And here’s why this doesn’t cut it.
So I saw a post that I’ll never be able to find again, talking about how Jaune’s entire “arc” in v1 with “I faked transcripts and now The Bully knows,” etc, was cut from the Japanese dub of RWBY. And at first I was like “okay, but…” except… but what? That happened towards the end of volume 1. It’s never been addressed again and at this point, doesn’t matter to the story. Regardless of qualifications, Jaune is with the rest of the team on this mission. We saw a little remnant (haha) of it in volume 4, with him training with videos of Pyrrha. That’s it.
Yeah and numerous people who aren’t Miles haters have outright said that the Japanese dub there is WORSE due to it’s numerous cuts.
Reason why? That arc IS payoff. Jaune was built up as this incompetent, comic relief character who was bad because. Which is why it was surprising when it turned out he was just a civilian who wanted to become a Huntsman. The forged transcripts? The excuse as to how he got accepted Without it, Jaune’s lack of skill has no reason, it just exists. The arc exists to explain his character and give it more depth than just being generic comedy relief, not as build up.
And even then, his lack of skill appears ALOT. Jaune got his ass handed to him by Cinder in volume 3, the Geist, Tyrian and the Nucklevee in Volume 4 and shows inadequacy towards his lack of a Semblance in Volume 5. Not the writer’s fault if you don’t pay attention.
Lindsay Ellis has a great video on Planting and Payoff. And while it’s certainly not the One True Formula, it offers a decent guideline to the concept.
Precisely: Concept. NOT execution as you say. So even if Jaune doesn’t follow this, what’s to say that is bad? Even ignoring how you don’t even acknowledge his buildup before hand which shows that you can only see what is being explicitly shown to you.  
For Jaune, this idea was planted that Something related to his fake transcripts, to his family history, to anything brought up about his character in v1, would impact the story later. And while RWBY ain’t a movie that needs to have the planting, reminder, and payoff within two hours or so, it’s been literally years since the faked transcripts have mattered.
Problem: Your avatar is a Red vs. Blue character. And wanna know something? It took YEARS for so many things in red vs. blue to connect. Church’s death happened in Season 1 and it took to Season 6 to have it’s effect. Texas’ tendency to fail despite being awesome happened in Season 1 and took to Season 8 to be explained. Sharkface was introduced in Season 8 and took til Season 13 to make an impact. And the concept of Sim troopers happened in Season 6 and took until Season 15 to truly have an effect.
You’re a fan of a series that at best has taken a year longer to do what RWBY is doing with basic build up and at worst nearly a DECADE. So unless you are be unfair to RWBY or giving a pass to Red Vs. Blue: There is no logical reason for you to be doing this.
Sure, they could be playing the long game, but then we come back to the Japanese dub. And the arc that was apparently cut from the story. Specifically, Jaune’s arc (buh duh tsh). It’s not like WB Japan said “yeah we’re cutting this you have no choice” because I’m pretty sure that’s not how that works. So more likely, there were talks about that particular story thread and if it was going anywhere, and… the answer was no. The answer was that maybe it was meant to go somewhere, but things were changed. So WBJ removed the planting that had no payoff.
Problem: Something similar happened with the One Piece dub by 4Kids where a filler Arc had build up into the actual story....but the dubbing company cut the arc, thus creating a plothole. If this can happen to ONE PIECE of all things, why wouldn’t it happen to RWBY? Especially since RWBY is the first American anime to be dubbed by Japan and thus people wouldn’t be as strict as they are now.  
I’m not going to get into why the payoff of Jaune was taken out. That part isn’t important. What’s important is that the plant was there, it took time away from what should have been the focal characters to establish the show, and it started the fndm on really, really hating Jaune’s character in a way that continues to this day.
No, the arc WAS the pay off. From what Jaune was doing in his first scenes onward.
It was a problem because he took up too much time and even now, this makes it sound like that since Jaune took up some time in Volume 1 he should be hated four years later even as he doesn’t take up hardly any time NOW. If his arc then is pointless now, why should his hate be relevant now?
I’m sort of curious if anyone who saw the edited WBJ dub would feel the same about Jaune’s character, with that little tidbit removed. Without the disappointment of a clear Story Point That Was Abandoned.
Actually a few Jaune fans were fucking pissed that happened and got really angry. And you can’t call it that because the edit turned the ACTUAL plant into what you just said. 
tl;dr we all hate Jaune because the writers forgot to give us the payoff that they planted and he’s honestly near the top of the ‘I’d like this character more if they had better writers’ list.
So because you didn’t pay attention, it’s the writer’s fault?
Ignoring how people just hate Jaune because he’s white, straight, male or can be vaguely connected to Miles.
Yeah, never try saving a doomed ship.

A monument in words by Ivan Donn Carswell And so I had a glaring revelation, I couldn’t find the poet in the man although I read his life composed by writers true disposed to tell it with veracity. They built a monument in words and deeds, a shrine of writers’ reeds inlaid with refined and proper quotes. Those motes were hardly real; I couldn’t find the poet in the man they wrote, but when I found alone the man within the Poet reading from his poetry I was replete.
