Maybe I'm reading too much between the lines, but I'm sure part of the reason why, after so many people who were miraculously saved or didn't die despite their injuries, and Dabi didn't, has to do with the desire to live.

Let me explain, Touya Todoroki as such, died when he returned home, after seeing what his father did with Shouto, it was there that he decided to dedicate his life to revenge.

Touya died, and Dabi was born with a single purpose in life, and therefore, when that reason was fulfilled, Dabi had to die too, evidently he no longer had the strength to be reborn, after living with so much pain, to survive alone in search of his goal and achieve it in the form of apologies, containment, understanding and finally, a sense of triumph over his feelings.

Honestly it seems to me a good ending for Dabi, because like him, living bedridden without fulfilling his dreams, or being locked up forever for his crimes was even more terrible for a young man whose only longing was to be someone in the eyes of the person he loved. To be recognized as a worthy successor to his father....

Death frees Touya, and forgives Dabi, gives both of them a chance to have peace, a rest and forgiveness.

And I believe, for little Touya, who sought to reach out to his family and apologize to everyone after disappearing, that was what mattered the most to him.
