By Alan Berube America is now firmly in the grips of what many are calling the “third wave” of the COVID-19 pandemic. Each day, new COVID-19 cases nationwide routinely approach or exceed 200,000, and associated deaths hover around 2,000. In reality, however, each wave of the pandemic within the United States has been a regional one. The first wave, in March and April, was centered largely in Greater New York and New England, among the locations where the virus first hit U.S. shores. The second wave, which peaked in July, most affected metro areas in the South and West, after many relaxed their social distancing measures just as the virus began to take root in their communities. My colleague William H. Frey documents that nearly all metro areas (and rural areas, too) are now experiencing increasing COVID-19 cases. That noted, the third wave thus far has hammered the Midwest most of all. And the region’s metro areas are suffering an associated economic toll, as indicated in the latest data from our Metro Recovery Index, which tracks the real-time economic conditions in 192 metro areas across the United States.
Rising caseloads are concentrating in Midwestern metro areas 
Until the fall, the pandemic’s impact in the Midwest had been lower than in other regions. But between September and November, the combined average daily new case rate (per 100,000 population) across Midwestern metro areas rose fivefold, from 14.2 to 71.7. The Midwest is home to the six metro areas that saw the largest COVID-19 case increases over that period, and 13 of the top 20. Midsized metro areas such as Cedar Rapids, Iowa, Fort Wayne, Ind., and Peoria, Ill., as well as very large metro areas such as Grand Rapids, Mich., Milwaukee, and Minneapolis-St. Paul, registered especially large spikes. Despite accounting for only 18% of the combined population across the 192 metro areas, Midwestern metro areas accounted for 33% of their new COVID-19 cases in November. Case rates spiked in the three other regions as well, though not nearly to the degree they did in the Midwest. By November, average case rates in Northeast, South, and West metro areas were less than half those of Midwestern metro areas. Nonetheless, rates in each of those regions were higher than at any other point so far during the COVID-19 pandemic.
Economic activity contracted fastest in the Midwest
As COVID-19 cases spiked in the Midwest in November, consumers and businesses in the region pulled back. While we don’t yet have official metropolitan data on jobs and unemployment for November, other indicators point to a significant slowdown. For instance, many of the metro areas in which November’s average case rates rose the most saw the steepest drops in workplace visits, according to data from Google’s Community Mobility Reports. Visits were down in nearly every metro area, but fell by the largest margins in metro areas in Michigan, Iowa, and Minnesota. Midwestern metro areas accounted for many of those registering significant declines in workplace-related travel. Small businesses in Midwestern metro areas also faced negative impacts from rising caseloads. None of the nation’s 50 largest metro areas (for which data are available) saw an increase in the percentage of its small businesses that were open in November. Closure rates were highest, however, in Indianapolis, Chicago, Milwaukee, and several other Midwestern metro areas. By November, one-third of Detroit’s small businesses were shuttered compared to January, a decline matched by only the Boston and San Francisco metro areas.
Metro areas need economic help, stat
With COVID-19 cases reaching unprecedented levels in November—and many more cold months to come in the Midwest—a robust economic recovery is not in the near-term forecast. Vaccines will take months to sustainably lower virus levels, and even after that, Americans will be understandably cautious in their travel and spending. The pandemic’s toll on metropolitan health and economic activity—in blue states (Michigan, Minnesota) and red states (Indiana, Iowa), as well as in large cities (Chicago, Milwaukee) and midsized regions (Cedar Rapids, Sioux Falls, S.D.)—provides a stark reminder that places of all sizes and political persuasions need immediate, significant federal assistance to avoid disastrous economic damage, and to safely navigate COVID-19’s latest deadly wave.

“Our doctors are very smart people. So what they do is they say, ‘I’m sorry but everybody dies of Covid,’ ” Trump said at a rally in Waterford Township, Michigan, on Friday. Unearthing conspiracy theories from the bowels of the Internet, the President claimed with no evidence that doctors from other countries list underlying diseases as the cause of death, while US doctors choose coronavirus.
“With us, when in doubt — choose Covid,” Trump said. “Now they’ll say ‘Oh that’s terrible what he said,’ but that’s true. It’s like $2,000 more, so you get more money.”
Campaigning with Biden in Michigan Saturday, former President Barack Obama was sharply critical of Trump’s comments about doctors — and incredulous that attack was part of the President’s closing argument.
“He’s jealous of Covid’s media coverage and now he’s accusing doctors of profiting off this pandemic—think about that,” Obama said. “He cannot fathom, he does not understand the notion that somebody would risk their life to save others without trying to make a buck.”
“If Trump were focused on Covid from the beginning, cases wouldn’t be reaching new record highs across the country,” Obama added, noting that some areas where Trump has held rallies have seen spikes in cases “after he leaves town” and mocking Trump’s “obsession” with crowd size in the midst of a pandemic.
“You know when a country is going through a pandemic that’s not what you’re supposed to be worrying about,” Obama said. “And that’s the difference between Joe Biden and Trump right there. Trump cares about feeding his ego. Joe cares about keeping you and your family safe. And he’s less interested in feeding his ego with having big crowds than he is making sure he’s not going around making more and more people sick. That’s what you should expect from a president.”
Obama and Biden spent the day together in Michigan on Saturday, where Trump — who narrowly won the state in 2016 — had been the day before. Biden leads Trump 53% to 41% in Michigan, according to a Appradab poll released Saturday, which is a wider margin than most public polling there, but the results for each candidate are within the survey’s margin of error of the average estimated support for that candidate.
Even with some voters drifting away from the President because they disapprove of his handling of the virus, he has continued to insist on holding huge rallies — including four in Pennsylvania on Saturday alone — which only draws attention to the fact that he is dangerously flouting the safety guidelines of his own experts at the US Centers for Disease Control and Prevention, daring Americans to hold him accountable for it on Election Day.
During his first Pennsylvania stop Saturday, Trump continued to downplay the impact of the coronavirus on the nation, noting that he and first lady Melania Trump recovered — without acknowledging that they received the highest caliber of medical care in the country and that he had access to experimental treatments that are not available to most Americans.
Underplaying the grave risk of the virus to Americans with pre-existing conditions, Trump falsely claimed that “because of our relentless efforts, the recovery rate right now on Covid, or China virus, or the China plague, is 99.7%,” using a racist term to describe the virus.
Not only did Trump ignore the thousands of Americans who have died from the virus, but there is not enough data yet to understand the long-term consequences on patients who have contracted the disease. Trump, who pledged to “terminate” the virus with “science, medicine and groundbreaking therapies,” was also critical of Biden’s relentless focus on Covid-19 during his visit to Pennsylvania Saturday.
“All he does is talk about Covid, Covid,” Trump said of Biden in Bucks County. “He has nothing else to talk about…. We agree it’s serious and we’ve done an incredible job. And at some point they are going to recognize that.”
Trump’s claims about profiteering doctors sparked a backlash beyond the campaign trail. Susan Bailey, the president of the American Medical Association, said in a statement that the claim that doctors are overcounting Covid-19 patients or “lying to line their pockets is a malicious, outrageous, and completely misguided charge.”
“Covid-19 cases are at record highs today,” Bailey said as Friday marked the highest single day of cases in the United States since the pandemic began. “Rather than attacking us and lobbing baseless charges at physicians, our leaders should be following the science and urging adherence to the public health steps we know work — wearing a mask, washing hands and practicing physical distancing.”
Emergency physician and former Baltimore Health Commissioner Dr. Leana Wen told Appradab’s Wolf Blitzer on Friday night that doctors are risking their lives at a time when one person is now being diagnosed with Covid-19 every second.
“We have one American dying of coronavirus every two minutes, and that number is increasing,” Wen said on “The Situation Room.” “In some states, one in two people who are getting tested are testing positive. That means that we’re not doing nearly enough testing, and that every person who tests positive is a canary in a coal mine.”
Wen added that there are likely to be “many more dozens of other cases that we’re not detecting, and that escalation is going to increase in the weeks to come.”
Trump rails against nation’s Covid-19 focus
The angry tone of Trump’s rallies and his attacks on doctors stem in part from his frustration that the country is so focused on the pandemic in the closing days of the election. Poll after poll has shown that coronavirus is the top issue on the minds of American voters and a broad majority of the electorate disapproves of Trump’s handling of the virus.
While Trump has gotten away with holding large rallies in other states, Minnesota has been particularly vigilant both with enforcement and contact tracing, and Trump lashed out on Friday at Minnesota officials who curtailed the size of his rally due to safety concerns.
The Minnesota Department of Health reported three Covid-19 outbreaks related to Trump campaign events held in the state in September. The state’s health department has linked at least 23 cases to Trump campaign rallies with the President in Bemidji and Duluth and a rally with Vice President Mike Pence in Minneapolis, according to information the department provided to Appradab in an email last week.
But dismissing safety concerns as irrelevant, Trump argued that state officials, including Minnesota Attorney General Keith Ellison, a Democrat, have created two sets of standards — one for the protesters who demonstrated against police brutality after the police killing of George Floyd in Minneapolis in May and a different set for his supporters.
“Keith Ellison sided with flag burning extremists over law-abiding Americans. He treats you like second-class citizens,” Trump said in Rochester, Minnesota, on Friday night where state officials limited the crowd to 250 people. “He believes that the pro-American voters have fewer rights than anti-American demonstrators.”
As part of that argument, Trump once again conflated Black Lives Matter demonstrations, which were largely peaceful across the country this year, with the far smaller number of protests that turned violent and have served as a helpful foil as he tries to argue that Biden would coddle criminals while fomenting what he described as “vile anti-police rhetoric.”
Speaking in Falcon Heights, a suburb of St. Paul, Biden refuted that argument by zeroing in on the difference between peaceful protesters and violent agitators who took advantage of this year’s movement for racial justice.
“Burning and looting is not protesting, it’s violence clear and simple — and will not be tolerated,” Biden said at his event, which he said was seven miles from where Floyd was killed by a police officer. “But these protests are a cry for justice.”
The former vice president argued that Trump’s divisive language about the protests and his effort to pit Americans “against one another based on race, gender, ethnicity and national origin” are part of an effort to distract from his handling of the pandemic.
During his final event of the day in Milwaukee on Friday, Biden noted that the state is now experiencing a record level of coronavirus hospitalizations.
“This week, Wisconsin, like other states, set a new record for daily cases. Hospitals are running short on beds, just had to open a field hospital. That’s what we’re facing. We’ve now hit 9 million cases,” Biden said Friday night. “Millions of people out of work; on the edge and they can’t see the light. They’re not sure how dark it’s going to remain … and the thing that bothers me the most was a President who gave up.”

The Coronavirus pandemic is a crisis that is affecting the lives of millions of people worldwide. The persistent problem with COVID-19 is that this disease can cause sickness, death, and is more contagious than influenza. Health officials have confirmed that as of June 2020, the United States has over two million cases. The rise in case tolls demonstrates how the virus is surging rather than declining.
Studies by leading health experts provide evidence which show how Black Americans are more susceptible of dying from the virus compared to all other ethnicities. In Black Americans dying of Covid-19 at three times the rate of white people by Ed Pilkington from The Guardian, explains the death toll statistics between Black Americans and the rest of the nation. “Across the country, African Americans have died at a rate of 50.3 per 100,000 people, compared with 20.7 for whites, 22.9 for Latinos and 22.7 for Asian Americans”, says Pilkington.
Researchers argue that the federal government doesn’t have a legitimate plan to mitigate racial disparities. Instead, the “senior Trump administration officials have blamed the disparities on the high incidence among black people of underlying health conditions such as diabetes, hypertension and obesity”, says Pilkington. Low-income communities have higher COVID-19 death rates because they have limited access to testing and treatment for the disease. In the Los Angeles Times article, Racism and Inequity Fuel Coronavirus-Related Death Toll Among L.A. County Minorities, Officials say, by writer Rong-Gong Lin II, explains the correlation between higher death rates and lack of health services.For example, an existing problem in Los Angeles County is that there are only four locations in which you can get free testing for COVID-19. The issue with having limited locations is that many will be unable to benefit from getting tested, for reasons such as having no form of transportation or work requirements. This dilemma affects people from low-income neighborhoods and people who are undocumented. Specifically, because to have access toCOVID-19 testing,you either have to pay out of pocket or be insured. Therefore, free testing is the only option for residents in low-income neighborhoods and for people who are undocumented or uninsured. As a result, low-income residents’ inability to get tested adheres to the persistent issue of higher COVID-19 cases and death rates within low-income communities.
“Whether or not it looks bad now, the point is because of the limited resources in these neighborhoods, they are going to be experiencing a disproportionate number of deaths from here on and forward in the future, especially if there are no resources deployed to these neighborhoods to help minimize the impact of Covid,” said social epidemiologist Sandra Albrecht to Amanda Holpuch in the article Corona in Corona: deadly toll in a New York neighborhood tells a story of race, poverty and inequality from The Guardian.
People who have underlying health issues such as obesity, diabetes, hypertension, are more susceptible to contracting COVID-19. Statistics show that people of color are vulnerable to these underlying health issues. As a result, this awareness has been an explanation to justify why minority populations have disproportionate spikes in COVID-19 cases. “About 1 in 5 U.S. adults under age 65 are at higher risk for severe illness from COVID-19 because of an underlying health condition that can aggravate the disease. In minority communities, the numbers are higher. More than 1 in 3 (34 percent) American Indian/Alaska Native adults and 27 percent of black adults under age 65 are at higher risk of serious illness from COVID-19 due to underlying health conditions, a May analysis from KFF found”, says Rachel Nania from AARP.
In Chicago neighborhood Auburn Gresham, Black Americans and Latinx residents are dying at three times the rate as white residents in greater Chicago areas. Mayor Lori Lightfoot says that the lack of resources is the result of a system of injustice that limits low-income communities to resources such as nutrient dense foods, health services, jobs, good education systems and more.
"We're seeing this manifest in large urban areas with large black populations," says Lightfoot. "All over the United States — Cleveland, Detroit, Milwaukee and other places are experiencing the same thing, but we are going to step up and do something about it,” says Lightfoot to writer Cheryl Corley of NPR in Chicago Tackles COVID-19 Disparities In Hard-Hit Black And Latino Neighborhoods.

People should not be a punished because they are impoverished, instead our federal government should prioritize their care above all others.Low-income residents do not have the means to attain optimum health. Therefore, local, state, and federal governments should fund low-income neighborhoods with resources that prevent these injustices from perpetuating in society.
To break the cycle of injustice, government officials should fund a recovery plan for low-income zip codes that would assure the health of all. This action would create a healthier and safer environment for all residents and their communities. If government officials were to take responsibility for the overdue damage that they cause to low-income neighborhoods, then we could see a decrease in COVID-19 cases and death rates for people of color. Moreover, government officials should improve resources in disadvantaged communities such as providing better housing, cleaner air, health care, better k-12 education, and more. This call to action would make residents of low-income communities feel less like a burden and more like a valuable citizen to society. When our country begins to care for the well-being of all, we will witness a decrease and even dismantle the racial disparities that oppress people of color.

The Hottest Real Estate Markets of 2017: Who Gained Big, Who Fell Hard

Each month at realtor.com®, we identify the country’s hottest metropolitan markets for real estate—the ones whose homes attract the most listing views and spend the fewest days on market as buyers snap them up. Sometimes we see places dominate the top of the list for months without a break; other times we see quick rises and even quicker falls, as the economic circumstances of key players change.
So as we near the end of the year, we decided to take stock: What were the flat-out hottest real estate markets of 2017—and which were the ones whose fortunes changed the most?
The year’s five biggest success stories illustrate the comebacks and challenges faced by Americans across the country, as home prices marched steadily upward, pushed by the perennial shortage of homes for sale.
The biggest gainer: Cincinnati, which jumped 53 spots to land at No. 64 on the overall hottest markets list (drawn from the 300 largest metropolitan areas). Like much of the Midwest, Cincinnati offers homes with prices that are actually within reach for many buyers.
“Cincinnati is all about relative affordability; it’s one of the last affordable pockets of inventory available in the country,” says Javier Vivas, manager of economic data for realtor.com.
Relative affordability is also the key selling point for Riverside, CA, which went up 34 spots, and Phoenix, which went up 24. About 60 miles east of downtown Los Angeles, Riverside is a bargain oasis in uber-expensive California, whereas  Phoenix appeals to cost-conscious buyers along the western swath of the country.
The story in Las Vegas, which vaulted 36 spots to No. 53, is a little different.
“Good economic momentum and new construction in Las Vegas are really powering its rise,” Vivas says.
The markets that moved up the most

  For other markets, it seems like the good times rolled to a halt—or at least slowed to a crawl—in 2017. Nowhere was this truer than in the Miami area, which tumbled 61 spots to No. 261.
That’s largely because Miami’s real estate market was muy caliente in 2016, setting a bar that was hard to beat. Throw in a couple of hurricanes, and you can see how things got soggy. Still, we’re optimistic about a recovery—we put Miami on our list of the top 20 cities expected to see the most growth in home sales and prices for 2018.
It’s not an entirely sad story for the next two biggest “losers” on the list, either.
“Austin and Oklahoma City have just reached the ceiling in terms of their growth,” says Vivas. “Austin, in particular, has been heating up for four to five years, with strong millennial demand, in particular.” That’s probably because of its vibrant tech sector, cultural scene, and, yep, the barbecue.

  Finally, the full list of the hottest markets for 2017 carries on the themes we’ve seen throughout the year. California has been the nation’s star performer, and here it dominates the top six spots—with scrappy Vallejo on top. This once-gritty Bay Area town was anything but a real estate mecca a couple of years back, but it’s risen as a viable housing alternative in the San Francisco Bay Area,  a region plagued by high prices and low inventory.
California’s wildfires, though, are taking a toll: Fire-ravaged Santa Rosa tumbled seven spots, out of the top 10, to land at No. 16. And while we’re not yet seeing the effects on housing from the huge Thomas fire, which broke out on Dec. 4, Oxnard (No. 17) lies just south of its southern perimeter.
The West and Southwest are also represented on the top 20, with a scattering of Midwestern cities in the mix.

Is It Too Late to Salvage Your Company Goals for 2020?

  John Horning: Forty-four million Americans have filed for unemployment, there is fear of a second wave of coronavirus, and the economy is at the beginning of a recession. That does not bode well for a real estate industry ramping up for a delayed spring market—a market in which pent-up demand and rock-bottom rates square off against low inventory, wary sellers and a tightening mortgage environment. Bill, is it too late to salvage your 2020 goals?
Bill Soffel: I don’t think so. We had a very strong first quarter, and production in the second quarter, even with virtual showings, declined less than we thought it might—maybe 5 percent in April, as much as 15 percent in May—and there’s been a huge spike in activity since we opened up in the first week of June. So yes, I think with the right strategies, it’s still quite possible to meet our goals.
Rosey Koberlein: I agree. We’ve been fortunate in Tucson. We’re affordable and attractive, and Lending Tree puts us at the top of the list among cities where buyers are searching for homes—and our new pending sales are increasing week after week, from a low of 315 to 488 in a recent six-week period [at press time]. If we work with the data and stay on top of the marketplace, then yes, I think we can do it.
Jay Rinehart: It may be awhile before we know the full effect of the coronavirus, but we are definitely in growth mode. We saw a mass exodus from the Northeast to Charlotte as coronavirus numbers began to soar, and with the increases we’ve seen in South Carolina, we were up about 60 percent year-over-year going into June, and we’re expecting a strong second half.
Christy Budnick: April and May were rough for us, but we’ve picked up tailwinds, and we’re now on pace for a busy second half. Listings are still lagging, but even some sellers who have been sitting on the sidelines are beginning to ask for in-person showings—managed responsibly, of course. If we can generate enough inventory to meet buyer demands, we may be able to achieve our 2020 budget.
Chris Trapani: We, too, saw a slight decline in April and May, but momentum is definitely building. All that increased Zoom and other tech activity has been good for our Silicon Valley market, and a lot of people stuck at home for a few months now want more space, a home office, a pool, a nicer area…and given the stock market uncertainty, property is more than ever a great investment. Assuming no second wave of COVID, and we can bring more sellers onboard, we’re looking at a robust year.
JH: Has there been enough of a recovery to overcome second quarter losses?
CT: Yes, especially if we are good enough stewards of expenses to keep us healthy and competitive.
CB: We began expense reductions the moment we caught wind of what was happening. It gave us a moment to pause and give thought to each line item.
RK: Deferred rent payments have been a help for us as well, and some minor reduction in our workforce. You have to cut the fluff, and channel your dollars into technologies that help keep your agents competitive.
BS: We began reducing square footage a year ago, and we’re doing more of it now—and we’re making use of Payroll Protection and other emergency programs.
JH: What else must we do, going forward, to have a real chance of meeting, or even exceeding, 2020 goals?
JR: Maintain brand excellence. Some agents dropped away during the worst of this, but top producers have been working and thriving—I think we’ll be seeing a flight to quality.
BS: Agents who’ve stayed in touch with their sphere, who are still checking in to see how they’re doing, will benefit from all that new interest.
CT: REALTORS® are nothing if not resilient. We’ve proved that over time. If we get it right today, those 2020 goals should be well within our reach.
