When: 25 Elembiuos (26 March) this year. Always the new moon **following** vernal equinox, regardless of month on either calendar.
Who: Sironâ, as snakes and eggs are both found in the spring, and wells fill as winter ice melts. A good case could be made for Artiu as well, as bears emerge from torpor at this time.
Why: Winter is on the decline, and as signs of spring seem applicable to Sironâ's iconography, we have reason to apply that to this day. A guess for the new moon may be that it's a moonless night. This makes the stars, for which Sironâ is named more visible in the sky. The planet Sironâ (Venus), a liminal "star" would also be particularly prominent.
How: Luckily, many spring celebrations across cultures have what we're looking for. The focus on eggs should be familiar to many, and with snakes added, we have something a little more unique. A good feast at this time could go the way of a breakfast, or the usual supper feast. I favor pork for this, but don't have a good reason. Obviously, something else is doable for those who don't eat meat or have other dietary restrictions.
A pilgrimage to a well or spring is another good way to celebrate this holiday.

do you know if there is a gaulish god of the moon? like maní in germanic culture? have not been able to find anything and im curious
Some people, including me, associate Đironâ/Sironâ with the moon, but that view is definitely not held by everybody. In my personal view I consider Sironâ and Grannos moon/sun siblings like Máni and Sól, Mone and Siȝel/Sunna, Seléne and Helios, Artemis/Diana and Apollo, and Lūna and Sol -- possibly twins as some of those other pairs are said to be.
