Finally got around to reading this. So, extant reptiles make noise by constricting the larynx to force air over the vocal fold to make noise. Birds make sound at the base of the trachea with their syrinx, and use their laryngeal and hyoid bones to modify the shape of the larynx in order to modify their sounds. The ossification of these elements helps birds hold the airway open.
So the presence of ossified laryngeal elements means that these particular dinosaurs were producing sounds somewhere further down and holding the larynx open to modify the sounds.
The really interesting part is what this implies. Given both the new Pulaosaurus and our old friend Pinacosaurus are ornithischians the phylogenetic bracket for this kind of vocalizing would encompass all of Dinosauria. But, the earliest syrinx we have fossil evidence of comes from Vegavis which is an Anseriform (and therefore deeply nested within crown Aves). So either the syrinx is also a shared ancestral trait and we've just not found any, OR the Ornithischia have convergently evolved a similar way of vocalizing.
I'm not sure which is more intriguing, nor which I think more plausible at the moment, but regardless it's very cool.
A final interesting point is that the authors of that paper point out that there's quite a few dinosaurs that do preserve hyoid elements, including 2 pairs of ceratobranchials. Extant archosaurs only have a single pair, so they forward the hypothesis that the 2nd pair is a misidentified laryngeal element like those we're fussing over. So hopefully there'll be a reexamination of those in the future, but that's gonna be a huge undertaking.
Extremely cool new dinosaur: Pulaosaurus qinglong

This absolutely gorgeous fossil ornithischian from the mid-to-late Jurassic of China was just described a couple days ago! And beyond just being a beautiful looking specimen, this fossil includes fossilised elements of the larynx!!!
Specifically it had arytenoids, which are parts of the larynx made of cartilage in us mammals but in birds and now apparently ornithischian dinosaurs they were ossified (turned to bone). The authors described them as looking similar to modern birds', suggesting that Pulaosaurus might have been able to make bird-like vocalisations!

It's particularly exciting because it's a second point of data after laryngeal structures were found in the ankylosaur Pinacosaurus a couple years ago. So it's not just ankylosaurs doing some weird unique thing, but a structure that might have been shared by at least all ornithischians!
As far as I'm aware nobody has attempted to figure out what the actual noises could have been, and I'm guessing it's not possible with the amount of material we have. But it does massively expand the range of sounds that we know could have been possible for them, which is exciting enough!!
