Steven has a Flygon for obvious reasons. I imagine he got it as a Trapinch and he was going to raise it to help him with his work and be very professional. He ended up training it so much so often that it gained levels rapidly and fully evolved only like a few months in. He originally thought that if it was fully evolved it would also be fully mature, which it wasn't. So now he has a giant infant Flygon. It can't really do its job because it still has baby brain so they kinda just relax instead.

Angus has a Meowth, again for obvious reasons. I strongly believe in scammer Angus. He probably makes Meowth go on the streets begging for money and then come back at the end of the day with all of the donations. Meowth also has a habit of stealing things like credit cards but Angus doesn't feel like fixing that any time soon.

I like to think that Arbok's hood patterns are influenced by their environment. When they evolve, they can take on the markings of their parent, or maybe they take after the trainer who raised them (who may or may not have an intimidating look to them)
