This rebuttal is at least as reductive as the slogan you are criticizing. When they ban trans rights they are not doing it because it benefits anyone. They are doing it because they are being cruel. Because they think they should be cruel. Why they think they should be cruel varies, but yes! Sometimes cruelty very much is (part of) the point. They would not agree with your take on cruelty always being bad, either. They would say it is necessary to preserve* "the white race"/"the job market"/"the sanctity of marriage"/[fill in your preferred soulless platitude here].

What the slogan "the cruelty is the point" is trying to draw attention to is that people are doing a thing not in spite of it clearly hurting people, but BECAUSE it is clearly hurting people. And that can be a very valuable thing to point out.
