In France's jails, a toxic mix of grime and despair
PARIS (Reuters) - When Marie-Christine Menaspa last saw her husband, Mickael Gerard, in a filthy, overcrowded jail in the French town of Agen, he said he was looking forward to joining her and their two children after his imminent release. A day later, on May 26, he hanged himself. Gerard, imprisoned for petty crimes, was one of more than 80 prisoners who committed suicide here this year -- a national scandal in a country that prides itself on being the cradle of human rights but has one of Europe's highest jail suicide rates. "Not a day went by when I didn't think about hanging myself," Soad Boukourdane, a Parisian public relations manager and former inmate, told Reuters at her home in Paris. Inmates talk with despair of packed cells where the latest arrivals have to sleep on mattresses on the floor, next to an open toilet and the tables where the cellmates eat. Overburdened guards describe themselves as mere key-bearers who are unable to prevent knife fights and rape among inmates. France's suicide rate of 16 cases per 10,000 prisoners compares with 10 in Germany and 9 in England and Wales, European Union penal statistics for 2006 showed. By 2008, according to a French government report, the rate had risen to 17. President Nicolas Sarkozy called jails "the disgrace of the Republic" in June, and the government has taken emergency steps such as handing out paper pyjamas to prevent hangings.

But experts say a radical overhaul is needed. "He was in a cell built for six, and there were eight. There was everything in there, a man who killed a baby, one who was sentenced for rape," Menaspa, Gerard's widow, told Reuters. France locks up some 125 prisoners per 100 places, compared to 97 in Germany and 96 in England and Wales, according to EU data for 2007. Its prison population has soared as a result of a tougher policy on crime, but depleted state coffers due to the economic crisis mean there is little money for jails and staff. Expert tips for preventing mold growth or remediating mold in your home after a flood
Mold, especially toxic black mold, growth is a big concern after a flood. Experts say even if a home was not flooded, being without power and air conditioning for more than 72 hours can create conducive conditions for mold growth in a structure and resultant health concerns. With over 100,000 species, the color, shape or size of the mold to the naked eye cannot tell you whether mold is toxic or not. SRP offers electric customers $100 toward purchase of electric lawn mower.
PHOENIX--(BUSINESS WIRE)--July 30, 1996--For three consecutive Saturdays, beginning Aug. 3, Salt River Project will begin "Mowing Down Pollution," the state's first gasoline-powered lawn mower recycling program. "Mowing Down Pollution" allows SRP electric customers the opportunity to turn in their gas mowers in exchange for a credit of $100 toward the purchase of a new Ryobi brand, cordless or corded, electric mower. Replacing gas mowers with electric models helps reduce the pollutants that contribute to excessive ozone levels in the atmosphere. In late May, Gov. Fife Symington declared an air-pollution emergency in Maricopa Country because of increasing ozone pollution. In July, Maricopa County exceeded federal ozone levels twice. Excessive ozone levels can pose health problems for people with respiratory problems and put the Valley at risk of federal air-pollution sanctions.

"Gov. Symington has asked Valley residents and businesses best self propelled lawn mowers alike to help find ways to reduce ozone-producing activities," said SRP President William Schrader. "'Mowing Down Pollution' not only gives SRP electric customers a valuable way to improve air quality in the Valley, it also provides them with a cheaper, quieter way to mow their lawns." Electric mowers are cleaner than gasoline-powered mowers. According to the Arizona Department of Environmental Quality, one hour of operating a gas mower equals about 2,000 miles of automobile driving. Electric mowers eliminate the emissions of a combustion engine and the inherent dangers of handling gasoline. Electric mowers are available in battery-powered models that are easily rechargeable. An average charge will last about one to two hours, more than enough time to mow a one-quarter acre lawn. With SRP's low electric rates, the average electric mower costs about $4 to $7 a year to operate. "Mowing Down Pollution" is available only to SRP electric customers. To participate, customers can call SRP Residential Customer Services (602/236-8888) to make arrangements when to exchange the mower, or attend any of the three Saturday events. Electric customers must show up in person and bring a gas-powered mower.

The individual can choose to receive a discount to purchase a model on site, or buy another model elsewhere and apply to SRP for a $50 rebate after the purchase. Ryobi representatives will have four models of electric mowers for customers to select from. SRP also will be offering $20 rebates to electric-service customers who bring in other gasoline-powered lawn-care equipment such as leaf blowers, string trimmers or edgers. Gas lawn mowers and other gas lawn-care equipment exchanged at the recycling event will be disassembled and sent to a metal recycling company. The recycling events will be held at the PERA Club, SRP's employee recreation facility, located at 1 E. Continental in Tempe, from 7 a.m. until noon on Aug. 3, 10 and 17. Florida Firefighters Mow Man's Lawn After Coming to His Rescue
A group of Florida firefighters are being praised after photos of them mowing the lawn of a man whose home they had been called to went viral. The first responders - Capt. Daniel Papa, Driver Engineer Eugene Mobley, Firefighter Scot Kortright, Firefighter Timothy Sinnott, Firefighter Joseph DePiero and Fire Explorer Jordan Gennusa - responded to a 911 call late Saturday afternoon at the home of Ralph McCrory in Spring Hill, Fla. McCrory had been mowing his lawn in the summer heat when he started to experience what he told his wife he thought was a heart attack.

A rescue crew rushed McCrory to a local hospital - where he is now undergoing more tests and awaiting possible heart surgery - while the firefighters stayed behind to ask his wife if they could help. "The story he had been telling them is that it would take about him about four days to mow his lawn and he had to do it in pieces because of his health condition," Hernando County Fire Rescue Asst. Chief Kevin Carroll told ABC News. "In Florida this time of year, with the rain, it's time to start over again mowing your lawn after four days." "The firefighters told his wife that they'd like to help out and asked where the lawnmower was," Carroll said. "They stayed and it took about 30 minutes to cut the grass, which was about two-feet high." Hernando County, Florida, firefighters were photographed helping finish mowing the lawn of a man who suffered a heart attack. The firefighters' gracious act was captured on camera by McCrory's neighbor, Jacob Shipp, who posted the photos on his Facebook page, where they quickly went viral. "I really wanted to get something positive in the news, especially concerning first responders," Shipp told ABC News. "I have both police and fire in my immediate family and know how all of the negative stories lately can affect morale both in the workplace and in the community."
