In Mockingjay Plutach and Haymitch both tried keeping Effie alive. I always thought that Plutarch did it because he liked Efffie and that they were friends, but since Sotr I don’t believe it anymore. Plutarch does what’s best for the greater good, he kind of reminds me of Dumbledore in that aspect, and if Effie died it would have been better, because then the only reminder of the games would’ve been the victors. I think that he did it because Haymitch reminded him that he was the one who was so „kind“ to get Effie that job, that he’s the reason she’s even a part of those games. That he was the one who forced that life upon her, because it was practical. I think Plutarch Heavensbee saved Effie Trinkets life so that his debt would be settled.

Reblogging my own post to say that oh boy was I wrong - but I was partially correct.
My assertion that "everyone knew what Haymitch did" was mostly incorrect, considering we now know that the Capitol hid and erased most of what actually happened.
They couldn't hide everything, though - not Haymitch killing Silka by utilising the force field (although that wasn't even on purpose either), as it was the final kill. So I was in a way partially correct.
Haymitch's acts of rebellion were at least partially public - dumping Louella's body at Snow's feet and mockingly applauding him - even if they were erased from the video footage, they were seen by people in the Capitol. Katniss' arrow was only witnessed by the Gamemakers themselves. Since no one was allowed to speak of what happened in the private sessions, they had complete control over the narrative and could insinuate whatever they wanted if people asked how she got that 11.
I also find it interesting (and slightly hilarious) that Plutarch tripped backwards into a bowl of punch when Katniss shot the arrow at the Gamemakers. In SoTR, Plutarch is the one who asks Haymitch why he didn't attack the peacekeepers when he and the other tributes had knives during the training session. He's the one subtly pushing the tributes to be more rebellious and act more defiant towards the Capitol authorities, then he gets completely shocked and startled when one of them actually does!
"What about my family?" I say. "Will they punish them?" "Don't think so. Wouldn't make much sense. See, they'd have to reveal what happened in the Training Center for it to have any worthwhile effect on the population. People would need to know what you did. But they can't since it's secret, so it'd be a waste of effort," says Haymitch. "More likely they'll make your life hell in the arena." "Well, they're already promised to do that to us anyway," says Peeta. "Very true," says Haymitch. And I realize the impossible has happened. They have actually cheered me up.
so I was thinking back to what Haymitch says here, wondering if that'll be another lesson learned for him in SOTR, but the last part is what really got my attention.
just made me think about how he and Peeta will spend years doing the impossible together: cheering Katniss up 🥹

In Mockingjay, Katniss’s squad was called squad 451. Like the book Fahrenheit 451°.
Plutarch Heaveansbee, the man who had a huge ass library, and libraries were considered RARE, named them after a book about censorship.
Plutarch is such an interesting character, the fact that he was trying to stop the games for at LEAST 25 years. And he was so devoted it makes you wonder why he even cared.

Everytime someone gives Plutarch flack for not doing something to Snow when he was coughing up his lungs out due to poison in the library I get irrationally pissed off because like,,, we can give Plutarch a lot of flack for very reasonable things (ie, using the Tributes as pawns and all that jazz), but this is not one of them.
Because revolution is… complicated.
It’s both logistics and having to ensure the nation was on board with it, ready for it. And revolution with just a few plucky revolutionaries isn’t gonna cut it when your enemy is the Fucking Capitol. The spirit of the revolution – the one found with Katniss Everdeen – has to be there. It’s not there. The nation isn’t on board with rebellion yet. It doesn’t know yet that the Capitol isn’t really all powerful. The propaganda has beat into them again and again that lie.
In my personal opinion, when he talks about ‘implicit submission’ to Haymitch and doesn’t do anything to Snow in the scene, he isn’t being a hypocrite, his hands are legitimately tied. Because what was he supposed to do in this situation? Kill Snow? That would just invite more problems at that point. It would introduce a power vacuum that could destabilise the Capitol – and more widely due to it being the administrative centre, Panem as a whole – in very unwanted ways. It would possibly martyr Snow and invite Capitol retaliation against the Districts because even if they managed to get away with the perfect crime the rebels are gonna be blamed for it. It would change nothing because all that means is that the system is continuing under a different ruler, a different face, like Ravinstill had before Snow. This was twenty-five years before Mockingjay, I have no doubt that the Rebellion and the Districts weren’t precisely ready for Revolution. And even if Revolution was ignited in the aftermath of Snow’s death, can you guarantee that the collateral wouldn’t be staggering? Can you guarantee that the Revolution would win? We don’t know if District Thirteen is in on it at this point. We don’t know the behind the scenes, how far the Rebellion has gained ground in preparation.
And what about him giving the milk to Snow? Well that’s simply explained by what else is he supposed to do? Not give Snow the milk? Give away the fact that he’s not aligned with Snow? That would have him no longer have Snow’s trust – and thus the ability to rank up, which is crucial to his position as a spy – at best, or have him accused of treason and punished for it at worst. Remember, he’s a Heavensbee that is supposed to be cosplaying a Capitol loyalist. The fuck would not aiding the President help with that.
Plutarch’s character in regard to revolution is about waiting until the right moment to strike. He’s the mastermind who inspires and facilitates other revolutionaries, not the actor himself. He himself is already… pretty willing to die for his beliefs because hey, you have to be suicidal on some level to get that daring with the Rebellion, to get that close to the internal systems of Snow’s government and still be a rebel, but also he is deeply aware that he’s kind of at the centre of Rebellion efforts (that we see so far and I am inclined to believe), he can’t afford to die right now, so he waits and waits and tries again and again.

Ok so everyone is arguing over what they want the next Hunger Games book to be. “Do Johanna’s Games!” “No Finnick’s!” “No Annies!”
No. Give me Effie’s book.
Give me a book, the Games, the propaganda, from a Capitol citizen’s perspective.
Give me a young Effie who believes in the propaganda and all she has to think about is where to get her next meal from- because she’s poor and on the bottom of the social ladder and she knows hunger well- and has to worry about how to get her families name to no longer being scorned.��
Give me an Effie who takes care of her sister much in the same way Katniss does, except without the threat of the tesserae looming over her.
Give me an Effie who almost wishes there were a tesserae, just so she’d be able to have a reliable source of food.
Give me an Effie’s who’s whole worldview collapses, maybe because she makes friends with a Sejanus, someone from the Districts, and hear their struggles. Maybe because she watches the Games and it feels wrong, or maybe because she meets Haymitch and watches his Games and then sees what they show the people.
Give me an Effie who gets to look at the inside of the corruption. Who hears people speak out against the Capitol, and the Games, and then they mysteriously disappear.
Give me an Effie who is scared shitless of the Capitol, and does everything in her power to stay far, far away from it.
Give me an Effie who steps in when her sister needs it, even though it throws her into the lions den, and an Effie who breaks down when the door shuts behind her after Snow visits her personally to tell her she’s been “promoted” to District 12 Escort. Effie, who has no choice to say yes.
Give me an Effie who feels her torture at the hands of her Capitol, who swore she was better than the same district scum she’s being tortured alongside
Give me an Effie who breaks free of the propaganda, who has this false perception that comes crumbling down.
I want to feel her anger and disgust. See how she cries herself to sleep every night after sending another two children to her doom. I want to hear her thoughts, all the things she can’t say, or covers up with more Capitol Propaganda.
I want Effie’s book, please. Or at least a book from someone in the Capitol. Someone who sees the corruption from the inside. Watches the Games as one of the “enjoyers”. And someone who breaks free from that mindset.
