I'm fucking furious. Absolutely furious.
Look. I have accepted that the movies removed the racial implications in the storytelling from the first. If it wasn't clear in the main character casting, it was certainly clear in the shot of that first reaping scene in District 12 where there isn't even a single HINT of melanin.
I've accepted that the relevant themes of racial subjugation were removed not just from Capitol to District but also within classes in the districts themselves.
But the ONE case in which the movies maintained the racial themes in their storytelling? District 11. Across FIVE movies it has been made clear through FILM CANON that District 11 is predominately black. And the characters we have known by name from 11 have all been black. And their blackness has always been a part of their kindness, their heroism, their rebelliousness, their community, their bravery, their sacrifice, and their mercy.
To cast a white girl as Lou Lou (and by extension Louella) is so cowardly I don't even have enough words to express it.
"But Katniss reminded Haymitch of Louella and movie Katniss is white."
FUCK YOU
Rue reminded Katniss of Prim. That is the SINGLE argument people have used for AGES to justify the argument that Rue should have been white.
As if skin color had anything to do with how young and vulnerable and GENTLE she was. As if all of those reasons weren't ENOUGH reasons to have Katniss be reminded of Prim when she saw Rue.
If you can't look at a child and be reminded of the spirit of another person because of their skin color - that's a skill issue, I don't know what to tell you. ¯\_(ツ)_/¯
Choosing to cast these girls as white is a very specific backtrack on the ONLY racial commentary we EVER got in these films and everyone who had a decision in it is a COWARD.
(and, to be VERY clear, I'm certain these two kids are going to be incredible. I don't want to hear a single thing about them or see anything directed towards them. ALLLLLLL of my smoke is for the decision makers. Cowards, every single one of them.)

I need to get this off my chest before I go INSANE.
"You are not immune to propaganda"
This is the main thought I have when people are talking about Effie.
Effie is a clear example of that and people are kinda missing the point.
Suzanne take time to establish that not all Capitol citizens are pure evil, even if they're not rebels. We see it in Katniss' stylists, the girl in the lemon coat, countless kids that died in that bombing, people who died at the hands of both Peacekeepers and rebels alike.
We see it in Effie.
Over the course of the series, Katniss learns that capitol citizens are humans, ones that were put under years upon years of propaganda, with no knowledge on how to behave differently.
The whole message of the series is "remember who the real enemy is". It's the higher powers oppressing people, not common people living privileged life. That is why Katniss shoots Coin, that is why Games, of any kind, had to stop.
Some people focus too much on Effie being typical capitolite, and miss the crucial element of what she is representing. She is a picture of a person who lived their whole life under propaganda and could only break away from it when faced with real facts that contradicted it. Katniss and Peeta being reaped again, shattered Effie's view on Games, making her see through the propaganda.
It doesn't make Effie evil to change only after that.
Sotr also established that Trinkets are an ostracized family, one that is least likely to rebel since they'd be the first ones to go. They need to keep being in the system to survive, they need to comply or they die.
The difference between propaganda in Captiol and Districts is simple.
Districts are confronted with harsh reality daily, Capitol isn't.
That's why propaganda in the Capitol is more effective and why it's harder to break away from it. We cannot judge those characters as if they have access to all the information we have, since it's simply not true.
Effie is a woman in a situation where it's hard to break from the hold of Capitol, from the information that's being fed to her, you have to remember that.

YES this also touches on one of the main themes of the ballad, about the natural state and instincts of human beings and society. In a conversation between Lucy Gray and Coriolanus, she tells him how there is an inbuilt sense of good and evil in all and its us who decide what to take up and follow.
"I think there's a natural goodness built into human beings. You know when you've stepped across that line into evil, and your life's challenge to try and stay on the right side of that line."
Effie is actually not fanservice because she is important to the theme of propaganda in SOTR
Effie is 100% brainwashed AND YET she still hasn't lost her humanity. She believes propaganda completely AND YET she doesn't use it as an excuse to abuse people. Throughout the book, the tributes are constantly dehumanised. But Effie doesn't treat Haymitch that way. She helps the team. She's there for him in the launch room- which Drusilla and so many Capitol citizens would never do.
So there really is no excuse for abusing people, not even "I was lied to" or "i thought i was in the right" or "I was fed propaganda"
You still choose how you interact with people around you and how you treat them.

This is NOT a criticism of the young actress who was cast as Louella/Lou Lou—that is a young girl, both of them, and this is no reflection on her—but I’m really disappointed that Louella/Lou Lou is going to be portrayed on screen as a white girl. It reminds me of Jennifer Lawrence’s casting as Katniss. Did she do an amazing job as Katniss? Hell yeah she did! But Katniss read to me as a POC. But alright, playing devil’s advocate, it’s excusable enough to cast a white actress in this case. It’s not closely specified in the book. But it’s different for Louella and Lou Lou. District 11 is a predominantly black district. They’ve even been portrayed on screen as such. And you’re telling me that Louella and Lou Lou are Caucasian? The on-screen erasure of most of District 12 having dark hair and olive skin is disappointing enough, but this is really fucking disheartening.

Katniss and Peeta's feast in the cave comes with silverware and plates. I always found this odd- it seemed as if it would have inflated the cost frivolously. I figured it had something to do with standards in the captiol, especially with how Effie remarks about table manners on the train.
