Dr. Salmon asked that I respond on her behalf. African Americans have played an essential role in the course of United States History. For many years, the efforts of men and women like W.E.B. DuBois, Stokely Carmichael, Fannie Lou Hammer, and numerous others were left out of the narrative of our nation’s history. The Maryland State Department of Education (MSDE) believes strongly that the stories of the African American community’s struggle for equal justice merits study in any American History course. A strong social studies education, from elementary through high school, is an essential component of any Maryland student’s well-rounded education, and these courses should create an understanding of the historical origins and current manifestations of structural racism. In Maryland, state standards inform the development of frameworks that are used by the Local School Systems (LSS) to develop curriculum, select instructional resources, and align professional learning. In social studies there have been several revisions to these frameworks over the last five years. American Government, Modern World History, High School United States History, Middle School United States History, and Elementary Social Studies have all been revised using teacher workgroups, post-secondary academics, and local social studies content specialists. The new frameworks were developed with the goal of including previously underrepresented groups and the expansion of the historical narrative. For example, the introduction to the new High School United States History framework states: In United States History, students interpret historical evidence, identify significant trends, and examine the major turning points that define the modern American experience. The study of United States History will enable students to understand the development and transition of the American economy from manufacturing to service based. Students will understand the multiple forces that drove the growth of a global power. In addition, students examine the foundational documents that provide continuity to the Democratic experience. Students will analyze the processes and mechanisms that increased the body politic and the impact of different cultures on the development of an American identity. By considering events from multiple perspectives, students will understand that women, African Americans, Native Americans, those with disabilities, those who identify as LGBTQ+, and other racial and religious minorities possess historical agency. Awareness of these perspectives assist student comprehension of the complicated nature of the American story. The story of American History is not one of inevitable progress but that of an ongoing struggle marked by improvement and regression as the nation moves toward the goal of perfecting the union. To meet the challenge of expanding stories investigated in American history courses across the state, many new voices are included in this framework that were previously omitted. Within the framework for high school United States History topics such as the Tulsa Race Riots, Eugenics, redlining, blockbusting, Loving v. Virginia, the Black Power Movement, and mass incarceration appear. I encourage you to review those new frameworks on our website. The new Elementary Social Studies Framework is expected to be released in early summer of 2020 and will be posted on the website at that time. I encourage you to reach out to the social studies office in Montgomery County Public Schools. if you want to know more about how they are using these frameworks to develop local curriculum, select materials of instruction, and provide professional learning for teachers. My love of intergenerational stories is no secret. Not only do I find that they are often compelling narratives, I truly believe that there is something incredibly beautiful and important about the bonds created when we encourage children to spend time with older generations. I had an incredibly close relationship with my grandmother, and my nieces with their great-grandmother, and we all benefited greatly from that. Not everyone is lucky enough to have family as one of their strengths and supports. When you do, it is so important to appreciate it. To that end, Mina Javaherbin's beautiful "My Grandma and Me" (2019) is one of the loveliest stories I read last year. An ode to her late grandmother, set in Iran at a time before the Revolution, it explores that wonderful, gentle bond between grandparent and grandchild, as well as giving a glimpse into a culture and way of life that was soon to disappear.
