Significant Drop in CRS Scores After Removal of Arranged Employment Points

Canada’s Express Entry system has undergone a dramatic transformation following the recent elimination of CRS points awarded for arranged employment. This major policy adjustment has reshaped the candidate pool and lowered the Comprehensive Ranking System (CRS) scores for thousands of applicants.
As a result, many Express Entry candidates have experienced a steep decline in their CRS scores—by either 50 or even 200 points—directly affecting their prospects of receiving an Invitation to Apply (ITA) for permanent residency in Canada.

Shifts in the Express Entry Landscape
The most pronounced drop occurred in the CRS score range of 501–600, where 5,740 profiles vanished. This score band previously included candidates boosted by arranged employment points.
Notable declines were also recorded in:
491–500 CRS points: 1,618 profiles removed
481–490 CRS points: 984 profiles removed
Altogether, these high-scoring brackets—representing the top 10% of candidates—saw 8,342 profiles either expire or move into lower score bands between March 16 and April 14, 2025.
Since these reductions align closely with the March 25, 2025 policy update, it is likely that many affected profiles were downgraded due to the elimination of job offer points.
Note: These figures also include natural profile expirations or new additions and aren’t exclusively tied to the March 25 change.
Despite this shake-up, the Express Entry pool still grew by 7,373 new profiles in the same period, reflecting increased interest and submissions post-policy change.
Rising Numbers in Lower Score Ranges
While higher score ranges saw declines, several mid-range bands experienced noticeable growth—most prominently the 461–470 range, which saw an influx of 2,157 new profiles.
It’s likely that candidates who previously held CRS scores above 500 (due to arranged employment) have now shifted into this range following the point removal.

Located in Northern Ontario, Timmins holds the unique distinction of being one of the few Canadian communities participating in both RCIP and FCIP. It’s also the first community to release its list of in-demand sectors and occupations for these new immigration streams.

New Brunswick Launches Two Enhanced PNP Pathways for Permanent Residency

Starting March 5, 2025, the New Brunswick Provincial Nominee Program (NBPNP) has begun accepting Expressions of Interest (EOIs) for two Express Entry-aligned immigration streams. These pathways provide skilled workers with an opportunity to secure a provincial nomination, paving the way for Canadian permanent residency.
New Brunswick PNP Pathways Now Open
The following two enhanced Express Entry pathways are now available for applicants:
Employment in New Brunswick Pathway
New Brunswick Interests Pathway
However, certain occupations have been excluded from eligibility for these invitations.
Updated Eligibility Criteria for 2025
To improve accessibility while maintaining program integrity, the NBPNP has revised key eligibility conditions, including:
Lowering the minimum eligible age from 22 to 19 years.
Increasing residency requirements and implementing a mandatory 12-month full-time work experience requirement for applicants under the Employment in New Brunswick Pathway.
This intake marks the first of 2025, following adjustments to the NBPNP’s structure in response to a reduction in provincial nomination allocations.
Unlike previous intakes, EOIs will not be assessed on a first-come, first-served basis. Instead, selection will prioritize economic and labor market demands in New Brunswick.
New Brunswick’s Immigration Allocation for 2025
For this year, New Brunswick has been allocated 2,750 total nominations, distributed as follows:
NBPNP: 1,500 nominations
Atlantic Immigration Program (AIP): 1,250 nominations
Who Can Apply for New Brunswick’s Provincial Nomination?
Each Express Entry-aligned pathway has distinct eligibility requirements. Below are the criteria applicants must meet to be considered for an invitation.

Obtain a minimum of 67 points on New Brunswick’s Express Entry selection grid.
Employment positions under both pathways must be classified within NOC TEER (Training, Education, Experience, and Responsibilities) levels 0, 1, 2, or 3.

In the latest round of PNP draws, Ontario, British Columbia, and Manitoba issued invitations to qualified candidates, offering them an opportunity to move closer to their goal of obtaining Canadian permanent residency.

Immigration in Canada is a shared responsibility between Immigration, Refugees and Citizenship Canada (IRCC) and provincial governments. While Quebec has an agreement with the federal government that grants it full control over the selection of economic immigrants, other provinces use PNPs to address their unique labor market demands.

For instance, Ontario, Canada’s most populous province, receives the highest number of nominations from IRCC. The Immigration Levels Plan for 2024-2026 sets a target to welcome 110,000 new permanent residents through the PNP in 2024, highlighting the significance of these programs in Canada’s immigration strategy.
Provincial Nomination vs. Permanent Residency Invitation
It’s important to note that receiving a provincial nomination is not the same as receiving an invitation to apply for permanent residency from IRCC. These are separate processes, and candidates must apply to both to secure their status in Canada. A provincial nomination enhances a candidate’s Comprehensive Ranking System (CRS) score, significantly increasing their chances of receiving an invitation to apply for permanent residency through IRCC.
Recent PNP Draws and Invitations Issued
Between August 24 and August 30, Ontario, British Columbia, and Manitoba conducted draws under their respective PNPs, inviting skilled candidates to apply for a provincial nomination.
Ontario: Skilled Trades Stream Invitations
On August 22, Ontario issued 1,287 notifications of interest to candidates under the Express Entry Skilled Trades stream of the Ontario Immigrant Nominee Program (OINP). This stream targets skilled workers with experience in Ontario’s in-demand trades. Candidates needed a minimum Comprehensive Ranking System (CRS) score between 400 and 435 to be eligible. Additionally, they were required to have work experience in a targeted occupation, identified by specific National Occupation Classification (NOC) codes.
The OINP’s focus on skilled trades addresses the province’s labor market needs, particularly in industries facing significant workforce shortages. This round of invitations reflects Ontario’s proactive approach to filling critical gaps and supporting economic growth by attracting skilled talent from around the world.
British Columbia: Targeted Invitations Across Multiple Sectors
British Columbia continues to prioritize skilled immigration through targeted draws that address specific sectoral needs. On August 27, the province issued over 158 invitations to Skilled Workers and International Graduate candidates through the British Columbia Provincial Nominee Program (BC PNP). This included candidates from the Express Entry BC stream.
The province conducted five targeted draws, each focusing on different occupations. The minimum scores required varied for each draw, highlighting the province’s tailored approach to selecting candidates who can contribute to key sectors:
Childcare Occupations: 40 invitations issued with a minimum score of 83.
Construction Occupations: 31 invitations issued with a minimum score of 88.
Healthcare Occupations: 18 invitations issued with a minimum score of 99.
Tech Occupations: 69 invitations issued with a minimum score of 118.
Veterinary Care Occupations: Less than five invitations issued with a minimum score of 80.
These targeted draws underscore British Columbia’s strategic focus on addressing critical labor shortages in key sectors, including tech, healthcare, and construction. The province’s approach helps to ensure that selected candidates are well-matched to the available job opportunities, driving economic development.
Manitoba: Invitations to International Graduates and Skilled Workers
Manitoba’s PNP draw on August 30 highlighted the province’s commitment to attracting skilled workers and international graduates. The Manitoba Provincial Nominee Program (MPNP) invited 150 candidates from two PNP streams, focusing on individuals with skills and experience aligned with the province’s economic priorities.
International Education Stream: 126 candidates were invited, highlighting Manitoba’s dedication to retaining international graduates who have studied and trained in the province. No minimum score was reported for this stream, emphasizing the province’s flexible approach to selecting candidates who can contribute to its workforce needs.
Skilled Worker Overseas Stream: 24 candidates were invited under a Strategic Recruitment Initiative, with a minimum score requirement of 727. This stream targets skilled workers outside Canada who can meet specific labor market needs in Manitoba.
Among the total invitations, 21 were issued to candidates with a valid Express Entry profile, providing these individuals with an additional pathway to strengthen their applications for Canadian permanent residency.

Canada Ranks Among the Top 10 Countries for Work-Life Balance

A study released by Remote HR, a global Human Resources firm, has found that Canada ranks among the top ten countries globally for work-life (or, as the study calls it, life-work) balance.
Canada placed fifth overall while New Zealand, Ireland, Belgium, and Demark took the top four spots.
The data includes rankings for several factors that influence an employee’s work-life balance. These include statutory annual leave, sick pay percentage, hours worked per week, minimum wage, and an overall happiness index.

Canada achieved an overall score of 72.75 out of a possible 100. It scored high for its relatively short work week (an average of 32 hours for most Canadians), safety, and for being 2SLGBTQ+ friendly.
Germany, Finland, Australia, Norway, and Spain rounded out the top ten. Canada’s closest neighbor, the United States, ranked 55 out of 60 in the Remote rankings with a score of 31.82 due to no annual paid vacation or sick leave, non-universal healthcare, and more hours worked per week.
The data on average working hours in Canada reported by Remote is supported by the most recent Organization for Economic Cooperation and Development (OECD) work-life balance rankings where Canada again placed fifth overall. OECD said that “just 3% of employees work very long hours in paid work, much less than the OECD average of 10%.”
OECD noted that full-time workers in Canada use 61% of their day (14.6 hours) for personal care. This includes eating and sleeping as well as leisure activities. This is just slightly less than the global average of 15 hours.
Canada is short on vacation time
The Remote report showed that Canada fell short in annual statutory leave and vacation time. The data said that people employed in Canada receive 17 days of annual statutory leave. However, this is not always easy to measure as employment standards in Canada are mandated by provincial governments. For example, in Ontario, Canada’s most populous province, workers in the private sector (meaning those not employed by the federal government or in a federally regulated industry) can spend the first five years in any job with just 10 days (two weeks) of vacation time per year. According to the Ontario Employment Standards Act, minimum vacation entitlement increases to three weeks (15 days) after five years.
Again, this timeline can vary by province. Employees in Saskatchewan are entitled to three weeks of paid vacation after one year of employment, going up to four weeks after ten years. Quebec’s annual vacation entitlement rises from two weeks to three weeks after three years of employment.
This does not account for Canada’s federal statutory holidays such as Christmas Day, Canada Day, Labour Day, Thanksgiving, Good Friday, and Victoria Day. There are also other public holidays but, in many instances and depending on the province, employees are not automatically entitled to take those days off. It often depends on their employer.
Comparatively, in both New Zealand and Ireland, all employees are entitled to four weeks of paid annual vacation after 12 months of continuous employment.
Consistently high rankings
Canada typically ranks high in global lists. For example, in January this year it was voted the world’s safest country for travelers by Berkshire Hathaway Travel Protection (BHTP) and a study by Givetastic in late 2023 found that Canada is the world’s top “dream work destination.” Canada also has the world’s seventh strongest passport according to the most recent rankings by residence and citizenship advisory firm Henley and Partners.
These rankings add to Canada's appeal as one of the most sought-after destinations for newcomers. In 2023, it welcomed over 470,000 new permanent residents, and the Immigration Levels Plan for 2024 targets admitting a further 485,000. While Canada’s immigration minister, Marc Miller, has recently indicated that immigration levels in the near future may look different, he also recognized the economic and social benefits of welcoming newcomers sustainably.
