Plutarch whipped his head so fast that his neck had almost snapped in half. 

“I…I beg your p-pardon?” 

“Oh, don’t tell me you haven’t thought about it!” Effie was pressing him for some non-existent details, slamming her hands to her thighs as she briskly stood up from her seat. “It’s an incredible love story begging to be written!” 

“By who?” He tried to compose himself despite being puzzled by what she meant. “...by you?” Plutarch almost scoffed, hiding his flusteredness behind pretend skepticism. “And what kind of love story are you talking about here?” 

“There’s a reason why I designed them like that,” she pointed out. “Can you imagine it now? A Head Gamemaker falling head over heels for a tribute!” Effie went on before he could stop her. “Rigging the game, discreetly protecting them inside the arena, pretending to send sponsor gifts when they’re in dire need…the potential is endless!” 

His face burned all the way down to his neck.

i honestly think that effie doesn't deserve the hype that she gets. as much as the movies glamorize her role in the war & within the series in general, through and through she is the sole reason why many tributes were sent to their deaths along with relishing in being a part of the hunger games. the movies change her character to be more empathetic and more rebellion-oriented, but i've always thought her to be cold and uncaring, especially within the first book & her remarks about district 12.

❄ — dream theme for a plot/fic & who could write it best ;

i couldn't tell you about who would write it best, but I'd really like to see a fic about the first quarter quell and how it shaped those to come.
