WWWO really portrays the abnormality of adventuring in a way that I haven't seen much of in d&d before. At every step, especially with the citadel, characters are begging the PCs to slow down, consider, and get in line with the mechanics and command structure of how things are normally done. I think this makes it muuuuch more realistic, like in reality, if you try to change something people often are more angry at you for breaking written/unwritten rules, causing chaos and scaring people than they are about your actual goals (at least that's my experience, I'm not an adventurer). There's a really interesting and realistic tension here, because it makes total sense that you might be able to produce change more easily if you work within the system, but of course, that places limits on which changes you can make.
I'm not sure this realism belongs at every table, there's something fun and beautiful about a world that normalizes adventuring. But, it's definitely something that makes an interesting ingredient at an RPG table, and not one that I've personally added to my games that much.

i'm pretty sure steel is bad. or at least not steering suvi toward eioghorain for any good reasons.
i think she's trying to motivate suvi to hate and distrust eioghorain in order to hide something to do with soft and stone. i think i remember them being spies, or at least having relations with both the kehmsarazan empire and gaothmai. so either they betrayed the citadel and steel was loyal to the empire before all else, or steel betrayed them in some other way. i personally think the former might be pretty likely.
whatever happened, eioghorain knows. suvi remembers him with fear, but he was nothing if not blunt. steel is afraid of what eioghorain might reveal to suvi if she is not fully opposed to him.
