EVERYONE Must Buy-In for Regionalism to Work

One of the really great concepts that our government forefathers came up with decades ago was to establish ways that local governments could come together and work collectively to provide services and address similar issues.

This commonly happens through participation in various boards, authorities and commissions, in which each locality has representation and certainly the majority opinion guides the final result.

Representatives are generally appointed by the elected governing bodies of each locality.  Many times they are managers and administrators or their designees.  Sometimes they are the elected officials themselves, or even private citizens.

Whatever the makeup, the work is important and can go a long way toward making the particular region progressive and attractive to all who work, live and enjoy various services and amenities.

Here in the Petersburg Region, also referred to as the Tri-Cities, it is common to have the cities of Petersburg, Colonial Heights and Hopewell be part of boards, authorities and commissions, along with neighboring counties of Chesterfield, Dinwiddie and Prince George.  You might even find Charles City County, Sussex County and the City of Emporia have memberships in certain situations.

Whatever the makeup of the group, the representatives over the years have come together to develop policy that has been vitally important to the growth of the Tri-Cities area.  These efforts have kept localities from having to be on their own to conquer challenging issues.  Everyone shares in the cost to operate the board, authority or commission, and each group's City Council and Board of Supervisors always has the final word on accepting or rejecting major policy endeavors.

In the present time of calendar year 2019, there are some major issues that are hung up in several boards, authorities and commissions that impact the future of our region.  Many of these groups face gridlock, similar to the impasses of Congress right now, that is stalling progress.  There is also some independent thinking among the membership that is leaving other localities in limbo or scrambling to understand just what the future might hold for their citizens.

Here is a summary of some major boards, authorities and commissions and the key issues on the table for each one:

Appomattox River Water Authority

Membership: Chesterfield, Colonial Heights, Dinwiddie, Petersburg and Prince George.

Key Issues: (1) Gridlock over the current service agreement that defines water capacity for each locality and their ability to do business with other localities within the group; (2) Implementation of a recent study that made recommendations on operations and governance; (3) Moving forward after Chesterfield County made an offer to the other localities to take over the entire authority and its assets and it was turned down by at least one locality; (4) Reaction to Chesterfield and Prince George seeking DEQ authority to generate private water permits from the James River; (5) Capital improvements that will assist various localities with Economic Development; and (6) Hiring of a new Superintendent after the current Director Bob Wichser announced earlier this year he is stepping down at the end of the year.

South Central Wastewater Authority

Membership: Chesterfield, Colonial Heights, Dinwiddie, Petersburg and Prince George.

Key Issues: (1) Multi-million dollar capital upgrades to meet state requirements; (2) Hiring of a new Superintendent that is shared with the Appomattox River Water Authority; (3) Reaction to Prince George applying for a permit to be able to build a new wastewater treatment facility.

Riverside Regional Jail Authority

Membership:  Chesterfield, Colonial Heights, Petersburg, Prince George, Charles City County, Hopewell, Surry County

Key Issues: (1) Maintaining financial stability following the decline of inmate population by Chesterfield County; (2) The settling in of the recently-hired superintendent and her administration; (3) Strengthening operations in the areas of mental health, medical care and transportation.

MPO Transportation Board

Membership: Regional localities, VDOT and Regional Planning Commission.

Key Issues: (1) Recommending to the federal government the location of a new train station; (2) Road improvements that will continue to navigate increasing traffic around the Tri-Cities area; and (3) Aging road improvements that include bridges.

Virginia's Gateway Region

Membership: The localities of Chesterfield, Colonial Heights, Dinwiddie, Hopewell, Petersburg, Prince George, Surry, Sussex and at-large board members from the private sector.

Key issues: (1) Strategies to continue to recruit business and industry to the Tri-Cities to create jobs and an increased tax base; (2) Continued support from public and private partners; and (3) Implementation of long-range planning; and (4) Tying together the resources of VGR, economic development departments of each locality and the Virginia Economic Development Partnership (VEDP).

Crater Youth Care Commission

Membership:  Hopewell, Petersburg, Dinwiddie, Prince George, City of Emporia, Sussex, Surry.

Key Issues: (1) Hiring a new Executive Director to replace longtime retiring Director Jack Scott; (2) Maintenance program for aging facilities; (3) Continuance of outside funding sources that have been able to keep member per diems at a low level.

Outside of these formal bodies, there are numerous mutual aid, continuing aid and other inter-government agreements that require complete cooperation among the region's localities for operations to run smoothly.  Public safety has a number of committees that meet to discuss numerous safety issues that attempt to be pro-active for our communities.

It is time to for localities to revisit their commitment to these regional efforts and come to the table to work on challenges that are good for all, and not for one or a couple of the members.  It is also time for elected officials to become more involved with the actions of these authorities and step in to help eliminate the gridlock that has raised a level of frustration at regular meetings.

Regionalism works and should be advocated to the greatest extent.  But private agendas by some members erode the progress of the authorities and eventually put at risk the future of the residents relying on important quality of life issues.

Revolutionaries wanted: it's time to create the world's biggest neighborhood

Reposting a personal note I drafted in early 2016. (This does not reflect any official POV of my employer then or now.) 

We recently moved into a new apartment on the UWS. My wife called me on move-in day to let me now she’d bumped into our friend from Palo Alto.. who we had also known from Seattle and who'd recently moved to NYC. Turns out we were neighbors! Out of millions of people, what are the chances? Perhaps higher than one would think...

We increasingly have two classes of Americans. Call them digital makers and digital takers who live in increasingly separate worlds - separated by location/land use, access to education, health and jobs.

Digital makers work in tech/media/professional services/finance, live in a handful of neighborhoods across the country (Mission, Capitol Hill, Park Slope, Santa Monica, Stamford, etc.) all connected by JetBlue and the same Facebook filter. They compete for prized childcare, prized school districts, prized ivy league schools, prized spouses and prized investment banks / consultancies (thanks for the chart below!) / de-risked tech companies - pecking each other out like aggressive chickens.

And then there’s everyone else. Digital takers. Waiting in line for EBT cards, watching Detroit ruin porn on Androids made in Shenzhen.. wondering when the free trade magic is going to trickle down. They’ve been left out of the digital economy. They're struggling to get by except for those perhaps with union jobs in govt or a regulated sector. And once they have that job, they resist any change further calcifying government and the economy.

Makers complains how slow Gogo Wi-Fi is on the plane, Takers drink lead-poisoned water from a utility they can barely afford.

Makers complains about the ETA for their Uber driver who’s stuck in traffic, Takers lives in fear of getting a 3 star rating from their Uber passenger that threatens their sharecropper status.

What’s driving this? Our pursuit of happiness over the last 50 years has led to cities that are less diverse (“protect us from apartment dwellers that might ruin our precious neighborhood”), less vibrant (“keep shop traffic far, far away..”) and reliant on the car for the vast majority of needs.

The result is a nation divided.

One where both camps (digital makers and digital takers) are increasingly frustrated and concerned about creating a better life.

America is ready for a revolution, but it won’t start in DC. And it won't be about redistribution or protectionism.

It will start in cities - the engines of opportunity. While zip codes may divide people into haves and have nots, in cities there's still hope that a critical mass of people can come together to make change.

From containing chaos to streaming it

The purpose of this urban revolution will be to take the digital technology that currently divides society and instead uses it to reimagine the policy and physical infrastructure of the city in ways that create new shared prosperity for all.

To do this, cities must not seek to contain urban chaos and human activity - for example segregating living by income level, segregating space by use..Instead, we need flexible cities that use technology to unleash human potential:

giving every single child or adult - regardless of income level - a safe place to live with the time and resources to learn and be healthy

enabling communities and businesses to easily form and take root

creating dynamic forms of governance that don’t constrain urban chaos, but rather take full advantage of it, orchestrating it into a delightful and constantly changing stream of life, work and play

Parents get a variety of schools to choose from - each with built-in child-safe transportation. Restauranteurs can startup with minimal risk in a location with foot traffic and nearly free delivery to 100k people. Urban innovators in a local startup center can pilot all kinds of new mobile businesses and interfaces enabled by AVs. Seattle's coffee reputation started with unregulated espresso stands. Who knows what this neighborhood's cultural contributions will be?

What's our job?

This will be the only post I write that doesn’t follow the same lowercase title as the other’s because a year ago today I moved out. Also, I am officially out of debt. (Other than paying off my flight to Norway on my credit card but that’s what Tax Rebates are for.)

I am surrounded by love and I need to show it more. With this piece of stress away I can focus on myself more, compared to focusing on how stressed I am all the time. I am like a fire that never goes out. This boy is on fire. This boy be lit. I’M AN ETERNAL FLAME BABY!

A year ago I made the decision to move out from my family home in Swansea and move to “Cardiff” I use that as I’m actually in Caerphilly County Borough/Cardiff/Newport/I DONT ACTUALLY KNOW.

It’s a choice I made irrationally but I learned a lot, got into debt, worked hard and am glad I did it. Like I posted on my personal facebook:

I moved out a year ago today. A decision I made quickly and had very little to support myself on. Quit a job to go three months without another one. Was it stupid? Yes. Would I do it differently it if I could? Not a chance.
