Hi everyone! I'm Karla Ortiz a Puerto Rican concept artist, Illustrator and fine artist. I've worked for companies such as ILM (Rogue One, WoW, Jurassic World, Lucy),HBO (The Nevers) Universal Studios (Dark Universe), and Marvel (Black Panther,Thor 3, Infinity wars, Eternals, Loki, etc) & known for Doctor Strange's design (first movie)! For the artists out there, I think this is a pretty decent win. If he is interpreting this correctly, I would be okay with these guidelines.

He does make a disclaimer that this is his interpretation and that things may change if a definitive law gets passed about the topic, but for now, this is a cohesive explanation. I need to head to bed but if I have time soon I'll be reading the full text on my own and hoping it's written so I can understand it.
