cagle stripped a tax break proposal from a bill that would benefit Delta after the airline ended a promotional discount for N.R.A. members. The State House passed a similar measure yesterday, but the Senate didn’t take it up before the chambers adjourned for the year. Retaliation also goes the other way: In an interview with ESPN, President Biden said he would “strongly support” moving Major League Baseball’s All-Star Game from Atlanta, scheduled for July. “It is regrettable that the sense of urgency came after the legislation was passed and signed into law,” said Darren Walker, the Ford Foundation president, who is a board member at Pepsi, Ralph Lauren and Square. Others companies based in Georgia remained circumspect. A UPS spokesperson said the company stood “ready to continue to help in ensuring every Georgia voter has the ability to vote.” A spokesperson for Home Depot reiterated the company’s stance that it believes “all elections should be accessible, fair and secure.” A spokesperson for Inspire Brands, the owner of Dunkin’ Donuts and Arby’s, said that it “values inclusivity” and believes that “every American should have equal access to their right to vote.” “The argument is they are recruited, they’re used up and then they’re cast aside without even a college degree. So they say, how can this be defended in the name of amateurism?” — Justice Samuel Alito, assessing the “stark picture” painted by college athletes in an antitrust case against the N.C.A.A. that the Supreme Court heard yesterday. The Red Sox sold a stake to private equity. Now what? RedBird Capital Partners confirmed its deal to buy a stake in Red Sox parent Fenway Sports Group, a transaction that values the company at $7.35 billion. DealBook spoke with RedBird’s founder, Gerry Cardinale, and Fenway’s chair, Tom Werner, about what happens next. Buy and build. RedBird plans to acquire more teams: Mr. Cardinale noted that his company doesn’t own teams in the N.B.A., N.H.L. or M.L.S. For its part, Fenway plans to tap new opportunities in ticketing, sponsorship and media. (As part of the RedBird deal, the N.B.A. star LeBron James bought a stake in Fenway.) In media, Fenway controls NESN, and RedBird owns a stake in the YES network. “You should expect that we’re going to continue to look for ways to innovate in that area,” said Mr. Cardinale, who helped create the YES network. Deepening ties with online gambling is also on the table. “We do have an excellent relationship with DraftKings,” Mr. Werner said, “and we’ve already had some conversations with them about partnerships.” The deal was a better fit for the private market instead of a SPAC, the executives said, after talks to take Fenway public via a blank-check firm fell through. “In the middle of Covid, with the mandate to re-underwrite the next wave of growth for Fenway Sports Group, we probably would be better off doing that privately and then give ourselves the option down the road,” Mr. Cardinale said of going public. He also called the current SPAC market “very frothy.” What worked at WeWork WeWork was founded in 2008, rose spectacularly, reached a $47 billion valuation and famously crashed before a planned I.P.O. in 2019. (It announced a deal last week to go public by merging with a blank-check firm that valued it at roughly $8 billion.) A new documentary, “WeWork: Or the Making and Breaking of a $47 Billion Unicorn,” tries to find lessons among the ups and downs. It streams on Hulu, starting tomorrow. Jed Rothstein, the director, told DealBook that he believes what’s most compelling about WeWork isn’t what went wrong, but how it initially succeeded by turning strangers into a kind of tribe. “We still need that,” he said. “The core idea of WeWork met a real need for community,” Mr. Rothstein said. “The voids people were trying to fill have only become more real.” After a year of social distancing, he likes the notion of curated communal spaces, which is what WeWork offered. Talking to early WeWorkers who bought the vision and later felt betrayed, he was surprised to find how much the company gave its devotees, notably a feeling that they were part of something bigger. That is worth acknowledging in a world where people will increasingly work remotely and for many different companies in their careers, Mr. Rothstein said. WeWork’s co-founders, Adam Neumann and Miguel McKelvey, both had communal childhood experiences. Mr. Rothstein said he thought they sincerely wanted to replicate the good in group life and inspired people who hadn’t seen that before. But Mr. Neumann also focused on what he didn’t like — sharing equally — and emphasized an “eat what you kill” mentality. Ultimately, his hunger turned the community dream into a nightmare for many. After the director talked to people who followed the initial vision, his perspective changed. “People in the film experienced real growth and fulfillment mixed with their anger,” he said. “I realized the story is much more nuanced.” THE SPEED READ Deals The media conglomerate Endeavor filed to go public for a second time, while raising $1.8 billion to buy full control of the Ultimate Fighting Championship. It also added Elon Musk to its board. (WSJ, CNBC) Vice Media is reportedly in talks to go public by merging with a SPAC. And the S.E.C. issued two notices for companies looking to go public via SPAC. (The Information, S.E.C.) Junior bankers aren’t the only ones feeling burned out. Young lawyers are, too. (Business Insider) Politics and policy New York became the 15th state to legalize recreational marijuana. (NYT) Efforts by aides to Gov. Andrew Cuomo to hide New York State’s Covid-19 death toll coincided with his efforts to win a multimillion-dollar book deal. (NYT) An accidental disclosure by the I.R.S. revealed a $1 billion tax dispute with Bristol Myers Squibb. (NYT) Tech Best of the rest The ad agency Deutsch is doubling referral bonuses for Black job candidates. (Insider) Amazon wants its employees mostly back in its offices, while the Carlyle Group and IBM favor hybrid working models. (Insider, Bloomberg) Paul Simon is the latest musician to sell his entire back catalog: Sony Music Publishing will buy the collection, including classics like “Bridge Over Troubled Water,” for an undisclosed amount. (NYT) Feeling burned-out? As more workers consider a return to the office, our colleague Sarah Lyall is writing about late-pandemic anxiety and exhaustion. Tell her about how you’re coping. April Fools’ Day quiz answer: B. If you were fooled by Volkswagen’s prank, you’re in good company. Volkswagen reportedly told journalists that a draft of the announcement was not a stunt. It later called the stunt just “a bit of fun.” Source link Orbem News #corporate #fact #Fiction

The proposed bill funnels $50 billion to airlines, $8 billion to cargo air carriers, and $150 billion for other “distressed businesses” — a category it leaves notably undefined. But companies have no interest in leaving the definition of “severely distressed business” up to Treasury. —Lauren Hirsch

U.S. hospitals are setting up coronavirus wards and tents, seeking emergency credit lines and lobbying Washington for a $100 billion stabilization fund to help meet an expected onslaught of patients as the pandemic sweeps the nation.
“We believe hospitals and health systems should be top priority number one for the Congress, at this moment,” said Robyn Bash, vice president for government relations at the American Hospital Association.
The AHA estimates that some hospital systems are losing up to $1 million a day, and the costs are mounting. In many states hospitals have been forced to cancel all elective surgeries, along with non-emergency procedures which generate higher revenues for their facilities. At the same time, they are ramping up staffing to handle the expected influx of acute care patients and spending on as much acute care equipment as they can find.  —Bertha Coombs

AYA Analytica financial health memo December 2017
As of December 2017, this regular podcast is available on our Andy Yeh Alpha fintech network platform.
Business titans often step away from their urgent work, slow down, and invest in self-enrichment. Despite having way more responsibility than anyone else, top business titans such as Warren Buffett, Charlie Munger, and Oprah Winfrey often step away from their urgent work, slow down, and invest in free activities such as reading non-fiction books with long-term payoffs in greater knowledge, creativity, and energy. As a result, these top performers achieve less in a day at first, but drastically more over the course of their lives. Like compound interest, this wise investment is *compound time* because a small investment yields surprisingly large returns over time. This idea echoes Ben Franklin and Paul Tudor Jones. An investment in knowledge pays the best interest; and intellectual capital will always trump financial capital. These world-famous investors and billionaires share 5 key hacks for leading a productive and efficient lifestyle with frugal habits and norms. Hack #1: Keep a journal of key daily accomplishments. Hack #2: Take a nap to enhance memory and creativity. Hack #3: Walk 15 minutes per day for better relaxation. Hack #4: Read non-fiction books to sharpen the saw. Hack #5: Interact with conversation partners.

Tony Robbins summarizes several personal finance and investment lessons for the typical layperson: We cannot beat the stock market very often, so it would be better to invest in passive buy-and-hold index funds. We need to diversify investment portfolios across asset classes, financial markets, and international currencies to reap better reward-to-risk ratios. We should focus more on quantitative fundamental long-term alpha signals rather than myopic technical trends. The primary fundamental alpha signals are size, value, momentum, market risk, asset investment growth, and operating profitability. The typical investor should envision a multi-year investment period to earn dividend yields and capital gains over a sufficiently long time horizon. Most of the typical U.S. retiree's terminal wealth depends on how he or she accumulates passive income in contrast to his or her salaries and bonuses.

Warren Buffett points out that it is important to invest in oneself with better interpersonal communication. Warren Buffett points out that it is important to invest in oneself. Learning about oneself empowers him or her to lead a meaningful life. This valuable investment should focus on better communication that leads to exponential returns. Buffett mentions Dale Carnegie's timeless bestseller, "How to win friends and influence people", which emphasizes the importance of speaking confidently to express one's own thoughts and ideas in public. This skill enables Buffett to sell stocks more easily when he has to do so later in his financial career. Another important life lesson from Carnegie suggests that one should never engage in a hot debate with others. A hot debate not only alienates both sides but also reinforces each other's strong views and opinions. It is more important to learn to be cooperative and collegial with others. Close collaboration and teamwork can accomplish much more than personal warfare, retaliation, and conflict entrenchment. We should learn these wise life lessons to be open and positive in a broader team context where every team player wins. Trust trumps disagreement in most positive interpersonal interactions.
Disney acquires 21st Century Fox in a $52 billion landmark deal. Disney acquires 21st Century Fox in a $52 billion landmark deal. This deal has a total value of about $66 billion while Disney assumes $14 billion of Fox's net debt. Bob Iger will remain Disney's CEO and key chairman to oversee this mega media integration until December 2021. In fact, the resultant Disney-Fox M&A deal will give Disney more media content when Disney launches its own video streaming service on demand. The Economist suggests that as the Mouse acquires the Fox, this mega media deal will accelerate Hollywood's modern transformation from a film capital to a video streaming service town. Disney's ambitious acquisition of Fox and its own affiliates remains subject to approval by their shareholders and regulators, and this acquisition combines Disney and Fox as powerful film studios. Franchises such as Avatar and X-Men will join Disney's formidable library of Marvel titles, Pixar animation hits, and Star Wars films. In addition, Disney gains dozens of cable networks to add to its own collection, as well as Fox's equity stake in Sky, a European satellite broadcaster. CNBC and CNN both report that if U.S. antitrust laws approve this mega media deal, it means stiffer competition for video streaming service providers such as Netflix, Amazon, and YouTube. As a consequence, film viewers and consumers benefit much from better content distribution and scale in this broad horizontal consolidation across the media industry landscape.
Fed Chair Janet Yellen confirms with her successor Jerome Powell the final interest rate hike in December 2017. Federal Reserve raises the interest rate by 25 basis points to the target range of 1.25% to 1.5% as FOMC members revise up their GDP estimate from 2% to 2.5%. These relevant monetary policy events unravel in response to the Yellen legacy and the Trump administration's accommodative fiscal stimulus. Although U.S. inflation gets a modest boost from 1.6% to 1.7%, this current forecast for 2018 remains below the 2% neutral target. Furthermore, FOMC members note that the labor market continues to improve near full employment. This upgrade suggests that most state-specific job conditions will further strengthen in 2018. As Fed Chair Janet Yellen confirms with her successor Jerome Powell the final interest rate hike in December 2017, she has left a key monetary policy legacy in U.S. history. She has successfully steered the U.S. economy out of the global financial crisis of 2008-2009, and has applied her dovish acumen to normalize U.S. monetary policy post-QE to attain full employment, low inflation, and sound financial stability. Powell should thank Yellen for this benign inheritance at the Federal Reserve.
Fed Chair Janet Yellen says the current high stock market valuation does not mean overvaluation. Fed Chair Janet Yellen says the current high stock market valuation does not mean overvaluation. A stock market quick fire sale would pose minimal risk to the economy and the macroprudential system. During her final Federal Reserve press conference, Yellen says the prime metrics such as the forward aggregate stock market P/E and P/B ratios are on the high end of historical ranges when the Fed warns that asset prices appear to be high. In fact, the low-interest-rate economic environment is supportive of higher stock prices and home prices. In this context, there is a reasonable balance of financial risks that manifest in the form of less worrisome levels of both bank leverage and private credit growth. A recent Project Syndicate op-ed article sketches the key reasons for U.S. stock market rational exuberance such as better economic growth with low inflation, monetary and fiscal stimulus, full employment, and higher net income in both the household and corporate sectors. As the world economy skyrockets on all cylinders in America, Europe, and China with robust economic growth since the global financial crisis of 2008-2009, U.S. inflation remains below the 2% target, unemployment is less than 5%, and monetary policy normalization continues at a moderate pace. Federal Reserve shrinks its balance sheet post-QE, finishes the full course of 3 interest rate hikes in 2017, and then expects another around of 3 to 4 rate increases in 2018. The current 7-year uptick in U.S. corporate net income typically precedes the European and Asian counterparts in subsequent episodes. All of these reasons help justify the current Trump stock market rally as rational exuberance and optimism.
The Federal Communications Commission (FCC) considers its majority vote to dismantle net neutrality rules. The Federal Communications Commission (FCC) has decided its majority vote to dismantle rules and regulations of most Internet service providers (ISPs) that connect consumers to the Internet. Deregulation grants broadband firms power to potentially reshape Americans' online experiences. FCC has scrapped the "net neutrality rules" that previously prohibited ISPs from blocking websites or charging for higher-quality service or specific content. This net neutrality idea means that ISPs treat all web traffic the same. By dismantling these rules to view ISPs as "information service providers", the government will no longer regulate Internet delivery as if it were a public utility such as telephone. The FCC action reverses the FCC's 2015 decision, which was made during the Obama administration, to impose stronger oversight over broadband providers as U.S. residents have migrated to the Internet for most online communication. Removing net neutrality rules reflects the view of the Trump administration and the new FCC chairman that this deregulation will eventually help promote better telecom innovation and infrastructure for ISPs to cover more suburban and rural areas. Now broadband firms such as Verizon, Comcast, AT&T, and Charter will be able to price various online activities that use bandwidth at difference rates. Since video takes up more bandwidth than text and imagery, ISPs may charge more. Dismantling these rules may harm tech giants such as Facebook, Google, Amazon, Netflix, and Spotify etc. These large tech firms may be worse off while consumers may or may not receive fair and open online access to all websites.
Michael Bloomberg criticizes that the Trump administration's tax reform is a trillion dollar blunder. Michael Bloomberg, former NYC mayor and media entrepreneur, criticizes that the Trump administration's tax reform is a trillion dollar blunder because it adds another $1.5 trillion federal budget deficit to government debt over the next few years. The corporate tax cuts may restrict the U.S. government's ability to invest in education and infrastructure, may render health insurance more expensive, and may have no impact on real wage growth. Harvard public finance professor Martin Feldstein, however, says this tax overhaul is worth its costs because U.S. corporations will use their tax cuts to boost real wages and capex investments, and these firms will repatriate $2.5 trillion offshore cash to invest in job creation, manufacturing automation, and R&D innovation. In line with some economists' op-ed articles and blog posts on the probable effect of the Trump corporate tax cuts on real wage growth, a firm invests up to the point that the after-tax return on its labor and capital investments equates the return that investors require to allow the firm to expand its factor inputs. As the firm receives income tax breaks, it finances the purchase of new machines, plants, and computers. These capital expenditures make the typical worker more productive. Then the firm wants to hire more workers to run the new machines and computers etc. As a result, the typical firm raises real wages until the economy restores its steady state. Hence, tax cuts can effectively boost real wage growth ceteris paribus.
Tech titans from Apple and Amazon to Microsoft and Google can benefit from the G.O.P. tax reform. Large multinational tech firms such as Facebook, Apple, Microsoft, Google, and Amazon can benefit much from the G.O.P. tax reform. A recent stock research report assumes the effective U.S. corporate income tax rate declines from 35% to 21%-22% in January 2018 with no subsequent changes in international taxes and all other aspects of the U.S. tax legislation. Specifically, Google will receive tax benefits of more than $2 billion in 2018, Facebook expects to attain tax cost reductions of $1.5 billion, and Amazon will enjoy about $1 billion in tax credits. Also, these tech firms plan to expand their capital expenditures with preferential tax provisions in the Trump administration's current tax reform. Overall, these tech firms can expect to achieve hefty tax benefits in the range of $4.5 billion to $5 billion in the 5-year period from 2018 to 2022. Harvard macrofinance professor Greg Mankiw entertains a key policy question: how much would the average real wage rise for each $1 decrease in the typical firm tax outlay ceteris paribus? The answer is likely to be $1.5 to $2 in real wage terms for each $1 tax cut, or equivalently $4,000 to $ 9,000 per capita per year. Several eminent economists such as Brad DeLong, Larry Summers, and John Cochrane suggest that if we take into account positive externalities and positive returns to the scale of capital usage, the resultant real wage increase can turn out to be higher. An open controversy clouds the fundamental view of whether these massive tax cuts may exacerbate fiscal inequality in America.

As the Higher Ed Opportunity Act Turns 10, Here’s How the Landscape Has Changed
Ten years ago, on August 14, 2008, President George W. Bush signed into law the 2008 Higher Education Opportunity Act (HEOA), the last comprehensive reauthorization of the Higher Education Act (HEA). This took place during the buildup to a financial crisis that ultimately cost 8.7 million American jobs.
Now, with mounting college costs and loan defaults raising questions about financial security and employability in a fast-moving economy, the students of 2018 expect a return on their investment in exchange for the cost of going to college. In 2008, we worried about losing savings, and major banks and automakers going out of business. Today, we worry about the effects of automation and disruption, and whether workers will have adequate skills for the jobs of tomorrow.
While the same law is on the books, much has changed in the country and in the higher education sector, and HEA is long overdue for another reauthorization. In no particular order, here’s a look back at ten key trends that have impacted the world of higher education since the last HEA reauthorization in 2008.
1. Performance Focus
A decade ago, the major debates in higher education while reauthorizing HEA centered on affordability, accessibility and transparency around the net price of college. Even illegal internet file-sharing on college campuses received major attention. (Spotify wouldn’t be introduced in the U.S. until 2011!)
But higher education’s more recent, concerted push toward a focus on student outcomes and completion was really just beginning. Since 2008, key associations, foundations, states and institutions nationwide have embraced a shift in increasing access and ensuring success. States have moved to strengthen performance-based funding models and reward institutions for the student outcomes they produce, instead of simply enrollment. Outcomes-based policy will be a fixture of the upcoming debate over the future of federal higher education accountability.
2. Data Destiny
The 2008 reauthorization of the Higher Education Act took a historically consequential step by banning the linkage of student-level data with federal earnings data. Though some advocates believe this would lead to better consumer information and transparency about the return on investment for college, the linkage was banned because of differences over student data privacy and how big a role the federal government should play in higher education.
Between mounting college costs and a renewed focus on accountability and outcomes, policymakers and advocates are taking a close look at how colleges and universities could put more skin in the game.
While the ban on a federal student-level data network still stands, data is at the forefront of the work that institutions, states and researchers are doing to improve student outcomes. A growing chorus of higher education organizations are now backing legislation to overturn the ban so students and families can have better information about which higher education institution and program is the best fit for them, while still ensuring that student privacy is protected.
3. Alternative Providers: Hype or Hope?
In the decade since HEOA passed, the world of technology and learning has been in a state of constant change. New pathways, providers and delivery models have emerged with the potential to serve a wider range of students in ways that may be less costly and more directly tied to in-demand skills. Supporters of innovation have championed approaches like digital badges, alternative credentials, competency-based education (CBE), and work-based learning for the convenience, flexibility, and efficiency they have to offer. Now, the debate is centered on whether short-term, skills-based programs can offer a rigorous, high-quality enough education to live up to their full potential.
4. Bootcamps on the Ground?
Speaking of alternative providers, short-term skills training and bootcamps have been a topic of conversation in higher ed for the condensed educational courses they offer focused on skills connected to in-demand jobs. The most widely-recognized bootcamps are “coding bootcamps” that teach STEM-focused skills that are needed to diversify and fulfill current technology jobs. The industry has also courted some controversy, too, with some bootcamps sued for not living up to lofty “job guarantees” or going out of business. Still, accelerated learning and skills training, along with other new models, promise to be an important part of the policy conversation.
5. Free College: Showing ‘Promise’?
With tuition cost increases far outpacing the cost of inflation, and federal student loan debt topping $1.5 trillion, the cost and value of college has become a top consumer issue for higher education. Calls for tuition-free college and enhanced student loan forgiveness have become a growing part of the national discourse around higher education policy, with members of Congress and recent presidential candidates endorsing the idea and several states even moving forward to make public colleges and universities tuition-free for in-state students. For example, the Tennessee Promise program provides two years of tuition-free attendance at a community or technical college for high school graduates.
While it’s unclear whether or not, and how, “College Promise” proposals could work at the federal level and what the cost to taxpayers would be, the proposals have made their mark on the debate.
6. Pell for All Seasons
While the traditional academic calendar begins in August and ends in May, today’s students are increasingly adults, parents and full-time workers who learn year-round. While passed as part of the 2008 reauthorization, year-round or “summer” Pell was first implemented in the 2009-2010 academic year. The original intent was to provide grants to students who had already used up their Pell Grants for the school year, but wanted to take additional courses.
Outcomes-based policy will be a fixture of the upcoming debate over the future of federal higher education accountability.
Congress eliminated year-round Pell in 2011 due to rising costs, but later restored year-round Pell benefits in 2017—a significant acknowledgement that today’s students need greater flexibility and financial support to complete their degrees. Today, there are even proposals to create “workforce Pell” grants that would enable working adults and other students to use federal student aid for short-term credentials and certificates.
7. Apprenticeships: An Oldie but a Goodie?
Their origins may date back to the Middle Ages, but apprenticeships are getting a fresh look in national policy conversations with interest from Trump administration officials, support from bipartisan members of Congress, and proposals to expand them in Democratic and Republican reauthorization bills. With students, employers and policymakers clamoring for more direct pathways between education and employment, there has been a 20 percent increase in apprentices since 2008. Advocates are optimistic that in today’s workforce, apprenticeships can provide stronger guarantees of relevant, on-the-job training and help close skills gaps.
8. Gainful Employment Rules
Using existing requirements under HEA, Department of Education officials first established “gainful employment” regulations as a mechanism to hold for-profit institutions and some technical colleges accountable for the employment and earnings of their graduates in 2010. However, in 2017, the Trump administration delayed enforcement of the rule and recently proposed repealing it completely, leaving the fate of this important accountability measure in serious doubt.
9. ‘Skin in the Game’
With today’s high borrowing and default levels, students and families sooner or later feel the bite of the high cost of college. Between mounting college costs and a renewed focus on accountability and outcomes, policymakers and advocates are taking a close look at how colleges and universities could put more skin in the game.
Under the current system, students and taxpayers are on the hook when it comes to poor return on investment for student loans, while colleges and universities only feel the effects if large numbers of students default over several years. Finding a balance between individual responsibility and institutional accountability figures to be a key part of the national debate around higher education finance moving forward.
10. Income-driven Headaches
The idea of income-driven repayment—or allowing students with lower earning power to repay loans at a slower pace without penalty—is not new. Income-driven repayment program first became available to borrowers in 1994 as “income-contingent repayment” (ICR) and has since been expanded several times. In 2009, the “original income-based repayment” (IBR) became available for borrowers, and 2014 brought “new IBR”. Now there are currently four plans on the books, each with different requirements and repayment rules.
But income-driven repayment has become an issue as borrowers have found the process for applying to be cumbersome. Each year they must re-enroll and recertify their income to meet the program’s eligibility requirements. Congress may take up proposals to simplify to a standard repayment plan that automatically places all borrowers in the program.

NYT Pens Laziest Possible Takedown of Democratic Socialism - July 9, 2018

NYT Pens Laziest Possible Takedown of Democratic Socialism - July 9, 2018
Two weeks after Alexandria Ocasio-Cortez‘s surprise victory over a low-profile yet powerful 10-term incumbent, she’s become a symbol of the bottom-up, post-Bernie transformation of the Democratic Party. It feels premature, but it’s not. Having beaten the reasonably progressive machine pol Joe Crowley in the June primary, she’s now running in an overwhelmingly Democratic district that encompasses parts of Queens and the Bronx — it backed Clinton over Trump by 77-20 — she’s virtually assured of victory over token Republican opposition in the November general.
In four months, Ocasio-Cortez will become the youngest woman ever elected to Congress, and she will have done so on a platform of democratic socialism, calling for a carbon-neutral energy system in less than 20 years, the abolition of ICE, free college tuition, and a $15 living wage.
Naturally, this has brought out the laziest, more condescending possible regurgitations of conventional wisdom, about how she only won because she promised “free stuff” or how the only thing that propelled her victory was tribalism (i.e., she’s of Puerto Rican descent, and her majority-Latino district finally voted against its entrenched white-male incumbent for that reason alone). None of that is true. In fact, the areas of Ocasio-Cortez’s future district that voted for her most strongly are ones with diverse populations. And if anyone’s doling out free stuff, it’s the Republican Party, whose giant vortex of red ink masquerading as some sort of tax reform will punch us all in the nose sometime in the next few years.
But over the weekend, The New York Times‘ Bret Stephens penned what might be the ultimate in wrote-it-with-one-eye-open-while-brushing-his-teeth concern trolling. In “Democratic Socialism Is Dem Doom,” Stephens launches an intellectually indefensible broadside against Ocasio-Cortez that goes out of its way to mischaracterize her as a neophyte who has no idea what she’s saying or doing. Yes, she’s 28 and until recently tended bar in the Bronx, but she’s also a runner-up in the Intel Science Fair who interned with Sen. Ted Kennedy, founded a publishing firm, and holds a degree in economics from Boston University. Stephens, a climate-change skeptic and neocon whom the NYT hired away from the Wall Street Journal‘s conservative op-ed page in a bizarre effort to diversify itself post-Trump, mentions none of this.
Calling her program “hemlock for the Democratic Party,” and arguing that ” ‘Democratic socialism’ is awful as a slogan and catastrophic as a policy” Stephens says that it always leads to disaster. Which disasters? He ticks off three obscurities: Israel in the 1980s, India in 1991, and Sweden in 1992. In other words, Stephens can’t furnish an example of a financial crisis from the last 25 years that can be attributed to democratic socialism, although two very large ones come to mind. The Great Recession of 2007-08 started as a housing crisis and grew into a massive banking catastrophe that nearly took down the world economy because financial institutions were essentially writing their own regulations, and the European debt crisis that grew out of it worsened after German Chancellor Angela Merkel insisted on dosing those profligate Greeks and Spaniards with some heavy-handed austerity.
After two colossal failures of neoliberal capitalism in a decade, is it any wonder that young people clamor for change or that people respond to it with enthusiasm?
It’s almost as if… my platform advances policies… that are already proven to work! 🤔

— Alexandria Ocasio-Cortez (@Ocasio2018) July 8, 2018
Stephens then trots out the boogeyman du jour, Venezuela, ostensibly because a decent wage for working Americans is the road to Carácas. Never mind that Venezuela is an authoritarian petrostate with endemic corruption whose former strongman, Hugo Chavez, initially won election as a reaction by desperate people against a cosseted upper class. (Never mind also that he survived a U.S.-backed coup and that his successor is an erratic kook with no respect for rule by law, and who thinks he communes with Chavez in the form of a little songbird.) What’s happening in Venezuela is tragic, but if conservative columnists worry about American decline, they should probably theorize about different avenues of corruption-fueled collapse right about now.
The temptation is to do a line-by-line run-down of Stephens’ fatuous comparisons and overall foolishness. “Fisking,” they used to call it, back in the circa-2004 golden age of blogging. That’s annoying and heavy-handed and I’m not going to do it. But apart from howlers like Stephens calling the U.S. welfare state “robust” — seriously? — the fundamental problem with this column is its insincerity. Why should anyone take a conservative seriously when they proclaim that this or that is good or bad for the Democratic Party? Why should we believe what they say? Desperate to delegitimize a fresh new adversary as a trendy frivolity unaware of the danger of her ideas, Stephens ignores two ways in which Ocasio-Cortez threatens the money-choked power structure: her refusal to accept corporate funding, and her eagerness to rebuild a decimated Democratic Party.
If you think the GOP is terrified of my politics now, just wait until they find out about public libraries.
— Alexandria Ocasio-Cortez (@Ocasio2018) July 5, 2018
Try to read these two sentences without shuddering at the smugness and borderline-incomprehensibility: “If Trump is the new Nixon, the right way to oppose him isn’t to summon the ghost of George McGovern. Try some version of Bill Clinton (minus the grossness) for a change: working-class affect, middle-class politics, upper-class aspirations.”
What exactly does that last phrase even mean, and how does it not apply to Alexandria Ocasio-Cortez? Didn’t we literally just try another middle-of-the-road, aspirational Clinton like 20 months ago and end up in a fascist dystopia? The New York Times paints itself into this corner a lot, because its house brand of “conservative” tends to be a glib, contrarian Never-Trumper-lite who occupies the outermost boundary of acceptability to its liberal readership. They’re never going to hire an Eric Erickson or a Milo Yiannopoulis — which is good, because people that malevolent don’t deserve any more media oxygen. But, however regrettably, such figures are much closer to the soul of contemporary conservatism, in all its fact-free xenophobia and noxiousness. So in its endless pursuit of ideological balance, the Times defaults to predictable socialist-bashing. The same centrists and guardians of savvy who demand Trump be given a chance or the benefit of the doubt are on the attack like never before. Why? Because the idea that the rules may be rewritten to favor the less powerful, the young, the non-white is gaining strength.
70 years ago: Jobs Guarantee, Universal Healthcare & Housing as a Right were all championed by the President of the United States.
In fact, our campaign incorporates the legacy of 2 US Presidents.
FDR‘s Economic Bill of Rights includes Right to Education, Fair Income & more. https://t.co/OTMaXmiENA
— Alexandria Ocasio-Cortez (@Ocasio2018) July 7, 2018
The Times‘ failure to notice Ocasio-Cortez until after she won the primary was so egregious that deposed former editor-in-chief Jill Abramson scolded the paper in no uncertain terms. And now it’s coming for her. But poorly argued socialist-bashing that consists entirely of alarmism tinged with I-can’t-believe-I-even-have-to-explain-this impatience reveals only one thing: fear. It’s the inverse of the fear that seizes progressives when we see Nazis marching with torches and children in cages. So welcome to the club, Bret Stephens! We invite you to show us a way out of this mess that doesn’t involve restoring power and prestige to the very people and institutions that have caused such intractable poverty and mass disillusionment.
Meanwhile, and tentatively speaking, the politics of the youthful Ocasio-Cortez, who was born four days before the 1989 Loma Prieta earthquake, represent a viable, alternative path. Without causing her shoulders to buckle under the weight of all our hopes and our expectations before she even takes office, every single person with reservations about Trumpism should cheer her on — if only to see how the experiment turns out. The Bret Stephenses of the world can tut-tut about the naivete of optimism and change all they want. But just because you’re convinced a better world than this is not even possible doesn’t mean you’re the only adult in the room.

A question about car insurance?
I currently live in Minnesota, where the price for my auto insurance is around $910/6 months for the most basic insurance required by law, which is 30/60/10. In August, I am moving to North Dakota. I wanted to change my insurance to my North Dakota address, since their requirements are 25/50/25, and will cost me only half of what I am paying now. So my question is, do I have to change anything? Do I have to change my legal home address to North Dakota and get a North Dakota address, or can I keep my Minnesota address and license? I'll honestly do anything it takes, since I will be living in ND for four years and will probably end up making that my legal home eventually anyways, I just need to know if there is anything I need to do immediately so my car insurance is legal.""

Car Insurance - What kind of coverage is needed for an Occasional Driver...?
Okay, this is the deal, I have full coverage car insurance. This means that the insurance will cover me, if I have an accident that is my fault or if someone else hits me & it's not my fault. I also have insurance that covers me if someone breaks into my car & steals any kind of important items in my car. The Question... I sometimes let other people drive my car, to run errands for me (like driving my car home, cause I'm too sleepy to drive or I'm super busy & need an item from the store & I hand my keys to a licensed driver). I talked to my insurance company & was told they do not have coverage that will cover other drivers unless they are listed under my coverage. The problem - I don't want to list everybody in my family or all my friends. Isn't there insurance coverage that will cover anybody driving my vihecle as long as they are older than 25 & has a valid license? If so, what's the name of this type coverage - I nd to know the name b4 I call other companys. thanks""

I have insurance for a car I had for 6 days. The insurance co. says it's a total loss. They gave me a value?
Audatex is not kelly blue book they look at craigslist & not the dealer. Craigslist sometimes has cars where a mechanic might not catch it but is damaged. The price I paid is higher due to getting sick & credit went down so I had to go to a local dealer with higher interest. They want the insurance check plus $1700.00 & interest. So I will pay for this thing for over 1 1/2 years. I had it 6 days when some crazy driver almost hit me I turned & hit a wall. The insurance company says I loose my good driver discount. Since I will have to wait to pay off this car I can cancel my insurance once the dealer gets the check. Is there any California law that would say if this happens I would be able to pay off the car. It's worth more as a loss then to try to fix it. Please help. Thank You.

I expected the monthly premiums to rise a little, but what happened next confused and angered me and I really need to know if there is anything I can do......he we go....they said they could no longer insure me and my husband and that they would cancel the policy and were gving me 7 days notice before this happened, (why cant it just be amended, i know loads of people that have done this) they said it was a special deal for me because i had a provisional driver as my named driver..(to me this makes no sense, they work on risk, surely they wouldnt give special deals for unexperienced drivers?) but the icing on the cake they want to charge a 40 cancellation fee, however i am not cancelling they are??? also i can take out a new policy with them which i have to pay an admin fee for making a change to the policy, however it is supposedly a brand new policy??? Has anyone any idea what to do or any ideas? i know I could just change insurers however it would be easier and cheaper to stay with who i'm with and I was never told when I took the policy that if my husband passed his test this one would be void..........and this is more principle as I dont like being hadover, I am going to phone and kick off tomorrow, but want to know if anyone has any solid rules and regs on this. I had a car accident two days ago. I was hit by other one but police said that's a miner damage. And it seems to be my fault. No police report make. Harley Davidson Insurance -Typical Cost?
I am a 19-year old male who has been riding a motorcycle for about 3 years and took a rider safety course. I was wondering what possible insurance costs would be for a Harley 883 Sportster, probably a 98 or newer (probably nothing newer than a 2005 though). Specifically, I was wondering about American Family Insurance (but any general info would be appreciated too). I am looking to upgrade my bike (along with the size of my engine, ive been driving a 250 for a while now). I beleive american family cant even cover sport bikes for a rider like me, so i was thinking about getting another cruiser/standard style bike. i have kind of been drawn towards Harley, but if insurance is too expensive, ill have to look for something else. Does anyone have any other suggestions for bikes? or general info? thanks""

Does one single speeding ticket raise auto insurance rates?
hey guys so probably 2 months ago I got my first speeding ticket whilst on the way to the movie theaters at college because my stupid friends wanted to make the 9:30 showing of Evil Dead. Needless to say it was still my fault getting pulled over in the end. The cop did however tell me that there would be no points on my record since it was my first ever offense and basically it was just a $92.00 fine that I paid the next day. I am a very cautious driver and have not had any trouble with the law regarding my driving except for that one mishap. Does getting this one single ticket raise my insurance rates? We are looking to switch insurances so will our rates be higher because of this stupid mistake of mine?
Obama just isn't trying to 'buy votes' by promising to give health insurance?
Obama just isn't trying to 'buy votes' by promising to give health insurance to those lazy non-working people that Hillary is trying to buy. Obama simply wants to make insurance affordable to those who are willing to work. Hillary wants to increase the national debt by giving those who refuse to work yet another reason not to work. what do you think?
Getting my baby on insurance?
I'm 20, unmarried, and a full-time nursing student, so I still have insurance through my parents. I live with my boyfriend, my baby's dad, and he has insurance through the hospital where he works. His insurance isn't too expensive for him, but if he were to add the baby onto his policy, the price would nealy double, taking almost half his paycheck every month. I work as much as I can parttime, but with taking fulltime classes, along with clinicals, there's no way I can work fulltime right now. We would be considered low-income, and I know my baby would be eligible for medicaid. I'm only 26 weeks along, but I really want to have everything arranged by the time he gets here. Who would I contact for more details about getting on it? We've never used any kind of supplemental assistance like this, so I really don't even know where to go. It's probably too early right now, but when would I need to start filling out the paperwork?? Thanks for your help!!!""
Not paying car insurance?
I have currently had my permit for 13 months and I am 20 years old. My mother inlaw was telling me I could get something called my fleet affidavids license and I wouldn't have to cover insurance on the car i'm driving as long as I have the same last name that is on the insurance. I honestly can't be expected to pay insurance when i'm just now getting my license and had no transportation what so ever to get a job to make money for insurance. Does anybody know anything about fleet affidavids license or have any information that might help me out? I can't afford insurance.
Motor insurance policy q2?
hi contemplating on making a second claim. how does this effect my renewal premium? situation is the policy holder had an accident where the third party was at fault and this claim was dealt with few months ago. now a named driver had a piece of metal flung at the car. the excess is only 50 and estimated cost to repair independantly 150-200. but i'm not sure how much premiums usually go up by? if for example making a second claim bears not much difference as a claim has already been made then I might as well do it through insurance. If making a second claim bumps up the renewal considerably higher then maybe I should just pay 150-200 GBP by independant garage and save on my premium?

I have liability insurance in the state of California. The company is multi state. Recently I switched the vehicle I have on the policy from a 2005 pontiac GTO to a 1995 lincoln town car. Why is it so difficult for me to get health insurance?!?

The ENT specialist recommend I get sinus x-rays if the medication didnt clear up the problem. I am still having issues with it so I decided to apply for insurance so I could afford further treatment. However Ive applied to 2 places, both companies called me for an interview where they asked me a bunch of questions over the phone about any treatments I received or have been recommended to have. I have been declined twice with them saying get the recommended treatment done then reapply WHY??? OMFG I dont have a serious ongoing illness why are these people giving me such a hard time???? =( What do I do?? Thanks.""
Insurance company won't give me enough money to fix my car or get a new one-- what do I do?!?
I got into a car accident a week ago, a truck driver backed into me while I was just stopped at a stop sign. He admitted it was his fault, I had witnesses that supported my story, and his insurance is willing to pay me, BUT since my car is a 1996 Corrolla with almost 200,000 miles on it, the cost of repairing the hood and fenders and everything exceeded the amount my car is worth. Their estimator said the amount of damage is about $2500, so they consider it totaled. Now the choices they are giving me are that they'll take the car and give me $1700 (which won't be enough to get another car), or let me keep the car and give me $1200 (which won't be enough to repair it). I think this is really unfair since the accident wasn't my fault at all and now I'm being told I'm going to have to pay to either get a new car or fix my old one out of my own pocket, but I've tried arguing with them to raise the amount they're going to give me and they say they're not legally required to give me any more money than what my car was worth. Is there ANYTHING I can do? I'm a poor college student and really have no money to be spending on something that I couldn't help :(""

How would obamacare affect our family?
We are a middle class family, smack dab in the middle... Hubby's job provides health insurance, but for a family of 3, which we are, it would cost $200 a week for coverage, with high deductible, so! Since hubby is in exceptional health and hasnt had any medical problems (knock on wood!) he continues without health insurance; I remain on my parents plan as I'm 25 (aka under 26yrs old), and we pay for child health plus for my daughter, for a small fee a month, which depends on our income We simply couldn't afford to pay $800 a month for family coverage, so doing it this way saves us, like $600+! So since we don't make enough to pay for hubbys $800 family plan through work, is obamacare basically going to force hubby to get health insurance through his work, even though it's complete garbage? Or will his employer have more affordable family plan that we could afford? Just trying to understand it all better! Thanks in advance! :-)""
Will my license get suspended if I don't have insurance?

Also does anyone know of any affordable insurance companies? I'm 20 years old, so I know it's gonna be more for me than someone over 25.""
Why is it illegal to drive without car insurance?
I have heard rumors that it is illegal to drive without car insurance; first of all, is this true? Secondly, if this is so, why? Auto Insurance Is Prohibitively Expensive. What To Do?
I'm 23 years old. I rent a flat and have held a steady management job for 4 years. I don't drink or smoke. I am looking to purchase a 1993 Nissan Altima and I was looking for insurance. I was blown away when I got the quotes. Mind you, I live in Detroit and I understand that insurance is expensive, but this is ridiculous. Can you really get auto insurance for less than $30 per month?
I have been amazed with all of the TV ads and online ads showing young adults claiming that you can get auto insurance for under $30 per month. I am 48 years old, live in Los Angeles, have a clean driving record, no tickets or accidents in over 10 years. So I went to my neighborhood insurance broker a few weeks ago and he told me that the only way a person could get the minimum insurance required by the state of California, they would have to be at least 70+ years old, driving a 70's Buick, with a clean driving record. LOL!!! Yet since I just seen a commercial on TV a few minutes ago, showing the typical young adults (between 18 to 25 years of age) so happy and perky that they are able to get auto insurance for less than $30 a month, I figured I would toss this question out to Answers Yahoo to see if there are any such insurance companies here in California, that offers the basic auto insurance required by law in California for someone my age and with my driving record for less than $30 per month.""

Might have a cancerous mole. can i get it removed for free without insurance in california?
It's half way down my back back, on the left side, kind of ON my side, but not quite. This isn't an aesthetic issue, and i've had the mole for years. Some years back, though, I noticed the mole had a couple hairs growing out of the center of it, which was never the case before. This last week, I noticed it seems bigger and further raised from my skin than I can recall, and there seems to be kind of a black head on it. I can't really get a good look at it because...well it's on my back...but it worries me. I have NO health insurance other than some state assigned card they gave me that I think is just for free STD testing, and I really don't have any money. Are there clinics that will do this sort of thing for free or for a very low cost like maybe $50? I really need to have a doc do it, because I need it biopsied since it's looking so strange now. Thanks for the help.""

Would insurance cover it?

Since my husband's work requires so much traveling, it was pointless for him to keep car/insurance if he never drives, we sold his car so he no longer has car insurance. Keep until expires or cancel car insurance?
My car has broken down for the last time. It is very old (1998) and very high mileage. I am deciding to sell it for parts and what I can get rather than sink any more money into it. Point of negative returns. I will be going carless for some time, taking the bus and using a car share program. That is just background though. Hoping to save the money, pay off other things and raise credit score to possibly qualify for a brand new one in the future. My question is about the auto insurance. I just renewed at the beginning of the year. So I have about 4 months left before the policy is done. I am making monthly payments. If I cancel now, will I still owe them for the entire policy amount - (can they come after me for it?) Or does it look better (when I go to get insurance in the future) that I keep paying on the policy until it expires in a few month (just not renew at that time). I don't want to spend money needlessly. However, I also want the best (least expensive) insurance rates when I need it in the future, and a good track record. Can anyone (especially if you are in the insurance industry) give me the straight scoop? Thanks and much appreciated.""

My wife and I are planning on buying our first home and are currently shopping for mortgages. As a first time home buyer I am a little bit confused about a few things and I thought I just ask here :) One of the mortgages we looked at (online, from our CU) listed a Hazard Insurance Monthly in the Prepaids & Reserves section (which is part of the closing cost). - I am aware of the need of Homeowners Insurance, but does that include or exclude Hazard Insurance? - The monthly rate for Hazard Insurance was listed as $1,900. That seemed extremely high to me, so my question is: What is an average amount for Hazard Insurance (or Homeowners Insurance in general)? FYI: The home we are looking at is located in the SF Bay Area and will have a value of approx. $700,000. Any comment will be appreciated...""
Can I let somone drive my car who doesn't have insurance? [Ontario]?
So the law says you can let somone drive your car if they have a license. If they get into an accident the charges are on my insurance. Make sure that if you are loaning your car to someone else that you first verify their license or you may be without a car for 7 days while it is in impound. Ref: http://find-a-driving-school.ca/10-ontar But law also states that if you are driving you must have insurance ... right? So for example... can I let my bro drive my car even though he has his G2 and is not insured. What are the consequences? Thanks!

Write a Letter to your Representative about a Current Event
November 24, 2015
The Honorable Governor Steven L. Beshear,
I am writing to you as a concerned citizen of this commonwealth begging you to take action against the destructive repercussions from coal mining on our waterways. Throughout your administration as Governor of the Commonwealth of Kentucky, you have been quoted speaking out against Environmental Protection Agency (EPA) Regulations which is worrisome (Bruggers 2014). While many different stakeholder have been voicing the threat that burning coal adds to our airways, king coal is also a threat to biodiversity and the beautiful waterways in this state. The negative impacts of all types of mining have been obvious when looking at both human health costs in appalachia and the detrimental impacts on biodiversity. Currently, the state of different parts of Eastern Kentucky, are both in violation of The Clean Water Act and The Endangered Species Act. The Guidelines for Stream and Wetlands Protection in Kentucky have gone ignored along with the welfare of the land we live on and the water that flows through these mountains and hills - thriving with culture and history (Grubbs 1997). This way of life, including a multi-million dollar fishing industry are all in jeopardy. The Commonwealth needs an advocate to protect its’ people and unique aquatic habitats, enforce Clean Water Act laws, and fine or imprison those who consistently are in violation. You are needed to fulfill your duty, governor. Kentucky needs you.
I was recently reading an article in the Courier Journal, in which you were challenging proposed guidelines on lowering ozone limits. Once again, you are defending the coal industry over the health of our citizens and our fish and wildlife. You are relying on the same false arguments when in 2011 you publicly challenged the EPA’s efforts to curb toxic runoff into Kentucky waterways from coal mines. Then this summer you reiterated this stance when the EPA issued its final rule on lowering carbon emissions by stating that what was being proposed was ‘disastrous’ for Kentucky’s economy (Bruggers 2014).
There are many different ecological damage that coal companies are creating with no repercussions and leaving for our in-debt state to clean up. Some forms of obliteration that we face today are acid mine drainage, coal slurry, mountaintop removal, general mining pollution, and coal ash. I will further explain and give specific examples within this letter with specific examples from home harming both marine and human populations (Moore 2015). First I will explain what each of these does to our environment. Such as, what is acid mine drainage? Acid mine drainage is when different metal sulfides and metalloids, such as pyrite, are oxidized by being exposed in large quantities from practices--such as strip mining--which react and form acidic discharge which becomes polluting runoff. This runoff is filled with heavy metal inorganic pollutants such as selenium (Special Waste Branch 1994). These compounds are persistent contaminants that are hydrophobic. There are chronic effects on biota from these toxins as well as horrendous health hazards for humans when drinking water is polluted or fish people eat are full of coal waste. Streams are turning orange from acid drainage damage, being filled with ash, or are being ruined by runoff from strip mining and mountaintop removal. This is happening every day. Food webs are collapsing as populations become scarcer.
Some of the problems that can and are arising from these wasteful operations being conducted by coal corporations statewide include acidification, nutrient loading, increased amounts of sediment in waterways which causes hypoxia, reproduction problems, habitat degradation, eutrophication, and ultimately death in marine ecosystems. Two species that are missing in mining fallout areas are salamanders and mayflies (Curry 2015). Coal companies under new policies from the Clean Water Act are able to shirk their duties of mitigating the unavoidable waste that any form of mining for resources creates. Both air and stream are affected (Grubbs 1997). Because 90% of Kentucky’s energy comes from burning coal, the health effects on wildlife and our citizens is felt in every county (Bruggers 2014). In addition we have over 104  coal slurry impoundments which the state refuses to regulate - oversight generally is up to the local citizens. This is disturbing due to the huge spill in Martin County in 2000 when over 100 miles of waterway was contaminated. The black goo polluted the water supply of over a dozen communities and killed aquatic life before reaching the Ohio River; creating massive dead zones that still have not fully recovered today (Smith 2013).
Appalachia is home to an incredible collection of species living in a temperate deciduous forest region, many are native only to this area. The headwater systems used to team with different freshwater trout and crayfish, but today studies done on behalf of the Society for Freshwater Science showed waterways polluted by mountaintop mining runoff had less than half as many fish species and about a third as many fish as non-impacted streams. There has already been a significant loss of suitable habitat such as freshwater streams and wetlands for spawning(Moore 2015). The amount of selenium and other metals that flush our rivers such as Big Sandy often are over total maximum daily load levels. The water electricty is well over the EPA regulated amount which increases conductivity and developmental abnormalities in full ecosystems. The biomagnification of different pollutants are killing off prey and reducing fish fertility. In addition many species are becoming endangered such as the Big Sandy crayfish which has lost more than half of its range in Kentucky (Curry 2015). While there is not a large commercial market for most species of fish, waterways provide game fishing and tourism and currently this industry provides more employment opportunities for Kentucky’s citizens than the dwindling coal industry. The U.S. Army Corps of Engineers and the Kentucky Division of Mine Permits have authorized thousands of miles of streams to be removed or buried for surface coal mining projects. The public is promised restoration elsewhere sometimes, over 60 miles away. Wetlands and stream mitigation is controversial as to whether the practice is able to balance out demolition of riparian zones and wetlands which are key in filtering water and home to many native birds such as the Kentucky Warbler.
It is unjust to label half of our state as a energy sacrifice zone. We are allowing corporations, many based outside of Kentucky, to lay to waste our land, waterways, and people for economic gain that most of the state never touches. The economy of Kentucky may once have been cemented in coal, but the inhabitants of Eastern Kentucky rely on our waterways for life. Coal has killed more people than kept them floating in our economic structure. The overwhelming research concludes there are higher chronic cancer rates, birth defects, and mortality rates in coal country. Plus, these are dangerous jobs. There are other sources of energy in which we do not have to blow up and scrape away our land (Moore 2015).
Further, mining waste including metals such as arsenic, cadmium, copper, silver, and zinc is dumped into valleys and streams nearby the mines, which cause high silt, sulfur, and iron compounds to clog our waterways (Special Waste Branch 1994). Industry and human lives depend on the health and quality of our water. Waste can make supporting life impossible for biodiversity and communities. The harm coal is causing to this state is nearly irreparable, but we must take action if we are to preserve a future for Kentucky lives and the organisms living within our state’s borders.
All of this information is overwhelming and may seem like there is no hope, but you can bring about change. How can we save future streams and wetlands? Forcing coal companies to pay for conservation efforts to repair the havoc they have unleashed. Enforce regulations on the books and prosecute those who break the laws. We can start making the transition from coal to solar powered energy, which will create jobs and makes more sense economically in the long-run. The EPA has tested options to reverse acid drainage such as lime treatment and settling, with unclear results (Special Waste Branch 1994). We could increase recycling of coal ash so it is not sitting around ready to leak into groundwater systems and destroy huge amounts of ecosystems by being stored in landfills created specifically for this malign byproduct around the state (Moore 2015). The coal seams are less important than the fragmentation of habitat and communities.
sincerely from a perturbed voter who has attended 2 ILoveMountains days,
-Nyk Lifson

Betsy DeVos is our education secretary. Here's what to do next.
<br>
On Feb. 7, 2017, Betsy DeVos was confirmed as America's next education secretary.
Resistance to her nomination was of historic proportions. Last week, two Republican senators — Susan Collins of Maine and Lisa Murkowski of Alaska — broke ranks and announced they would oppose DeVos, leaving the GOP-controlled Senate at a 50-50 stalemate (all 48 Democrats opposed her nomination). Vice President Mike Pence cast the tiebreaking vote.

If you attended or have kids in public schools, DeVos' nomination may be a tough pill to swallow. DeVos, a Michigan billionaire born into wealth, has never attended or worked in a public school — although her family has given the Republican Party about $200 million over the years. She's also been a big proponent of school choice — a controversial free-market education method that allows public funds to be siphoned off to private, parochial, and even for-profit schools. It's a strategy many education advocates have criticized, claiming it uses already scarce public school funds to benefit mostly upper-middle class and wealthy families, leaving the most vulnerable students and schools in even worse shape.
Admittedly, it was not a good day for many public school advocates. But now more than ever, American kids and schools need our help.
Here are 20 ways you can turn your anxiety over the future of public education into real action:
1. First and foremost, don't feel hopeless.
Let your frustrations fuel your advocacy. Among President Trump's controversial cabinet appointments, DeVos' agenda may be the least popular among Americans. The resistance to her plans is alive and well.
2. Help fund a project that will make a difference on Donors Choose.
The platform gives teachers a place to crowd-fund classroom projects, allowing individuals (that's you!) to help students, whether it be giving art supplies to students in California or providing iPads to kids in Brooklyn to boost their linguistic and social skills.

3. If you can, get involved in the National Education Association.
The focus of NEA — the largest professional employee organization in the country — is to make public education high-quality and accessible to every student. There are many ways for prospective, current, and former public education professionals to join the cause.
4. Come midterm elections, don't forget which senators voted for DeVos — many of whom received campaign donations from her family:
Steve Daines (Montana), John Thune (South Dakota), Ron Johnson (Wisconsin), Richard Burr (North Carolina), Jeff Sessions (Alabama), Roger Wicker (Mississippi), Roy Blunt (Missouri), Bob Corker (Tennessee), Michael Enzi (Wyoming), John Barrasso (Wyoming), Dean Heller (Nevada), Rob Portman (Ohio), Bill Cassidy (Louisiana), John McCain (Arizona), Richard Shelby (Alabama), Mike Lee (Utah), Ted Cruz (Texas), Dan Sullivan (Alaska), Cory Gardner (Colorado), Rand Paul (Kentucky), Deb Fischer (Nebraska), Lindsey Graham (South Carolina), James Inhofe (Oklahoma), Jim Risch (Idaho), James Lankford (Oklahoma), Jerry Moran (Kansas), Patrick Toomey (Pennsylvania), Joni Ernst (Iowa), Tom Cotton (Arkansas), Michael Rounds (South Dakota), Thad Cochran (Mississippi), Mitch McConnell (Kentucky), Michael Crapo (Idaho), John Hoeven (North Dakota), Pat Roberts (Kansas), Shelley Moore Capito (West Virginia), Orrin Hatch (Utah), John Kennedy (Louisiana), Thom Tillis (North Carolina), Todd Young (Indiana), Jeff Flake (Arizona), Tim Scott (South Carolina), Ben Sasse (Nebraska), Marco Rubio (Florida), David Perdue (Georgia), Johnny Isakson (Georgia), Charles Grassley (Iowa), John Cornyn (Texas), John Boozman (Arkansas), and Lamar Alexander (Tennessee).
5. Think local.
You know your own community best. What local or regional organizations do the crucial work unique to the problems facing the public schools in your city? Reach out and ask them how you can get involved.
Start volunteering with organizations that work in or with public schools now. Ask them what they need.
— Mara Wilson (@MaraWilson) February 7, 2017
6. Donate to No Kid Hungry.
The nonprofit helps feed American schoolchildren so they can stay full and focused in the classroom. One $10 gift can provide up to 100 meals to a kid who could use it.
7. Support after-school arts programs.
There's probably at least one group in your area helping teach art to kids outside the classroom — an opportunity that could help them in many ways for years to come. In Pittsburgh, for instance, free after-school art classes at Manchester Craftsmen’s Guild Youth & Arts teach any kids in the Pittsburgh public school system skills in ceramics, design, photography, and more.
8. Share this video of Sen. Al Franken questioning DeVos' support of anti-LGBTQ causes — and hold her accountable to do better.
Let the record show: Dollars from the DeVos family have gone toward horribly anti-LGBTQ initiatives, including gay (to straight) conversation therapy — a practice that's  been deemed harmful by experts and is essentially a form of child abuse.
Despite her record, DeVos said during her Senate hearing that she never believed in gay conversation therapy and that she "fully embraces equality" for all students. Let's hold her accountable to that.
Earlier this evening, I questioned Betsy DeVos, President-elect Trump's nominee for Secretary of Education, and was deeply troubled by the fact that she seemed unfamiliar with some of the most basic issues in education today. Ms. DeVos repeatedly refused to answer questions, let alone offer specifics. That was not what the American people needed to hear. They deserved to see her demonstrate that she understands and can successfully address the profoundly difficult challenges ordinary families face every day when it comes to education: things like making sure their kids are prepared for the 21st century economy, addressing student loan debt, and ensuring kids feel safe in school.

9. Support your local libraries.
Libraries are great resources for our kids to learn outside the classroom (and they have so much more to offer than books). Get your library card, visit frequently, volunteer, and spread the word.
Speaking of libraries...
10. Create a Little Free Library in your own neighborhood.
Build a little library in your yard, stock it with some books, and let your neighbors enjoy. Ideally, it'll turn into a take-a-book, give-a-book situation.
Learn more about how to pull it off.

11. Fight for more affordable and free higher education at the ballot box.
Despite what you may think of DeVos' appointment, Americans increasingly support using public funds to ensure college is free or affordable to more students. Stanford University, for example, was cheered for guaranteeing students whose parents have a combined income of less than $125,000 would have free tuition. And San Francisco has also made waves for making City College free for residents.
Many state and local governments are also trying to make higher ed more accessible to more students. New York state may make its public colleges and universities free to attend for the vast majority of students. Stay plugged in to similar state and local initiatives in your own area.
12. Support the "nonpublic" schools in your area.
Nonpublic schools are, in fact, public schools for kids with moderate to severe disabilities that prevent them from attending a more traditional public school. The Individuals With Disabilities Education Act ensures schools like them exist for any family that needs it.
Considering DeVos' nomination has disability advocates worried, the nonpublic schools in your community could probably use your support. Many host regular fundraisers and even need classroom volunteers.
13. Support the Kids in Need Foundation.
The nonprofit provides thousands of backpacks filled with school supplies to students in need every year, giving them the tools they need to succeed in class. (There are lots of groups doing similar work, by the way — if you do some digging, you may find a more local option.)

14. Don't forget that Open eBooks is a thing, and it's spectacular.
Former President Obama's ConnectED initiative helped get more than $250 million worth of fantastic children's e-books online, available to any young person who wants to dive into a good read.
Because not every kid gets that chance.
15. Donate to First Book.
This nonprofit provides new books and other learning materials to kids and families in need. Since it was founded in 1992, the group has given away 160 million books and education resources.
16. Help tackle crime, nutrition, and education ... with veggies.
The nonprofit Gardopia Gardens operates community gardens at schools in Texas, helping make nutritional foods more accessible to kids. It not only teaches them about nutrition and gardening, it lowers crime rates in the neighborhoods where it operates. Similar programs are offered at schools around the country — if your local school doesn't already have one, why not look into what it would take to start one yourself?
17. Help make lunchtime a little more stress-free.
A cool thing you can do today is try to find out which of your local schools have kids with overdue lunch accounts and pay them off.
— Ashley C. Ford (@iSmashFizzle) December 6, 2016
18. Support Publicolor.
Kids in New York City who work in the after-school program Publicolor paint beautiful works of art in schools in order to bring a splash of color to the spaces they share, build relationships, and learn valuable skills like commercial painting and positive work habits.
19. Stand up for immigrant students by supporting United We Dream.
The group had already been rallying educators to stand up to Trump's agenda. Now, with DeVos' nomination, its Educators Toolkit may be even more necessary.
20. Take matters into your own hands and run for a position on your local school board.
Now more than ever: RUN FOR YOUR SCHOOL BOARD https://t.co/8CBCKDpl3E
— Shannon Hale (@haleshannon) February 7, 2017
All politics are local, right? Run for school board in your community and make a difference.
Let's not sugarcoat it: DeVos' nomination is a major setback for our public schools. But we can't get complacent.
In ways big and small, our resistance to her agenda can make a better tomorrow for kids everywhere.
