Come on people, it's not that hard. The card/strategy restrictions are half of it. The other half is the descriptive labeling of each bracket.

If your deck is bracket 1 off cards alone, but it intends to actually win a game of EDH, it is not bracket 1.

If your deck is bracket 1 off cards alone, but it would pubstomp bracket 3s, it is not bracket 1.

If your deck is bracket 1 off cards alone, but it's mechanically tuned, it is not bracket 1.
