Revamping Jute Industry
Lest we forget, the jute industry was the lifeblood of our economy for many decades and has been one of the mainstays of our rural economy even today. Approximately 15 million farmers are involved in growing this money crop and a few million of our inhabitants, possibly an equal number, are concerned with its processing, transportation, conversion, etc..
In 1982-83 the sector generated about five hundred and twenty million metric tons of Hessian, Sacking, CBC, Carpet, and Yarn and earned approximately US$ 300.00 million. Although the sector was split between the public sector and private industry, the standards of credit to the area were led by Bangladesh Bank to the commercial banks, and any other facilities that were given into the sector were also awarded relatively and equitably, no matter if the mills were conducted in the public sector or the private industry.
The cost of the massive debt burden that the private sector jute industry had to shoulder resulted in continuing losses to the business. As a result, a range of studies was undertaken. Eventually, the World Bank came forward with a $250 million Jute Sector Adjustment Credit (JSAC) to support the Jute Sector Reform Programme (JSRP) in 1992-93. The objective of this program was to change the existing reduction making jute industry to a viable industry run mostly in the private sector. To be able to achieve this goal, the World Bank and the Government of Bangladesh decided to address
1. Downsize two large Public sector mills
3. Write off one-third of past bank loans as of June 30, 1992.
4. Have in place an interim financing mechanism because of the Govt. The World Bank realized that the industry would continue to incur a specific number of losses during the currency of the project.
5.The Jute Sector Reform Programme of US$ 250 million was the single most massive World Bank-assisted job in Bangladesh at the time. The Govt. Of Bangladesh managed to draw only the initial tranche of US$ 50 million. The Government was not able to bring a balance of US$ 200 million since it didn't fulfill its obligations in the undertaking. While the job may have failed for several facets, we believe quite strongly about the unfair treatment, we in the private sector obtained, from the World Bank Project in the form of interim loss funding. After the project has been designed, the World Bank economist advised us that there is a predetermined loss dependent on the average impairments of the best five private and best five people mills. He further said that the public mills would get 100% of this predetermined reduction as interim reduction finance. Still, the private sector will get two-third of the calculated decrease as they are considered to be more efficient.
