By all rights, Elouan was never even supposed to be involved with the nonsense that is Chaldea. His family's long-standing refusal to be involved with the mages of the Clock Tower aside, he personally hated Marisbury. Really, he only learned about it when hunting the man down in a righteous fury over discovering he'd run off with Galahad's shield.

Something something the shield belonged in the hands of his family, not Marisbury, due to a family connection to Lancelot.

Anyway. It was because he was concerned about Mash, and Olga-Marie, that Elouan continued to visit Chaldea afterwards. But he was in the control room when Lev's bomb went off and while Elouan didn't suffer severe injuries, he did end up comatose for all of the events that tied to the Time Temple and Goetia. It's only around the time of the Shimousa singularity that he regained consciousness.

So really, he's there out of unlucky coincidence.

The command seals on his hand that he's yet to fully activate with a servant summoning are nothing more than a nuisance to him. And a small source of anxiety due to not knowing who he's gonna be stuck with when it does happen.
