Let’s cast our minds back to the early 90s. A time where a guitar without distortion was rather a harp, an amp’s lowest volume level was 11 and a chorus that wasn’t belted out was a wasted opportunity. How’d this come to be? The Seattle grunge movement was spreading fast across America and already hitting pockets throughout Europe. In 1991 alone we saw the release of Nirvana’s Nevermind, Pearl Jam’s Ten and Soundgarden’s Badmotorfinger. It’s safe to say the trend of the 90s had been set, and was only further cemented with the arrival of Alice in Chains, Bush and Stone Temple Pilots. So how was it that during this time of post-punk mayhem, a singer-songwriter with a voice higher than most female opera leads was able to break the mould?
Growing up in Southern California, Jeff ‘Scottie’ Buckley caught the music bug early. His mother was a talented piano and cello player, while his stepfather would only let the likes of Pink Floyd, The Who and Led Zeppelin ‘grace’ his record player. Combine this with the fact he was given his first guitar at five and you would understand if he took a direct road to rock, but Buckley thrived on the influence of other genres. Joining his high school jazz band and later studying music in Hollywood, it was evident that his love for music was fast becoming a lifestyle rather than a passion. At 23, like many before him, he headed to New York with a guitar on his back and a loose plan to get signed.
This is where it all begun.
As the old saying goes, ‘if you can’t beat them – join them’. But Buckley wasn’t necessarily a modest folk-blues sailor competing with a grunge tidal wave – he was well a part of the culture. In 1991 (his first year in New York) he joined psychedelic rock group Gods and Monsters. Their sound was heavy, and despite still being able to explore a bit of his trademark range, Buckley’s vocals were raspy to match the band. So much so that his voice in this clip resembles Soundgarden’s frontman Chris Cornell.
Recorded in 1990, ‘Radio’ is a prime example of the atmosphere Buckley was making music in. Unlike his later years, here he was sharing a stage with two or three guitarists, a fuzzy bassist, and a frantic drummer. His guitar would be distorted, his amp would be turned up past 11 and the band’s tracks would be belted out with the aid of a wild mosh.
It wasn’t until he joined a café circuit as a solo act that he was able to hone in on the sound we now know him for. It was this intimate setting, this isolation and this opportunity that enabled a punk polluted Buckley to be reborn. The crowd would sit in silence, there was no ruthless headbanging and crowd interaction would be limited to a swaying lighter for atmosphere. It was the Sin-é café where he ultimately took permanent residency and got to explore lighter genres like folk, jazz and blues, covering the softer sounds of rock such as Van Morrison, Bob Dylan and recognisably Leonard Cohen.
When Gods and Monsters wanted to turn their commitment levels up a notch in March 1992, Buckley left the band. Needless to say the decision would turn out to be the right one as his weekly residency at Sin-é attracted the attention of Columbia Records. As early as next year he would release the Live at Sin-é EP and the following year put out his debut album, Grace. Read our Q&A with Steve Berkowitz, the producer of Grace and employee at Columbia Records who discovered Buckle at the Sin-e Cafe.
With the grunge movement continuing to grow, Grace initially wasn’t well received. But as we now know, the transition Buckley made and the timing in which he made it, proved to be pivotal for rock music. In an interview during October of 2015, Muse lead singer Matt Bellamy touches on the importance of Buckley’s music.
“When I started singing my voice was very high, I sang a lot of falsetto. For me I felt like this wasn’t suitable for rock because in the early 90s, groups had a very rough voice. Until I heard this album [Grace], it made me feel confident that a high pitch, softer voice can work with rock.”
As Columbia/Legacy Recordings prepare to release You & I on March 11th (a collection of recently discovered tracks from the Sony vaults) we’re again reminded of how influential Buckley’s style has been.
Adele: “I try to listen to music that might uplift me but I don’t really connect with it.  So mainly [I listen to] Jeff Buckley.  And that’s been my entire life I’ve done that. I remember falling out with my best friend when I was like seven and listening to Jeff Buckley, because my mom was a huge fan. Grace has always been around me.”
Jeff Beck: “The simplicity and beauty of Jeff Buckley’s voice sounded amazing to me. I felt that if I could do with my guitar what he can do with his voice then I could have something pretty special.”
Ben Harper: “Jeff is one of my favourite musicians and singers of all time. Never have I seen such infinite musical potential in anyone.”
Robert Plant: “I was playing with Jimmy in the mid-90’s, working with an Egyptian ensemble and we played at a festival in Switzerland. Jeff Buckley was playing and we went to see him, and it was mind altering – his voice. Spectacular singing. And, so much conviction.”
Jeff Buckley’s stripped back approach could be deemed a gamble at the time, and his untimely death meant he never really got to see the influence of his music first hand. Yet for a young man to ditch his grunge group for a raw residency at a cafe, Buckley clearly wasn’t doing it for the accolades.

Strange things started happening at George Washington University this April, as their student government prepared to vote on a resolution supported by pro-Palestinian campus activists.
Anonymous fliers, websites, and social media campaigns appeared out of nowhere to attack the student activists. And, on the day of the vote, two adult men dressed as canaries showed up to do a weird dance in the lobby of the college building where the student government was set to vote.
It was the canaries that really freaked out Abby Brook, a Jewish GW student active in pro-Palestinian campus groups. “I honestly didn’t believe it at first,” said Brook, who arrived at the building where the canaries were dancing a few minutes after they left. Friends showed her pictures of the two men. One had worn a full-body Tweety Bird costume, his face painted yellow; the other a yellow plague doctor mask with a long, curved beak.
The men’s presence seemed to be a threat from an anonymous website called Canary Mission, a blacklist of U.S.-based students who criticize Israel, some of them harshly. Student senators who voted for the resolution would be punished, the dancing canaries seemed to be saying,
“Pretty unbelievably terrifying,” Brook said of the masked men. “These two fully grown, muscular men in these bird costumes, strutting.” She said she watched her back as she walked home that night.
No one knew who the men were, or exactly who had sent them. Only one thing was clear: Someone was trying very hard to the scare the student senators who were preparing to vote on the resolution, which called on the university to divest its endowment from certain companies, mostly military contractors, that the students said were profiting from Israeli violations of Palestinian rights.
The efforts to scare the students out of supporting the resolution failed. The resolution passed by secret ballot on April 23. But the effort against it seems to have marked a turning point in the eternal fights over the Israeli-Palestinian conflict on U.S. college campuses. After three years of development, shadowy pro-Israel actors are rolling out a suite of new tactics to oppose the boycott, divestment and sanctions movement that are more aggressive, more sophisticated, and more secretive than anything before.
At GW, they were on display all at once, for what appears to have been the first time.
The people behind these new tactics are going to great lengths to hide their identities, though they seem to be working in concert with each other. They are conducting surveillance on BDS activists. They are creating anonymous pop-up websites that attack activists and student government representatives. They are hiring top-level political strategists and opposition researchers. And in Canary Mission, they are running a long-term campaign to blacklist student activists.
The executive director of the local Hillel serving Jewish students at GW, Adena Kirstein, is still puzzling over the barrage of covert operations that hit her campus three months ago. Kirstein counted five or six anonymous anti-BDS websites that interceded to oppose the GW student government resolution.
“I have never learned who was behind those websites,” she told the Forward. Officials at Hillel International, the umbrella group for local campus Hillels organizations, don’t know either.
But someone does know. Someone is ramping up a secret, sophisticated campaign against college activists. What’s more, they appear to be doing it from somewhere deep inside the American Jewish pro-Israel apparatus....
When a BDS vote comes to a U.S. college campus today, a pro-Israel cavalry arrives, whether or not they’re called.
The list of Jewish groups that do anti-BDS work on campuses is bafflingly long. A partial tally includes StandWithUs, AEPi, CAMERA, the David Project, the David Horowitz Freedom Center, Jerusalem U, AIPAC, Sheldon Adelson’s Maccabee Task Force, and the Zionist Organization of America. The total amount of American Jewish and Israeli government funds flooding the anti-BDS effort is easily in the tens of millions of dollars each year.
The Israel on Campus Coalition, once a branch of Hillel and now an independent entity, plays air traffic control among anti-BDS groups. When a BDS resolution crops up, the ICC convenes conference calls, coordinates efforts, and offers support to Hillel professionals.
Between BDS votes, it also runs a large-scale political intelligence operation, surveilling BDS activity on campuses and spending over a million dollars per year on top-notch political consultants. Though it has roots in the staid Hillel mainstream, over the past three years it appears to have become a bridge between the mainline Jewish establishment and the groups pursuing more hard-nosed tactics against BDS activists. The ICC’s board includes representatives of the largest and most powerful mainstream Jewish charitable foundations, including the Charles and Lynn Schusterman Family Foundation and the Harold Grinspoon Foundation, both major donors to Hillel and a swath of other Jewish causes. It also includes Adam Milstein, one of the most influential figures on the pro-Israel right and a close ally of Las Vegas billionaire Sheldon Adelson.
Jacob Baime, a savvy veteran of AIPAC’s campus political operation, took over as the ICC’s executive director in 2013. A 2008 graduate of Brandeis University, Baime stands out in the D.C. Jewish professional crowd for his relative youth and his polish. In late 2014 or early 2015, just a year into his role, Baime put the ICC on steroids.
The ICC’s annual budget, which had hovered around $2 to $3 million, leapt to almost $8 million, far more than higher-profile groups, like the ZOA. And in the spring of 2015, according to a Jewish communal official who asked not to be named, Baime hired a political consulting firm to work on an Ohio State divestment referendum as it would a campaign for a state representative.
It appears to be the first time that professional political operators were hired to run a campus anti-BDS campaign. The referendum, which would have called on Ohio State to divest from companies that were “complicit in Israeli human rights violations and the occupation of the Palestinian Territories,” never made it on the ballot, due to an obscure pagination issue with the pro-divestment group’s petition. Whatever the reason for the referendum’s defeat, it had a major impact on ICC’s strategy, according to the Jewish communal official.
Over the past three years, the ICC has transformed into a highly sophisticated political operation, with some of Washington’s top Republican operatives on its payroll. In the 2016-2017 academic year, the ICC paid more than 11% of its budget, over $1 million, to FP1, a Washington political consulting firm run by leading Republican political consultants, including the campaign manager of Jeb Bush’s 2016 presidential campaign. The ICC also paid $171,000 that year to Jeff Berkowitz, former research director for the Republican National Committee and one of Washington’s most proficient opposition researchers, a renowned expert in the dark art of digging dirt on political opponents.
It’s unclear what the ICC paid Berkowitz or FP1 to do. Neither Berkowitz, FP1, or Baime responded to inquiries from the Forward. But since 2016, in coordination with its political work, the ICC has built out a flashy intelligence apparatus, complete with a D.C. “war room” with walls covered in computer screens. The Jewish communal official said that it is supposed to seem like a FEMA command center. The ICC, in its public materials, boasts of “up-to-the-minute tracking of Israel-related activity at colleges and universities.”
The ICC also has operatives on the ground on campuses across the country in the form of student fellows, who receive a stipend for their work. A former local Hillel staffer said that the ICC’s student fellow on their campus was tasked with gathering information about their fellow students and reporting back about who the influential players are in the campus BDS scene.

Federal Aid to Renters Moves Slowly, Leaving Many at Risk WASHINGTON — Four months after Congress approved tens of billions of dollars in emergency rental aid, only a small portion has reached landlords and tenants, and in many places it is impossible even to file an application. The program requires hundreds of state and local governments to devise and carry out their own plans, and some have been slow to begin. But the pace is hindered mostly by the sheer complexity of the task: starting a huge pop-up program that reaches millions of tenants, verifies their debts and wins over landlords whose interests are not always the same as their renters’. The money at stake is vast. Congress approved $25 billion in December and added more than $20 billion in March. The sum the federal government now has for emergency rental aid, $46.5 billion, rivals the annual budget of the Department of Housing and Urban Development. Experts say careful preparation may improve results; it takes time to find the neediest tenants and ensure payment accuracy. But with 1 in 7 renters reporting that they are behind on payments, the longer it takes to distribute the money, the more landlords suffer destabilizing losses, and tenants risk eviction. Millions of tenants are protected from eviction only by a tenuous federal moratorium that faces multiple court challenges, omits many households and is scheduled to expire in June. “I’m impressed with the amount of work that unsung public servants are doing to set up these programs, but it is problematic that more money isn’t getting out the door,” said Ingrid Gould Ellen, a professor at New York University who is studying the effort. “There are downstream effects if small landlords can’t keep up their buildings, and you want to reach families when they first hit a crisis so their problems don’t compound.” Estimates of unpaid rents vary greatly, from $8 billion to $53 billion, with the sums that Congress has approved at the high end of the range. The situation illustrates the patchwork nature of the American safety net. Food, cash, health care and other types of aid flow through separate programs. Each has its own mix of federal, state and local control, leading to great geographic variation. While some pandemic aid has flowed through established programs, the rental help is both decentralized and new, making the variation especially pronounced. Among those seeking help is Saundra Broughton, 48, a logistics worker outside Charleston, S.C., who considered herself safely middle class in the fall, when she rented an apartment with a fitness center and saltwater pool. To her shock, she was soon laid off; after her jobless benefits were delayed, she received an eviction notice. “I’ve always worked and taken care of myself,” she said. “I’ve never been on public assistance.” A judge gave Ms. Broughton 10 days to leave her apartment. Only a last-minute call to legal aid brought word of the federal moratorium, which requires tenants to apply. She rushed to the library to print the form with 24 hours to spare. “But I still owe the money,” she said, about $4,600 and counting. If Ms. Broughton lived in nearby Berkeley County, she could have sought help as early as March 29. In Charleston County, a few miles away, she could have applied on April 12. But as a resident of Dorchester County, she must apply through the state, which has $272 million in federal money but is not yet taking applications. “Why are they holding the money?” she said. “I have thousands of dollars of debt and could be kicked out at any moment. It’s a very frightening feeling.” The huge aid measures passed during the early stages of the pandemic did not include specific provisions to help renters, though they did give most households cash. But hundreds of state and local governments started programs with discretionary money from the CARES Act, passed in March 2020. These efforts disbursed $4.5 billion in what amounted to a practice run for the effort now underway with 10 times the money. Lessons cited include the need to reach out to the poorest tenants to let them know aid is available. Technology often posed barriers: Renters had to apply online, and many lacked computers or internet access. The demand for documentation also thwarted aid, as many people without proof of leases or lost income could not finish applications. Some landlords declined to participate, perhaps preferring to seek new tenants. Despite rising need, programs in Florida and New York, financed by the CARES Act, returned tens of millions of unspent dollars to the states. By the time Congress passed the new program in December, nearly 1 renter household in 5 reported being behind on payments. The national effort, the Emergency Rental Assistance Program, is run by the Treasury Department. It allocates money to states and also to cities and counties with populations of at least 200,000 that want to run their own programs. About 110 cities and 227 counties have chosen to do so. The program offers up to 12 months of rent and utilities to low-income tenants economically harmed by the pandemic, with priority on households with less than half the area’s median income — typically about $34,000 a year. Federal law does not deny the aid to undocumented immigrants, though a few states and counties do. Modern assistance seems to demand a mix of Jacob Riis and Bill Gates — outreach to the marginalized and help with software. Progress slowed for a month when the Biden administration canceled guidance issued under President Donald J. Trump and developed rules that require less documentation. Other reasons for slow starts vary. Progressive state legislators in New York spent months debating the best way to protect the neediest tenants. Conservatives legislators in South Carolina were less focused on the issue. But the result was largely the same: Neither legislature passed its program until April, and neither state is yet accepting applications. “I just don’t know why there hasn’t been more of a sense of urgency,” said Sue Berkowitz, the director of the South Carolina Appleseed Legal Justice Center. “We’ve been hearing nonstop from people worried about eviction.” There is no complete data on how many tenants have been helped. But of the $17.6 billion awarded to state governments, 20 percent is going to states not yet taking applications, though some local programs in those states are. Florida (which has $871 million), Illinois ($566 million) and North Carolina ($547 million) are among those that have yet to start. “The pace is slow,” said Greg Brown of the National Apartment Association, who emphasized that landlords have mortgages, taxes and maintenance to pay.
