I think Dream genuinely thinks it's for Tommy's own good, the way he does things with Tommy. I think maybe from his angle, the way he plans things for Tommy is slightly too ideal, like he thinks everything will turn out fine and just doesn't really consider that's definitely not how things will go. He is also in a heap ton of denial that he is the main factor in screwing up Tommy because he wants the best for Tommy and just doesnt want to acknowledge that in trying to give him the best, he ends up giving Tommy the worst, which makes him in even deeper denial
