Trouble actually doesn't say "I love you" directly and unprovoked to anyone except his actual lover; he may answer "love you, too" if a friend says it to him first, but I can't see him just saying it spontaneously to someone he only views platonically/as family. Trouble is pretty open about his emotions and can be very casual about affectionate behavior with close friends, but this tends to be in a physical or acts of service way; considering the circumstances of his life and how he grew up, basically no one around him ever said those words (to him or otherwise) in a context where it would come naturally to him to just say it in an off-hand, casual way. But to a lover he'd say it easily and very frequently, at least once a day!
