And when the people had come into the camp, the elders of Israel said, “Why has the LORD defeated us today before the Philistines? Let us bring the ark of the covenant of the LORD from Shiloh to us, that when it comes among us it may save us from the hand of our enemies

Israel at this time didn't have good relationship with God, they lived according to their lusts and they had lost their battle against Philistines and they decided to bring out the Ark to win their next battle against the enemy. The result was disastrous, they lost even more men and Why? Because they looked to the Ark before they even looked unto God

You expect God to do your battles but you don't repent of the sins in your life. Is God to be mocked ? Does He not know your heart & motives ? Take a step back and think of whom you speaking to and humble yourself, recognize your sin and don't ask amiss.
